    1. Introduction

    1.1. Background This document is an addendum to the Environmental Statement (ES) Volume 5, Appendix F Archaeological Desk Based Assessment (DBA) which accompanied an outline planning application submitted to Westminster City Council by the Secretary of State for Housing, Communities and Local Government for the proposed UK Holocaust Memorial and Learning Centre (the Scheme) to be located in Victoria Tower Gardens, adjacent to the Palace of Westminster in London. The ES (dated December 2018) was prepared in accordance with the Town and Country Planning (Environmental Impact Assessment) Regulations 2017 and accompanied the Secretary of State for Housing, Communities and Local Government’s planning application document (Ref:19/00114/FULL) submitted to Westminster City Council on 7 December 2018 and formally registered by the Council on 7 December 2018. Following submission of the planning application, it has been necessary to review the planning application proposals and make a number of design modifications to the Scheme. These amendments have given rise to the need to re-assess the predicted effects of the Scheme and update the ES and Appendices. This addendum also takes account of consultee comments on the original ES (December 2018). A summary of the design amendments are outlined in the ES (Volume 2 Main Text) Addendum. These changes have been reviewed and the DBA (December 2018) does not require any changes from the amendments.

    1.2. Consultee comments / surveys Comments on the DBA have been received from Sandy Kidd, Greater London Archaeological Advisory Service (GLAAS) advisor, along with formal pre-construction advice. Both documents highlight the need to confirm the nature of the archaeological resource on the Site through evaluation. The first phase of a programme of archaeological fieldwork is currently being implemented through the monitoring of geotechnical boreholes and pits on the Site. Results of this investigation, along with historic boreholes in the vicinity of the Site will be used to create a geoarchaeological deposit model, to clarify sub-surface conditions. To meet this, MOLA (Museum of London Archaeology) has been contracted to produce a Written Scheme of Investigation (WSI) for, and to undertake the monitoring of the geotechnical works. The outcomes of this investigation will be used to refine the findings of the DBA and inform subsequent phases of mitigation. Monitoring of test pits, and borehole samples, will refine the understanding of the archaeological resource present on the site through visual confirmation. The geoarchaeological deposit model will provide an accurate representation of sub-surface deposits and aid in the prediction of archaeological remains. The WSI has been produced and the geotechnical works are due to begin imminently. The results of this investigation will assist in the production of the Archaeological Strategy (currently underway) as it will allow methodologies to be tightened through accurate on-site data. The results of the investigation should be sufficient to address the comments provided by GLAAS and hone the assessment. If required, subsequent phases of fieldwork could feed into the detailed design.
