Letter dated 31 January 2019 from the Permanent Representatives

of Saudi Arabia, the United Arab Emirates and Yemen to the

United Nations addressed to the President of the Security Council

We are writing on behalf of the Governments of the Republic of Yemen, the

Kingdom of Saudi Arabia and the United Arab Emirates to reiterate our ongoing

commitment to the agreement reached by the Government of Yemen and the Houthi

militia in Stockholm and to achieving a peaceful solution to the ongoing conflict in

Yemen. We also express the growing alarm of our respective Governments regarding

the persistent, deliberate violations of the agreement by the Houthis and their refusal

to take any meaningful steps towards its implementation, notably the redeployment

of troops and the enabling of humanitarian relief flows. We call upon members of the

Security Council to do everything in their power to demand that the Iran-backed

Houthis comply with the terms of the Stockholm Agreement, as outlined in Security

Council resolution 2451 (2018).

In our letter to the President of the Security Council dated 15 January 2019, we

stressed the need for both sides to demonstrate their commitment to putting into effect

the terms of the Agreement. For our part, we continue to respect the Agreement and

cooperate closely with the Special Envoy of the Secretary-General for Yemen, Martin

Griffiths.

However, as a result of the ongoing failure of the Houthis to do the same, the

Yemeni people are not seeing the progress that they and the members of the

international community anticipated from the conclusion of the Stockholm

Agreement in early December 2018.

We are deeply concerned by the Houthis’ continued systematic obstruction of

the important work of the Redeployment Coordination Committee. They have also

failed to withdraw from the ports as agreed in Stockholm. They continue to reinforce

their military positions among the civilian population of Hudaydah, including the

digging of trenches and the construction of barriers. All these actions are direct

violations of several provisions of the Stockholm Agreement and of Security Council

resolution 2451 (2018), in which the Council endorsed the Agreement and called upon

the parties to implement it. Our Governments were outraged by the blatant attempt to

intimidate the members of the Redeployment Coordination Committee when Major

General Patrick Cammaert was personally targeted by insurgent fire on 17 January

2019. The Committee plays a central role in the implementation of the Stockholm

Agreement, and any attack compromising the safety and security of United Nations

personnel must be strongly condemned. The Coalition to Support Legitimacy in

Yemen will continue to support the work of the Committee and its Chair, and the

international community should demand that the Houthis do the same.

We are determined to improve the humanitarian situation for all Yemeni people

in spite of significant obstacles. Although vessels cleared by the United Nations

Verification and Inspection Mechanism are offloading cargo at the ports of Hudaydah

and Salif, as documented in the reports of the Secretary-General on the

implementation of Security Council resolution 2451 (2018), there continues to be a

shortage of relief goods for millions of people as a result of deliberate actions by the

Houthis to obstruct the distribution of aid. The Houthis refused to reciprocate cro ss-

line arrangements for the passage of a major United Nations humanitarian convoy on

29 December 2018 and blocked a convoy again on 29 January 2019.

The Houthis’ callous disregard for their obligations under international

humanitarian law and for the well-being of the people of Yemen was thrown into stark

relief on 24 January 2019, when a mortar shell launched from Houthi -controlled

territory struck a grain silo at the Red Sea Mills, the most important food storage site

in Hudaydah, causing a fire that destroyed thousands of tons of grain.

The Coalition continues to strictly observe the ceasefire that entered into force

on 18 December 2018. Since then, the Coalition has provided two reports to members

of the Security Council on recorded ceasefire violations. In the two weeks since the

submission of our most recent report, on 15 January 2019, the number of ceasefire

violations has almost doubled: as at 29 January, there had been 970 recorded

violations, all committed by the Houthis (see annexes I and II). These violations have

led to the death of 71 Coalition forces and the wounding of 534. This is a dramatic

escalation in the Houthis’ attempts to derail the Stockholm Agreement.

The Coalition continues to pursue lawfully its military campaign against the Houthis

outside of the area covered under the Stockholm Agreement, such as through a series of

targeted air strikes against 10 military objectives on 30 January 2019. All of the targeted

sites lie outside of the ceasefire area, as documented in annex III, and the goal of these

operations is to apply carefully calibrated pressure and convince the Houthis to reconsider

their options and begin to engage seriously in the process agreed to in Stockholm.

The Coalition believes that the Stockholm Agreement should be the beginning

of a series of agreements to end the conflict in Yemen, in accordance with Security

Council resolution 2216 (2015). Naturally, should the first stage of this process falter,

it would affect all subsequent steps. If the purpose and spirit of the Stockholm

Agreement continue to be disregarded by one side in this conflict, the prospects for a

peaceful solution will continue to remain elusive.

We renew our call upon members of Security Council to impress upon the

Houthis, and their Iranian backers, that they will be held responsible if their continued

failure to comply with the relevant Security Council resolutions, including resolutions

2216 (2015) and 2451 (2018), leads to the collapse of the Stockholm Agreement.

We would be grateful if you would arrange for the present letter and its annexes

to be circulated as a document of the Security Council.
