The Arms Export Control Act (AECA) mandates that an administrative surcharge be assessed on FMS cases to ensure we recover the full estimated U.S. government costs incurred to administer, execute, manage, and oversee these programs.
FMS operates under a legislatively mandated “no-loss” concept and an administratively mandated “no-gain” policy, enforces the requirement for effectivefinancial planning and accountability, and has caused the creation of FMS–peculiar data collecting and reporting systems. More specifically Security Assistance Administrative Trust Funds are used for:• Civilian salaries• Operational and overhead expenses• Utilities• Rent• Temporary duty (TDY)• Office equipment• Selected entitlements

Future Environment/Challenges ? – Are We Resourced
PE 1: • Proactive Engagement in support of COCOMs • Focused use of FMS – “Son of EDRB”• Tightening Market/economy will result in Commercialvenders being more aggressive in marketing their product • Better Forecasting
PE 10:• Expectations from the customer continue to grow– cheaper, faster and more accurate – less re-work• “Who’s on first”…competitive resourcing between PEP/PM and SAMD PE13/15/16:
• New Financial/Management systems – SCES?• Growing support structures• Metrics basically remain unchanged – is this good?
PE20:• “SC personnel do not have adequate training” (SC Reform)• SA/FMS Senior leadership aging – do we have a bench
PE 23:• Expanded/Growing 1206 program – DSCA leading managing effort• Continual transition of Senior Army leadership – continuous learningcurve on how to use SA/FMS
