We are writing to you today to invite you from October 23 rd. to October 25th. to participate in the Senior Panamerican Championship to be held in the Autonomous City of Buenos Aires, Argentina to which all the federations affiliated to the Panamerican Judo Confederation may participate.

The championship will be performed in the Senior category in the Individual

Shiai mode, and for teams and Kata for men and women.

Here we attach the event´s conditions, schedule, registration forms and

flight schedules.

We are looking forward to seeing you participating in Buenos Aires,

TECHNICAL REGULATIONS FOR SHIAI COMPETITION

Art. 1: Minimum age for participating in the Shiai Competition is 30 (thirty) years old or about to bein 2013 (they should be born in 1983). The age category of the participant is determined by the birthdate. Example: If the Judoka is 34 years old by the date of the competition, but he/she will turn 35 years old in 2013, he/shebelongs to class M2.

Art.2: Photocopy of the passport or the two first sheets of the I.D. (Identity Card) with photograph, which must be attached to the enrollment form.

Art.3. Medical certificate: Every Judoka must present upon enrollment the corresponding currentmedical certificate which authorizes him/her for the sport—competitive practice.

Art.4. At the weigh-in, every Judoka must present a document with photograph proving to be affiliated toa National Federation or Confederation (“Libreta Deportiva” [sports report]) belonging to the Panamerican JudoConfederation.

Art.5. About the weigh-in.5.1. The Judoka must attend wearing personal clothing (slip, shorts, anatomic for men and t-shirtor top for women).5.2. No Judoka will be allowed to get on the scale while naked.5.3. There will not be any weight tolerance.5.4. If one Judoka exceeds the weight to which he/she is registered, he/she will be able to change for the nexthigher category.5.5. At the official weigh-in, every Judoka will have the right to get on the scale once.

Art.6. The Rules and Regulations of the International Judo Federation will be applied. The length of the roundswill be modified and set in 3 (three) minutes. For the categories of 60 (sixty) years old or older, the length will be of 2.30 minutes. A white and blue judogi will be necessary.

Art.7. The Golden Score Formula will be used, with an unlimited length time. For Judokas who areolder than 60 (sixty) years old, the length of the Golden Score will be of 1 (one) minute (M7/F7 onwards)

Art.8. The competition system will be established according to the number of participants in each categoryof weight/age, to wit:

8.1. Olympic requalification system with semifinalists,8.2. Round robin if the number of participants is 5 (five) or less judokas.

Art.9. If there are no participants in any of the categories, the judoka(s) may be able to compete ina category of lower age or in a category of higher weight. These arrangements can be performed by theevent´s organizer, with the consent of the Judokas. If one Judoka has no opponents anddoes not want to compete in a different category, or there are no possibilities of making any arrangement, he will be declared the champion and will get thecorresponding awards. There will not be a refund of the enrollment money in any of these cases. If the Judokawants to change the category, he/she will not receive the awards that belong to the category he/she was originally enrolled to, since there is no possibility for one Judoka to receive awards in more than one category.

Rules for team competition

Art.1. The team competition will be the last event in the schedule.

Art.2. Each team shall consist of a maximum of 5 (five) Judokas and a minimum of 3 (three) Judokas. They will competeseparately. Each Judoka may be part of only 1 (one) team.

Art.3. The teams must be formed by Judokas of the same Federation. Only one Judoka who does notcomply with this requirement may be part of the team as “guest”.

Art.4. Each country may have two teams “A” and “B”. Each team may be part of a maximum of 2 (two) teams “A” and “B” andevery time two teams from the same country are in the same move, they will be separated so that they should not compete against each otherin the eliminatory stage of that move.

Art.5. Every team may designate 1 (one) replacement who must be designated and declared uponthe team´s enrollment. That Judoka will be invited to receive a medal whether he competes or not.

Art.6. The teams must be formed in accordance with the following steps:

Art.7. The team must be aligned by weight order starting from the lightest and it must keep that orderthroughout the competition.

Art.8. The replacement must be integrated to the team at any moment before the initial bow of each teamalignment. The referee must check if the replacement was correctly registered in the team´s formupon enrollment. The replacement must be placed in the correct weight order, and the male teams

must have a total age of less than 200 (two hundred) years by adding the ages of all the teams members.

Art.9. The number of teams per country must be announced at the beginning of the tournament.

Art.10. Medals will be awarded to the first, second and third place teams.

Art.11. The length of the bout is set in 3 (three) minutes, regardless of the age of the participants.

Art-12. The rule of the Golden Score does not apply, except in the case of a tie as stipulated inArt.14.

Art.13. Any Judoka disqualified by direct “ Hansoku Make “ because of an action that could endanger hisopponent of for unethical behavior will be eliminated from the tournament. In this case, he may not be replaced by theteam replacement player.

Art.14. The results of the bouts by one team will be established by the number of individual victories. In the event of atie, the team with the highest amount of points will be declared to be the winner. In the event of a tie in points, the tied matches will be decided by the immediate application of the Golden Score. If oneJudoka is not able to participate in the bout, the victory will be automatically given to theopponent. The victory will be given to the team with the highest number of victories of the new matches involved.

Art.15. If one team has 3 (three) victories, it will be immediately declared as the winner, with noneed of performing the other bouts.

Art.16. Each team may have 1 (one) trainer (who might be one of the members of the team) who will beresponsible for the correct enrollment of the team and for placing the Judokas in the corresponding order and ready forthe competition, following the correct protocol of bowing and for each Judoka´s and team ´s behavior in general. Thetrainer will not receive a medal if his team gets a victory, if he is not one of the Judokas or replacement playerof the team.

Art.17. All Judokas must attend the competition with their own passports or I.D., their“Libreta Deportiva Nacional” (National Sports Report) and they must undergo the weigh-in if it is considered necessary (if theJudokas have not been previously weighed for the Shiai throughout the competition.)

Art.18. The number of enrolled teams will determine the proper bout system. Up to 3 (three) teamsthe system in which each team competes against the other 2 (two) teams will be used. Round robin. If there are more than 3 (three) teamsthe Olympic system will be used.

KATA COMPETITION RULES

Art.1. It will be held between Judokas who are affiliated to their own National Judo Federations or Confederations, of any age, who will attend in DUOS in only one category composed by male, female or mixed genders, with a minimum graduation of 1er kyu, in the following modes:

1.2. Katame No Kata (forms of grappling)1.3. Kime No Kata (forms of decision)1.5. Ju No Kata (forms of gentleness)1.6. Kodokan Goshin Jitsu (skill of self defense)

Single paragraph: Age differences and body weight of the participants will not be considered.

About enrollment:Art.2.For the participationf the couples, they must be enrolled attaching a copy of the passport or I.D.with photograph.

Art.3. The couples’s participation will be for male, female and mixed genders, in only one mode. They may participate in a maximum of 3 (three) kata.

Art.4. The couples might be formed with Judokas from different countries.

Art.5. Couples must attend with the corresponding registration statement issued by the Argenitinian Judo Confederation and duly wearing a white judogi.

Single paragraph: Judokas (female) must wear a white t-shirt or shirt under the judogi.

About the competition system:Art.6. Couples must perform the demonstration with the protocol and techniques. In each of the modesto which they are registered, agreeing completely with the corresponding procedures of each Kata mode.

Art.7. The qualifications will be established in a range from zero to ten for both evaluation systems, towit:Technical demonstration (an individual mark for each technique)b) Aesthetic demonstration (one mark for the etiquette item [including the bow] and another forharmony which includes (posture, ease, movements, etc.)

About arbitration:Art.8. Each couple´s demonstration will be evaluated by a board composed by 3 (three) judges as a minimum and 5 (five) judges as a maximum, who will qualify with marks every individual technique in accordance with Art.9.

Art.9. The sum of the individual marks given by each Judge for the Technical Demonstration and the

Aesthetic Demonstration will be the final qualification awarded to each couple. If there are 3 judges, the qualifications will be added, if there are 5 judges, the highest and lowest mark will be eliminated, adding only 3 qualifications.

About classification:Art.10. Only the couples that get the highest final score, in decreasing order, will be considered forthe definition of the classification of Champion, Runner -up and third places.

Art.11. In case of a tie, the following will be the way to define which the winning couple is.1°-5 (five) marks of low value given by the Judges must be considered, beating the highest sum.2°°- if there is still a tie, the highest sum of the 5 (marks) of highest value that the couple received will beconsidered.3°- persistiendo el empate, harán ambas parejas una nueva presentación del Kata.3º - if there is still a tie, both couples will perform a new Kata demostration.

Note: In the enrollment confirmation, in the registration, it will be necessary to sign a file to setfree of any responsibility for the participation, to the Organization of the event or the CAJ (Judo Argentinian Confederation), CSJ (South American Judo Confederation and the CPJ (Panamerican Judo Confederation).This form will be provided upon registration.

To optimize your accommodation and stay, it is important for us to know the amount of athletes and delegation members before October 2nd WITHOUT EXCEPTION.The Argentinian Judo Confederation will not take responsibility for availability of accommodation and meals in case dates for enrollment and booking are not followed.

The countries which do not accept these accommodation options offered by the organizing committee must pay a canon of $200,000 American dollars per person FOR RIGHT OF PARTICIPATION.

· Enrollment payment USD $100,000 per each athlete (participating in Shiai, Team or Kata) officers do not pay

· ALL PAYMENTS MUST BE DONE UPON REGISTRATION.

IMPORTANT NOTE:The organizing committee will provide the medical services throughout the competition, nevertheless, if a member of any of the delegations needs hospital treatment or surgical interventions during the stay in Argentina, each delegation will be in charge of affording those expenses. By which the Organizing Committee is free of responsibility for these effects.
