This handbook provides basic information to prepare you for your journey to Malaysia We will do

our best to assist you to have a pleasant learning experience and enjoyable stay at UTAR

You should first visit our office at the campus where you are enrolled to pick up your Orientation

Package for New Students The Orientation Package contains information about the orientation

programme and services offered at UTAR It also includes a copy of the Student Handbook with

helpful information such as UTAR Clubs and Societies UTAR Departments and Divisions Public

Transportation Post Office Food Delivery Shopping Complex and etc

By Malaysian law all Student Pass applications are processed through Education

Malaysia Global Service (EMGS) All applications and extensions for visa are

coordinated by UTAR Department of International Student Services (DISS) DISS

applies to EMGS on your behalf You will be contacted by email outlining all necessary

documents and procedures

Foreign Student to Get Admission and Student Pass in Malaysia

1 You must provide documents and fees to UTAR including Personal Bond Payment

EMGS Visa Processing Fee Medical Screening Fee Immigration Fees and

Medical Insurance Premium

2 New international students are mandated to undergo the Pre-arrival and Post-

arrival medical screenings in accordance with the requirements of EMGS

3 You have to attend a medical screening at your home country and then submit your

pre-arrival medical examination report together with all other relevant documents

required to UTAR for the application of Visa Approval Letter (VAL) with EMGS

4 VAL will be issued in two to three months The VAL is only valid for 6 months If

you do not enter Malaysia within 6 months after the VAL being issued you may

need to make a new Student Pass application

5 Approach Malaysian Embassy in your home country to obtain entry visa with the

VAL

6 Book your flight after receiving the notice from UTAR (it is advisable to arrive

Malaysia on weekdays)

7 Upon arrival at the airport please meet the university personnel and give your

passport to the university staff for Airport clearance

8 Attend Medical Screening within 7 working days from the date of entry

9 DISS will obtain the endorsement of the Student Pass for you Medical Insurance

Coverage will be activated once you have passed the Medical Screening

10 14 countries are given Medical Screening exemption by Malaysia - Ministry of

Higher Education (please find the list of countries at page 5)

foreign students who aged more than 18 years old and intend to apply for a student pass

in Malaysia

The medical and health insurance packages available for international students are as

follows

(Insurance premium per annum in Ringgit Malaysia)

General terms and conditions of the medical and health insurance

Cashless for inpatient medical treatment at network hospitals in Malaysia and full

reimbursement for inpatient medical treatment at non-network hospitals in Malaysia

up to the maximum limit cover per annum

Full reimbursement for outpatient treatment less deductible of RM50 per visit in

accordance with schedule of benefits

The insurer is connected to more than 70 hospitals and 2000 clinics in Malaysia

Insurance cover commences from the date of entry In the event that the foreign

students applied in Malaysia they will be covered from the date of Visa Approval

Letter (VAL)

No health declaration is required upfront for foreign students to obtain medical and

health insurance cover but they are required to attend a medical screening in

Malaysia within 7 working days from the date of entry or the date of VAL if the

students applied in country

While exchange students from UTAR partner institutions do not pay tuition fees to UTAR

you are required to pay the following charges prior to arrival

Note

For international students the fees will be converted from Ringgit to USD using Banks

Buying TT daily exchange rate rounded to the nearest two decimal points

Processing fee insurance medical check-up and I-Card will incur 6 Good and

Services Tax (GST)

Student Pass Multiple Entry Visa and Personal Bond Fund charges vary according to

the country of the home institution

Other charges may apply depending on the terms of agreement
