Report on PSRB activity during 2016-17
SummaryThis is a report on PSRB activity provided to the committee annually and reports on engagements with PSRBs during 2016-17. The report also includes a statistical overview of PSRB interactions as they relate to the numbers of registered students and courses over the same period.
There were 20 PSRB accreditations in 16-17, covering 69 courses and 1 module. Some of these are renewals of accreditation on an annual basis whilst others range from short term (until October 2017) to 6 year accreditation periods. Of the accreditations that took place, two reaccreditations are awaiting confirmation from PSRBs and one new accreditation was delayed until 2017-18. There were 8 courses and 3 modules which achieved successful annual monitoring with their PSRBs.
It should be noted that all undergraduate and postgraduate provision in the School of Education and School of Sport and Service Management that is ‘accredited’ by the NCTL and subject to Ofsted inspectors must demonstrate how the respective programme meets the DfE and NCTL requirements and the Teachers’ Standards for the respective phase. For each phase (Early Years, primary, secondary and further education and training) the Schools produce an annual Self Evaluation Document that contains benchmarked analysis of performance and achievement. The SEDs are accompanied by improvement plans and these must be updated and reviewed throughout each academic year. In addition to this, the Early Years ITT programme is required to submit a monthly recruitment report, using specified headings provided by the NCTL.

1. Architects Registration Board (ARB) (School of Architecture and Design)The following courses are accredited by the ARB until 2020. A condition of the accreditation is the requirement to submit an annual report for 2015-16. A report was submitted in line with the 31st January 2017 deadline for the following courses:

Bar Standards Board (BSB) and Solicitors Regulation Authority (SRA) (Brighton Business School)Following the Law validation and periodic review on 29th March 2017, the Bar Standards Board and Solicitors Regulation Authority accredited the following programmes as having Qualifying Law Degree Status from March 2017 until end of 2021-22:

4. Broadcast Journalism Training Council (BJTC) (School of Media)An accreditation review visit took place on 18th May 2017 for:

Following the visit, the acting course leader was requested to submit a written response to set conditions for consideration, alongside the accreditation report, by the BJTC Journalism and Accreditation Board. It was noted that the course was due to undergo a period of change due to a move from the Hastings campus to the Brighton campus and a significant curriculum review. In light of this, BJTC extended the accreditation until October 2017, at which point another full accreditation visit would take place.

5. Chartered Association of Building Engineers (CABE) (School of Environment and Technology)The University of Brighton was invited to become an Academic Affiliate of CABE and to apply for accreditation of relevant courses. A paper based submission was approved as a Direct Accreditation of the courses noted below:

6. Chartered Institute of Insurance (CII) (Brighton Business School)Following the change of award from BA to BSc (Hons) Finance and Investment, re-accreditation was sought and agreed for maximum recognition of prior learning award for both awards.

7. Chartered Institute of Management (CIM) (Brighton Business School)The CIM Awarding Body confirmed that the University of Brighton has a Graduate Gateway against the following degrees:
BSc (Hons) MarketingBSc (Hons) Marketing Management
This provides students with exemptions on an APL basis from the CIM Level 4 Certificate and Level 6 Diploma in Professional Marketing (students are required to pass specified CIM units).
Agreement is reviewed and renewed annually. There were conditions set in relation to use of marketing copy and the GG logo on the University website.
Clarification had been sought and acquired from CIM regarding the courses, and programme specifications had been updated accordingly.
A letter confirming continued agreement was expected in August 2017, and has yet to be received.

8. The College of Podiatry (School of Health Sciences)Periodic Review and Course ValidationThe College of Podiatry re-accredited the BSc (Hons) Podiatry at a periodic review event at the University of Brighton held on 7th and 8th March 2017 for a further period of five cohort intakes commencing with the session of 2017-18.
At the same event MSc Podiatry (pre-registration) was validated and The College of Podiatry accredited it for a period of three cohorts/intakes commencing with the session of 2017-18. A follow up visit should take place in 2019-20 to assess the impact of the introduction of the programme and its delivery. The programme team were commended the Leaf Hospital as an excellent resource for the service user and student experience, the engagement of the course team with the professional body and the way in which students are prepared for employment and practice.
There were a number of recommendations for the courses, but no conditions were set.

9. General Pharmaceutical Council (GPhC) (School of Pharmacy and Biomolecular Sciences)The accreditation by the GPhC of the independent prescribing programme (CPD PG module PYM52) was provisionally agreed at an initial event held in January 2015, and was confirmed after a monitoring event held in October 2016. The Registrar of the General Pharmaceutical Council approved the full accreditation of the University of Brighton independent prescribing programme (CPD PG module PYM52) and confirmed that the programme was fully accredited to the end of January 2018.

10.1 A number of courses and modules were subject to paper based Health and Care Professions Council (HCPC) annual monitoring during the 2016-17 academic session. The Education and Training Council Committee within the HCPC agreed that the following courses had provided sufficient evidence to demonstrate that they meet the standards of education (SETs) and training required, and that students who completed the courses met the standards of proficiency and continue to be eligible to apply for registration with the HCPC.

10.3 The HCPC attended a joint event of a periodic review of BSc (Hons) Podiatry and a validation of MSc Podiatry (pre-registration) held in tandem with an approval meeting on 8th and 9th March 2017 with a view to respectively reapproving and approving accreditation of the two courses. The courses were approved subject to conditions. Following submission of responses to the conditions, the Education and Training Committee (ETC) on 06-07-17 approved the courses subject to satisfactory monitoring. In order for the courses to remain approved, they are expected to engage in the HCPC monitoring processes.

School of Applied Social Science10.4 The following courses are required to undergo an annual monitoring process that alternates
each year between an annual monitoring declaration and an annual monitoring audit. In January 2017, an annual monitoring audit was submitted. In response to the submissions, the HCPC confirmed that the courses had successfully completed the process and continued to meet the HCPC’s standards of education and training. Students who successfully complete the courses were therefore eligible to apply for registration with the HCPC

11. Higher Education Academy (Centre for Learning and Teaching)HEA approved the re-accreditation of PG Cert Learning and Teaching in Higher Education (Descriptors 102) (Route B) following a paper based submission re-accreditation in August 2016. Two conditions were set, but these did not relate to the PG Cert Learning and Teaching in Higher Education course – consequently SASC did not consider the report or the response from CLT.
The course has been accredited until 31st August 2020, but a periodic review in February 2018 will mean that CLT will need to inform HEA of any changes and present these to a Panel for accreditation to continue.

12. Institute of Engineering Design (IED) (School of Architecture and Design)
An e-submission was made to the IED on 22nd March 2017 which was followed by a re-accreditation visit on 24th and 25th May 2017. The following courses were successfully reaccredited, subject to two requirements and approval by the IED Committee in August 2017:

13. Institution of Mechanical Engineers (IMechE) and Institution of Engineering and Technology (IET) (School of Computing, Engineering and Mathematics)
The Institution of Mechanical Engineers (IMechE) and the Institution of Engineering and Technology (IET) conducted a monitoring visit on 9-10th May 2017.

14. National Council for the Training of Journalists (NCTJ) (School of Sport and Service Management)Following a re-accreditation visit on 1st February 2017, the NCTJ accreditation board on 22nd February 2017 agreed to award accreditation for a further 15 months to May 2018 for the following course:
BA (Hons) Journalism
The decision to move all media courses to the Eastbourne campus with effect from September 2017 meant that some staff would be required to move between that campus and the Hastings campus while students the students on two existing courses based at the latter ran out. The NCTJ proposed a re-accreditation visit in May/June 2018 to observe how the changes had been planned and affected. The visit was timed to coincide with the re-accreditation of the BA (Hons) Sport Journalism course and the two would be combined. 15. Royal Geographical Society (RGS) (School of Environment and Technology)A paper-based application for accreditation by the RGS was submitted in September 2016 for the courses noted below.

The RGS’s Council ratified the recommendation of the Accreditation Review Panel to formally accredit the courses for 6 years. A light touch re-application for accreditation would need to be submitted following the curriculum design review in 2017-18.

16. Royal Institute of British Architects (School of Architecture and Design)Following a validation event held on 3rd and 4th November 2016, the RIBA Education Committee confirmed unconditional revalidation approval of the following courses:

The next full visiting board would take place in 2021. While there were no conditions, there were standards requirements for continuing recognition, a number of action points that the University were expected to report on and advice offered that was not deemed essential improvements but which it was felt would assist the development of the courses and raise standards. In addition, RIBA commended three aspects of the provision.

17. Royal Society of Chemistry (School of Pharmacy and Biomolecular Sciences)17.1 Due to a recent accreditation visit, a paper-based submission was deemed sufficient for
consideration by the RSC Committee for Accreditation and Validation. The Committee agreed to accredit:
MChem ChemistryMChem Chemistry (Sandwich)
as fully satisfying the academic requirement for the award of CChem for holders of first and second class degrees. There were a number of set requirements to be met within 12 months in addition to the requirement that the RSC should be informed of any subsequent changes to the structure or content of the courses.

17.2 Following a validation event held 29th March 2017, the RSC accredited the following courses:

18. Royal Town Planning Institute (RTPI) (School of Architecture and DesignAt the second annual meeting on 31st March 2017, the RTPI Partnership Board noted that the Planning School has now made its transition to the School of Architecture and Design. It confirmed that the School was broadly effective, but sought further clarification on its clear planning focus, institutional support and resources. Following receipt of the responses, further clarifications were sought by the Chair of the RTIP Partnership Board. These were addressed, and continued accreditation of the course was confirmed of the University’s existing accredited course is the MSc Town Planning (combined accreditation for full and part-time modes). Particular strengths noted by the Board were the focus on the mediation of space,

place and community, the emphasis on spatial consequences and Coastal Planning and Regeneration.
At the Partnership Board meeting it was also noted that the recently validated BA Urban Planning with Architecture was unlikely to run in 2017-18, and this was subsequently confirmed by the School. It was agreed that consideration of accreditation of this course would be delayed until 2017-18.
Partnership Boards oversee the ongoing effectiveness of the planning school to deliver initial planning education, including the continued success of existing accredited qualifications and the accreditation of new courses put forward by the school in line with the RTPI’s Policy Statement on Initial Planning Education.
Collaboration and support whilst maintaining an overview of standards, quality and scrutiny are the central features of this process. The partnership model allows for an open and constructive relationship which includes supporting an innovative, creative and flexible education provision.

19. Universities Psychotherapy and Counselling Association (UPCA) (School of Applied Social Science)The UPCA attended a periodic review of the MSc Psychotherapy held on 14th March 2017. Subsequently the UPCA set a number of requirements, and recommended to the UPCA Council that if these were met that students who had completed the course, having already completed the PG Dip award, should be eligible to go on the UPCA and UK Council for Psychotherapy (UKCP) registrars.
A response to the requirements was submitted to UPCA on 14th July and a response is currently awaited.
