1 – Overview of 2011: letter from the director

This year was a highly dynamic and expansive one for the TIK Centre. Many new research projects were initiated, a number of new national and international initiatives were launched, and many people joined our faculty and staff.

In February a proposal for a new national centre for environment-friendly energy research (FME), in which TIK is a partner, was awarded funding by the Norwegian Research Council. The Centre for Sustainable Energy Studies, CenSES aims to provide a stronger scientific basis for political decision-making on future energy strategies within both industry and public administration, see www.ntnu.no/censes.

Throughout winter and spring, several other research proposals were also awarded major research grants for a total of more than 30 MNOK (approximately 4 M euros). One example is a new project that focuses on synergies and tensions in innovation in the life sciences; another is an EU-project that addresses the sociopolitical challenges of implementing the disposal of radioactive waste in various European countries. For a full list of TIK’s on-going research projects and the contact persons for these projects, see section 3.

In 2011 a total of five books by TIK researchers were published by leading national and international publishers, including two monographs by Kristin Asdal and Göran Sundqvist and three edited volumes by Magnus Gulbrandsen, Göran Sundqvist and Jens Hanson/Sjur Kasa/Olav Wicken. The Centre’s research results were also published in international scientific journals, book chapters, and numerous reports and papers in our two working papers series, see section 4.1.

In May TIK professor Jan Fagerberg presented the results of the so-called “Fagerberg Expert Committee”, which had been appointed by the Norwegian government to evaluate the quality and effectiveness of publicly funded research in Norway, as well as to suggest measures to improve research quality (see NOU 2011:6 “Et åpnere forskningssystem”).

Besides publications, TIK’s two research programs in “Science, Technology and Culture” and “Innovation” were highly productive in terms of organizing seminars, workshops and other academic activities. Among else, the Centre continued its strong engagement in two interfaculty research areas at the University of Oslo, namely “Cultural Transformations in the Age of Globalisation”/KULTRANS and “Environmental Change and Sustainable Energy”/MILEN. Besides participating in the leadership of these programs, TIK was also instrumental in initiating several international workshops and Ph.D. courses, such as a course in “Reading Texts” with among others Quentin Skinner, Carolyn Miller and Barbara Czarniawska. KULTRANS and TIK also co-organized a workshop with Donna Haraway in connection with Haraway’s being awarded an honorary doctoral at the University of Oslo in 2011.

In 2011 TIK admitted two new doctoral candidates, while three additional candidates were recruited for start-up in early 2012. The Centre’s two masters’ programs admitted 31 new students who were chosen in competition with a large number of applicants. In spring and fall, TIK’s master students launched a new student magazine Teknovatøren, resulting in two dynamic publications that were distributed widely both locally and in the European ESST-network in which TIK is a partner.

In other educational developments, TIK – along with numerous other leading research environments – received funding for a new National Research School on Innovation that starts in 2012. Meanwhile, at the University of Oslo, the TIK Centre was appointed by the leadership of the Social Science Faculty to assume scientific and administrative responsibility for the faculty’s doctoral course in “Philosophy of social science and research ethics” starting in 2012.

TIK continued and expanded the Centre’s on-going research cooperation with international researchers and research environments in numerous ways in 2011. Three TIK researchers had appointments as guest researchers for extended periods of time at internationally leading environments in STS or innovation studies in Sussex, Stanford and Harvard. During the year four external researchers were appointed as part-time professors/associate professors at TIK: Keith Smith (Imperial College), Anna Bergek (Linköping University), Brian Wynne (Lancaster University) and Fulvio Castellacci (Norwegian Institute of International Affairs). Numerous other scholars held lectures at the Centre as part of the TIK seminar series that began in the fall term, see appendix 4. Together with the Dept. of Interdisciplinary Studies of Culture at NTNU, TIK has also initiated a new Nordic workshop series on STS, with the first workshop scheduled for late April next year.

Finally, TIK was fortunate to be able to strengthen its research and administrative capacity by employing a number of new faculty, staff and doctoral candidates. In all, a total of 4 postdoctoral fellows, 1 researcher, 5 doctoral candidates, 3 administrative staff and 4 part-time professors/associate professors were recruited in 2011. The Centre also took measures to strengthen the efficiency of its administrative staff in line with the University of Oslo’s policy.

2 – The TIK Centre: background, organization, facts and figures The Centre for Technology, Innovation and Culture/TIK Centre at the University of Oslo was established by the senate (now the University Board) as an independent unit organized under the Faculty of Social Sciences in 1999. This unit was a merge of the former Centre for Technology and Human Values (TMV), the interdisciplinary “European master programme in Society, Science and Technology” (ESST) and the Prosjektforum (project forum, which is no longer a part of the centre).

The TIK Centre carries out high quality research, education and research communication in the following areas (see also 3.2)

• Science and Technology Studies (STS)

• Innovation studies

The TIK Centre’s activities are led by a director who is responsible for overall scientific and administrative activities, assisted by a head of administration with delegated responsibility for administrative matters. In addition, the director is assisted by a core leadership group that consists of the head of administration and the leaders of the Centre’s two research groups. The director reports to the Dean of the Faculty of Social Sciences, as well as to the TIK Board which has overall governing responsibility for the Centre’s activities.

The TIK Centre’s educational activities are led by a doctoral program director and a master’s program coordinator, in close cooperation with an Educational Program Council that consists of student representatives as well as the respective leaders.

Staff, doctoral candidates and visiting researchers

At the beginning of 2012, the TIK Centre had a total faculty and staff of 44 as follows: six professors, one associate professor, four part-time professors/associate professors (10-30% of full time), two researchers, five postdoctoral fellows, five administrative staff and twenty-two registered doctoral/Ph.D. candidates. During this time the Centre also had 51 master students. In addition the Centre hosted six researchers as guest researchers for extended periods of time in 2011 (for all staff and guests, see appendix 2).

3 – Research groups and research projects at TIK Research at the TIK Centre is organized into two research groups: the Science, Technology and Culture research group and the Innovation research group.

3.1 Science, Technology and Culture TIK’s research in this area, which can be situated within the multidisciplinary field of Science & Technology Studies (STS), focuses on the ways in which science and technology are shaped, become institutionalized and become involved in politics. Science and technology are viewed as cultural and material practices that can be fruitfully studied from both historical and contemporary perspectives. Three questions that are central to TIK’s research in this area are:

How are scientific and technological objects produced?

How is scientific knowledge interpreted and used by various groups in society, particularly in connection with controversies and political processes?

What are the relationships between knowledge/expertise, politics and nature?

Within these areas, one main concern is to understand the roles of experts in controversies surrounding nature, as well as the ways in which various historical, cultural and institutional contexts contribute to framing these controversies. Another important research interest in to analyze how expert knowledge is used in environmental regulation, with a special focus on tensions between and expert-driven and a more democratic regulation. Yet another research area is directed toward understanding the dynamics of HMS cultures within the petroleum sector, both with regard to actors’ interpretations of risks and the challenges of creating robust regulations.

Research in this area is also committed to deepening current insights into various theoretical and methodological issues at the intersection of STS and history, as exemplified by the challenges that can be implied as “reading texts” and “writing in nature” in historical accounts.

3.2 Innovation TIK’s research in this area focuses on understanding the complex and dynamic relationships between the technological, economic and social factors that contribute to innovation in various firms, sectors, regions and countries. The point of departure for this work is that technological change and learning are important driving forces for societal change. Central questions include:

What characterizes innovation?

What are the relationships between innovations, economic growth and competition, and technological change?

How is knowledge created and used in innovation processes and systems, and what is the role of learning in such processes?

How can innovation studies and innovation theory contribute to our understanding of global issues such as the dynamics of knowledge-based economies, transitions in energy systems, and the role of public policy in modern economies?

One main area of interest concerns the economics of innovation, i.e. how to explain differences in innovation and economic development between firms, regions and countries. A second area focuses on understanding science and innovation policy, particularly the role of universities and firms in knowledge-driven policy. Issues related to innovation and growth in resource-based industries and economies (such as Norway) are also explored, i.e. why are these economics so successful? Another area of research interest centers on analyzing the relationships between climate, technology and policy, particularly with regard to system-level transitions to renewable energies. Finally, work on the management of innovation in firms is also carried out within this research group.

5 Educational programs and other teaching activities

5.1 Doctoral program at TIK The TIK departmental doctoral study plan in Technology, Innovation and Culture is one of seven study plans within the doctoral program that is offered by the Faculty of Social Sciences at UiO. The TIK program aims to provide both research training and a broad base of advanced knowledge in theoretical and methodological approaches within STS and innovation studies. The program, which consists of obligatory course work and seminar participation in addition to thesis writing, is designed to be completed within three years of full-time study. The obligatory courses and seminars are:

• TIK9001 Theory and History

• TIK9011 Science and Technology Studies

• TIK9021 Innovation Studies

• TIK9101 Obligatory Ph.D. seminars

A completed doctoral degree in Technology, Innovation and Culture is equal to 180 ECTS credits, which consists of 150 credits of thesis work and 30 credits of approved course work and seminar participation.

As of December 2011, TIK had 19 registered Ph.D. Research Fellows/doctoral candidates, of which 12 in STS and 7 in innovation. Three additional candidates (2 in innovation, 1 in STS) start their doctoral work during the first quarter 2012. For a list of all candidates and their supervisors, see Appendix 3.

5.2 Master’s programs at TIK The TIK Centre offers two masters programs as follows:

• Master’s program in Technology, Innovation and Knowledge (“TIK masters”, 2 year degree program)

• European Master’s Program on Society, Science and Technology (“ESST masters”, 1.5 year degree program)

The Master’s program in Technology, Innovation and Knowledge is a multidisciplinary program that aims to understand the role of technologies and knowledge as cultural and social phenomena in modern economies and societies. The program thus analyzes various dimensions of the knowledge society, where core issues are how technologies and knowledge are created and used in politics, firms, organizations and other parts of society. While firmly rooted in STS and innovation studies, the program also draws extensively from relevant research findings within sociology, anthropology, history, philosophy, economics and economic history. Organizationally the program consists of one year of course work followed by one year of thesis writing. The program is designed to provide students with a firm base of knowledge for future positions in a range of areas related to technology’s development in society, innovation strategies and the politics of knowledge, as well as serve as a basis for participation in research projects or doctoral studies. The European Master’s Program on Society, Science and Technology is offered within the framework of an educational cooperation among 13 universities who participate in the joint European Program on Society, Science and Technology (ESST-network). While this program at TIK is similar in its course offerings to the TIK-masters as described above, there are two important differences. The first is that the ESST master’s program encourages students to study at one of the participating European universities during their second and third semester by taking courses within these universities’ areas of academic specialization. The second distinction with this program is that it encompasses 1.5 years of study, thus consisting of somewhat less academic course work and shorter thesis writing time than the TIK masters. The ESST masters is designed to provide students with competence within areas related to the development of science and technology in e.g. public administration, firms, public and private research and consultant institutes, and innovation-based organization. A recent study by the Faculty of Social Science at UiO showed that candidates within this program obtain employment most quickly, reflect an even balance between employment in public and private sectors, and often have the highest salary levels. In 2011, the TIK Centre had 27 students enrolled in the TIK-master’s (13 first-year students, 14 second-year students) and 24 students enrolled in the ESST-master’s programs (14 first-year students, 10 second-year students).

6.3 Student magazine Teknovatøren TIK’s student magazine Teknovatøren was founded in late 2010 by students within TIK’s masters programs under the leadership of Christian Guttormsen and a first board of directors that consisted of five master students. In early 2011 the students published the first semi-scientific journal of innovation and technology studies at the University of Oslo, Teknovatøren. Teknovatøren aspires to be a popular science forum for technology and innovation studies by contributing to increased public knowledge about current research within these fields. The magazine also acts as an important portal for students to exhibit and practice journalistic writing – a style of writing that is relatively scarce in academia. Furthermore, Teknovatøren seeks to strengthen academic and social ties among the students at the TIK Centre, as well as increase scientific contact between students and faculty members. The magazine is supported economically by the TIK Centre as well as other sponsors.

In 2011 Teknovatøren was released in two volumes, one on the theme of Innovation in Ethics (written in Norwegian) and one on the theme of The Future of Energy Production (written in English). The English magazine has been distributed widely within the European ESST-network, see 4.2.

7 TIK’s work environment and alumni organization

7.1 Work environment Throughout the year, the TIK Centre took new initiatives to strengthen its work environment both intellectually and socially. In January an extensive analysis of the work place (“arbeidsmiljøundersøkelse”) was carried out within the framework of UiO’s personnel policy for 2011, which provided a basis for further close cooperation between TIK’s leadership and workplace officers (“verneombud”). Among else, dialog meetings (“medarbeidersamtaler”) were carried out with all personnel, and a work place improvement plan was drawn up and implemented in virtually all areas. The Centre also initiated a seminar series that soon became an attractive and dynamic intellectual meeting place for presentations and discussions of on-going work among TIK’s researchers and guests, see appendix 4. In relation to this, the Centre also worked systematically to organize meetings and other events in ways that enabled researchers to enjoy more uninterrupted work time for their own research. Finally, numerous socio-professional initiatives were taken as part of a “more fun at work” parole, as expressed in e.g. the TIK Wednesday lunch, semester kick-offs, afterworks, celebrations of various events, kaffe avec, and numerous parties under the creative leadership of TIK’s administrative staff.

7.2 Alumni Organization InterESST

The alumni organization InterESST was founded in Oslo in 1996. Currently the organization represents roughly 350 students and candidates from the TIK and ESST master programs that are offered by the Centre. Each year a general assembly elects a board which is delegated with responsibility for day-to-day activities and operations. Regular activities include organizing public debates and seminars, spreading the good word about TIK’s activities and programs as a means of assisting with recruiting new students, organizing student parties, and managing the organization’s online presence through LinkedIn, Facebook, mailinglists and interest.org.
