    ACADEMIC FREEDOM STATEMENT TheSchoolofLawhasapolicyofacademicfreedomensuringfacultymembers,staff,andstudentstheabilitytoexercisetheirreasonableandinformedjudgment.The University shall establish no policy which will unreasonably inhibit academic freedom. Facultymembers,staffandstudentshavetherightandobligationtoexamineallaspectsofproblemareas,togatherdataandtoquestionassumptions. Facultymembersarefreeandsecuretoteach, investigateandparticipateasresponsiblecitizensincommunityactivities.Thefaculty,staff,andtheadministrationshallattempttomaintainaneducationalclimatewhichisconducivetothefreeexplorationofallideasandofvaryingpointsofview.Anyfacultymember,staff,orstudentwhofindsthatapossibleviolationofacademicfreedomcannotberesolvedinformallywiththeDeanmaysubmitsuchaquestioninwritingtothefacultysenate,whichmay appoint an investigative committee to ascertain the facts of the alleged violation and makerecommendationsfortheresolutionofthemattertotheDeanandthefacultysenate.

    Dean’s Message -- This program has evolved in over half a century from a law office with three law students in Culver City to a two campus University spanning the greater Los Angeles basin with approximately two-hundred students. Further UWLA has the legacy of producing not only thousands of Juris Doctor Graduates but literally thousands of licensed California attorneys who practice in all manner of legal fields from Administrative Law to members of the Bench.     History And Accreditation

    The University of West Los Angeles was chartered in February 1966 under the laws of the State of California as a non-profit educational institution. In August 2010, the form of ownership of The University of West Los Angeles was changed to that of a for-profit corporation.

    Since 1978, the Committee of Bar Examiners of the State Bar of California (CBE) has continuously accredited the University of West Los Angeles, School of Law.

    In July 2002, the San Fernando Valley College of Law (SFVCL) became a part of the University of West Los Angeles. Academic records for students who attended San Fernando Valley College of Law or the University of La Verne - San Fernando Valley College of Law prior to summer 2002 are available from the University of La Verne.

    WASC Senior College and University Commission (WASC) granted UWLA initial accreditation in June 1983. WASC terminated accreditation on June 30, 2006.

    WASC Senior College and University Commission (WSCUC) granted UWLA initial accreditation again in July 2018 and has continuously accredited the University of West Los Angeles since.

    The University of West Los Angeles is accredited by the WASC Senior College and University Commission (WSCUC) 985 Atlantic Avenue, Suite 100, Alameda, CA 94501.

    THE UNIVERSITY COMMUNITY BoardofManagersThe School of Law is governed by the Board ofManagers ofUWLA. The Board has generally 6 to 12members.

    The Board concerns itself with major policy matters, including setting of goals, mid- and long-rangeplanning, approval of new programs, significant changes in existing academic programs, approval oftuition levels and budgets, recruitment and election of new trustees, development of fund-raisingprograms, and appointment and evaluation of the President. The Board is currently meeting on aquarterlybasis.

    To develop leadership on the Board and to engender Trustee participation in University affairs, theBoardhasManagers’Committees,inadditiontoanExecutiveCommittee.EachcommitteeischairedbyaManagerandincludesasmemberstwoormoreManagers,aswellasadministrators,facultymembers,students and alumni. The committee reports to the Board on their activities and makerecommendationstotheBoard.Thecommitteesare:

    PresidentThe President, who is appointed by the Board ofManagers, is the chief executive officer of theUniversity. The President is directly responsible to the Board ofManagers and has the primaryresponsibility for ensuring that the University fulfills its mission and acts in accordance with itspurposes in implementing Board policies while maintaining adherence to principles of integrity,educationalqualityandsoundfiscalmanagement.

    DeanoftheSchoolofLawTheDeanisthechiefexecutiveandacademicofficeroftheSchoolofLawwiththeresponsibilityandauthority,asdelegatedbythePresident, fortheappointment,re-appointmentanddismissalofallemployeesoftheSchoolofLaw. TheDeanandthefacultyhavetheresponsibilityforformulatingand implementing academic policies and procedures, in accordance with the general policiesprescribedbytheBoardofManagers.

    FacultyWorking cooperatively with the Dean, the faculty has the primary responsibility for formulating,implementingandsupervisingtheacademicpoliciesandproceduresoftheSchool.Facultybylaws,adoptedbythefacultyandapprovedbytheBoardofTrusteesin1993,establishthesystemof faculty governance. The Bylaws provide for two regular law school facultymeetings ayearandtworegularuniversity-widefacultymeetingsayear.     PRACTICING LAW IN JURISDICTIONS OTHER THAN CALIFORNIA Almost all law students at UWLA intend to practice law in California. UWLA is accredited by theCalifornia CBE and does not plan to seek approval by the American Bar Association. Any questionsregardingtheaccreditationstatusoftheSchoolshouldbeaddressedtotheDean.

    Studyat,orgraduationfrom,thislawschoolmaynotqualifyastudenttotakethebarexaminationorbeadmittedtopracticelawinjurisdictionsotherthanCalifornia.Astudentwhointendstoseekadmissionto practice law outside of California should contact the admitting authority in that jurisdiction forinformationregardingitseducationandadmissionrequirements.

    COMMITTEE OF BAR EXAMINERS REGULATIONS

    RegistrationasaLawStudentAsalawstudentintheStateofCaliforniawhoseobjectiveitistoseekadmissiontopracticelawinthisstate,youmustregisterwiththeCBEwithin90daysafterthestartofyourfirstsemesterofstudy.

    TheCommitteeofBarExaminersencourageson-lineregistrationanddoesnotmailregistrationpacketstolawschools.Toregisteron-line,gotowww.calbar.org.Torequestapacket,calltheCBEat(213)765-1500.

    AftertheCBEhasprocessedyourregistrationform,youwillreceiveanoticeofyourregistrationasalawstudentandregistrationnumberinaboutsixmonths.

    FirstYearLawStudents’Examination(BabyBar)

    TheFirstYearLawStudents’Examination(FYLSX,commonlyreferredtoastheBabyBar)isadministeredbytheCBEandisrequiredforstudentsattendingunaccreditedlawschools inCalifornia,aswellasfor“special students” at accredited schools. If youwere admitted toUWLAas a “special student” (withfewerthan60academicunits);youwillberequiredtotakeandpasstheexaminationbeforeyoumaycontinueintoyoursecondyearoflawstudy.Youmustfileanapplicationfortheexaminationatleasttwomonthspriortothedateofadministration.ItmustbesentdirectlytotheCBEaccompaniedbytheapplicationfeeviacertifiedmail.(Onlineapplicationprocessisavailableaswell.)FormsareavailablebyrequesttotheCBE.TheexaminationisgiveninJuneandOctober.

    Ifyouhaveanydoubtaboutyourstatusinregardtotheabove,pleasecontacttheDean.

    1. RequirementstotaketheFYLSXAlawstudentmusthaveearned18units(completionof270hoursoflawstudy)withina12-monthperiodinordertoqualifytotaketheFYLSX.

    2. DisqualifiedstudentstakingtheFYLSXStudentswhoareacademicallydismissedat theendof their firstyearof studymaybeeligible totaketheFYLSX.Suchstudentswhotakeandpasstheexammaypetitionforre-admission,andtheAcademic Council will consider their having passed the FYLSX as one factor in determining re-

    admission. If admitted, studentswhopass theFYLSXareawardedcredit forTorts,ContractsandCriminalLaw,providedatleastaminimumpassinggradeinthecoursewasearned.

    ResidencyRequirements

    1. TheCBEhasestablishedresidencyrequirementsfromrulesthatappearintheCaliforniaBusiness&Professions Code, the CBE’s Policies & Factors Governing Law Schools in California, and “RulesRegulatingAdmissiontoPracticeLawinCalifornia.”TheSchoolhasitsownpoliciesaswell.

    2. Students are required to attend aminimum number of hours per week in any given term. Theresidencyrequirementsvarydependingonwhetheroneisafull-timeorapart-timestudent.a. Full-TimeProgram

    Studentsinthefull-timeprogramfollowaprescribedthree-year,six-semesterprogramof12-15unitspersemesterandtwosummersessions.

    TheCBERulesRegulatingAdmissiontoPracticeLawinCalifornia,Factors&Comments,states,“Afull-timestudentisonewhodevotessubstantiallyallofhisworkinghourstothestudyoflaw.Normally,nostudentinafull-timeprogramshouldbeotherwiseemployedinexcessoftwentyhoursaweek…”

    Students attending full time must comply with this prescription. Full-time students whoattempttoworkmorethan20hoursaweekareencouragedtoattendonapart-timebasis.

    Therearenorestrictionsonemploymentinthesummersessions,inter-termperiods,orrecessperiodsforstudentsregisteredinthefull-timeprogram.

    b. Part-TimeProgramStudentsinthepart-timeprogramfollowaprescribedfour-year,eight-semester,three-summersessionprogramofeighttotenunitspersemesterandthreetofiveunitspersummersession.. For students registered in the part-time program, there are no restrictions on employment.However,werecommendthatyoulimityourworkscheduleasmuchaspossible.

    3. Moredetailedinformationonresidencyrequirementsmaybefoundin“RulesRegulatingAdmissiontoPracticeLawinCalifornia,”whichcanbeobtainedfromtheCBE.Itisthestudent’sresponsibilitytoreadtheserulesandabidebythem.

    4. Generally,astudentwhofollowsoneofUWLA’sProjectedProgramswillsatisfytheserequirements.A studentwhowishes to deviate from the recommended sequencemust file a petitionwith theAcademicCouncil.AstudentassumesfullresponsibilityforsuchdeviationandmustascertainthatBarresidencyandschoolgraduationrequirementswillbemet.

    Before admission to the practice of law, all candidatesmust take and pass theMPRE exam,which isofferedfourtimeseachyear.Applicationsmaybecompletedonlineatwww.calbar.ca.gov.

    At thepresent time, studentsmust completeoneyearof lawschoolbeforebeingdeemedeligible totaketheexam.TheCommitteeofBarExaminersisconsideringrelaxingtherequirement,whichwouldallowstudentstotaketheexamafterregisteringwiththeCommitteeasalawstudent.Studentswillbekeptabreastofthestatusofthisrequirementandnotifiediftheeligibilitycriteriachange.

    GeneralBarExaminationTheCommitteerequiresapplicantsdesiringtositforthebarexamtofileanapplicationon-lineandpaytheappropriatefee,usuallythreetofourmonthsbeforetheexamadministration.

    Refund policies depend on a student’s status and when the student withdraws.     TUITIONPAYMENTPOLICY

    OFTHEUNIVERSITYOFWESTLOSANGELESSCHOOLOFLAW

    GENERALPOLICYFullpaymentoftuitionandthenon-refundableregistrationfeeandanyotherapplicablefeesmustbemadeorarrangementsforpaymententeredintowiththeUniversityatthetimeofregistration.Tuitionand feesmust be paid or arrangements for payment entered intowith the University for each termbeforeastudent’sregistrationiscompleteandthestudentisallowedtoattendclasses.Registration,whenacceptedbytheUniversity,constitutesafinancialcontractbetweenthestudentandtheUniversity.     1-3unitsComprehensive individual research projects under supervision of a faculty member, resulting in ascholarlypaper.TopicandunitcreditmustbeapprovedinadvancebytheAcademicCouncil.Studentswhoelecttodoindependentstudymustbeingoodstandingacademically.Thisisanopportunityforadvancedstudentstopursuenewanddifferentareasofthelawnotcoveredinthe standard curriculum. Generally, projects will be awarded 1 to 3 units of credit, based upon theamountof identifiableandpre-approved time spent in researchandwriting.     2.Studentsareallowedupto8unitsofnon-classroomwork.Morethan3unitsmaybeinexternshipsif the student shows good cause to exceed the 3-unit standard limit. In rare circumstancesexternshipssuchasthoseattheDA’sofficeforCertifiedLawStudentsmayqualifyformorethan8units.

    3. Studentsmay select a placement from a list of approved agencies and said placement,must beapprovedby theLegalExternshipProgramDirectorbeforeenrollment ispermitted. Placement inprivatelawfirmsispermittedinexceptionalcircumstancesifapprovedbytheDirector.

    4. Studentswho commit to the Legal Externshipprogramare involved in the representationof realclients.Therefore,studentsmustfullyunderstandtheresponsibilityandmusttakethecommitmentveryseriously.StudentswhotakeapositionandlaterwithdrawmayreceiveafailinggradeatthediscretionoftheattorneysponsorandLegalExternshipProgramDirector.

Section 1983, in lawsuits suitgovernmentofficials(includingCityagenciesandindividualpoliceofficers).Thiscoursewilldiscussthenuancesbetween filing in Federal versus State jurisdiction. Therewill be a discussionof thepotentialfederal and state causes of action. The primary focus will be to learn how to use federal and statestatutestovindicateconstitutionalrightsordefendgovernmentalentities.WewillalsocovertheproperdefendantsandtheoriesunderSection1983;whatkindofconstitutionalviolationsmustbeshown;howcausationworks for governmental and tort claims; immunity andother defenses that havebeen readinto the statute; and how damages are assessed. There will also be a discussion surrounding theattorneys fees provision in Federal court. We will discuss high profile police misconduct cases whilediscussing a wide range of substantive civil rights violations, including due process violations, equalprotectionviolations,denialoffreespeech,excessiveforce,andunlawfulsearchesandseizures.Finallywe will discuss the discovery process as it relates to section 1983 cases (including PitchessMotions).Therewillalsobediscussionsregardingtheintersectionofthecriminalandcivilproceedings.

Its goals include the development of skills in statutory analysis and an in-depthunderstanding of the process of contract formation and performance in themodernworld of sales ofgoods.     REGISTRATIONRegistration is conducted three timesa year and is non-refundable. Packets areprepared four to sixweeks in advance of the commencement of the semester/term.
