Polish Presidency - Public Health Priorities

• Reducing health disparities in communities of Europe and the prevention of diseases of the brain, neurodegenerative diseases, including Alzheimer's disease– Reducing disparities in health between the countries of the European Union. Adopting a

coordinated and joint actions to reduce premature mortality by reducing the health consequences of smoking, hazardous alcohol consumption, unhealthy diet and physical inactivity

– Prevention and control of respiratory disease in children– Prevention and treatment of communication disorders in children, including the use of

e-health, and innovative solutions

GoalPolish Presidency

• The need for simultaneous pursuit of actions aimed at improving and protecting the health of both children and the elderly. Equal opportunities is the foundation of children's health to reduce health disparities, social and economic occurring later in human development. A healthy childhood is the first step to a healthy and active aging

• Persistent differences in the health of societies in Europe and the need to reduce them. Good health condition and normal human development during early development affects the social and economic situation at a later stage of development. Therefore, for reducing disparities in health must reach out for various activities in the area of promotion, prevention and education as instruments for shaping health related behavior from the earliest period of human development

• Particular attention will be devoted to discussion and respiratory diseases and disorders of communication in children. To build a healthy society in Europe, it is necessary to develop instruments to reduce and combat the incidence of these disorders by the introduction of screening programs, establishment of networks of institutions involved in monitoring the health effects and better use of e-health, and innovative solutions

• In the prevention of brain diseases and neurodegenerative diseases, especially in the elderly is the need for constant interest in issues related to the aging of European society, prioritization typical diseases for old age and related financial sustainability of health systems, including increased spending on research undertaken on the brain, diagnostic innovation and treatment of the elderly

Reducing differences in health between EU countries Adopting a coordinated and joint actions to reduce premature mortality by reducing the health consequences of smoking,

hazardous alcohol consumption, unhealthy diet and physical inactivity

• The main cause of death in all EU countries are chronic non-communicable diseases, with the most significant and increasing burden for health budgets. The occurrence of cardiovascular disease, diabetes and many cancers, is closely associated with recognized risk factors such as smoking, poor diet, insufficient physical activity, and risky alcohol consumption. Indirectly, their prevalence is also affected by environmental factors, such as clean air and water, working and living conditions, psycho-social stress, access to proper medical care. The combination of all these variables, resulting from differences in both lifestyle and socio-economic situation, is responsible for the significant differences in health between the countries of the EU-15 and EU-12

• What is needed is the creation of appropriate strategies and action programs in favor of a joint, international cooperation and scientific research on the factors causing differences in health. Need to develop instruments to reduce and combat the occurrence of chronic non-communicable diseases through the exchange of experiences and implementation of effective strategies, programs and actions in public health, establish a network of institutions involved in monitoring health events, and pay special attention to health promotion

Prevention and control of respiratory disease in children

• The issue of allergies and asthma, as the most common diseases of developmental age have a significant impact on health in later periods of life. The aim is to prepare conclusions on early detection, prevention and monitoring of non-infectious respiratory disease (CRD), with particular emphasis on the pediatric population, to reduce the development and effects of socio-economic and social conditions of the group, impacting the long term to improve the quality of life, and life in the health of elderly citizens

• To draw attention to the EU Member States of the importance of respiratory diseases in children and persistent in this regard the differences in the health of European societies. Aiming to build a healthy society, Europe needs to develop instruments to reduce and combat the occurrence of non-inflammatory respiratory diseases. It is advisable to establish a network of institutions involved in monitoring the CRD and its prevention

• Poland has carried out epidemiological studies pointing to the growing problem of allergies and asthma, diseases that are the most common during childhood, affecting about 25% of our society, of which about 12% have active asthma symptoms. Comparative analysis of data from EU countries shows that Poland is one of the regions most affected aside of Great Britain, Finland, Sweden and Germany. Poland has implemented a program PolAstma, one of the unique among the EU countries monitoring system. Poland wants to point out that the model of Finland by such a program can achieve significant success, reducing the social, health and financial implications of the CRD

Prevention and treatment of communication disorders in children, including the use of e-health, and

innovative solutions• Initiation of action to detect and prevent the occurrence of communication disorders in children,

eg. disorders of hearing, sight and speech, which - if untreated - can interfere with normal intellectual and emotional development of children. Early detection of communication disorders and appropriate intervention can ensure proper development of children, which affects their quality of life, and in the future social and economic situation

• Call to initiate a universal hearing screening programs, vision and speech in children starting school education in the EU and to create a network of cooperating institutions, in particular the exchange of experiences and best practices taking into account the use of e-health tools and any innovative solutions in telemedicine and the exchange of epidemiological data and statistics

• Example of the Institute of Physiology and Pathology of Hearing (Warsaw), not only draw the attention of Member States on the need to equality for persons suffering from communication disorders, but also allow for the promotion of Polish achievements in the field of communication disorders in the screening and the use of e-health solutions and will be set in the currently ongoing European discussion on the creation of centers of reference, without limiting them to an area of rare diseases

• Polish Presidency addresses the problem of communication disorders in children, as a contribution and continue the activities previously conducted in the EU in the field leveling inequalities in health and use of e-health as a tool to improve the quality of health services and patient safety, modernization of national health systems
