07/12/2018 HIGHLIGHTS Uttar Pradesh Solar Power Policy 2017 On 7th Dec 2017 the much awaited solar power policy was notified by Uttar Pradesh Government. Uttar Pradesh has a vast potential of 22,300 MW of Solar energy from which MNRE has set us a target of 10700 MW of Solar installation for Uttar Pradesh state. Out of 10,700 MW the UP government is targeting 4300 MW from rooftop installations alone, it pose a great opportunity for IPP, EPC Players and other Solar Aspirants. The policy has been implemented with effect from its notification and will hold valid for five years from its inception till further notification. The main objectives of the policy are 1. Encouraging private sector to participate in Solar Power Projects. 2. Providing environment friendly and cheaper electricity to all. 3. Encouraging the R&D and skill development in State of UP. 4. Uttar Pradesh Solar Power Policy 2017 On 7th Dec 2017 the much awaited solar power policy was notified by Uttar Pradesh Government. Uttar Pradesh has a vast potential of 22,300 MW of Solar energy from which MNRE has set us a target of 10700 MW of Solar installation for Uttar Pradesh state. Out of 10,700 MW the UP government is targeting 4300 MW from rooftop installations alone, it pose a great opportunity for IPP, EPC Players and other Solar Aspirants. The policy has been implemented with effect from its notification and will

hold valid for five years from its inception till further notification.

The main objectives of the policy are

1. Encouraging private sector to participate in Solar Power Projects.2. Providing environment friendly and cheaper electricity to all.3. Encouraging the R&D and skill development in State of UP.4. To fulfil the Solar Renewable Purchase Obligation (RPO) of 8% by the end of

2022.

Applicability of the Policy

Tee policy is applicable to Utility Scale Solar Power projects, Grid connected solar Rooftop projects and Off-Grid Solar Power projects. The main highlights of the policy are given below.

1. Under utility scale projects three kind of projects are identified i.e. Sale to Grid, Third party PPA, and projects going for Captive, Group Captive including the projects supplying partial electricity to grid and rest to third party under PPA agreement.

2. As per the current estimated RPO obligation, UPPTCL will insure 100% purchase of the First 2000 MW installation providing it the status of must run projects.

3. For a project having capacity 05 MW to 10 MW the line expense of upto 10 km will bear by UP Government.

4. For a project having capacity >10 MW to 50 MW the line expense of upto 15 km will bear by UP Government.

5. For a project having capacity >50 MW the line expense of upto 20 km will bear by UP Government.

6. 50% rebate will be applicable on wheeling charge/transmission charge for intrastate third party sale and captive power plants.

7. 100% rebate will be applicable on cross subsidy charges and wheeling charge/transmission charge for interstate sale of power.

8. The state government will promote the development of integrated solar parks that use waste lands.

9. The state will help public and private sector entities develop solar parks with a minimum capacity of 100 MW each.

10. The state will ensure the connectivity of solar parks to the nearest transmission substation, the land-on-lease or right-to-use basis for the development of each solar park, and provide support to strengthen the grid network.

11. Each financial year, the banking of 100 percent of energy will be permitted, subject to verification by the officials of the concerned state power distribution company.

12. For 10 years, there will be an electricity duty exemption for the sale of electricity to a distribution licensee, captive consumption, and for third-party sale with respect to all solar projects set up within the state.

13. As stipulated by MNRE, 4300 MW of Solar rooftop capacity will be targeted to be installed by year 2022.

14. Off-Grid Solar Power projects: Under off-grid program Solar Street Lights, Solar Powered Agri pumps and other off-grid solar products will be promoted by various subsidy and promotional schemes.
