Updates of pending developmental works and civic problems in HBR layout, 5 th block, 1 st stage Know your area of operation: Our association’s area of operation shall extend to the area of 5 th block of HBR layout (Hennur Bellary Road), 1st stage as defined below: On the North side: From 20th cross (near BWSSB office) to 26 th cross. On the south side: 1 st A cross. On the East side: From 36 th cross to 45 th cross. On the West side: Outer ring road (To show the jurisdiction of operation, a layout map is attached herewith.) 1. DEVELOPMENTAL WORKS ROADS: The asphalting/tarring work has not been taken up in this segment since several years and there are innumerable potholes. The condition of KEB road is in a worst and dilapidated state posing danger to all. Please note two times pooja was performed here for relaying this road from KEB office to Hennur cross; but it was not done for unknown reasons. Since our roads in 5 th blk are being relayed/tarred now we have to pursue the matter with BDA for relaying this road also along with other roads. Also we have to check whether the cross roads 36 to 45(19 th main) also will be done now or given to some other contractor. VACANT SITES : Though the layout was formed 24 years ago, there are more than 40% sites vacant. These sites look like jungle with thick bushes. And are used as public toilet by the construction labours and slum dwellers. These sites have turned into garbage/debris yards. The site owners stay elsewhere and never bothered to maintain/clean the site; waiting for good appreciation of real estate at the cost of others sufferings. There are more possibilities for the layout people, especially the children to get bitten by the snakes, which are in abundance in the layout FENCING OF SWD : BBMP had taken up the work of fencing the storm water drainage on either side by using barbed chain link and is incomplete for several years. This work is not completed between Foot Walk Bridge and bridge on19 th main road, on both sides of drainage. Many people throw their debris/garbage into the drainage, which causes drain blockage. There was a proposal to fence the left out stretch two years ago but it never happened. Matter to be taken up with Chief Executive Engineer, SWD, North Bangalore. 1. DEVELOPMENTAL WORKS

places are dumping the debris here day and night. Due to this there is a hindrance in the flow of sewage water and the same stagnates becoming a breeding place for mosquitoes and other insects and foul smell emanate from this stagnated water. We have to pursue the matter with officials of SWD dept. for completing the work in full-fledged manner.

CIVIC AMENITIESDuring the layout formation BDA had earmarked 18 guntas of land in 18th main; but even after the lapse of 24 years no park has come up in this site. During these periods the land mafia gang tried to knock of this prime land many times. The construction activities of the mafia on this land were stalled by BDA each time by demolishing the construction. Recently, the BBMP officials recovered this prime site from the hands of land grabbers and it’s under way for converting into a PARK. Therefore we have to concentrate more on this matter for a speedy work to convert this land into a park.And also, as there is no Post Office in the total HBR layout, we have to take up the matter with Postal Authorities to make a post office in our area.

BLOCKAGE IN SEWAGE PIPES

Now days, it has been observed the sewer pipes get clogged very often and sewage water overflows through manhole chamber and run onto the road creating foul smell and causing hardship to the residents. The sewer pipes of size 6” were laid long back when the number of house in this layout were very less and since the number of houses is increased to many folds and many more sewer pipes from adjacent areas are connected to the 19th main pipe, it is not sustaining the large volume of sewage water running in this pipe, which causes overflow. Another reason being at many places the chambers’ manhole lids are either not placed properly or damaged; and in some cases the chamber’s mouth itself got damaged or caved in.Hence, it’s our utmost duty to approach BWSSB and request them to repair the chambers and also cleaning/de-silting of sewer pipes before they could lay the bigger size pipes at 19th main to have smooth flow of water to prevent any out break of dengue or malaria in our area.

2. CIVIC PROBLEMS

Construction of demolished sidewall of SWD: The SWD sidewall was broke open to get entry of JCP into the SWD for the purpose of de-silting. This was done in Jan’10 and lying as it is till today. The demolished sidewall to be reconstructed immediately; otherwise there are much likely chances of sewage water entering into the layout during rainy season.

GARBAGE DUMP YARDThe area near KEB transformer at 19th main is turning out to be a big headache for the residents of the area especially for 18th and 19th main residents. This open area is being used as dumping yard for garbage including old pillows and beds. Many people use this place to answer nature’s call too, making a public nuisance. Moreover, this area is infested with rats and mosquitoes. Apart from this menace, repeated sewage water overflowing near Gunduthope has also added to the woes. Stink coming from the site is unbearable. Last month, two dengue cases were reported from 19th main. Residents fear it could be because of unhygienic conditions in the area.

Side drains: Side drains are meant for flow of rainwater. But, if you see side drains especially in 18th, 19th main, 42nd cr and 30th cr only sewage water is stagnated. That means in some houses the sewage water is flowing into side drain. It shows, the sewage pipes of some houses are not connected to the main sewer lines of road. We have to do something to avoid stinky smell.

Open storm water drain (SWD): It’s our bad luck to have SWD in the middle of our layout. At least we can approach SWD officials and ask them to de-silt it at regular intervals. With repeated complaints and follow-up, de-silting was done in Jan-2010. Now it’s time to get it cleaned to avoid more mosquitos breeding and foul smell.
