Salient points to meet COVID-Safe Restart Criteria

COVID-Safe Worksite

• For small projects with project value ≤$3 million, minimise the number of concurrent activities to observe safe distancing.

COVID-Safe Worker Accommodation/Transport

• Accommodation must be cleared with cohorting of workers in place.

• Workforce should not be housed in too many different places of residence to minimise inter-mixing and infection risks.

COVID-Safe Workforce • Start with a smaller workforce for easier

management of new worksite measures.

A. Swab Test Requirements• For workers staying in HDB and Private Residential Premises, etc.

✓ SC/PR/EPs, WPH, SP full time working in HQ office → Swab test not required

✓ Not working on construction site (Only WPH / SP required periodic swab test), → can start work while waiting for swab test arrangement by BCA

✓ Working at construction site (include consultants, developers representatives and inspectors)→ All required periodic swab test, can start work while waiting for swab test arrangement by BCA

✓ Working during circuit breaker – require periodic swab test, can continue work while waiting for swab test arrangement by BCA

• For workers staying in dorms – subject to dorm clearance (Details on dorm clearance schedule can be found on: http://www.mom.gov.sg/covid-19/cleared-dormitories)

Key Point to Note on Swab Test Requirements for workers in HDB/PRP

Firms apply to BCA for Safe

Restart of works

• (Interim) BCA will inform approved firms on the scheduled swab appointment date and location

• Online swab appointment service will be available later for employers

➢ Process flow to Schedule Swab Tests for Employees Approved to Resume/Continue Works

• Upon approval, BCA will arrange for swab test

• Concurrently, workers can start / continue to work

• 2 Locations: Old Police Academy and The Float @ Marina Bay• HPB swab teams operating 7 days a week• To date, scheduled 22.8K workers (2 to 13 June)• Workers can restart/continue to work while waiting for swab test results• No payment required

• SGWorkpass show “Red” status, even though they are permitted to work

✓ Mainly due to address errors: on record, employee may be reflected as staying in an isolated dorm - employer to ensure that the address is updated in OFWAS

✓ Takes 1 to 2 days for the AccessCode to be updated.
