On December 20, MTC hosted a Bay Area Toll Authority (BATA) Workshop where poll results were presented on Regional Measure 3.
Regional Measure 3 Poll Results
• 60% of people still drive alone on their commuteto work.
• 20% of residents in Alameda County and 30% ofresidents in San Francisco use publictransportation. The next highest is 13% ofresidents in Contra Costa County.
• For each of those groups surveyed, there issupport of more than 50% for a regionaltransportation measure like RM 3.
• Alameda County voters have the highest level ofsupport for RM 3 even before they are given anyinformation like what projects will receivefunding.
• Negative messages were not tested as part ofthis poll.
• There is very little difference in the percent ofsupport for a $1, $2, or $3 toll increase.
• Contra Costa and Solano Counties have thelowest level of support for RM 3 and are under50%.
• Frequent and rare toll payers support RM 3 atthe same rate regardless if it is a $1, $2, or $3toll increase.
• The higher your income, the more likely you areto support RM 3.
• Support for RM 3 increased after voters learnedmore about the projects that will be funded.

On January 10, the BATA Oversight Committee unanimously approved a resolution to place RM 3 on the June 2018 ballot with a $1 increase every two years starting January 1 in 2019, 2022, and 2025.The full BATA Committee is expected to approve the resolution when they meet on January 24. Once this action is taken, all nine counties will need to vote to place this on the ballot by March 9.

This landmark transportation funding package was signed into law by Governor Brown on April 28, 2017. The tax went into effect on November 1, 2017. To date, AC Transit has not received any funding.
Local Partnership Program (LPP) – $200M per year (50% Formula & 50% Competitive) • For the first two years of the program (FY2017-18 and FY2018-19), AC Transit submitted in
mid-December a request for $1.08 million to fund a portion of the Customer Service CenterRehabilitation project and matching funds for the replacement of 59 urban diesel 40ft buseswith hybrid buses.
• AC Transit plans to apply for an additional $12.7M from the competitive program for furthermatching funds for the replacement of the 59 urban diesel buses by January 30.
Transit & Intercity Rail Capital Program (TIRCP) – $300M per year (Competitive) • On January 12, AC Transit applied for a $13.5M grant for 15 zero-emission buses.
State Assistance Program (STA) – $355 million per year (Formula) • AC Transit will receive $4.3M in additional STA operating funds by the end of this fiscal year.• AC Transit will receive $3.1M in State of Good Repair funds for the East Bay Bus Rapid Transit

• SB 1 is currently facing a repeal effort.
• The ballot measure to repeal SB 1 did not collectenough signatures by the January deadline.
• The constitutional amendment not only repeals SB 1but requires future increases to be approved byvoters.
• The campaign must submit 587,407 signatures byMay 21, 2018 to qualify for the ballot. So far, theyhave collected 327,800 verified signatures.

Regional Measure 3 WorkshopThe purpose of this workshop is to provide the opportunity to discuss whether to place a bridgetoll increase, as authorized by Senate Bill 595 (Beale, 2017), on the June 2018 ballot in the nineBay Area counties. The meeting will include a presentation with background on bridge tolls andwho pays them, along with a review of a recent public opinion survey testing voter support for a$l, $2 or $3 bridge toll increase. If the toll measure is to appear on the June 201 8 ballot, at itsJanuary 24, 201 8 meeting BATA will need to 1) approve a resolution directing the boards of
supervisors in the nine Bay Area counties to call a special election for this purpose; and 2)approve the wording of the ballot question, which shall specify the amount of the proposed tollincrease and the schedule for it to take effect.
BackgroundSB 595 authorized the Bay Area Toll Authority to place a bridge toll increase of up to $3 on theballot. The bill gave BATA the authority to determine:

Attached is a presentation providing background on bridge tolls in the Bay Area, the RM 3expenditure plan that was included in SB 595, and information about the distribution of bridgetoll payers by county and by income. The geographic distribution information is based onFasTrak® data, while the income data is derived from the MTC Travel Model, whichincorporates U.S. Census data. The public opinion polling results will be provided at theworkshop on December 20th. We look forward to your discussion next W

Assuming a$3 tollincrease. the cost of the discount to BALA isapproximately $880,000 annually and willsave a regular 5-dayweek/two-bridge per day commuter about $375 per year.
