QA MEETS

Queensland Championships/Interclub Meets/Shield Meets

Participants must be registered as ‘Full/Dual Athlete’ to

compete. Trial members are not permitted. All results

count for National qualifiers, and State/National records

(officiating and timing conditions apply).

QA PERMIT MEET

Athletes must be registered as ‘Full/Dual Athlete’, or at least

‘Social Club Athlete’ with the host club. Trial members are not

permitted. All results count for National qualifiers, and

State/National records (officiating and timing conditions

apply).

ALL-COMER MEET

No need for athletes to be registered with QA. Non-

members complete a trial member form and pay additional

entry fee. Results for registered athletes count for National

qualifiers, and State/National records (officiating and timing

conditions apply).

CLUB MEET

Athletes must be registered as at least ‘Social Club Athlete’ or

complete a trial member form and pay additional entry fee.

Results do not count for National qualifiers, or State/National

INTERCLUB MEETS PLEASE NOTE: Participants MUST be registered as ‘Full/Dual Athlete’ to compete at Interclub Meets. All results

count for National qualifiers and State/National records (officiating and timing conditions apply). Unregistered athletes and trial members are NOT permitted.

Queensland Athletics will continue the interclub track and field competition that was introduced last season. The competition will be again conducted as a series of 8 meets where points are accumulated over the series to determine club rankings and winning clubs. The series is designed to further ignite club spirit and rivalry, encourage participation, and to highlight the open aged competition which is the pinnacle of our sport. DIVISIONS: The interclub competition will be held within two separate divisions. Division 1 and division 2 clubs for 2011-12 were determined from the final results of the 2010-11 Interclub series. At the conclusion of the season, the top two ranked teams from division 2 will again be promoted to division 1. At the same time the lowest two ranked teams from division 1 will be relegated to division 2.

*NEW* CLUB VOLUNTEERS: Any club with athletes competing in Interclub/Shield Meets MUST PROVIDE A VOLUNTEER to assist with the conduct of each meet. The volunteer may change during the course of the meet but a volunteer must be available to assist for the duration of the meet. Clubs must register the name(s) of the volunteer(s) prior to the commencement of the meet with the QA Office. The Competition Director will assign volunteers to assist the Officials at his/her discretion. The club volunteer(s) cannot be a qualified AA Technical Official who in the normal course of events would be appointed to the meet by the QA Officials Committee. Clubs who fail to comply with this rule will not score any points for the meet in question. UNIFORMS: From 1st January 2011, ATHLETES MUST WEAR THE APPROVED UNIFORM OF THEIR CLUB in all Queensland State Championships and competitions that attract club points (Interclub/Shield Meets). Athletes whose numbers and uniform cannot be easily identified will be recorded as unattached and, at the discretion of the Technical Delegate, will not be awarded a result. POINTS:

Points will be allocated in the open age group where open aged event specifications are used. Underage competitors may score points by competing in open age events (some age restrictions apply).

Only 2 athletes per club will score points in each of the male and female events. The 2 athletes are not nominated, but will be determined from the results. Additional athletes may compete but will not score points.

Only 1 relay team per club will score points in the relay events. Additional teams may compete but will not score points.

In events where multiple heats/rounds are conducted, athletes will be ranked based on their performance to determine overall places. Wind readings or weather conditions will not be taken into consideration.

A separate point score will be maintained for each division. Clubs will only be competing against other clubs in their division.

Only select events at each meet will attract points in the Interclub competition. These point scoring events are outlined in the event grid below.

Where an Interclub meet is also designated as a ‘Shield Meet’, a separate point score will be maintained for both competitions.

RESULTS & TROPHIES: Interclub points and progressive team rankings will be published on the QA website on the Monday following each meet. At the conclusion of the 8-meet series, the top ranked division 1 and division 2 teams will be awarded with a trophy to commemorate their victory for 2011-2012. Trophies will be presented at the State Championships or on another suitable occasion. CLUB RELEGATION & PROMOTION: At the conclusion of the season, the top two ranked teams from division 2 will be promoted to division 1. At the same time the lowest two ranked teams from division 1 will be relegated to division 2. This will form the divisions for the 2012-2013 season. MINIMUM AGE FOR OPEN EVENTS: Underage competitors may score points by competing in open age disciplines. However, please note the following minimum ages that apply to events where open age specifications are used.

Further to this, please note the minimum ages that apply to all Queensland Athletics competitions as outlined in

the General Competition Rules and in the competition guidelines below.

COMPETITION GUIDELINES: The Queensland Athletics General Competition Rules apply to all Interclub Meets except where varied below. Please refer to the rules contained in this handbook and on the QA website for details.

Ages - 12 years to masters. Age is taken as at 31 December in the year the meet is held. Minimum ages apply to some events (see below). Bib Numbers - All athletes MUST wear their current 2011-12 Queensland Athletics competition numbers. Athletes will not be allowed to compete unless correct bib numbers are worn. Temporary/replacement numbers issued to registered athletes on the day will incur a fee of $5.00. Jumps & Throws - A minimum of 4 jumps and throws are to be offered to all athletes at these meets. The number of additional jumps or throws will be given at the discretion of the chief judge. This will depend on the number of athletes in the field on the day and time limitation. Where Long Jump has been split into two groups (e.g. under/over 5.0m), athletes may only compete in ONE group. No False Starts - The NO FALSE START rule, IAAF rule 162.7, will be applied to all Interclub and Shield Meets. Requests for Events - If a high performance coach or high performance athlete wishes to request an additional event on the program they must notify the QA Competition Manager 14 days prior to the competition. There are no guarantees that additional events can be conducted and conditions apply.

Minimum Ages - The following minimum ages apply to these events: 12 years: 80m Hurdles (Girls), 90m Hurdles (Boys). 13 years: 200m Hurdles, 3000m, 3000m Walk, 2000m Steeplechase, Pole Vault (Supply certificate of competency from a qualified Jumps coach). 14 years: 90m Hurdles (Girls), 100m Hurdles (Boys), 5000m Walk, Hammer Throw (Supply certificate of competency from a qualified Throws coach). 15 years: 400m Hurdles. 16 years: 100m Hurdles (Girls), 110m Hurdles (Boys), 5000m, 10000m Walk. 17 years: 3000m Steeplechase, 10000m.

ENTRY CONDITIONS: Athletes may enter online through the Queensland Athletics website. Online entries close at 12:00pm noon on the Friday before each meet (day before). SHIELD MEETS PLEASE NOTE: Participants MUST be registered as ‘Full/Dual Athlete’ to compete at Shield Meets. All results

count for National qualifiers and State/National records (officiating and timing conditions apply). Unregistered athletes and trial members are NOT permitted.

In addition to the interclub competition, QA will continue to conduct the four annual Shield Meets that have been held each season since their introduction in 2007. Each meet is a separate point score competition for a perpetual Shield named after four prominent Queensland athletes. The point score is participation based with every athlete having the ability to score valuable points for their club. Each club in South Queensland will be competing against each other at these meets without clubs being split into divisions. The Shield Meets are the only competitions sanctioned by Queensland Athletics on each weekend that they are held.

*NEW* CLUB VOLUNTEERS: Any club with athletes competing in Interclub/Shield Meets MUST PROVIDE A VOLUNTEER to assist with the conduct of each meet. The volunteer may change during the course of the meet but a volunteer must be available to assist for the duration of the meet. Clubs must register the name(s) of the volunteer(s) prior to the commencement of the meet with the QA Office. The Competition Director will assign volunteers to assist the Officials at his/her discretion. The club volunteer(s) cannot be a qualified AA Technical Official who in the normal course of events would be appointed to the meet by the QA Officials Committee. Clubs who fail to comply with this rule will not score any points for the meet in question. UNIFORMS: From 1st January 2011, ATHLETES MUST WEAR THE APPROVED UNIFORM OF THEIR CLUB in all Queensland State Championships and competitions that attract club points (Interclub/Shield Meets). Athletes whose numbers and uniform cannot be easily identified will be recorded as unattached and, at the discretion of the Technical Delegate, will not be awarded a result. POINTS:

All athletes who compete will be awarded with points. There is no limit to the number of athletes who can score points for their club in each age group or event.

As most events are not conducted as separate heats/rounds for each age group, points will be allocated by separating the results into each of the age groups following the completion of all rounds of each event.

Relays will earn double points but will only be conducted in the Under 18 and Open age groups. Athletes

aged 12-17 (as at 31 December) may form an U18 team, and athletes aged 12+ may form an Open team. Clubs may enter as many relay teams as they wish.

Points will be allocated based on the place achieved in each age group, for each event, as indicated below:

As the four Shield Meets are also designated as Interclub Meets, a separate point score will be

maintained for both competitions. All events on the program for the Shield Meets will attract points for the Shield competition.

RESULTS & SHEILDS: Progressive points and team rankings will be available throughout the competition on each Shield day. Final points and team rankings will be published on the QA website on the Monday following each meet. The winning club for a meet will be presented with the perpetual Shield on the next competition date or on another suitable occasion. COMPETITION GUIDELINES: The Queensland Athletics General Competition Rules apply to all Shield Meets except where varied below. Please refer to the rules contained in this handbook and on the QA website for details.

Ages - 12 years to masters. Age is taken as at 31 December in the year the meet is held. Minimum ages apply to some events (see below). Bib Numbers - All athletes MUST wear their current 2011-12 Queensland Athletics competition numbers. Athletes will not be allowed to compete unless correct bib numbers are worn. Temporary/replacement numbers issued to registered athletes on the day will incur a fee of $5.00. Jumps & Throws - A minimum of 4 jumps and throws are to be offered to all athletes at these meets. The number of additional jumps or throws will be given at the discretion of the chief judge. This will depend on the number of athletes in the field on the day and time limitation. No False Starts - The NO FALSE START rule, IAAF rule 162.7, will be applied to all Shield Meets. Requests for Events - If a high performance coach or high performance athlete wishes to request an additional event on the program they must notify the QA Competition Manager 14 days prior to the competition. There are no guarantees that additional events can be conducted and conditions apply. Minimum Ages - The following minimum ages apply to these events: 12 years: 80m Hurdles (Girls), 90m Hurdles (Boys). 13 years: 200m Hurdles, 3000m, 3000m Walk, 2000m Steeplechase, Pole Vault (Supply certificate of competency from a qualified Jumps coach). 14 years: 90m Hurdles (Girls), 100m Hurdles (Boys), 5000m Walk, Hammer Throw (Supply certificate of competency from a qualified Throws coach). 15 years: 400m Hurdles. 16 years: 100m Hurdles (Girls), 110m Hurdles (Boys), 5000m, 10000m Walk. 17 years: 3000m Steeplechase, 10000m.

JUNIOR TEAM CHALLENGE: U14/U15 After a successful inaugural competition last season, the Under 14 Team Challenge is being expanded in 2011 to also include the Under 15 age group and will be renamed the Junior Team Challenge. The Junior Team Challenge will be held in conjunction with four consecutive Interclub Meets in November 2011 and is based on the Team Athletics competition endorsed by the IAAF. Teams may consist of a minimum of six, and a maximum of ten athletes representing a QA Club, Little A’s Centre, School, Training Squad, or a mixture. Teams must consist of all male or all female athletes. Team members do not need to be QA registered athletes.

Under 14 Teams – Athletes must be 12 or 13 years old as at 31 December 2011. Under 15 Teams – Athletes must be 13 or 14 years old as at 31 December 2011.

At each meet there is one event from each of the following categories – Sprints, Hurdles, Endurance, Throws, Jumps and Relays. Points will be awarded to teams based on the place achieved by their athletes in each event, and tallied after each meet to produce rankings. The overall series winner will be determined by adding together each team’s best point scores for three out of the four meets during the series.

ENTRY FEES

One-off entry fee of $50.00 for each team.

Teams may consist of unregistered athletes for a one-off fee of $10.00 for each unregistered athlete in the team.

No additional entry fees for team members who are QA registered athletes.

If a team member wishes to compete in Interclub events in addition to those included in the Junior Team Challenge, standard Interclub entry fees and conditions apply to those events. Note that unregistered athletes are not permitted to compete in Interclub events.

HOW TO ENTER A TEAM

Complete the team entry form available on the QA website and return it by Wednesday 2nd

November.

Team entry fees, including extra fees for unregistered athletes, must be paid by the closing date.

QA reserves the right to cancel a team category if insufficient entries are received, in which case all team entry fees will be refunded in full.

RESULTS & PRIZES

Results will be published on the Monday following each meet. Points will also be tallied to produce team rankings.

Overall series winning male and female teams (U14 and U15) will each receive a $300 in Rebel Sport gift vouchers. COMPETITION RULES

Only 6 athletes out of a maximum team of 10, can be designated as point scoring athletes at each meet. The 6 athletes may change for each meet but must be confirmed before the commencement of each competition. Any additional athletes in the team (to a maximum of 4 additional) may still compete but will not score points. Teams caught short with less than 6 athletes at a meet may still compete and score points, however, this will only be permitted at one meet before the team is disqualified.

At each meet, the 6 point scoring athletes are required to compete in 2-3 events each (including the relay). Additional team members may compete in 1-3 events each (or not at all).

A team may not have more than 3 athletes in each event, with exception of the relay which must consist of 4 team members.

Points will be awarded to teams based on the place achieved by their two scoring athletes in each event. E.g. If there are five teams in an event (10 athletes) then 1

st place is 10 points, 2

nd place is 9 points etc. The relay will attract

double points for the place achieved by each team. E.g. If there are five teams then 1st

place is 5 x 2 = 10 points, 2nd

place is 4 x 2 = 8 points etc.

For field events each athlete will have three trials in the long jump, triple jump and the throws, and only six attempts in the high jump.

OPERATION

Track events will be offered as stand-alone races for the Junior Team Challenge.

Field events will be contested as part of the Interclub event on that day’s program. However, if a large number of teams register then stand-alone field events may be scheduled for the Junior Team Challenge, in which case teams may be asked to provide volunteers to assist the QA officials with the conduct of the events.

Swiss relay consists of the following legs – 100m, 200m, 300m, 400m.

Each team MUST have a team manager present on the day of each competition. The team manager must be available to assist with team matters and to help conduct Under 14 field events if/when required.

ALL-COMER & PERMIT MEETS ALL-COMER MEETS: All-comer Meets are pre-season ‘come and try’ meets held between 1 September and 31 October 2011. Meets are generally conducted at the University of Queensland and the Gold Coast City Athletics Track and have been sanctioned by Queensland Athletics. COMPETITION RULES

GENERAL COMPETITION RULES 2011-2012

NOTE: The General Competition Rules apply to all Queensland Athletics competitions except where varied in the specific

rules of a particular competition.

1. INTERPRETATION OF RULES:

All competitions will be conducted under the Rules of the International Association of Athletics Federations (IAAF) with any

modifications approved by Queensland Athletics and Athletics Australia as permitted under IAAF Rule 100.

2. ELIGIBILITY TO COMPETE:

(i) Interclub Meets, Shield Meets and Queensland Championships:

Participants must be registered as ‘Full/Dual Athlete’ with Queensland Athletics. Unregistered athletes are NOT

permitted to compete.

(ii) QA Permit Meets:

Participants must be registered as ‘Full/Dual Athlete’ with Queensland Athletics, or as ‘Social Club Athlete’ with the host

club. Unregistered athletes are NOT permitted to compete.

(iii) All-comer Meets (Sep/Oct 2011):

No need for athletes to be registered with Queensland Athletics. Unregistered athletes must complete a trial member

form and pay additional entry fee.

(iv) Club Meets:

Participants must be registered as at least 'Social Club Athlete' with Queensland Athletics or must complete a trial

member form and pay additional entry fee.

Athletes registered through Athletics North Queensland or Athletics Australia (through another State Association) are also

eligible to compete in the above competitions. Athletes registered overseas may also compete provided relevant clearance

has been provided by their National Association.

3. MINIMUM AGE:

The minimum age for track and field competition is 12 years. Age is taken as at 31 December in the year the competition is

conducted.

4. COMPETITION UNIFORM:

Competing athletes must wear competition uniforms which comply with IAAF Rule 143, including current registration

numbers with any wording and/or sponsorship logos visible, otherwise they will not be allowed to compete.

Further to this, from 1st

January 2011, ATHLETES MUST WEAR THE APPROVED UNIFORM OF THEIR CLUB in all Queensland

State Championships and competitions that attract club points (Interclub/Shield Meets). Athletes whose numbers and

uniform cannot be easily identified will be recorded as unattached and, at the discretion of the Technical Delegate, will not

be awarded a result.

If an exceptional circumstance arises which precludes an athlete from being correctly attired, it is the responsibility of the

athlete and/or club to obtain permission from the Competition Manager prior to the competition. However, no athlete will

be permitted to compete in any event where he/she has been ruled ineligible in accordance with IAAF Rule 143.

5. COMPETITION NUMBERS:

Two competition (registration) numbers will be issued by Queensland Athletics and are to be worn in accordance with IAAF Rule

143.

Each competing athlete must wear his or her current competition numbers in all Queensland Athletics sanctioned competitions

including Interclub Meets, Shield Meets, Permit Meets, Queensland Championships, and other meets designated by the Track &

Field Commission. Athletes who attend such designated meetings without their current competition numbers will not be

allowed to compete unless they acquire temporary numbers from the registration officials for that day. Temporary/replacement

numbers issued to registered athletes on the day will incur a fee of $5.00.

Any athlete who competes wearing a competition number other than that issued to him on registering with Queensland

Athletics for the current year renders himself, and the registered athlete to whom the number was originally issued, liable to

disciplinary action and/or sanction under the Queensland Athletics rules.

6. CLUB VOLUNTEERS

Any club with athletes competing in Interclub/Shield Meets must provide a volunteer to assist with the conduct of each meet.

The volunteer may change during the course of the meet but a volunteer must be available to assist for the duration of the

meet.

Clubs must register the name(s) of the volunteer(s) prior to the commencement of the meet with the QA Office. The

Competition Director will assign volunteers to assist the Officials at his/her discretion. The club volunteer(s) cannot be a

qualified AA Technical Official who in the normal course of events would be appointed to the meet by the QA Officials

Committee

Clubs who fail to comply with this rule will not score any points for the meet in question.

7. FOOTWEAR:

Athletes may compete with or without footwear. Any footwear and spikes shall be in accordance with IAAF Rule 143.

8. AGE GROUP ELIGIBILITY:

Athletes must compete in their correct age group (or the next age group up if an event is not conducted in their own age group)

subject to age limitations. Note: Athletes may only compete in an event in one age group on any one day of competition, unless

permission is granted by the Competition Director.

9. EVENT AGE LIMITATIONS:

The following minimum age limits apply to specific events:

12 years: 80m Hurdles (Girls), 90m Hurdles (Boys). 13 years: 200m Hurdles, 3000m, 3000m Walk, 2000m Steeplechase, Pole Vault (Supply certificate of competency

from qualified Jumps coach). 14 years: 90m Hurdles (Girls), 100m Hurdles (Boys), 5000m Walk, Hammer Throw (Supply certificate of competency

from qualified Throws coach). 15 years: 400m Hurdles. 16 years: 100m Hurdles (Girls), 110m Hurdles (Boys), 5000m, 10,000m Walk. 17 years: 3000m Steeplechase, 10,000m.

10. PROTESTS & APPEALS:

Protests and Appeals concerning the eligibility of athletes to compete or concerning the result or conduct of any event must be

made in accordance with IAAF Rule 146, except that in the case of appeals to the Jury of Appeal the accompanying deposit shall

be AUD$20.

11. STARTING BLOCKS:

Athletes aged 12 years and over must use starting blocks and a crouch start for events up to and including 400m and for the first

leg of any relay starting with a sprint. For Masters and AWD athletes (Athletes with a Disability) the use of blocks and a crouch

start shall be in accordance with the relevant Masters or IPC Rules. Only starting blocks supplied by the organisers or the venue

may be used.

12. EVENT ENTRY:

Entry to events is by submitting an entry on the approved entry system for the relevant competition. No event will be delayed

because an athlete has not submitted an entry by the closing time for entries. Entries may be rejected at the discretion of the

Competition Manager if they do not contain all information requested or are illegible.

13. TRACK FINISH PROCEDURES:

All finishers in track events shall remain on the track until directed to leave by the Referee.

14. EVENT STARTING TIMES:

Events shall start at the scheduled starting time and shall not be delayed for missing athletes. No event shall commence

significantly earlier than the advertised time, unless all entered athletes are present and in agreement.

15. TRACK EVENT SIZE LIMITS:

The following limits shall generally apply in track events unless exceptional circumstances apply at the absolute discretion of the

Competition Director:

Events up to and including 800m - One athlete per lane Events over 800m up to and including 1500m - 15 athletes per race Events over 1500m up to and including 10,000m - 30 athletes per race

Laned starts shall be used for all 800 metres events where possible at the discretion of the Competition Manager.

16. NO FALSE STARTS:

The IAAF ‘no false start’ rule 162.7, will be applied to all competitions sanctioned by Queensland Athletics, with the following

dispensation:

In the case of any competition (or part thereof) conducted exclusively for athletes competing in the Under 14 age group and

younger, the previous IAAF rule of one false start for the race will be applied.

NOTE: Where an Under 14 athlete competes in a higher age group the dispensation does not apply.

17. FIELD EVENTS TRIALS:

A minimum of 4 trials will be offered to all athletes in throws and horizontal jumps events. The number of additional jumps or

throws will be given at the discretion of the chief judge. A maximum of 2 additional trials may be offered to bring the total

number of trials for the event to 6. This will depend on the number of athletes in the field on the day and time limitation.

Note: IAAF rule 180.5 will apply to the Queensland Track & Field Championships.

18. LIMITS ON HEIGHTS OR TRIALS IN VERTICAL JUMPS:

As provided in Rule 180.6 the organisers may determine that vertical jumps competitions be held in a different format including

limiting the total number of heights or trials which an athlete may attempt. In such cases competitors shall be advised in

advance of the competition. This variation shall not apply to State Championships.

19. HURDLE HEIGHTS, WEIGHTS AND MEASURES:

Hurdle heights, weights and measures as specified elsewhere in the handbook apply to all competitions.

20. WARM UP:

Warming up for all track and field events shall be done only in the designated area. No warm-ups will be permitted on the

Field of Play except as provided for in the Rules or approved by the Competition Director where no warm-up area is available.

21. PRIVATE IMPLEMENTS:

Athletes who wish to include their own throwing implements in the equipment pool MUST lodge them with the Technical

Manager at the Technical Room no later than 90 minutes before the scheduled starting time of the particular event on the

day of competition. The implements will be impounded until after the competition when athletes may collect them from the

Technical Room on production of the appropriate receipt.

Athletes are expected to provide their own vaulting poles. No poles will be provided by the Organising Committee.

The Technical Room at each venue will be denoted by signage. At the State Athletics Facility a temporary Technical Room will

be located in the large white building behind the Control Room.

22. FIELD OF PLAY:

Safety is of primary importance, particularly on the Field of Play. The only persons permitted on the Field of Play during

competition are Technical Officials, athletes competing in current events, accredited medical personnel and other persons

specifically approved by the Competition Director, including media, venue personnel and the like.

Coaches, non-competing athletes, spectators and non-accredited personnel are not permitted to enter the Field of Play at

any time during competition or warm-up periods without the express approval of the Competition Director or Meeting

Manager. Should such unauthorised incursions occur the Competition Director or Meeting Manager shall cause competition

to cease until all such persons have vacated the Field of Play.

Competitors making their way to event sites and start lines must not cross the Field of Play, but must move around the outside

of the running track for safety reasons.

23. ATHLETES WITH A DISABILITY (AWD):

AWD athletes are eligible to compete in Queensland Athletics competitions in accordance with rule 2. AWD athletes competing

in Queensland Athletics competitions, with the exception of relays and championships (other than specific AWD

Championships), shall be allowed to use implements specified for their disability. Seated throws are only available by request

and upon approval from the Competition Manager prior to the competition date (not on the day).

24. DELAY OR CANCELLATION OF COMPETITION:

Competition may be delayed or cancelled by the Competition Director in consultation with the Technical Delegate and/or the

Referees.

25. RECORDS & QUALIFYING PERFORMANCES:

Athletes may only claim a record or qualifying performance when achieved at a Queensland Athletics/Athletics Australia

sanctioned competition where officiating and timing conditions have been met. Athletes must also be current financial

members of Queensland Athletics at the time the performance was achieved.

Records and qualifying performances may only be achieved in events advertised on the competition program and within the

limit of trials/rounds permitted under the competition rules for the event.

26. VARIATIONS TO RULES:

Any variations to the above rules, with the exception of rules relating to age limitations and rules 1, 2, 3 and 10, shall be at the

discretion of the Technical Delegate and the Competition Director. Requests for any variations to rule 9 must be made well prior

to the event in question through the Queensland Athletics CEO who will forward such requests to the Track & Field Commission

for a decision.

QUEENSLAND TRACK & FIELD CHAMPIONSHIPS RULES 2011-2012

NOTE: The General Competition Rules apply to all Queensland Track & Field Championships except as varied hereunder.

1. DIVISIONS & AGE GROUPS:

The divisions and age groups for the Queensland Track & Field Championships will be Open; Under 23; Under 20; Under 18;

Under 16; Under 14. Athletes may compete in more than one age group. Age will be as for the Australian Championships, ie –

Age as at 31st

December in the year of the Championships.

There will be no separate Under 23 Championship events conducted as medals are awarded to athletes based on

performances achieved in the Queensland Open Championships events.

Note: The minimum age for the Queensland Track & Field Championships is 12 years (as at 31 December in the year of the

Championships).

2. ENTRIES:

Entries will only be accepted from currently registered athletes. Entries must be submitted on the prescribed form or via the

online entry system, accompanied by the entry fee, by the advertised closing date.

3. CLOSING DATES FOR ENTRIES:

The closing dates for acceptance of entries for each Queensland Championship will be progressively listed on the Queensland

Athletics website – www.qldathletics.org.au

4. ENTRY FEES:

The entry fees for Queensland Championship are as follows:-

One event - $12.50 total fee. Two events - $25.00 total fee. Three or more events - $37.50 total fee. Combined Events (Decathlon, Heptathlon) - $30.00. Relays - $30.00 per team.

5. REFUNDS

Once entries have closed, no refunds will be issued under any circumstances. Prior to the close of entries, any refunds will be

at the discretion of Queensland Athletics and may incur a transaction fee. Entry fees are GST inclusive.

6. LATE ENTRIES:

Late entries are subject to approval by the Queensland Athletics Competitions Manager and/or the appointed technical

delegate and may be accepted under the following conditions:

(a) A late entry fee of twice the normal entry fee for the event(s) in question is paid; and

(b) Providing that acceptance of such entries will not cause the scheduling of additional heats or rounds in track events or

cause the number of entries in field events to exceed twelve (12).

Late entries will not be accepted on the day of the Championships unless expressly stated.

7. TIMETABLE:

The list of events to be conducted on each day of the Championships will be available prior to the opening of entries. The

Organising Committee will prepare the Final Timetable after entries have closed and the requirements for heats and

qualifying rounds have been determined. Generally the Final Timetable will be published on the weekend prior to the first

day of the respective Championship. Seedings, draws, qualifications & competing order shall be in accordance with IAAF

Rules 166 & 180.4

8. CHECK-IN / CONFIRMATION OF ENTRIES:

Confirmation of entries for each event is the responsibility of each individual athlete. Athletes MUST report to the Check-in

Centre to advise their intention to compete NO LATER THAN 60 MINUITES PRIOR to the scheduled starting time for their

event/s (90 minutes for Pole Vault). Athletes are encouraged to confirm for all events in which they are competing on that

day at the same time and must sign to confirm their entries. The Check-in Centres at each venue will be denoted by signs.

The Check-in Centre at the State Athletics Facility will be on the grandstand side of the Competition Control Room.

ATHLETES WILL BE WITHDRAWN FROM THEIR EVENTS IF THEY ARRIVE LATE FOR CHECK-IN.

Athletes may only be reinstated into their events at the sole discretion of the Competition Director. In such cases a late

confirmation fee of $5 will apply for each event affected.

Where heats are not required after close of confirmations, finals will be held at the scheduled final time. Where entries in

field events are considered excessive by the Competition Director a qualifying round may be scheduled.

9. EXCLUSION FROM FURTHER PARTICIPATION:

In accordance with IAAF Rule 142.4 - If an athlete fails to scratch from an event after confirmation or does not compete in all

rounds of an event for which he/she has qualified, he/she shall be excluded from all other events in the Championships

including Relays. Note: The provision of a medical certificate endorsed by a medical officer approved by the Organising

Committee, may be accepted as sufficient reason to accept that the athlete became unable to participate after confirmations

closed or after competing in a previous round but will be able to compete in further events on a subsequent day of the

competition.

10. CALL ROOM PROCEDURES (When a Call Room is in operation):

ALL ATHLETES MUST REPORT TO THE CALL ROOM PRIOR TO THEIR EVENT. Athletes only are permitted in the Call Room (No

coaches, parents, etc.). The Call Rooms at each venue will be denoted by adequate signage. In the Call Room athletes will be

expected to demonstrate that their competition uniform, singlet and numbers, shoes and other equipment comply with the

competition rules. Side (hip) numbers will be provided as required.

Athletes will proceed to their event from the Call Room accompanied by an official. ATHLETES PROCEEDING TO EVENTS

UNACCOMPANIED BY AN OFFICIAL, OR NOT HAVING BEEN THROUGH THE CALL ROOM, MAY NOT BE ALLOWED TO COMPETE.

The closing marshalling times at the CALL ROOM (prior to scheduled event starting times) are as follows:

Pole Vault: 60 minutes All other Field Events: 40 minutes Track Events & Relays: 15 minutes

NOTE: Athletes competing in the Combined Events Championships need only report to the Call Room at the appropriate time

prior to their first event on each day of the Combined Events Championships.

These times allow for marshalling and movements to the event sites. The remainder of the time may be used to complete the

warm-up at the event site under the supervision of the officials where the event site is not in use.

If an athlete is already or likely to be competing in another event at the designated Call Room marshalling time the athlete or

someone on his/her behalf must notify the Call Room of this prior to the designated marshalling time.

11. PROGRESSIONS:

In events where heats are necessary, progression to subsequent rounds shall be in accordance with IAAF Rule 166.

12. STARTING HEIGHTS IN VERTICAL JUMPS:

Starting heights for individual High Jump and Pole Vault events will be determined by the Referee and Chief Judge in

consultation with the Technical Delegate and Competition Director. Starting heights in Combined Events Championships shall

be determined by the Combined Events Referee prior to each event in consultation with the competitors.

QUEENSLAND RELAY CHAMPIONSHIP RULES 2011-2012

NOTE: The General Competition Rules and the Queensland Track & Field Championships Rules apply to all Queensland

Relay Championships except as varied hereunder.

1. TEAM COMPOSITION

Teams must consist of four athletes for track relays and three athletes for field event relays. The athletes in the team must be

registered with the same club and be eligible to compete in the age group entered. Female athletes are permitted to compete in

male teams.

If a club is not able field a team in a particular age group, a composite team may be entered consisting of registered athletes

from two or more different clubs. Entries for composite teams will only be accepted providing that these teams will not cause

the scheduling of additional heats or rounds in track events or cause the number of teams in field events to exceed eight (8).

Composite teams will not be eligible for Championship medals.

Incomplete teams (with less than the required number of athletes) will not be permitted to start in any event.

2. RESERVES

Each relay team may also name up to two (2) reserves. Once the team has been confirmed at check-in, any two team members

may be replaced, but only from the original six (five for field) competitors named.

3. AGE GROUP ELIGIBILITY:

The competing team must include at least one athlete from the age group for which that event is being conducted. The

remaining team members may come from that age group or a younger age group (subject to age limitations).

When two or more teams from a club are competing in the same age group in an event, athletes may only compete for one

team in that event. However, athletes may compete in two or more teams in the same event, if those teams are in different age

groups.

Should events be combined in the timetable, a team will only be eligible to compete in one age group in that event and must

nominate the age group at the time of checking in.

4. INDIVIDUAL LIMITATIONS:

(i) Competitors may only compete in a maximum of five (5) relay events on each day of competition.

(ii) An individual competitor may only compete for one team in any one event and may not run more than one leg for that

team.

(iii) Competitors may only compete with one club in the Championships.

5. LATE ENTRIES

Late entries are subject to approval by the Queensland Athletics Competitions Manager and/or the appointed Technical

Delegate and may be accepted under the following conditions:

(a) A late entry fee of twice the normal entry fee for the event(s) in question is paid; and

(b) Providing that acceptance of such entries will not cause the scheduling of additional heats or rounds in track events or

cause the number of teams in field events to exceed eight (8).

Late entries may be accepted on the day of the Championships as per the above conditions up until 45 minutes prior to the

start time of each event.

6. CHECK-IN PROCEDURE:

A club representative must report to the Check-in Centre at least 45 minutes before the scheduled starting time of an event to

confirm their teams and to advise the names and registration numbers of the competitors (including any reserves). All relay

entry cards must be signed by a club representative.

Alterations to the final composition of a team, including the specific running order, may be made at the check-in centre up until

15 minutes before the start time of an event.

7. MARSHALLING:

(i) Athletes in track events must report to the Marshalling Area no later than fifteen (15) minutes before the scheduled

starting time for that event.

(ii) Athletes in all field events must report to the field event competition area no later than 15 minutes before the scheduled

starting time of that event.

8. FINAL TIMES:

When it is found that heats are not required, the final will be run at the scheduled heat time.

9. FIELD EVENT TRIALS:

Teams will be limited to four (4) trials in the field event relays – Shot Put, Long Jump, and High Jump.

In the High Jump, athletes may choose when to use their four trials during the course of the competition. Unless previously

determined by the Organising Committee, starting heights and increments will be determined by the Referee prior to the start

of the competition.

10. MEDALS/AWARDS:

Medals or other suitable awards will only be awarded to competing athletes of the teams placed in finals. Where teams in field

events tie for a place, relevant medals/awards will be awarded to all teams tying for that place.

QUEENSLAND RECORDS Queensland Athletics maintains records for all standard track and field events conducted in the U14, U16, U18, U20 and Open age groups. In each of the age groups, records are kept under two categories:

Resident (R) A performance achieved by a Queensland resident anywhere in the world. The athlete must also have been currently registered with Queensland Athletics.

All-comer (AC) A performance achieved by anyone in the world at a Queensland venue. A full list of current Queensland records is available to view/download from the Queensland Athletics website (under the ‘Results’ Menu). HOW TO CLAIM A RECORD: During the 2011-12 season, athletes may only claim a record where performances are achieved at a Queensland Athletics/Athletics Australia sanctioned competition where officiating and timing conditions have been met. Athletes must also be current financial members of Queensland Athletics at the time the performance was achieved. If you have broken a Queensland record, you must apply to have the performance recognised. All applications must be submitted to Queensland Athletics on the prescribed form with the required supporting documents attached. CODES OF CONDUCT ATHLETES CODE OF CONDUCT

1. Compete for the ‘fun of it’ and not just to please parents and coaches.

2. Work equally as hard for yourself and your club. Your club’s performance will benefit, so will you.

3. Play by the rules.

4. Never argue with an official. If you disagree, have a Team Manager or Coach approach the official during the break or after the event.

5. Control your temper. Verbal abuse of officials or other athletes, deliberately provoking an opponent and throwing equipment is not acceptable or permissible in any sport.

6. Be a good sport. Cheer all good performances, whether they be by a club mate, or another club’s athlete.

7. Treat all athletes as you would like to be treated. Do not interfere with, bully or take unfair advantage of another athlete.

8. Co-operate with your coach, club members, officials and opponents. Without them there would be no competition.

SPECTATORS CODE OF CONDUCT

1. Athletes participate in organised sports for fun. They are not competing for the entertainment of the spectators only, nor are they ‘miniature’ professionals.

2. Applaud all good performances and efforts by your club athletes and their opponents. Congratulate all athletes/clubs upon their performance regardless of the competition’s outcome. Respect the official’s decision. If there is a disagreement, follow the appropriate procedure in order to question the decision and teach children to do likewise.

3. Never ridicule or scold an athlete for making a mistake during a competition. Positive comments are motivational.

4. Condemn the use of violence in any form, be it by spectators, officials or athletes.

5. Show respect for your club’s opponents. Without them there would be no competition.

6. Encourage athletes to participate according to the rules and the official’s decisions.

7. Demonstrate appropriate social behaviour by not using foul language, harassing participants, coaches or officials.

COACHES CODE OF CONDUCT

1. Coaches will abide by the IAAF Coaches Code of Ethics. Copies of this are available from the Queensland Athletics Office.

OFFICIALS CODE OF CONDUCT

1. Be polite and friendly at all times.

2. Be consistent, objective and courteous in calling all rule infringements.

3. Condemn deliberate misconduct as being un-sportsmanlike, and promote fair play and appropriate sports behaviour.

4. Use common sense to ensure that the ‘spirit of competition’ for juniors is not lost by overcalling violations.

5. Actions speak louder than words. Ensure that both on and off the track your behaviour is consistent with the principles of good sportsmanship.

6. Make a personal commitment to keep yourself informed of sound officiating principles and up-to-date technical rules.

PARENTS CODE OF CONDUCT

1. If children are interested, encourage them to play sport. However, if children are NOT willing to play, do not force them.

2. Focus upon the child’s efforts and performances rather than the overall outcome of the event. This assists the child in setting realistic goals related to his/her ability by reducing the emphasis on winning.

3. Teach children that an honest effort is as important as victory, so that the result of each event is accepted without undue disappointment.

4. Encourage children to always participate according the rules.

5. Never ridicule or yell at a child for making a mistake or losing an event.

6. Remember children learn best from example. Applaud good performances by all competitors, even if from other clubs.

7. If you disagree with an official, raise the issue through the appropriate channels rather than question the official’s judgement and honesty in public. Remember, most officials give their time and effort freely for your child’s involvement.

8. Support all efforts to remove verbal and physical abuse from sporting activities.

9. Recognise the value and importance of volunteer coaches. They give their time and resources to provide recreational activities for the athletes and deserve your support.
