In early May, some condensate was observed in the flexible hose between the perimeter extraction standpipe and the Calgon Ventsorb (55-gallon dmm size) (GES) treatment units. The two units were taken offline on May 12 to remove this condensate and restarted on May 13. No indication of condensate has been observed since then. The phenomenon was likely due to drawing higher humidity soil vapor from surrounding fill materials into the gas collection piping. The sustained lower concentrations of extracted gas, along with the ongoing slow increases in extraction rate from the perimeter piping, is consistent with our supposition that the "stagnant" gas has been extracted from the piping and the concentration ofthe gas currently being extracted is more representative ofthe average concentration in fill around the piping. ^ USEPASF 1349275

Dear Ms. Fisher:

This letter provides you with some updated information concerning gas extraction and treatment at FMC's RCRA Pond 15S. FMC provided notice of commencement of gas extraction and treatment at Pond 15S in our letter of April 14, and has provided additional information on the progress of this work in letters dated April 26 and May 7, 2010. This letter serves to provide further updates.

1. 2. FMC's prior correspondence referenced above indicated that two additional Calgon Ventsorb (55-gallon dmm size) (GES) units were being constnacted for deployment at Pond 15S. These units were completed and initially deployed at the westem perimeter extraction port on Pond 15S on May 11 and May 14, respectively. However, concentrations of extracted gas fluctuated significantly, making continuous operation difficult. FMC speculated that extraction at the westem end ofthe pond, adjacent to lift station LS-01, may have been exerting an influence on this manhole, and causing the variability in extracted gas concentration. Extraction at the westem perimeter extraction point was discontinued on May 17. GES unit No. 3 was redeployed to supplement the two existing GES units on the eastem perimeter extraction point and re-started there on May 18.

3. Given that FMC is working to develop a site-wide phosphine sampling plan that EPA has indicated must include collecting samples from TMPs, FMC has used GES Unit No. 4 to pilot and test modifications to extract from a TMP on Pond 15S. The TMPs that are sampled at Pond 16S are collected from gas being extracted with the GETS unit. TMP sampling at Pond 15S or other ponds requires development of means to purge the TMPs and measure gas flow. FMC modified the GES unit to provide primarily dilution air immediately at the TMP. This was done using an eductor to draw flow from the TMP, based on the same general design ofthe TMP extraction procedure at Pond 16S. The modified GES unit includes thermocouples and a solenoid value to actuate an interlock, which shuts off extraction should a high temperature be observed at the TMP extraction point or in the Ventsorb dmms. GES Unit No. 4 was modified in this way and tested on Pond 15S TMP #5 (northeast comer) on May 24. At the concentrations observed at Pond 15S TMP #5 (approximately 100,000 ppm) during the initial test, the eductor provides sufficient motive air that compressor-driven motive air such as that used for the Pond 16S TMP extraction is not necessary. (Note that a larger educator, or even compressed air, may be required to establish higher flows at lower concentrations.) After successfiilly completing the testing of this modification for a period of about 18 hours on May 24, FMC restarted GES No. 4 at TMP #5 on May 25. It operated successfully through May 31, when it was shut down to change carbon. FMC will use the test results and experience gained from this TMP monitoring at Pond 15S to assist our concurrent work in developing the site-wide phosphine sampling plan.

4. FMC is currently constmcting a second eductor and interlock system to allow a second GES to be deployed for TMP extraction. We anticipate redeploying GES #3 from the eastem perimeter extraction point to Pond 15S TMP #2 (second most north westem TMP) later this week. Given the vertical and horizontal distance from the pond perimeter, there is little if any potential to exert an influence on LS-01 at the anticipated extraction rate of 0.1-0.2 cfm. As a fiarther measure to reduce potential occupation exposure near LS-01, FMC has introduced a nitrogen purge into the LS-01 drain discharge line to minimize potential release of PH3. FMC anticipates

moving GES #4 to extract from another TMP on the westem end when it is shut down for the next carbon change.

5. Also attached (in addition to the Pond 15S east perimeter pipe extraction concentration graph) are 1) operating log sheets for each ofthe GES units for the period May 7 (our last update) through May 31; 2) some photographs ofthe modifications to GES xmit #4 to allow it to provide for TMP extraction; and 3) an update to the industrial hygiene area samples that have been recorded on the downwind side ofthe LS-01 since our last update. As reported in that update, soil had been placed around this lift station. This was done to cover the joint between the concrete sections on LS-01 that extended above grade. You will note some improvement in this area as a result ofthe soil placement, and further significant improvement as a result of putting the nitrogen purge on LS-01 on May 24.

6. FMC also reports that Pond 15S temperature and pressme monitoring shows no changes or variability due to gas extraction and continues to track with expected, historical observations for this season ofthe year.
