SECTION 1 Policy for foster caregivers participating at PetSmart and Petco Only registered CNYCC fosters may use cages at PetSmart and Petco. This allows us to have more effective communication, smoother adoptions, and the ability to disperse new information in a timely manner. Contact CNYCC at [email protected] with any questions. As a registered foster site, you may use the CNYCC programs for your foster cats. Code of Conduct All fosters and volunteers must follow CNYCC’s code of conduct. Anyone found in violation of this code is subject to suspension or removal from CNYCC, at the discretion of the board of directors.

• The Central New York Cat Coalition, Inc. (CNYCC), prohibits discrimination in all its programs and activities on the basis of race, color, national origin, sex, religion, age, disability, sexual orientation, and marital or family status.

• CNYCC prides itself on being a supportive and positive association of rescuers and caring individuals. Disrespectful or disruptive behavior and/or abusive language or actions will not be tolerated by any supporters, volunteers, officers, or directors.

• While CNYCC welcomes debate, discussion, and constructive criticism from its supporters and volunteers regarding all areas of our operation, CNYCC requires that this communication occur in a civil, non-threating, and polite manner.

• In the event that any supporter, volunteer, officer, or director violates the above code of conduct, a majority vote of the board will determine the appropriate disciplinary action for the violation (i.e., official warning, suspension, and or expulsion).

All CNYCC volunteers will:

• Foster and maintain safe pet health, safe interaction, and safe cleaning practices.

• Maintain exemplary customer service to all prospective pet parents, PetSmart/Petco associates and managers, and notify the coordinator and one of the executive board members (president, vice president, secretary, treasurer) of any issues that may occur with a customer, volunteer, or store staff, so follow up can be made if required.

PetSmart Adoption Partner Manual/ Petco Foundation Adoption Partner Handbook PetSmart Charities is the governing entity for the PetSmart Adoption Centers. Petco Foundation manages use of the store’s adoption centers. The most recent official manuals are filed in each adoption center. If requested, a copy can be emailed to you. Fosters and volunteers are required to be familiar with its contents. Individual store managers are able to make specific changes with CNYCC Adoption Center coordinators. Any confusion/discrepancies should be discussed with the CNYCC Adoption Center coordinator for the store. Store guidelines affecting our foster homes are excerpted throughout this policy document. All policies and procedures as part of our partnership with PetSmart and Petco are non-negotiable. CNYCC PetSmart Identification:

• Our group number for PetSmart is 4017. This group number must not be shared with any other group.

• PetSmart store numbers: Fairmount: 1580; Clay: 1239. These numbers are used when a cat is adopted from that store on the iPad-based adoption procedure.

Requirements to use PetSmart and Petco:

• Only registered foster homes may put cats into PetSmart and Petco. If a registered foster works with a sub-foster, the registered foster must put the sub-foster’s cats into the store under the registered foster’s name, do all required paperwork themselves, and handle the adoption. If the sub-foster wishes to bring cats in and do adoptions on their own, they must register and go through training prior to listing cats under their own name. New registered fosters will have access to an established mentor who can help them through the paperwork and adoption process until they are comfortable.

• Any foster can be terminated from the adoption program for knowingly handling or maintaining pets in any condition that is counter to the standards and policies in this manual.

• A foster can have use of a cage for 3 weeks, and may use it for multiple cats during that time, in coordination with the cage coordinator.

• Fosters must mail in copies of their adoption agreements and any required payments within 30 days of the adoption. If a foster falls behind, that person may be prevented from using adoption centers or having clinic appointments paid for by CNYCC until they are up to date with agreements and payments.

• Money from the donation jar can only be collected by an authorized coordinator and mailed in to CNYCC’s PO Box.

• If you use PetSmart or Petco, you must be able to quickly screen applicants, check on your cats (call the store and talk to a volunteer), or remove cats if needed. However, you may use an emergency contact who can take care of a cat in your absence (must be a registered foster). Make sure you include the emergency contact’s information on the inside cage card.

• Once a cat has been in the store for three weeks, it must be given at least a one-week break before going back into a cage at any store.

• If you anticipate having cats ready for a store within a few weeks, please notify the cage coordinator ahead of time so you can be placed in rotation. This helps to plan ahead for cage reservations. Let the coordinator know how many cats you need cages for and if you need a single, a double, or a big cage.

• If you no longer need to be on the list for a cage, please contact the coordinator immediately so they can make sure the cage is available to other fosters.

• Extenuating circumstances should be discussed with and approved by the cage coordinator and board of directors.

Health & Temperament Requirements for Cats in PetSmart and Petco

• There is a mandatory 14-day quarantine period for all cats prior to coming to stores. Cats must have been indoors only, in a controlled environment (foster care, subfoster, original owner’s home that has been verified, etc.) for a minimum of 14 days to minimize risk that they were exposed to transmissible diseases.

• Cats must be spayed/neutered. There is a mandatory waiting period of 5 days for males and 10 days for females between surgery and when they may come to the adoption center. These are minimum wait times. Cats must wait longer if the surgery sites have not healed. Adult male cats may require a longer time before entering the store because their strong urine smell must be gone first.

• Cats must be up to date on their rabies vaccinations. The rabies vaccine must have been given at least 48 hours prior to the cat coming to the adoption center. Cats must have a rabies vaccination by 16 weeks and follow NYS law for follow up vaccinations thereafter.

• Cats must be up to date on their FVRCP vaccinations. Kittens under 6 months must have had a minimum of two FVRCP vaccinations before coming to the store. The last vaccine must have been a

minimum of 48 hours prior to coming to the store. Adult cats must have had at least one FVRCP vaccination at least 48 hours prior to coming to the adoption center. It is recommended that even adults and older kittens receive at least two FVRCP vaccines, 3-4 weeks apart, to be considered fully vaccinated. Kittens should receive vaccines starting at 6 weeks old, then every three weeks until they are at least 16-20 weeks old. This may mean you need to provide additional vaccines after adoption.

• Cats must be free of parasites, including fleas, worms, ticks, or ear mites. Cats must be treated with flea medication within a reasonable time before coming to the adoption center to prevent them picking up fleas that may end up in the center. Flea medication and deworming medicine may be administered in the adoption center. Prescription medication may not be kept in the adoption center, but over-the-counter products may be kept in the center.

• No vaccinations may be given in a PetSmart or Petco store or its parking lot.

• Fosters must trim cats’ nails to prevent injury to volunteers and potential adopters. Nail clippers are available in the adoption center.

• Sick animals may not come into the adoption center. If an animal was sick, for example, an upper respiratory illness, it must be completely healthy with no symptoms for a minimum of 2 days before entering the adoption center. Cats still on antibiotics cannot be in the center. Supplements or medications like eye ointment for chronic, non-contagious illnesses are ok.

• Cats should not look sick. If excessive eye drainage, sneezing, or diarrhea occurs, you will be asked to remove the cat. A mild runny eye or small chronic issue is ok. Blood in the stool is a common occurrence for stressed cats that have as abrupt change in food and/or environment and these cats only need to be removed if the problem is excessive.

• Cats must be socialized. Semi-feral, aggressive, or ill-tempered animals may not come into the center. The adoption center is not intended to rehabilitate or socialize animals. All cats must be able to be handled by volunteers and visitors and not be afraid of humans. Shy animals are ok and it is reasonable to expect a cat to require a few days to adjust. However, any cat that cannot be handled or shown by volunteers after 48 hours must be removed. Any cat that bites or scratches will not allowed to stay or come back to the adoption center.

• Neither FIV positive or feline leukemia positive cats may be in the store for adoption, but their photos may be displayed in a photo album at the adoption center. Feline leukemia testing (either blood or saliva) is required of all CNYCC cats up for adoption. FIV testing is not required, but a known FIV positive cat cannot be in the adoption center (this is a PetSmart and Petco corporate policy).

• No collars of any kind may be on a cat in the adoption center. This includes calming collars or flea collars, including breakaway collars.

How do I get on the list for a cage?

• Each store has a cage coordinator who manages the list of registered fosters who need cages. To get on the list for a specific store, contact the cage coordinators noted in the addendum. New registered fosters will be matched with an approved mentor to help guide them until they are comfortable with intake and adoption procedures.

• The coordinator will notify you when a cage is going to be available and give you a firm date and time when the cage will be ready. You must fill the cage within 24 hours of this time or it will be given to the next person on the list. PetSmart and Petco require the cages to be kept full.

• When you are done using a cage for any reason—cats are removed for illness, are adopted, or the 3 weeks are up—the coordinator must be notified as soon as you know that the cage will be empty. Give the coordinator as much time as you can so they can notify the next foster on the list.

• If you no longer need to be on the cage list, please contact the coordinator immediately so other fosters can be given your slot.

• Partnered cages at Fairmount PetSmart: Some cages have two or more fosters who keep those cages filled. Communication among cage partners is critical to maintain a full cage. If any issue arises that causes tension between cage partners, contact the cage coordinator.

How do I access the Adoption Center? If the adoption center is not staffed by a volunteer when you arrive, find a store employee to open it for you. Only registered fosters, CNYCC-trained volunteers, and store staff may be in the adoption center alone. Members of the public interested in seeing cats must fill out a waiver form and be shown cats by a foster or volunteer. Be alert to any person who may not have a reason to be in the adoption center. Report any suspicious activity to the store manager and the CNYCC cage/volunteer coordinator. Check-in Procedures for Bringing Cats into the Adoption Center Only registered fosters may bring in or remove a cat. Every animal coming into the store, whether into the adoption center or for a special adoption event, must be logged into the CNYCC cat log book and/or PetSmart 3-ring binder kept in the adoption center (may vary by store). Please follow this process for checking in any new cats:

• A store manager or store adoption coordinator must verify the cat’s vaccination records when the cat is brought into the store. When you arrive with a new cat, notify the store manager so that they can come to the adoption center to check the paperwork and the outside cage card. The manager will compare the cat’s description with the cat.

• You must bring the cat’s rabies certificate, proof of FVRCP vaccinations, and proof of spay/neuter. The store manager will verify these documents and compare the dates on the documents with the outside cage card data.

• Rabies documentation requirements: o Rabies documentation must, at a minimum, have the vet’s name with “DVM” after it, and can also

have vet’s signature. It cannot be signed by someone else who just initialed the vet’s signature. o If the paperwork does not have an expiration date for the rabies vaccine (e.g., when the next shot

is due), PetSmart must call the veterinarian to verify the vaccine expiration date. (They will only call if the vaccine was given 11 months or more ago)

o All cats over 16 weeks old must have proof of rabies vaccines. o The rabies certificates are very important to PetSmart Corporate and if the store has a surprise

audit, they can get in trouble if our rabies documents do not follow corporate guidelines. This has happened in the past and it caused management to crack down on our paperwork and become strict about checking in our cats. We want to keep the process easy for everyone, so please make sure your documentation meets their requirements.

• If you self-administer FVRCP vaccines, you must bring documentation showing the date the vaccine was given and the sticker from the bottle (ideal) or a copy of the vaccination label/box top that shows the type of vaccine (list of components) and the manufacturer’s name. (Note, not all clinics or vets provide the vaccine sticker. You might need to request a copy of the label from the vaccination vial from the veterinarian or clinic. An invoice showing a shot was given is not sufficient for PetSmart.)

• Outside cage cards: These are the cards that are visible to the public and hang on the outside of the glass in front of each cage. Each cat must have its own card, so if you have multiple cats in one cage,

each cat gets a card. The foster must fill in all of the applicable information. We recommend writing the cat’s story in a positive manner. Include information about personality traits, favorite toys/games, whether it gets along with other cats/dogs, etc. You can also put information about the cat’s situation (why is it available for adoption?) Note that if an animal’s name has changed since the rabies paperwork was made out, you may list both the original and new name on the cage card. First and last names if on the documentation must be included on the cage card (for example, cats that were vaccinated at the SANS clinic, typically have the foster’s last name along with the cat name on the certificate).

• Once verified by the manager, put the rabies vaccination documentation into the 3-ring binder labeled for rabies certificates. Every cat must have its own set of rabies records in a separate sleeve. All other medical records should go into the CNYCC binder.

• CNYCC Cat Log book—Cats must be entered in this log when housed in the center. Each cat must be listed separately on separate lines. Please print the information so it is legible.

• Inside Cage Card—Fill out the cat’s information, your contact information, and any information that volunteers or future adopters need to know—for example, personality, known issues, health. This card can be taped to the cage door or next to the cage. Indicate whether the cat can receive treats or wet food. Indicate how you’d prefer to be notified about an application—text, phone, fax, etc.

• Intake Form—This form is only necessary if you do not have a CNYCC foster cat medical record form.

• Health Board—Add the cat’s name to the health board (white board). This board is only for health information. Please use this space to include any health information that is important, such as runny eyes, a limp, activity restrictions, etc.

• NOTE: You may bring a cat to the store just to show a prospective adopter, but not to stay in a cage, that cat must still be checked in by management for a review of its vaccination and spay/neuter history.

Once everything above is completed, you can put the cat into the assigned cage. Cages should have been disinfected when the previous cat was removed. However, if you are unsure if the cage was sanitized, you can clean it again using store-approved or -provided cleaner using paper towels or scrubbing sponges, followed by a wash with clean water (in labeled spray bottle) and wipe down with paper towel. PetSmart provides Virex spray (in labeled spray bottle) Only Virex solution is approved by PetSmart for cleaning. For each new cat:

• Select blankets or towels for the cage (you may bring your own linens, but we cannot guarantee they will stay with your cat because volunteers will remove soiled linens and add them to the laundry).

• Fill the food (mix current food with new to reduce stomach upset) and water bowls. If you feed any wet food, do not place it on top of the dry food. Paper dishes are provided for this purpose. Note that Petco requires fosters to provide their own food. PetSmart provides Authority brand dry cat and kitten food.

• Fill the litter box with no more than 1 inch of litter (if cat is not used to pine pellets, mix with your own). It is highly recommended that scoopable/clumping litter not be used due to proximity with the water bowls and dust. If a clay litter is required, please use a regular clay litter, not the clumping type.

Length of Stay

• A cat may not stay in the adoption center for more than three weeks. CNYCC requires that a cat be back in foster care for at least one week before being placed back into any store.

• Either work with your cage partner or contact the coordinator so that no cage is left empty for longer than 24 hours, when possible.

• If there is a problem with the cat, including poor temperament or illness, the coordinator will notify the foster that it needs to be removed. Upon notice, the cat must be removed within one day.

• If you need to remove your cat for any reason (health, adoption, etc.), you must notify the cage coordinator as soon as you know so that they can arrange for another foster to bring in a cat to ensure cages remain full. The foster may retain use of the cage for 3 weeks even if different cats are housed there.

Illness or Injury:

• If a cat becomes ill or sustains an injury at the adoption center, the foster will be notified immediately. If the store management or the CNYCC coordinator requests removal of a cat because of a health issue, the request must be followed immediately.

• PetSmart has the right to transport a pet to a veterinarian for observation and possible treatment. The foster parent is responsible for the cost of medical expenses incurred while pets are participating in the adoption program. This is a very unlikely scenario.

• Under no circumstance may cost be a reason to avoid seeking veterinary care.

• A registered foster may leave an emergency contact on the inside cage card who can respond to an illness/injury situation in your absence. This person must be a registered foster.

Reporting Pet Incidents

• Any adoptable cat needing medical assistance, any serious bites or scratches, pet death, or escape must be reported to the manager and adoption coordinators within 12 hours of occurrence.

• All incidents must be reported to the store manager immediately, and incident reports will be completed by the store manager for every incident, regardless of how small or insignificant. This includes a cat scratching or biting a volunteer, staff, or customer; death; abandonment; or escape.

Recognized Pets

• In rare instances if a customer recognizes a lost pet up for adoption, the foster is expected to work with the person to reunite the pet with its rightful owner. Because this is a sensitive area, the store manager should be the key facilitator to resolve this situation.

Adoption Center Maintenance after Illness or Death

• When an adoptable cat becomes ill or dies of a contagious disease, (feline panleukopenia, ringworm, etc.) additional measures must be taken to protect the other pets in the store. These measures are to be used when an infectious condition is suspected or known. All fosters using the adoption center will remove cats for at least 48 hours and fosters/volunteers will help disinfect the adoption area, floors, walls, cages, and all surfaces and bedding.

• Please be familiar with procedures outlined in the most recent store manuals. It is extremely important to notify all CNYCC adoption center coordinators in any instance of illness or death if the cat was in the adoption center.

Adoption Application Process

• Volunteers will take applications for cats within the center and contact the foster during their shift to let them know that an application was filed. They should provide the foster with contact information for the applicant and possibly reference/vet information. They should also pass along their opinion of the adopter. Volunteers can often text a photo of the application to make it faster. They can also fax the application if a fax number is provided.

• An applicant must be contacted within 24 hours of the application being taken. The initial contact can be just letting the applicant know that their application was received and is being processed. You can also use this call to talk to the adopter and learn more about them and their situation and whether it is a good fit for your cat. Let them know that you will be contacting their references and vet, if applicable. Ask them to contact their vet and give permission for them to release information to the foster.

• Once an applicant is contacted, a decision should be made within 48 hours. PetSmart feels this is a fair amount of time to process an application and approve or decline it.

• If you would like to come to the store to get a hard copy of the application, you must make a copy and return the original form to the folder. The original application must never leave the store.

• Every interaction with a prospective/actual adopter should be a “consistent and positively memorable experience.” Be pleasant with all applicants, regardless of their attitude toward you.

Approved Applications Once an application is approved, let the adopters know as soon as possible so you can schedule a time to complete the adoption. Try to find a day/time that is within 48 hours of the approval so that only adoptable cats are using cages. You can call the store and speak to the volunteer in the adoption center and have them put a special PetSmart card in the outside cage card sleeve letting people know the cat is being adopted. You can also have the volunteer put a note on the interior cage stating that no more applications should be taken because the cat is being adopted. If you and the adopter cannot find a time that works for both of you within 48 hours, the cat should be removed from the adoption center and brought back for the adoption at a later date. If this is a problem, let the cage coordinator know so a solution can be found. You may want to reach out to another trusted registered foster who can complete the adoption process for you.

Denied Applications If you chose to deny an applicant, you must contact them and let them know that they have been denied. It is permissible to say that the cat is not a good fit for their household, or that the cat received other applications that worked out. Try to be as pleasant as possible and see if there is another avenue that the applicant could take for finding an appropriate cat for their household (e.g., for someone wanting an indoor/outdoor cat or a declawed cat, an email to the CNYCC network might turn up an appropriate match for them or, direct them to SPCA, Humane CNY, local vets, or Petfinder.com for a cat or kitten). Tactfully provide a professional explanation for a declined application; saying “no” is never enough. Use discretion during any denial; enlist the support of store management, a board member, or the coordinator if needed. No applicant should be unreasonably confused or upset. Adoption fees Cats 6 months of age or older are $65. Kittens under 6 months are $100. Approved special needs cats do not have any adoption fee. These are official CNYCC adoption fees and must be the advertised amount. You may choose to personally discount an adoption fee for a specific case (for example, a discount for adopting two cats), but you cannot publicize it, and any fees owed to CNYCC must be sent in full, regardless of how much was actually received. See Agreements and Payments to CNYCC for more details on foster-retained fees.

Adoption Procedure Once an adoption is approved, schedule a time with the adopter to come back to the store to finalize the adoption process. The procedure for an adoption is:

1. Fill out a CNYCC adoption agreement (printed copies are in the adoption center). Be sure to PRINT the information on this form so that it can be easily read. You can also print the form off the foster site and pre-fill the information out for the adopter and just have them sign it. You should go through the language on the agreement with the adopter to ensure they understand.

a. Petco only—fill out the Petco adoption form (white, with yellow copy) 2. At the register:

a. PetSmart—Go to the register with the adopter and use the store’s iPad to fill out the adoption information and get the coupon book for the adopter. You can have them pick out their free bag of food ahead of time if you are familiar with the coupon book, then check out with the food at the same time.

b. Petco—Go to the register with the adopter and show them the Petco form so the adopter can get their coupon book.

3. Using the copier, make copies of: a. CNYCC adoption agreement (need four copies—one for adoption center, one for adopter, one for

foster, one to mail to CNYCC) b. Medical paperwork (need three copies—one for adoption center, one for adopter, and one for

the foster) 4. Collect adoption fee

a. Kittens under 6 months are $100. Cats 6 months and older are $65. Adopters may pay with cash, check, or money order. We cannot accept credit cards.

b. Adopters may make a check out directly to CNYCC or to the foster. It is easier to have the adopter make checks for $100 to the foster instead of CNYCC. Then the foster can just send in $65 to CNYCC along with the adoption agreement. If you do plan on sending the adopter’s check in with the adoption agreement to the PO Box, make sure the check is made out to CNYCC and it is made out for the correct amount. If the adopter accidentally made the check out to CNYCC and you are owed a refund as a result, just send a note with the payment to let us know.

5. Adopter Paperwork—Give the adopter the following pieces of paperwork: a. Copy of the signed CNYCC adoption agreement b. All medical paperwork, including vaccination records, spay/neuter proof, and any other medical

documentation c. Can also include a copy of the most recent CNYCC newsletter, other handouts, if available and

the CNYCC volunteer application 6. Adoption Center Paperwork—The following items must be stapled together in this order and put into

the “completed adoptions” folder in the adoption center: a. CNYCC adoption agreement b. Copy of rabies and FVRCP vaccination; spay/neuter certificate c. Intake form/CNYCC foster cat medical record with other medical treatments d. Original adoption application

7. Talk to the adopter about how to introduce a new cat to their home and answer any questions they might have. Explain how to introduce a new cat to an existing cat or dog.

8. Let the adopter know that they can return the cat for a full refund within 14 days, and that the registered foster should be offered to reclaim the cat first past that time, but with no refund.

9. Let the adopter know that you will follow up with them within two weeks to see how the cat is doing. a. There is an Adoption Follow-up form in the addendum as a guide to talk with the new adopter to

see how the cat is doing and discuss any questions the adopter may have. It is recommended to do this two weeks after the adoption.

Note: All original adoption applications must stay in the adoption center at all times either in the Application Folder, or attached to the adopted paperwork. Check-out of cats When the cat leaves the store (either through adoption or returning to foster care), the following steps must be taken:

• The cat’s medical records should be removed from the store binders and taken with the cat, either to the adopter’s home or back to foster care.

• Sign the cat out of the CNYCC Cat Log book o If the cat was adopted, write “Adopted Day/Month” o If the cat returned to foster care, write “Back to Foster Day/Month”

• Erase their name from the health board.

• Clean the cat’s cage. Cage cleaning instructions are posted in each adoption center so that everyone will know the most current/proper procedures. Each foster person is responsible for disinfecting that cage and any accessories or toys used. Cage cleaning can be done by either the foster or the volunteer on duty only if she/he offers and does not have other duties to complete. If soft toys from the adoption center were used, they should be put in the adoption center laundry bin. If toys cannot be sanitized this way, they should either be sent home with that cat or discarded.

All agreements sent to CNYCC After an adoption is completed, it is the responsibility of the foster to mail in a copy of the adoption agreement to CNYCC at PO Box 6182, Syracuse, NY 13217 within 30 days of the adoption, regardless of payment owed.

• If no fees are owed, a high-quality scan of the adoption agreement may be emailed to [email protected] instead.

• Some fosters prefer to wait 2 weeks to send in paperwork so they have time to check in on a cat and ensure it won’t be returned within the 14 days that an adopter can receive a refund. This is fine, so long as everything is sent in within 30 days from the date of the adoption.

• If the agreement and payment is not received within 30 days, the foster may lose the privilege of having cats at adoption centers and having CNYCC pay for spay/neuter until they are caught up.

CNYCC Payments

• If a foster paid for their own spay/neuter surgery or if a cat was already fixed when it came into foster care, they do not need to send any fees in, but a copy of the adoption agreement must be sent in by mail or by email to [email protected] for tracking purposes. All adoptions are recorded so we have a database to reference if we are contacted by adopters in the future, so we can add adopters to our mailing list, and so we can promote how many adoptions CNYCC does annually.

• If CNYCC paid for the spay/neuter, full payment of $65 must be sent in with the CNYCC adoption agreement within 30 days of the adoption (except for pre-approved special needs cats).

o The foster must send in $65 for all adoptions where CNYCC paid for the spay/neuter. o If a cat was already altered, but CNYCC paid for vaccines or other items at a clinic, the foster

owes just that amount back, up to $65. Documentation must be provided.

Petsmart Adoption Expectations PetSmart will be tracking and looking at us closely and may ask some fosters to leave the adoption program if they are not adhering to policies.

Fairmount PetSmart: Management has offered the use of the vacant room adjacent to the Grooming Salon at the rear of the store for meetings with potential adopters during a national adoption even or to show multiple cats by appointment or to complete adoption paperwork to free up the interview room in the adoption center. Request use of the room in advance from management and access when you come in as the room is kept locked.

Clay PetSmart: Management will allow fosters to use the rolling cages stored in the back for bringing additional cats to the stores on any weekend. Fosters must contact the manager first to coordinate details. In general, fosters may bring cats in on a Friday afternoon and leave them in the rolling cages until Sunday afternoon. Fosters are asked to bring their own locks to secure these cages as there may not be extra locks in the adoption center. Lock keys or combinations must be kept in the adoption center so volunteers can access the cats.

Adoption Quotas: PetSmart would like us to adopt three cats per store per week.

National Adoption Weekends and cats and kittens not housed in the adoption center (roll cages, crates, or carriers). All of the above information applies, with additional information below:

• These cats must be logged into the cat log book for tracking purposes. All outside cages must be locked. Locks from cages inside the adoption center may be used temporarily.

• Vaccination records should be placed in the back of the CNYCC binder.

• All cats and kittens should be shown in the safest way possible. It is up to the foster if the cats/kittens are to be taken inside the adoption center to be shown, or if they can be shown to customers outside their cages within the store.

• It is encouraged that each person provide their own bedding, litter pan, and toys to reduce any cross-contamination and so that the adoption center volunteers will not be disrupted.

• If a foster must use supplies from the Adoption Center or any cages stored at PetSmart, all equipment must be washed, disinfected, dried and put away prior to leaving PetSmart. Do not leave anything to air dry in the Adoption Center.

Fosters participating in National Adoption Weekends may also be required to volunteer time supervising the outside cages for all open store hours, depending on other volunteer coverage. PetSmart requires these cages to have separate volunteers in addition to the regular volunteers inside the Adoption Center. Volunteers covering outside cages do not have to be fosters, but should be trained by a foster in approved procedures. PetSmart National Adoption Weekends: These are held quarterly and run Friday through Sunday. If we do not have rolling cages with cats, they ask that we have the adoption center fully staffed. PetSmart strongly encourages CNYCC to participate in these events. Adoptions done during that time period will result in additional funds sent to CNYCC from PetSmart Charities. Petco National Adoption Event Weekends: The store has four annual events and expects adoption partners to have additional cats in store for these events. Fosters need to bring their own cages/crates to house the cats

while at the adoption weekend. Participation in these events can help us increase eligibility for grants and other bonuses. Independent Weekend Adoption Events If volunteers want to coordinate other weekends, special large adoption events can be held at any store if coverage is provided for showing the cats and cleaning cages. Any person new to this event must be registered as a foster site. To avoid conflicts, please let the appropriate Adoption Center coordinator and store manager know by Thursday prior to the intended weekend. General Adoption Center Regulations

• No unauthorized signage may be put up. This includes flyers on upcoming events, photos, or notes to volunteers. Notices for adoption center volunteers or fosters, if absolutely required, should be posted inside the cage area on the appropriate white board or area instead of the show room or outside of the adoption center.

• A photo album is permissible for adoptable pets not residing in the adoption center. Cats that get adopted from customers viewing the information in these albums qualify for in-store adoptions. Special needs cats (FIV or FeLV+) may be in this album, but may not come into the store to be adopted. Paperwork should be processed by the foster and adopter without the cat.

• Store merchandise for personal use cannot be set aside for later purchase; it should be bought and removed from the store immediately.

• Engage potential pet parents and treat everyone as a potential pet parent; thank them for stopping by and for their interest in adopting. Discrimination or harassment will not be tolerated.

• Volunteers at PetSmart must be at least 14 years old; under 18 years must have an adult with them at all times. Volunteers at Petco must be at least 17 years old and have someone over 18 with them.

• PetSmart and Petco are a drug and alcohol free environments.

• Put the donation jar inside the adoption center when no volunteer is there.

SECTION 2 CNYCC REGISTERED FOSTER POLICIES Code of Conduct All fosters and volunteers must follow CNYCC’s code of conduct. Anyone found in violation of this code is subject to suspension or removal from CNYCC, at the discretion of the board of directors.

• The Central New York Cat Coalition, Inc. (CNYCC), prohibits discrimination in all its programs and activities on the basis of race, color, national origin, sex, religion, age, disability, sexual orientation, and marital or family status.

• CNYCC prides itself on being a supportive and positive association of rescuers and caring individuals. Disrespectful or disruptive behavior and/or abusive language or actions will not be tolerated by any supporters, volunteers, officers, or directors.

• While CNYCC welcomes debate, discussion, and constructive criticism from its supporters and volunteers regarding all areas of our operation, CNYCC requires that this communication occurs in a civil, non-threating, and polite manner.

• In the event that any supporter, volunteer, officer, or director violates the above code of conduct, a majority vote of the Board will determine the appropriate disciplinary action for the violation (i.e.: official warning, suspension, and or expulsion).

All CNYCC volunteers will:

• Foster and maintain safe pet health, safe interaction, and safe cleaning practices.

• Maintain exemplary customer service to all prospective pet parents.

Health Requirements for Cats & Kittens It is recommended that all fosters use the CNYCC Foster Cat Medical Form for each cat in foster care to organize information about their medical care. Vaccinations & Spay/Neuter

• Cats and kittens adopted out by CNYCC fosters must have received at least one FVRCP (distemper/upper respiratory) vaccination, but fosters must ensure kittens get at least 2 vaccines, or more if necessary, even after adoption.

• Kittens must be given FVRCP vaccines every 3-4 weeks until they are between 16 and 20 weeks old to be considered fully vaccinated.

• Adult cats should receive two vaccines, 3-4 weeks apart if they have no previous vaccines. Cats that came into foster care already spayed/neutered, only need one FVRCP vaccine.

• All cats must be treated for both internal and external parasites (fleas and worms). Deworming should occur twice.

• Rabies vaccinations are required for any cat 16 weeks or older (per NYS law).

• All cats six months or older must be spayed or neutered prior to adoption unless there are medical circumstances documented by a veterinarian. Young kittens may be adopted through the CNYCC kitten certificate program if they are too young to be altered at time of adoption.

• Documentation regarding all medical treatments must be provided to the adopter at the time of adoption. Any prior treatment for illnesses should also be disclosed to the adopter.

Testing:

• Feline leukemia testing is required for all cats. This can be either the blood test or the saliva test (only valid after 9 weeks of age). The saliva test is provided at no charge through the Cat Coalition (this same test can also be used with blood if you have it drawn by a vet). The blood test is available through some vet partners and trained fosters.

• FIV/Felv cats: if a cat is known to be FIV or FeLV positive, that must be disclosed to the adopter prior to adoption. (Note that FIV/FeLV cats have adoption fees waived if necessary)

Adoptions Outside of Petsmart • Advertising:

o Petfinder.com—CNYCC has a Petfinder account where we can list adoptable cats for you. Tech-savvy fosters can also have their own log in to the site to list their own cats. To have CNYCC list cats for you, just email [email protected] with the following information: o Cat name, age, gender, color, hair length o Up to 6 good quality photos (or 1 video and 5 photos) o Short paragraph write-up about the cat describing its personality and ideal home. o If it’s a kitten, is it spayed/neutered? o Does the cat get along well with other cats/dogs/children?

o Additional sites: Registered fosters are encouraged to solicit prospective adopters through online advertising, print newspapers, CNYCC/personal Facebook pages, CNYCC email networks, participating area stores, or word of mouth. As a registered foster of CNYCC, you represent this organization and must adhere to the organization’s policies when advertising any cat.

o Participating area stores: Pet Supplies Plus, Tractor Supply, and Runnings are all open to us bringing cats in for adoption events, but we must provide our own cages and supplies. Cats and kittens must never be relinquished to a store without the necessary adoption application process and applicant screening that CNYCC requires.

o Restriction—Do not advertise discounted adoption fees below our standard $65/$100 fees except for special needs cats. If you want to offer a discounted adoption fee, it should be made person-to-person and not presented in your solicitations. Any discounts do not affect fees due to CNYCC.

• Adoption agreements: CNYCC registered fosters must use the CNYCC Adoption Agreement with each adoption and a copy must sent to CNYCC (mail or email) within 30 days of the adoption. The adopter must receive a copy of the agreement they signed, copies of any medical treatments, and spay/neuter surgery documentation. Adoption agreements and payments must be received at the PO Box before any kitten certificates will be issued to the adopter. If you also adopt cats under another private organization name, you may use a separate adoption agreement in addition to the CNYCC agreement.

• Adoption fees: Cats 6 months or older are $65; kittens under 6 months are $100. If the spay or neuter was paid for by CNYCC, then $65 (for any age cat) must be remitted to CNYCC within 30 days of the adoption date. If the registered foster paid for spay/neuter or the cat was already fixed when it came into foster care, then the foster may retain the full adoption fee. Refer to the Kitten Certificate Program for details on adopting out unfixed kittens. No other deductions are allowed from the adoption fee.

• Special Needs Cats: Cats that have documented special needs may be adopted for no cost, and no fee is owed to CNYCC (an adoption agreement is still owed). Special needs cats include FIV/FeLV positive cats, diabetic cats, cats on life-long prescription medications, and other special needs, as approved by the board of directors. If you think you have a cat that should qualify as special needs (other than

FIV/FeLV/diabetes/lifetime prescriptions, which are automatic), you must contact the board and explain the cat’s medical issues to receive approval for a free adoption.

• Adoption Follow-up: Each foster must contact an adopter within two weeks of the adoption date to inquire about the cat’s situation and ask about any concerns or questions the adopter might have. The Adoption Follow-up Form is provided as a guide for the information desired.

Kitten Certificate Program This program allows registered fosters to adopt out kittens too young to be altered. Through this program, adopters are given a certificate that can be redeemed for a free spay/neuter and vaccines at one of CNYCC’s clinics or veterinary partners. If an adopter chooses to have their cat altered at their own veterinarian, they may ask for a $50 reimbursement from CNYCC. Proof of spay/neuter must be sent in for all kittens adopted through this program, regardless of whether the adopter seeks reimbursement. The CNYCC Kitten Certificate Coordinator (KCC) oversees all tracking of s/n kitten certificates in conjunction with individual fosters, who must actively track their own kittens, to maintain an up-to-date and accurate database of certificates. To join this program, you must sign an acknowledgement of the guidelines and return it to us prior to being accepted into the program. Guidelines

• Fosters must first register each kitten with the KCC immediately upon taking the kittens into their homes, regardless of future s/n certificate usage. (Foster must notify KCC if they get kitten fixed prior to adoption.) All registered kittens will be entered into a spreadsheet.

• At adoption, fosters must use the CNYCC Adoption Agreement. Fosters must completely fill out the box at the bottom of the form, including checking the box requesting a kitten certificate (please check this box clearly and highlight or circle to ensure it is seen). The adoption agreement, $65 adoption fee, and request form must be sent to the CNYCC PO Box within 30 days of the adoption. Certificates will not be issued until everything has been received at the PO Box. Adopters who are overdue on sending in payments or agreements will be suspended from the program until they are up to date.

• When adoption agreements and payments are received, they are sent to the KCC, who assigns numbered certificates and fills in all requested certificate info and mails the certificate to the adopter.

• The KCC verifies with the foster that the adoption paperwork was received and gives the foster the ID# of certificate and date mailed to adopter. The foster should verify adopter's receipt of certificate.

• The KCC and foster will monitor/track usage of each certificate via an open line of communication. The foster MUST maintain contact w/adopter to actively track:

o Kitten name changes o Date surgery performed o Clinic or vet used o Was the certificate was redeemed (did adopter ask for $50 back?) o Documented proof of spay/neuter from veterinarian (animals altered at SNAP, SANS, and Total

Vet Care do not need additional documentation, but foster must notify KCC that the animal was altered at a clinic so CNYCC can send a copy of the paperwork for the KCC’s files).

• Foster must communicate information to the KCC in a timely manner.

• The foster must ensure that the kitten is fixed no later than 30 days after turning 6 months old per NYS law dictating spay/neuter of animals adopted from a rescue organization.

• The KCC will notify fosters immediately of any discrepancies or problems with paperwork or tracking.

Partnered Clinics & Vets Coordinators for each vet office are listed on the last page of the appendix. TNR Note: Any TNR cat that is paid for in any part by CNYCC must be ear-tipped, including barn cats. All cats in traps will be ear tipped. CNY SNAP (Spay and Neuter Assistance Program):

• Clinic is held in Cortland every Monday and CNYCC volunteer drivers transport cats to and from the clinic. Cats are dropped off at 6:30am and picked up at 7:30pm the same day.

• Cats are dropped off at B&R Bunkhouse at 6225 E. Taft Road, North Syracuse, NY 13212 (Corner of Taft and Totman—driveway accessed from Totman Rd.)

• Appointments are made through 315-420-SPAY (7729). If you are scheduling an appointment for the public or an adopter, do not use your own name—use the owner’s name. No spay/neuter surgeries will be paid for by CNYCC unless scheduled through this number.

• Costs (subject to change): spay $70; neuter $50; rabies: $7.50; FVRCP: $7.50.

• Combo testing (blood test) is available for foster cats only (no public cats) for $5 paid at time of drop off.

• Cost of medicines (flea/worm/ear mites) or extra procedures must be paid by fosters when the cat is picked up; CNYCC will cover the cost of pregnant, in heat, or cryptorchid cats for fosters. Any other surgeries outside of s/n should be paid for by fosters.

• Ferals coming in traps must have a sturdy, empty hard-sided carrier sent to the clinic as well. While the cat is anesthetized, it will be transferred to the carrier to recover and return.

• Money is due in the morning in cash or money order payable to SNAP. No credit cards are permitted.

• If scheduled in advance, fosters south of the city with completed paperwork and payment can be met in Tully.

• Anyone can also elect to drive their own cats to SNAP or pick their cats up themselves in Cortland once they have an appointment through CNYCC.

SANS (Spay and Neuter Syracuse):

• Clinic is located at 2616 Erie Blvd E., Syracuse, (315) 834-0141

• Fosters may make their own appointments for foster cats or TNR cats only by calling SANS at (315) 834-0141. Fosters may not make appointments for public/owned cats. Those must be scheduled through our spay line (420-SPAY) directly.

• A calendar with upcoming clinic days is available at spayandneutersyracuse.org.

• Process: contact a coordinator to receive approval to make an appointment, along with a specific number code for each cat; the top part of a CNYCC triplicate must be provided to the vet signed by either coordinator. The foster must have the assigned number code before making an appointment. Spay/neuter services covered by CNYCC will be paid by CNYCC credit card on the day of service. All other services must be paid for by the foster at the time of service.

• Office Visits • If a cat is not sick and only needs routine vaccines, leukemia or combo testing, spay or neuter,

the vet will do a quick exam but not charge for it. • If cat is sick or injured, there is an examination fee with a 10% discount on procedures.

• Testing • A blood leukemia test is available for free at time of s/n or $5 at other times. This is only

• FVRCP and rabies vaccines are available for foster cats for no charge to fosters. There is no office visit fee.

• Combo testing is available for $7 either at time of spay/neuter or at an individual visit. There is no office visit fee.

• Office visits/exams are available with all services discounted 30% (office visit will be $35 plus any other procedure/medication costs). The full bill for a sick cat visit must be paid at time of service. CARE Credit is accepted.

Other veterinary hospitals:

• Should a foster wish to use his or her own vet hospital for spay or neuter, CNYCC will reimburse up to $90 for a spay and up to $65 for a neuter. This reimbursement includes costs for spay/neuter and vaccinations (rabies & FVRCP). If a foster elects to have their own vet spay or neuter their foster cat, and the foster applies for the reimbursement of the total allowable cost, then the adoption fee for the cat must be sent in to CNYCC with appropriate documentation and invoice.

• Fosters are responsible for paying the bill themselves at the time of service, and then must submit proof of payment with the CNYCC reimbursement form to be compensated for the expenses.

CNYCC Foster Programs/Benefits Spay/Neuter Line—(315) 420-SPAY (7729). This is the number through which fosters schedule appointments for s/n at the SNAP clinic. This is also the number to give to any member of the public who needs a low-cost spay/neuter at any of our providers. They need to call and leave a message for our scheduler, who will call them back with appointment options and will negotiate a price they can afford to pay. Cat Line / Information Line—(315) 289-CATS (2287) A volunteer maintains this phone line and uses a digital service to transcribe calls from this line and distribute them to the foster network for anyone who has the time and space to help with rescues or TNR with the public. It is also our main business phone line. Supply Cabinet—CNYCC offers low-cost or free supplies to registered fosters for use on foster cats and their owned cats. Prices are subject to change. This is not a substitute for veterinary treatment, nor is it an emergency program. Fosters use these supplies at their own risk. Refer to the supply cabinet form on our foster page for details and the coordinators’ contact information.

• Feline leukemia saliva test kits: Home testing can be done by registered fosters using saliva or blood (some vets will draw the blood for you for a very low fee). See addendum for coordinators who are in charge of these kits. Instructions accompany the test kits. There is no charge for the use of these kits.

Medical care—Some veterinary practices (detailed in previous section) offer discounted services to Cat Coalition cats needing medical treatments other than spay and neuter surgery. These hospitals are subject to change at any time and information can be obtained from CNYCC at [email protected]. These services are to be paid for by the individual foster to the particular vet at the time of service. CNYCC cannot directly pay for any treatment other than spay/neuter and some practices can also bill us for euthanasia/cremation. Reimbursement for testing and vaccinations—CNYCC reimburses certain vaccines and testing that is paid out of pocket. Fosters must send receipts and the reimbursement form to the PO Box or [email protected] within 28 days (4 weeks) of the month during which the expense occurred. (e.g., if an expense occurred anytime in January, reimbursement must be requested by February 28.)

• Reimbursement for testing and vaccinations is not available for: o Kitten adoptions where $35 is kept by the foster o Cats that came into foster care already spayed/neutered, so the foster will keep the entire adoption

fee.

CNYCC will not pay for an asymptomatic FIV/FeLV positive cat to be euthanized. Invoices from the vet must be submitted to CNYCC along with the reimbursement form within 28 days of the month when the expense occurred. Reimbursement for Cremation—CNYCC will pay for group cremation up to $60 upon submission of receipt and reimbursement form within 28 days of the month in which the expense occurred. Medical Fund—Registered fosters in good standing can submit qualified veterinary expenses (vet bills, prescription medications, medical equipment) for consideration for partial reimbursement each month.

• Requests must be sent in using the Medical Fund form and include all receipts. Bills must have been paid by a registered foster.

• Requests must be sent in within 28 days of the month in which the expense occurred (e.g., an expense any time in January must be sent in by February 28).

• The Medical Fund Committee comprises non-board members who review each request and allocate available monies each month.

Requests to cover extensive medical expenses—Requests can be made to other Cat Coalition volunteers and supporters through the email networks and on Facebook. These donors can then make dedicated donations to CNYCC in that cat’s name or situation. This money will be paid to that foster upon receipt of the CNYCC reimbursement form and documentation of medical expenses. Please note that donations to a specific cat or situation are not eligible for a tax receipt per IRS rules regarding earmarked donations. Expense reimbursements—A registered foster may submit invoices and receipts for reimbursable expenses and be compensated by CNYCC. Reimbursable expenses are limited to qualified categories:

Reimbursements must be sent in within 28 days of the end of the month when the expenses occurred. Decisions on whether an item is reimbursable will be made by the board of directors. It is recommended that a foster check with the board before buying any item that they would like to be reimbursed for to ensure it is a qualified expense. Tax-deductible receipts—A registered foster may submit invoices and receipts for care of fostered cats in return for a charitable tax-deductible contribution statement for expenses paid out-of-pocket that have not been reimbursed by CNYCC. These can be used for income tax purposes. These expenses must be itemized on the CNYCC donated supplies and services form and sent to the PO Box with appropriate documentation. Qualified items include veterinary care, cat supplies, food, litter, toys, bedding, etc. Food/Supply Giveaways Occasionally, we are able to give out donated food, litter, and other supplies. Information about giveaways will be emailed to all fosters. Only fosters in good standing who are up to date on agreements and other documents are eligible for giveaways.

Volunteer Opportunities Anyone interested in volunteering can email [email protected] to learn about opportunities.

• SU beer pouring: CNYCC partners with Syracuse University during football, basketball and other events at the Carrier Dome to pour beer and is compensated for each hour worked by our volunteers. This program takes a tremendous number of people to fulfill SU’s manpower requirement, but is one of our best fundraisers. For details on helping either at the Dome or with calling current volunteers to work, contact the coordinator listed in the Addendum.

• PetSmart/Petco adoption centers: Adoption centers are staffed by our volunteers, not store employees and we are expected to have volunteers during all hours that the store is open. Shifts are generally two hours per week, and each volunteer goes through a training program. To volunteer, complete an application at the adoption center in the store of your choice. Either hand it into a volunteer on duty or slide it under the door if no one is available. You will be contacted by the appropriate coordinator.

• SNAP Clinic: o Drivers: We provide transportation for both the pubic and rescue cats to CNY SNAP in Cortland.

Different drivers are needed every Monday morning and evening starting out in North Syracuse, at 7:15 am and traveling to the clinic in Cortland. Returns at night initiate in Cortland at 6:30pm returning to North Syracuse usually by 7:30–8pm. Volunteers use their own vehicles and can be reimbursed for gas usage or submit their mileage as a charitable deduction on their income taxes. With sufficient volunteers, you are scheduled usually just once a month. If you have a smaller vehicle, teams of drivers are used.

o Check-in staff: Volunteers complete paperwork, collect money and help process cats going to the SNAP clinic each Monday morning and rotate weekly. Check-in starts at 6:30am and usually is complete by 7:45am. For more details, contact a coordinator listed in the addendum.

Other events: • Garage sales: CNYCC usually holds a fundraising garage sale in the spring. This is a labor-intensive

fundraiser, and many volunteers are needed. Watch our website for details and the coordinator’s contact information.

• Bottle and can collections: A number of stores and businesses have programs where a non-profit organization can be registered to receive monies collected on returnable cans and bottles. If you want to register CNYCC and be the liaison for a particular establishment, contact a board member to discuss.

• Donation jars at local businesses: CNYCC has donation cans at some area businesses/stores with assigned volunteers coordinating the collections. If you are interested in developing new outlets for our donation cans, contact a board member to discuss.

• Tabling events: Several times a year, CNYCC participates in various fundraising events like the Canine Carnival. Volunteers are needed to staff the booth and distribute literature, etc. If this is of interest to you, please contact a board member.

• Individual fundraising: People are encouraged to be creative and discuss any ideas for a fundraising event with the board. If you would like to hold your own CNYCC fundraiser for anything from a Jeans Day at work to your own garage sale, we welcome your efforts.

• Facebook fundraisers. Any supporter can set up a Facebook fundraiser for CNYCC on their own page and encourage friends to donate for any specific cause or just for general support.

The CNY Cat Coalition, Inc., is a 501(c)3, not-for-profit organization dedicated to “changing the lives of homeless cats, four paws at a time.”

CNYCC rescues and fosters homeless animals in a network of foster homes. Individuals who have been through mandatory foster training are considered “Registered Fosters” and receive all of the rights and ben-efits of the CNY Cat Coalition. Foster homes are expected to provide all necessary care for all animals in the home, including clean living conditions, fresh food and water, exercise and play, affection and any necessary socialization, and necessary veterinary care. Fosters are also responsible for getting animals tested for feline

leukemia (saliva tests are available free of charge from CNYCC), and ensuring that animals are vaccinated for FVRCP and rabies. Finally, foster homes arrange for the animal to be spayed or neutered, when age appro-

priate. Note that CNYCC can arrange for and may subsidize vaccines and spay/neuter services.

There are a number of things you should consider and discuss with the rest of your family prior to fostering:

• Willyouhavetimetospendwithyourfostercats? Most of the cats needing foster care need quality time and handling; you should spend at least one to two hours a day with your foster animal. Cats recovering from illnesses, injuries, or surgeries may require medication, physical therapy, and/or rehabilitation.

• Doyouownanimals?You will need to keep your foster cats isolated from your pet(s) for a minimum of 10 days, but we recommend keeping them apart permanently, if possible. This prevents the spread of any illness between the new animals and resident animals in the home. We do our best to inform you of any known potential problems, but the majority of these animals come from unknown backgrounds. Keeping your foster cats in a separate room that has no carpet works best. All resident pets should be current on vaccinations and have tested negative for feline leukemia and not have associated with other non-tested cats since being found negative.

• Doyouhavetimetocleanupafteryourfostercats? Young animals are usually busy doing one of four things: eating, sleeping, playing, and peeing/pooping. They are messy! You will need to keep their environment clean, which could require several cleanings a day. Imagine all the wagging tails and kisses.

• Willyoubeemotionallypreparedtohavetheanimalsgotonewforeverhomes? For some, this is the hardest thing to do. It’s easy to become very attached to your foster animals. Be prepared for some tears, but know your effort has changed this cat’s life and given it a chance to have a loving home for life. Imagine the memories made!

• Areyoufinanciallyabletocareforfostercats? Our foster homes must provide all the supplies they need, such as food, litter, beds, crates, toys, treats, etc. CNYCC can provide vaccines and spay/neuter surgery. Unexpected veterinary expenses must be paid by the foster. You may submit receipts for qualified expenses and receive tax deduction forms. We may also be able to contribute to emergency medical care.

The CNY Cat Coalition, Inc., is a 501(c)3, not-for-profit organization dedicated to changing the lives of homeless cats, four paws at a time.

CNYCC rescues and fosters homeless animals in a network of foster homes. Individuals who have been through mandatory foster training are considered “Registered Fosters” and receive all of the rights and benefits of the CNY Cat Coalition. Some individuals choose to foster animals without going through our training and instead “sub-foster” animals for a specific registered foster, whom they work closely with the whole time they have the cats. All sub-foster homes are expected to provide all necessary care for all animals in the home, including clean living con-ditions, fresh food (may be provided by registered foster) and water, exercise and play, affection and any necessary socialization. If veterinary care is required, it is the responsibility of the registereed foster to arrange for and pay for needed treatment. Registered fosters are also responsible for getting animals tested for feline leukemia (saliva tests are available free of charge from CNYCC), and ensuring that animals are vaccinated for FVRCP and rabies. Finally, registered fosters arrange for the animal to be spayed or neutered, when age appropriate.

There are a number of things you should consider and discuss with the rest of your family prior to fostering:

• Willyouhavetimetospendwithyourfostercats? Most of the cats needing foster care need quality time and handling; you should spend at least one to two hours a day with your foster animal. Cats recovering from illnesses, injuries, or surgeries may require medica-tion, physical therapy, and/or rehabilitation.

• Doyouownanimals?You will need to keep your foster cats isolated from your pet(s) for a minimum of 10 days, but we recom-mend keeping them apart permanently, if possible. This prevents the spread of any illness between the new animals and resident animals in the home. We do our best to inform you of any known potential problems, but the majority of these animals come from unknown backgrounds. Keeping your foster cats in a separate room that has no carpet works best. All resident pets should be current on vaccinations and have tested nega-tive for feline leukemia and not have associated with other non-tested cats since being found negative.

• Doyouhavetimetocleanupafteryourfostercats? Young animals are usually busy doing one of four things: eating, sleeping, playing, and peeing/pooping. They are messy! You will need to keep their environment clean, which could require several cleanings a day.

• Willyoubeemotionallypreparedtohavetheanimalsgotonewforeverhomes? For some, this is the hardest thing to do. It’s easy to become very attached to your foster animals. Be prepared for some tears, but know your effort has changed this cat’s life and given it a chance to have a loving home for life. Imagine the memories made!

• Areyoufinanciallyabletocareforfostercats? Some registered fosters choose to pay costs of their sub-fosters, but that is an arrangement made individually between each registered foster and sub-foster. Our sub-foster homes must provide all the supplies the cats need, which may include food, litter, beds, crates, toys, treats, etc. Unexpected veterinary expenses must be paid by the registered foster or sub-foster, depending on specific arrangements made.

Adoption Center Cleaning Procedures

Each store will differ slightly; some differences are noted within the guide. A cat should never be in the cage when you use a chemical.

Process • Only use PetSmart’s disinfectant (Virex) when you have to clean up organic material (ex waste, vomit,

nasal/eye discharge, blood, or flea dirt) or if a cat leaves. • If a volunteer youth is under the age of 18 years old, the use of the disinfectant must be under the direct

supervision of the adult who is accompanying that youth. To disinfect an entire cage: (to be done when a cat leaves/or they become dirty)

• Take everything out of the cage, including the cubby/shelves (in the big cage). • Use small broom to sweep out cage floor, crevices (e.g., corners and spaces for the sliding doors) and where the

glass meets the floor. • Use the spray bottle with the PetSmart-provided disinfectant (Virex) with a clear to light blue/grey liquid in it.

Spray everything down, let sit for approximately a minute, and wipe out with paper towels. • Then spray down again with water and wipe down with paper towels. Give it a good scrubbing; get in the

cracks and take your time. • Make sure to get all particles out of the cage. Don’t forget the plexiglass front and the bars of the cage door.

To disinfect/clean bowls: (to be done when a cat leaves/or they become dirty)

• There is a sink in the employee break room. Wash bowls with HOT water and dish detergent (bottle in AC cabinets). Rinse and dry completely with a fresh paper towel before re-storing the bowls in the cabinets.

• The PetSmart disinfectant does not kill all of the things that it needs to, so hot soapy water gets rid of the germs better. Use the employee break room kitchen sink for cleaning dishes, not the utility room slop sink.

To disinfect/clean litter pans: (to be done when a cat leaves/or when they become dirty)

• It is very important that you only use the PetSmart disinfectant (Virex) • In the AC, spray down the litter box, let sit for 1 minute, then use paper towels to remove all litter and other

material. • Take the box to the back of the store where the slop sink is and fill the litter box with Virex solution/water. Let

sit while you wash dishes in the employee break room. • Empty the litter box and wipe down with paper towels to remove any material left. • Rinse with clean water until all chemicals are removed and dry with a towel or paper towels.

Litter Scoop Bucket:

• Refill it with solution from the utility room: It is very important that only Virex disinfectant is used. • Remove the scoops. Fill the bucket ¼ full (just enough to cover the wide part of the scoops; the handle should

not be floating in disinfectant). This should be changed out daily The Virex is also used for hosing down the buckets.

Bedding:

• Bedding should not be changed unless it is soiled. It is healthier and less stressful to the cat to have the same blankets. If a blanket is particularly soiled, please place it in a plastic bag before placing in laundry bag.

• Laundry is done on a volunteer basis, so if you have some additional time, please take the laundry home to wash and dry it. Use of a hot dryer cycle kills any viruses/bacteria left after washing. Please try to return it within 1-2 days .

Toys in Cages

• If a toy is hard surfaced and can be disinfected with Virex, then those should be cleaned that way. Rinse with water and dry before storing.

• If a toy is a cloth type, it should be included with the laundry. If it doesn’t survive washing, then it will be tossed. Anything with feathers should be discarded,

Adoption Center Volunteer Guidelines for Fosters The adoption centers at PetSmart are staffed by volunteers during store hours. There may be times when a volunteer slot is not filled and a foster may need to help out by showing a cat when they are there. Here are the guidelines for the adoption center when it comes to dealing with the public: Showing a Cat If somebody would like to come interact with one of the cats, please follow these procedures:

• Ask if they are interested in adoption o Some people just want to bring their kids in to pet cats and we generally do not allow non-serious

adopters to come in. o No children under 18 may come into the adoption center without a parent or guardian. o No other animals may come into the adoption center.

• If they are interested in potentially adopting an animal, ask them to fill out the waiver form located on the rolling cart outside the adoption center.

• When they have filled out the form, they need to bring it with them into the adoption center. You should sign the bottom of the form as the volunteer, date the form, and write down which cats the person sees.

• Ask the person to please clean their hands using the Purel station in the adoption center. • Ask them which cat they want to see and go get the cat out for them. • Keep the door between the show room and the cage room closed during the interaction so the cat doesn’t run

back into the cage room and aggravate other cats or get into chemicals or other areas. • If a potential adopter wants to see multiple cats, make sure they Purel their hands between cats. Cats from

different cages cannot come out together unless they are from the same foster home and the foster has specifically written on their card that they can come out together.

• Stay in the room with the potential adopter and the cat the entire time. Answer any questions they might have about cats and try to get a feel for how they would be as a pet owner.

Adoption Application

• If somebody would like to apply for a cat, grab the adoption application off of the roll cart outside the adoption center.

• Have the applicant fill out everything from their name down. • Make sure they answer every single line on the form. If a question is left unanswered, hand it back to them

and ask them to answer it. • Ensure they have filled out all of their current and prior pets and have listed at least 2-3 personal references

and a vet if they have current or prior pets. • Let the applicant know that you will call the information in to the foster and that they should be contacted

within 24 hours. • After the applicant leaves, fill in the cat’s information, your contact information, and the foster’s information

on the top portion of the form. You can find the foster’s information either in the cat log or on the inside cage card.

• Call the foster and give them the contact information for the applicant and also let them know how you felt about the applicant. Fax the application if there is a fax contact.

• File the original application in the applications folder in the adoption center. •

Public Questions • If someone knocks and just has some questions about cats or about a rescue situation, you can give them

appropriate advice. • If someone has a cat they want to surrender, it is your choice if you want to take it. But you can also tell them

that we do not take surrendered animals at the adoption center. • Direct people with rescue situations to call our cat line at 289-CATS or our email, [email protected]. • If people need low-cost spay neuter, give them our spay/neuter line number, 420-SPAY. • If someone wants to become a volunteer, give them a volunteer application from the rolling cart and have

This drug is very well tolerated and can be used in conjunction with Albon to treat parasite-induced diarrhea.

Metronidazole Giardia

This liquid will be mixed in an as needed basis by our participating veterinarian, and may not always be at our regular supply cabinet location. The liquid is a compounded formulation that needs to be mixed under periodic medical supervision and needs to be refrigerated and compounded on an as-needed basis. Please provide animal’s weight and age when ordering. This should only be used in kittens over 4 weeks as a secondary treatment if Fenbendazole has not worked for giardia (Giardia symptoms can be either sudden, temporary, intermittent, or chronic in nature. In some cases, cats will exhibit diarrhea that is soft, frothy, greasy, and with a strong, awful odor or excessive mucus). For kittens 6+ weeks with signs of Giardia, this can be used in conjunction with Fenbendazole as the first treatment option. Depending on the compounding, dosing is generally 10mg/per kg. You will be supplied with specific dosing instructions when you pick up this item.

.25mL per pound once a day for 5 days. Can go up to 10 days if cat is not responding after initial 5-day treatment. Giardia symptoms can be either sudden, temporary, intermittent, or chronic in nature. In some cases, cats will exhibit diarrhea that is soft, frothy, greasy, and with a strong, awful odor or excessive mucus. Younger cats typically have more apparent symptoms. Pregnant cats can be safely treated but only require a single treatment at the routine adult dose rate.

Gentocin nasal drops

Crusty or runny noses—kitten or cat having difficulty breathing through the nose.

**Do not use more than 7 days unless directed by a veterinarian** Be sure to have several pipettes or eye droppers. Wash pipette after each use in very hot water. Shake vial well. Use a pipette and tightly scruff the cat and tilt head so the nose is pointed up. Drop 2 drops in each nostril. If treating very tiny kittens, place 1 drop in between the nostril holes. This can be done every 12 hours. The tight scruff will force the cat to hold its breath, and it will then suck the drops up the nostrils. As soon as you are done, release the cat and they will sneeze a lot. If they do not sneeze you may have not gotten the drops into the nose. This medication works in minutes to open the nasal passages, and is an antibiotic so it can fight and prevent bacterial sinus infections.

I, the undersigned, have read and understand this entire page and authorize CNYCC to arrange for our designated veterinarian to anesthetize, surgically sterilize, or provide other related medical care. I agree to pay according to the fee schedule set by the CNYCC. If applicable, I also authorize CNYCC to transport my animal to the designated veterinarian in what ever vehicle is driven by our volunteer.

I understand there are medical risks associated with any procedure, including, but not limited to, infection, hemorrhage, allergic reaction, anesthetic drug reaction, anesthesia-induced cardiac compromise, and death. I understand that our designated veterinarian will not perform extensive pre-operative diagnostic evaluations. l further understand that there are additional risks if the pet is not current on recommended vaccines.

I also understand there are risks associated with transportation, including, but not limited to, accident or vehicle break-down. I understand that the volunteer transporting my animal is a lay person with no veterinary training.

I will hold harmless CNYCC, its officers, directors, volunteers, and agents; clinic veterinarians, technicians, and staff for any problems experienced by the animal as a result of the procedure, transportation, or the above risk factors.

If in the course of treatment, a condition is discovered that requires medical attention or an additional procedure such as hernia repair or the administration of IV fluid, the attending veterinarian may, in his/her absolute discretion, perform such procedure. I consent to these procedures and agree to pay reasonable additional charges, if any.

Request FormPlease attach the top half of this form to your adoption agreement/payment when you send it into the PO Box. The certificate will only be issued once your paperwork/payment is received. You must

send in the payment/paperwork within 30 days of the adoption or risk suspension of privileges.

Instructions given to adopter:The instructions below are printed on the kitten certificate. Please go over them with adopters.

When should I call for an appointment?Please call (315) 420-SPAY (7729) right away to set up an appointment. Even if your kitten is very young, you can get an ap-pointment for a couple months from now. Slots fill up quickly, with the soonest appointment often 4-6 weeks out. Under New York state law, your cat must be altered before turning 7 months old. To make sure your kitten is fixed on time, you should make an appointment well in advance. If you need to change the appointment, call (315) 420-SPAY (7729) again to reschedule. You must give at least a week’s notice to reschedule. Please make the appointment under the kittens name on the certificate.

How do I set up my cat’s spay/neuter appointment?Call our spay/neuter line at (315) 420-SPAY (7729). Leave a message stating that you have a kitten certificate and you need to make an appointment along with your contact information and someone will call you back within a week. This phone number is the only way to set up an appointment that is covered in full by your certificate.

Bring this certificate with you to your spay/neuter appointment.

What if I want to pay to use my own veterinarian or pay at one of the clinics?If you are willing to pay in full for your cat’s spay/neuter surgery at the time of the appointment, you may use any veterinarian or clinic and set up your own appointment. CNYCC will send you a rebate of $50 in this case. To receive your rebate, send in the top half of this form (check the box on the bottom asking for a rebate) along with documentation from a veterinarian stat-ing that the cat has been altered to CNYCC, at P.O. Box 6182, Syracuse, NY 13217.

Send in documentation of spay/neuterIf you pay to take your cat to your own vet—even if you do not want the $50 rebate—please send in proof of your cat’s spay/neuter. This helps CNYCC track our adoptions and ensure all animals are fixed.
