Objective: To promote
the general welfare and
interest of the public in

CPD Programs shall strive to:
Continuously improve the quality of the country’s reservoir of registered professionals by updating them on the latest scientific/technological/ethical and other applicable trends in the local and global practice of the professions
Provide support to lifelong learning in the enhancement of competencies of Filipino professionals towards delivery of quality and ethical services both locally and globally
Deliver quality continuing professional development (CPD) activities aligned with the Philippine Qualifications Framework (PQF) for national relevance and global comparability and competitiveness
CPD COUNCIL (PRC RESOLUTION NO. 2013-774 SERIES OF 2013)
MANDATE
• Article II Section 5. Creation and
Composition of CPD Council. Every
Professional Regulatory Board (PRB)
shall create a Continuing Professional
development Council subject to approval
by the Commission. This shall be known
as the CPD Council (CPDC)

• 1st Member – Member of the Accredited
Professional Organization (Philippine
Librarians Association, Inc.)
• 2nd Member – Member of the Academe
REPUBLIC ACT 10912 OR THE CPD ACT OF 2016
An act mandating and strengthening the continuing professional
development program for all regulated professions, creating the
continuing professional development council, and appropriating
funds therefor and for other related purposes.
Continuing Professional Development or CPD refers to the inculcation of advanced knowledge, skills and ethical values in a post-licensure specialization or in an inter-or multidisciplinary field of study for assimilation into professional practice, self directed research and/or lifelong learning. 2.5 Librarians with Librarianship Profession
Librarians shall strive to improve, enhance, and upgrade their professional knowledge, skills, and competencies through formal and informal means

• Amendments to the Revised Guidelines on the Continuing
Professional Development (CPD) Program for All Registered and
Licensed Professionals or the PRC Resolution 2013-774.
• Sec 19. Registered and licensed professionals shall complete the
required units every three (3) years. (Credit units required per
profession) or as prescribed in their Professional Regulatory Law or
as provided by the PRB and the Commission that may be issued.

• The Professional Regulatory Boards are given the

procedure relating to the CPD as may be pertinent or
applicable in their respective profession
SECTION 1. DATES OF MEETING
Under the supervision of the Professional
Regulatory Board, the CPD Council will set a
monthly meeting to discuss CPD Matters
The CPD Council of the BFL will meet every last Thursday of the month
SECTION 6. MAXIMUM CREDITABLE UNITS FOR SELF DIRECTED LEARNING
The maximum creditable units for self-directed and/or lifelong learning is 30
during the compliance period, except for the following activities identified in
the Matrix of CPD Activities

• Doctorate Degree or equivalent
• Single author for a book
• Inventions
• Recognition/Title

NOTABLE SECTIONS IN RA 10912
• RA10912. Sec 13. - Role of Concerned Government Agencies and the Private Sector. –All
concerned government agencies and private firms and organizations employing professionals
shall include the CPD as part of the human resource development plan and program.
• RA10912. Sec. 16. - Fraudulent acts relating to the implementation and enforcement of this
Act shall be punishable under the pertinent provisions of the Revised Penal Code, the New
Civil Code and other applicable laws.
• In addition to the penalties prescribed in the afore-mentioned laws, a professional who is
adjudged guilty of any fraudulent act relating to the CPO shall also be meted with the penalty
of suspension or revocation of his/her PRC Certificate of Registration and/or Certificate of
Specialization.
RA 10912 IS NOW IN EFFECT
• The Implementing Rules and Regulations (IRR) was
released in January 2017
TAKE NOTE!
• As registered professionals, we need 45 credit units of CPD and active membership in
the Accredited Professional Organization (APO). These are mandatory requirements for
the renewal of the Professional Identification Card (PIC).
• PRC Resolution 2016-990, s 2016) enumerates the various means of earning CPD
credits.
• Refer to the PRBFL Resolution no.03, s 2015, make it your guide in enhancing your
competencies.
• CPD is BOTH a moral and legal obligation for registered professionals in the country.
