CRVS strengthening through the health

sector: Liberia

▪ CRVS prioritized in IC and US$1million allocated from GFF TF

▪ Partners: Gavi, UNICEF, WHO, Plan Liberia

▪ Priority areas:

– Decentralization of CR services (establish services in health facilities, staff,

equipment)

– Standardization of collection tools and business processes

– Development and integration of electronic systems

– Training and capacity building

– Awareness raising campaigns

– Monitoring and supervision (motorcycles)

▪ Areas of further improvement:

– Promoting death registration and recording of causes of death,

CRVS strengthening through social

protection: Rwanda

▪ CRVS prioritized in the IC (National ECD Program Strategic Plan)

▪ US$3million allocated from GFF TF; US$6.5million from the

Government

▪ Discussions underway to include the expansion of CRVS in

forthcoming Social Protection operations to be financed by IDA

▪ Priority areas: birth registration, certification, issuance of unique

number at birth

– Supports implementation of nutrition-sensitive direct support conditional cash

transfers for pregnant women and mothers with children <2 years

– Uniquely identify children, linked to their mothers to access the NSDS

– Interoperability of civil registration, national ID, health and social protection

information systems

health facilities

– Issuance of National Identification Number for children at birth approved

– Social and behavior change communication interventions

▪ Areas of further improvement:

– Increase completeness of death registration and recording of causes of death

specifically for deaths that occur in communities

– Increase birth registration and certification through catch-up campaigns in

schools

– Serve to collect data for the student registry, to be established as part of the

Education Management Information System

– Multisectoral approach involving ministries of Primary, Secondary and

Vocational Education; Interior and Security; Justice; and Health.

– Staff from the CR office are incentivized to:

o Collect the necessary information during school registration

o Deliver the birth certificates to the schools once they are issued

– Project pays for a special court judgment to facilitate registration

after 90 days

– Electronic CR system (for urban and for rural settings)

– Training and capacity building

▪ Areas of further improvement:

– Expansion to the whole country

Concluding remarks

▪ The GFF has extended support for CRVS strengthening to many

countries, with more encouraged to increase their allocation of

resources for CRVS

▪ Contributed to the development of standards, tools, research

evidence, and documented good practices for the CRVS

community

▪ There has been close collaboration with partners at the country,

regional and global levels to provide support to GFF countries

▪ Notable strides have been made by several countries in

strengthening CRVS systems

▪ Further coordination, collaboration and alignment of resources

required by all partners to help countries to build well-functioning

and sustainable CRVS systems.
