    The centres and the dates of holding theexamination as mentioned above areliable to be changed at the discretion ofthe Commission. While every effort will bemade to allot the candidates to the centresof their choice for examination, theCommission may, at their discretion allota different centre to a candidate, whencircumstances so warrant. Candidatesadmitted to the examination will beinformed of the time table and place orplaces of examination.

    Candidates should note that no requestfor change of centre will be considered/granted.

    2. (a) The Services/Posts to whichrecruitment is to be made and theapproximate number of vacancies to befilled are given below :-

    Note: (i) 7 (Seven) vacancies of AssistantDivisional Medical Officer in the Railwaysare reserved for Physically Handicappedcandidates, belonging to LocomotorDisability or Cevebral Palsy havingfunctional classification OL, OA, BL.

    (ii) 1 (One) vacancy of Assistant MedicalOfficer in Indian Ordnance FactoriesHealth Service is reserved for PhysicallyHandicapped candidates belonging toLocomotor Disability having FunctionalClassification OA, OL.

    (iii) 5 (Five) vacancies of Junior ScalePosts in Central Health Services arereserved for Physically Handicappedcandidates belonging to LocomotorDisability having functional classificationOL, OA or BL.

    (iv) 13 (Thirteen) vacancies of MedicalOfficers in the Municipal Corporation ofDelhi are reserved for PhysicallyHandicapped candidates belonging toLocomotor Disability.

    The number of vacancies is liable toalteration.

    Reservation will be made for candidatesbelonging to Scheduled Castes,Scheduled Tribes, Other BackwardClasses and Physically Disabled

    Categories in respect of vacancies as maybe fixed by the Government.

    A candidate will be eligible to get the ben-efit of community reservation only in casethe particular caste to which the candidatesbelong is included in the list of reservedcommunities issued by the Central Gov-ernment. If a candidate indicates in his/herapplication form for Combined MedicalService Examination that he/she belongsto General category but subsequentlywrites to the Commission to change his/ her category to a reserved one, such re-quest shall not be entertained by the Com-mission.

    While the above principle will be followedin general, there may be a few cases where

    there was a little gap (say 2-3 months) be-tween the issuance of a Government Noti-fications enlisting a particular communityin the list of any of the reserved communi-ties and the date of submission of the ap-plication by the candidate. In such casesthe request for change of community fromGeneral to Reserved may be consideredby the Commission on merit.

    The closing date fixed for the receipt of theapplication will be treated as the date fordetermining the OBC status (including thatof creamy layer) of the candidates.

    (b) A candidate may apply for admissionto the examination in respect of any one

    or more of the services/posts mentionedin para 2 (a) above. Candidates will berequired to indicate preferences forservices/posts at the appropriate time. If acandidate wishes to be admitted for morethan one service/post he/she need sendin only one application. He/she will berequired to pay the fee mentioned in para4 below once only and will not be requiredto pay separate fee for each of theservices/posts for which he/she applies.

    3. Conditions of Eligibility :

    (I) Nationality

    A candidate must be either :

    (a) a Citizen of India, or

    (b) a subject of Nepal, or

    (c) a subject of Bhutan, or

    (d) a Tibetan refugee who came over toIndia before the 1st January, 1962 withthe intention of permanently settling inIndia. or

    (e) a person of Indian origin who hasmigrated from Pakistan, Burma, Sri Lankaor East African Countries of Kenya,Uganda, the United Republic of Tanzania,Zambia, Malawi, Zaire and Ethiopia or fromVietnam with the intention of permanentlysettling in India.

    Provided that a candidate belonging tocategories (b), (c), (d) and (e) above shallbe a person in whose favour a certificateof eligibility has been issued by theGovernment of India.

    A candidate in whose case a certificate ofeligibility is necessary, may be admittedto the examination but the offer ofappointment may be given only after thenecessary eligibility certificate has beenissued to him by the Government of India.

    (II) Age Limit : (a) A candidate for thisexamination must not have attained theage of 32 years as on 1st January, 2012,i.e. the candidate must have been bornnot earlier than 2nd January, 1980.

    (b) The upper age limit is relaxable asfollows.

    (i) Upto a maximum of five years if acandidate belongs to a ScheduledCaste or a Scheduled Tribe.

    (ii) Upto a maximum of three years in thecase of candidates belonging to OtherBackward Classes who are eligibleto avail of reservation applicable tosuch candidates.

    (iii) Upto a maximum of five years if acandidate had ordinarily been

CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION:The candidates applying for the examination should ensure that they fulfil alleligibility conditions for admission to the Examination. Their admission at allthe stages of the examination will be purely provisional subject to satisfyingthe prescribed eligibility conditions.Mere issue of e-Admission Certificate to the candidate will not imply thathis candidature has been finally cleared by the Commission.Verification of eligibility conditions with reference to original documents is takenup only after the candidate has qualified for Interview/Personality Test.2. HOW TO APPLYCandidates are required to apply online by using the websitewww.upsconline.nic.in Brief instructions for filling up the online ApplicationForm have been given in the Appendix-II. Detailed instructions are availableon the above mentioned website.3. LAST DATE FOR SUBMISSION OF APPLICATIONS :The online Applications can be filled upto 23rd April 2012 till 11.59 pm afterwhich the link will be disabled.

    4. The eligible candidates shall be issued an e-Admission Certificate threeweeks before the commencement of the examination. The e-AdmissionCertificate will be made available in the UPSC website [www.upsc.gov.in]for downloading by candidates. No Admission Certificate will be sent bypost. All the applicants are required to provide valid and active E-mailI.D. while filling up Online application form as the Commission may useelectronic mode for contacting them.

    5. PENALTY FOR WRONG ANSWERS :

    Candidates should note that there will be penalty (Negative Marking) for wronganswers marked by a candidate in the Objective Type Question Pape rs.

    6. For both writing and marking answers in the OMR sheet [Answer Sheet],candidates must use black ball pen only. Pens with any other colours areprohibited. Do not use Pencil or Ink pen. Candidates are further advisedto read carefully the "Special Instructions" contained in Appendix-III ofthe Notice.7. FACILITATION COUNTER FOR GUIDANCE OF CANDIDATES :In case of any guidance/information/clarification regarding their applications,candidature etc. candidates can contact UPSCs Facilitation Counter near GateC of its campus in person or over Telephone No.011-23385271/011-23381125/011-23098543 on working days between 10.00 hrs. and 17.00 hrs.8. MOBILE PHONES BANNED:(a) Mobiles phones, pagers or any other communication devices are not

    allowed inside the premises where the examination is being conducted.Any infringement of these instructions shall entail disciplinary actionincluding ban from future examinations.

    (b) Candidates are advised in their own interest not to bring any of thebanned items including mobile phones/pagers or any valuable/costlyitems to the venue of the examination, as arrangements for safekeepingcannot be assured. Commission will not be responsible for any loss inthis regard.

    domiciled in the State of Jammu &Kashmir during the period from the1st January, 1980 to the 31st day ofDecember, 1989.

    (iv) Upto a maximum of three years in thecase of Defence Services personneldisabled in operations duringhostilities with any foreign country orin a disturbed area and released as aconsequence thereof.

    (v) Upto a maximum of five years in thecase of Ex-servicemen includingCommissioned Officers and ECOs/ SSCOs who have rendered at leastfive years Military Service as on 1stJanuary, 2012 and have beenreleased (i) on completion ofassignment (including those whoseassignment is due to be completedwithin one year from 1st January,2012) otherwise than by way ofdismissal or discharge on account ofmisconduct or inefficiency, or (ii) onaccount of physical disabilityattributable to Military Service or (iii)on invalidment.

    (vi) Upto a maximum of five years in thecase of ECOs/SSCOs who havecompleted an initial period ofassignment of 5 years Military Serviceas on 1st January, 2012 and whoseassignment has been extendedbeyond 5 years and in whose casethe Ministry of Defence issues acertificate that they can apply for civilemployment and that they will bereleased on 3 months notice onselection from the date of receipt ofoffer of appointment.

    (vii) Upto a maximum of ten years in thecase of blind, deaf-mute andOrthopaedically handicappedcandidates.

    (viii)The ad hoc Doctors appointed after1.10.1984 in the Ministry of Railwayswill be granted relaxation in age tothe extent of the period of servicerendered by them as ad-hoc Doctorsin Railways, in the light of the

    Supreme Court's orders dated the24th September, 1987 on the WritPetitions (Nos. 822, 875, 180 & 200of 1987 with Nos. 370, 298 & 73 of1987 with Nos. 1165, 1328, 1619,1735, 1275, 1457, 1087, 1034, 1263,1294, 1327, 1349, 1370, 1353, 1400,1451, 1504, 1564, 1650 & 1609 of1986 and with Nos. 845 of 1986) filedby some ad-hoc Doctors of theRailways.

    The Ad-hoc Doctors claiming therelaxation in upper age limit underthis provision shall be required toobtain a certificate of eligibillity to thiseffect from the Ministry of Railwaysand produce the same along with theDetailed Application Form bycandidates who are declared qualifiedfor Personality Test/Interview.

    NOTE 1 : Candidates belonging to the

    Scheduled Castes, the Scheduled Tribesand the Other Backward Classes who arealso covered under any other clauses ofpara 3(II) (b) above, viz. those comingunder the category of Ex-servicemen,persons domiciled in the State of J & K,physically handicapped etc. will be eligiblefor grant of cumulative age-relaxationunder both the categories.

    NOTE 2 : The term ex-servicemen willapply to the persons who are defined asex-servicemen in the Ex-servicemen (Re-employment in Civil Services and Posts)Rules, 1979, as amended from time totime.

    Note 3 : The age concession under Para3(II) (b)(v) and (vi) will not be admissibleto Ex-servicemen and CommissionedOfficers inculding ECOs/SSCOs, who arereleased on their own request.

    NOTE 4 : Notwithstanding the provisionof age-relaxation under para 3 (II) (b) (vii)above, a physically handicappedcandidate will be considered to be eligiblefor appointment only if he/she (after suchphysical examination as the on theGovernment or appointing authority, as the

    case may be, may prescribe) is found tosatisfy the requirements of physical andmedical standards for the concernedServices/posts to be allocated to thephysically handicapped candidates by theGovernment.

    Save as provided above the Age-Limitprescribed can in no case be relaxed.

    The date of birth accepted by theCommission is that entered in theMatriculation or Secondary SchoolLeaving Certificate or in a certificaterecognised by an Indian University asequivalent to Matriculation or in an extractfrom a Register of Matriculates maintainedby a University which must be certified bythe proper authority of the University or inthe Higher Secondary or an equivalentexamination certificate. These certificatesare required to be submitted only after thedeclaration of the result of the written part

    of the examination.No other document relating to age likehoro-scopes, affidavits, birth extracts fromMunicipal Corporation, service recordsand the like will be accepted. Theexpression Matriculation/HigherSecondary Examination Certificate in thispart of the instruction includes thealternative certificate mentioned above.

    Note 1 : Candidates should note that onlythe Date of Birth as recorded in theMatriculation/Higher Secondary Examina-tion Certificate or an equivalent certificateas on the date of submission ofapplications will be accepted by theCommission and no subsequent requestfor its change will be considered orgranted.

    Note 2 : Candidates should also note thatonce a Date of Birth has been claimed bythem and entered in the records of the

    Commission for the purpose of admissionto an Examination, no change will beallowed subsequently (or at any otherExamination of the Commission) on anyground whatsoever.

    NOTE 3 : THE CANDIDATE SHOULDEXERCISE DUE CARE WHILEENTERING THEIR DATE OF BIRTH INTHE RESPECTIVE COLUMN OF THEONLINE APPLICATION FORM. IF ONVERIFICATION AT ANY SUBSEQUENTSTAGE, ANY VARIATION IS FOUND INTHEIR DATE OF BIRTH FROM THE ONEENTERED IN THEIR MATRICULATIONOR EQUIVALENT EXAMINATIONCERTIFICATE, DISCIPLINARY ACTIONWILL BE TAKEN AGAINST THEM BY THECOMMISSION UNDER THE RULES.

    (III) Educational Qualification :

    For admission to the examination acandidate should have passed the written

    and practical parts of the final M.B.B.S.Examination.

    NOTE-1: A candidate who has appearedor has yet to appear at the final M.B.B.S.Examination may also apply. Suchcandidates will be admitted to theexamination if otherwise eligible but theadmission would be deemed to beprovisional and subject to cancellation, ifthey do not produce proof of havingpassed the written and practical part ofthe final M.B.B.S. Examination along withthe detailed application which will berequired to be submitted to theCommission by the candidates who qualifyon the result of the written part of theexamination.

    Note-2 : A candidate who has yet tocomplete the compulsory rotatinginternship is educationally eligible foradmission to the examination but on

    selection he/she will be appointed onlyafter he/she has completed thecompulsory rotating internship.

    (IV) Physical and Medical Standards:

    Candidates must be physically andmedically fit according to the physical/

    medical standards for the CombinedMedical Services Examination 2012 asper regulations contained in Appendix IIIto the Rules of the Examination.

    4. FEE :

    Candidates (excepting Female/SC/ST/ Physically Handicapped who areexempted from payment of fee) arerequired to pay a fee of Rs. 100/- (RupeesOne Hundred only) either by remitting themoney in any branch of SBI by cash, or byusing net banking facility of SBI, StateBank of Bikaner & Jaipur/State Bank ofHyderabad/State Bank of Mysore/StateBank of Patiala/State Bank of Travancoreor by using Visa/Master Credit/Debit Card.

    For the applicants in whose case paymentsdetails have not been received from thebank they will be treated as fictitiouspayment cases and a list of all suchapplicants shall be made available on theCommission website within two weeks afterthe last day of submission of onlineapplication. These applicants shall also beintimated through e-mail to submit copy ofproof of their payment to the Commissionat the address mentioned in the e-mail. Theapplicant shall be required to submit theproof within 10 days from the date of suchcommunication either by hand or by speedpost to the Commission. In case, noresponse is received from the applicanttheir application shall be summarilyrejected and no further correspondenceshall be entertained in this regard.

    ALL FEMALE CANDIDATES ANDCANDIDATES BELONGING TOSCHEDULED CASTE/SCHEDULEDTRIBE/PHYSICALLY HANDICAPPEDCATEGORIES ARE EXEMPTED FROMPAYMENT OF FEE. NO FEE EXEMPTIONIS, HOWEVER, AVAILABLE TO OBCCANDIDATES AND THEY AREREQUIRED TO PAY THE PRESCRIBEDFEE IN FULL.Physically handicapped persons areexempted from the payment of feeprovided they are otherwise eligible forappointment to the Services/Posts to befilled on the results of this examination onthe basis of the standards of medicalfitness for these Services/Posts (includingany concessions specifically extended tothe physically handicapped). A physicallyhandicapped candidate claiming agerelaxation/fee concession will be requiredby the Commission to submit alongwiththeir detailed application form, a certifiedcopy of the certificate from a GovernmentHospital/Medical Board in support of his/ her claim for being physicallyhandicapped.

    NOTE : Notwithstanding the aforesaidprovision for age relaxation/feeexemption, a physically handicapped

    candidate will be considered to be eligiblefor appointment only if he/she (after suchphysical examination as the Governmentor the appointing authority, as the casemay be, may prescribe) is found to satisfythe requirements of physical and medicalstandards for the concerned Services/ Posts to be allocated to PhysicallyHandicapped candidates by theGovernment.

    NB 1 : Applications without the prescribedFee (Unless remission of Fee is claimed)shall be summarily rejected.

    NB 2 : Fee once paid shall not be refundedunder any circumstances nor can the feebe held in reserve for any otherexamination or selection.

    NB 3 : If any candidate who took theCombined Medical Services Examinationheld in 2011 wishes to apply for admission

    to this examination, he/she must submithis/her application so as to reach theCommission's Office by the prescribeddate without waiting for the results or anoffer of appointment.

    5. How to Apply:

    (a) Candidates are required to applyOnline by using the link www.upsconline.nic.in Detailed Instruct-ions for filling up Online Applicationsare available on the abovementioned website.The applicants are advised to submitonly single application; however, if dueto any unavoidable situation, if he/shesubmits another/multiple applications,then he/she must ensure that applica-tion with the higher RID is complete inall respects like applicants details,examination centre, photograph, sig-nature, fee etc. The applicants who aresubmitting multiple applicationsshould note that only the applicationswith higher RID (Registration ID) shallbe entertained by the Commission andfee paid against one RID shall not beadjusted against any other RID.

    (b) All candidates, whether already inGovernment Service or Governmentowned industrial undertakings orother similar organisations or inprivate employment should submittheir applications online direct to theCommission.

    Persons already in Government service,whether in a permanent or temporarycapacity or as workcharged employeesother than casual or daily rated employeesor those serving under the PublicEnterprises are however, required tosubmit an undertaking that they haveinformed in writing their Head of Office/ Department that they have applied for theExamination. Candidates should note thatin case a communication is received fromtheir employer by the Commissionwithholding permission to the candidatesapplying for/appearing at the examination,their application shall be rejected/ candidature shall be liable to be cancelled.

    NOTE 1 : While filling in his applicationform, the candidate should carefullydecide about his/her choice for the centre.

    If any candidate appears at a centreother than the one indicated by theCommission in his/her e-AdmissionCertificate, the papers of such acandidate will not be valued and his/hercandidature will be liable to cancellation.

    NOTE 2 : Incomplete or defectiveapplications shall be summarily rejected.No representation or correspondenceregarding such rejection shall beentertained under any circumstances.Candidates are not required to submitalongwith their applications anycertificates in support of their claimsregarding Age, Educational Qualifica-tions, Scheduled Castes/ScheduledTribes/Other Backward Classes andPhysically Handicapped etc. The

    candidates applying for the examinationshould ensure that they fulfil all theeligibility conditions for admission to theExamination. Their admission at all thestages of examination for which theyare admitted by the Commission viz.Written Examination and Interview/Personality Test will be purelyprovisional, subject to their satisfyingthe prescribed eligibility conditions. If onverification at any time before or afterthe written Examination or Interview/Personality Test, it is found that they donot fulfil any of the eligibility conditions,their candidature for the examination willbe cancelled by the Commission.

    Candidates are requested to keep readythe attested copies of the followingdocuments for submission to theCommission soon after the declaration ofthe result of the written examination which

    is likely to be declared in the month ofSeptember/October, 2012 .

    1. Certificate of Age.

    2. Cert if icate of Educat ionalQualification.

    3. Certificate in support of claim to belong

    to Scheduled Caste, Scheduled Tribeand Other Backward Classes whereapplicable.

    4. Certificate in support of claim for age/ fee concession, where applicable.

    5 . Cert if icate in support of beingphysically handicapped (whereapplicable).

    6. Certificate of eligibility for grant of agerelaxation for ad-hoc doctors ofMinistry of Railways [Refer Para 3(II)(b) (viii)].

    Immediately after the declaration of thewritten results, successful candidates willbe required to submit online, a DetailedApplication requiring additional infor-mation to be furnished. Attested copies ofthe above mentioned certificates will haveto be sent to the Commission at that time.The originals will have to be produced atthe time of interview. If any of their claimsis found to be incorrect, they may renderthemselves liable to disciplinary action bythe Commission in terms of Rule 11 of theRules for the Combined MedicalServices Examination, 2012, reproducedbelow:

    A candidate who is or has been declaredby the Commission to be guilty of:

    (i) obtaining support for his candidatureby any means, or

    (ii) impersonating, or

    (iii) procuring impersonation by anyperson, or

    (iv) submitting fabricated documents ordocuments which have beentampered with, or

    (v) making s ta tements which areincorrect or false or suppressingmaterial information, or

    (vi) resorting to any other irregular orimproper means in connection withhis/her candidature for theexamination, or

    (vii) using unfair means during theexamination, or

    (viii)writing irrelevant matter, includingobscene languages or pornographicmatter, in the script (s), or

    (ix) misbehaving in any other manner inthe examination hall, or

    (x) harassing or doing bodily harm to theStaff employed by the Commission forthe conduct of their examination, or

    (xi) being in possession of or usingmobile phone, pager or any electronicequipment or device or any otherequipment capable of being used asa communication device during theexamination; or

    (xii) violating any of the instructionsissued to candidates along with theirAdmission Certificates permittingthem to take the examination, or

    (xiii)attempting to commit or as the casemay be abetting the commission ofall or any of the acts specified in theforegoing clauses, may in addition torendering himself/herself liable tocriminal prosecution be liable.

    (a) to be disqualified by the Commissionfrom the examination for which he/sheis a candidate and/or

    (b) to be debarred either permanently orfor a specified period:-

    (i) by the Commission from anyexamination or selection held bythem;

    (ii)by the Central Government fromany employment under them; and

    (c) if he/she is already in service underGovernment to disciplinary actionunder the appropriate rules.

    Provided that no penalty under this rule

    shall be imposed except after.(i) giving the candidate an opportunity of

    making such representation, in writingas he/she may wish to make in thatbehalf; and

    (ii) taking the representation, if any,submitted by the candidate within theperiod allowed to him/her intoconsideration.

    6. Last date for submission ofapplications :The Online Application can be filled upto23rd April 2012 till 11.59 p.m., after whichthe link will be disabled.

    7. Correspondence withCommission:

    The Commission will not enter into anycorrespondence with the candidatesabout their candidature except in thefollowing cases:

    (i) The eligible candidates shall be is-sued an e-Admission Certificate threeweeks before the commencement ofthe examination. The e-AdmissionCertificate will be made available inthe UPSC website [www.upsc.gov.in] for downlading by candidates.No Admission Certificate will be sentby post.

    If a candidate does not receive his/her e-Admission Certificate or anyother communication regardinghis/her candidature for the exami-nation three weeks before the com-mencement of the examination, he/she should at once contact theCommission.

    Information in this regard can alsobe obtained from the FacilitationCounter located in the Commissionsoffice either in person or over phone

    The mere fact that an e-AdmissionCertificate to the Examination hasbeen issued to a candidate, will notimply that his/her candidature hasbeen finally cleared by theCommission or that entries madeby the candidate in his/herapplication for the examinationhave been accepted by theCommission as true and correct.Candidates may note that theCommission takes up theverification of eligibility conditionsof a candidate, with reference tooriginal documents, only after thecandidate has qualified forinterview for Personality Test onthe results of the WrittenExamination.     ( ii ) In the event of a candidatedownloading more than oneadmission certificate from theCommission's website, he/sheshould use only one of theseadmission certificates for appearingin the examination and report aboutthe other(s) to the Commission Office.

    (iii) Candidates must ensure that theire-mail ids given in their applicationare valid and active as theCommission may use electronicmode of communication whilecontacting them.

    ( iv) A candidate must see thatcommunications sent to him/her atthe address stated in his/herapplication are redirected, ifnecessary. Change in addressshould be communicated to theCommission at the earliestopportunity. Although theCommission make every effort to takeaccount of such changes, they cannotaccept any responsibility in thematter.

    3. Candidates must write the Papers intheir own hand. In no circumstanceswill they be allowed the help of ascribe to write answers for them.

    4. The Commission have discretion tofix qualifying marks in any or both thepapers of the examination.

    5. Penalty for wrong answers

    There will be penalty (Negative Marking)for wrong answers marked by acandidate in the objective type questionpapers.

    (i) There are four alternatives for theanswers to every question. For eachquestion for which a wrong answerhas been given by the candidate, onethird (0.33) of the marks assigned tothat question will be deducted aspenalty.

    (ii) If a candidate gives more than oneanswer, it will be treated as a wronganswer even if one of the givenanswers happens to be correct andthere will be same penalty as abovefor that question.

    (iii) If a question is left blank i.e. no answeris given by the candidate, there willbe no penalty for that question.

    6. Candidates are not permitted to usecalculators for answering objectivetype papers. They should, thereforenot bring the same inside theExamination Hall.

    (B) PERSONALITY TEST - (100 marks) :

    Candidates who qualify in the writtenexamination will be called for Interview/ Personality Test to be conducted by theUnion Public Service Commission. TheInterview/Personality Test will carry 100marks.

    The interview for Personality Test will beintended to serve as a supplement to thewritten examination for testing the GeneralKnowledge and ability of the candidatesin the fields of their academic study andalso in the nature of a personality test toassess the candidate's intellectualcuriosity, critical powers of assimilation,balance of judgment and alertness ofmind, ability for social cohesion, integrityof character, initiative and capability forleadership.

    1. Articles permitted inside Examination Hall

    Clip board or hard board (on which nothing is written), a good quality black ballpen for making responses on the Answer Sheet. For writing also they should useblack ball pen only. Answer Sheet and sheet for rough work will be supplied by theInvigilator.

    2. Articles not permitted inside Examination Hall

    Do not bring into the Examination Hall any article other than those specified above,e.g., books, notes, loose sheets, electronic or any other type of calculators,mathematical and drawing instruments, Log Tables, stencils of maps, slide rules,Test Booklets and rough sheets pertaining to earlier session(s), etc.

    Mobile phones, pagers or any other communication devices are not allowedinside the premises where the examination is being conducted. Anyinfringement of these instructions shall entail disciplinary action including banfrom future examinations.

    Candidates are advised in their own interest not to bring any of the banneditems including mobile phones/pagers to the venue of the examination, asarrangement for safekeeping cannot be assured.

    3. Penalty for Wrong Answer

    THERE WILL BE PENALTY (NEGATIVE MARKING) FOR WRONG ANSWERSMARKED BY A CANDIDATE IN THE OBJECTIVE T YPE QUESTION PAPERS.

    (i) There are four alternatives for the answer to every question. For each question forwhich a wrong answer has been given by the candidate, one third (0.33) of themarks assigned to that question will be deducted as penalty.

    (ii) If a candidate gives more than one answer, it will be treated as a wrong answereven if one of the given answers happens to be correct and there will be samepenalty as above for that question.

    4. Unfair means strictly prohibited

    No candidates shall copy from the papers of any other candidate nor permit hispapers to be copied nor give nor attempt to give nor obtain nor attempt to obtainirregular assistance of any description.

    5. Conduct in Examination Hall

    No candidates should misbehave in any manner or create disorderly scene in theExamination Hall or harass the staff employed by the Commission for the conductof the examination. Any such misconduct will be severely penalised.

    6. Answer Sheet particulars

    (i) Write in black ball pen your Centre and subject followed by test booklet series (inbracket), subject code and roll number at the appropriate space provided on theanswer sheet at the top. Also encode (with black ball pen) your booklet series (A,B, C or D, as the case may be), subject code and roll number in the circles providedfor the purpose in the answer sheet. The guidelines for writing the above pa rticularsand for encoding the above particulars are given in Annexure. In case the bookletseries is not printed on the test booklet or answer sheet is un-numbered, pleasereport immediately to the Invigilator and get the test booklet/answer sheet replaced.

    (ii) All corrections and changes in writing the roll number must be initialed by thecandidates as well as by the Invigilator and countersigned by the Supervisor.

    (iii) Immediately after commencement of the examination please check that the testbooklet supplied to you does not have any unprinted or torn or missing pages oritems etc. If so, get it replaced by a complete test booklet of the same series andsubject.

    7. Do not write your name or anything other than the specific items of informationasked for, on the answer sheet/test booklet/sheet for rough work.

    8. Do not fold or mutilate or damage or put any extraneous marking in the AnswerSheet. Do not write anything on the reverse of the answer sheet.

    9. Since the answer sheets will be evaluated on computerized machines, candidatesshould exercise due care in handling and filling up the answer sheets. Theyshould use black ball pen only to darken the circles. For writing in boxes also,they should use black ball pen. Since the entries made by the candidates bydarkening the circles will be taken into account while evaluating the answersheets on computerized machine, they should make these entries verycarefully.

    10. Method of marking answers

    In the "Objective Type" of examination, you do not write the answers. For eachquestion (hereinafter referred to as "Item") several suggested answers (hereinafterreferred to as "Responses") are given. You have to choose one response to eachitem.

    The question paper will be in the Form of Test Booklet. The booklet will containitem bearing numbers 1, 2, 3 ............ etc. Under each item, Responses marked (a),(b), (c), (d) will be given. Your task will be to choose the correct response. If youthink there is more than one correct response, then choose what you consider thebest response.

    In any case, for each item you are to select only one response. If you select morethan one response, your response will be considered wrong.

    In the Answer Sheet, Serial Nos. from 1 to 160 are printed. Against each numbers,there are circles marked (a), (b), (c) and (d). After you have read each item in theTest Booklet and decided which one of the given responses is correct or the best,

    Brief particulars relating to the Services to which recruitment is being madethrough this examination are given below.I. Assistant Divisional Medical Officer in the Railways :(a) The post in Group A - The revised pay structure of the post is Pay Band - 3

    of Rs. 15600-39100 with Grade Pay Rs. 5400 plus Non-Practising Allwoanceas per orders in force from time to time. The rate of Non-Practicing Allowanceat present is 25% of Basic Pay (i.e. aggregate of Pay in Pay Band andGrade Pay) subject to the condition that the Basic Pay plus Non-PracticingAllowance does not exceed Rs. 85000/-.The candidates will be bound to observe the orders which the Ministry ofRailways or any higher authority may issue from time to time restricting orprohibiting private practice by him/her. Such notice is not however,required in cases of dismissal or removals as disciplinary measure aftercompliance with the provisions of Clause (2) of Article 311 of the Constitutionand compulsory retirement due to mental or physical incapacity.

    (d) A candidate will have to undergo training as prescribed by the Ministry ofRailways and pass all the Departmental Examinations.

    (e) A candidate will be governed by the "Contributory Pension System" effectivefrom 01.01.2004 as per orders of the Government..

    (f) A candidate will be eligible for leave in accordance with the leave rules as inforce from time to time and applicable to officers of his/her status.

    (g) A candidate will be eligible for free Railway Passes and Privilege TicketOrders in accordance with the rules in force from time to time.

    (h) A candidate will be required to pass the examination in Hindi of an approvedstandard within the period of probation and failure to do so shall involveliability to termination of service.

    (i) Under the rules every person appointed to the above post shall, if so required,be liable to serve in any Defence Service or post connected with the Defenceof India for a period of not less than four years including the period spent ontraining, if any. provided that such person -(a) shall not be required to serve as aforesaid after the expiry of ten years

    from the date of such appointment.(b) shall not ordinarily be required to serve as aforesaid after attaining the

    age of 45 years.

    (j) Reckoning Service : The persons who are recruited under these rules toposts to which the conditions prescribed in Rule 45 of Railway Services(Pension) Rules, 1993 are applicable shall be eligible to the benefit of theprovisions contained in the rule.

    (k) A candidate will be governed in respect of matters specifically referred toabove as well as other matters by the provisions of the Indian RailwaysEstablishment Code and the extant orders as amended/issued from time totime.

    (l) In the first instance a candidate will be posted to the Railway Health Units/ Dispensaries at way side Station. ADMOs are also liable to transfer to anyRailways.

    (m) Prospects of promotion including pay scales and allowances attached tohigher grades will be as per the provisions of Railway Medical ServiceRecruitment Rules, 2000 and the orders and instructions issued by the Ministryof Railway from time to time. .

    (n) Duties and Responsibilities :Assistant Divisional Medical Officers(i) He will attend the indoor wards and out patient department daily and as

    required.(ii) He will carry out physical examination of candidates and of employees in

    service in accordance with the regulations in force.(iii) He will look after family planning, public health and sanitation in his

    jurisdiction.(iv) He will carry out examination of vendors.(v) He will be responsible for discipline and proper discharge of duties of the

    Hospital Staff.(vi) He will carry out duties assigned to him specially if any and will prepare

    returns and indents connected with his speciality.(vii) He will maintain and upkeep all equipments in his charge.Note 1 : When an ADMO is posted at the Headquarters of a division under the

    charge of a Divisional Medical Officer he w ill assist the Divisional MedicalOfficer in all his duties but may be specially assigned with certainduties and responsibilities.

    Note 2 : ADMOs will also be required to perform such other duties as may beassigned to them from time to time.

    II. Posts of Assistant Medical Officer in the Indian Ordnance FactoriesHealth Service under the Ministry of Defence.

    (a) The posts are temporary in Group A but likely to be made permanent in duecourse. The scale of pay is in the Pay Band PB-3 of Rs. 15600-39100 withGrade Pay of Rs. 5400/- plus non-practising allowance (NPA) as per orders

    in force from time to time. The rates at present are 25% of the basic pay.(b) The candidates will be on probation for a period of 2 years from the date of

    appointme nt which may be curtailed or extended at the discretion of thecompetent authority. On satisfactory completion of the probation period hewill continue in the temporary post till confirmed against the permanentvacancy.

    (c) The candidate can be posted any where in India in any of the OrdnanceFactory Hospitals or Dispensaries.

    (d) Private practice of any kind whatsoever is prohibited.(e) The appointment can be terminated on one month's notice on either side

    during the period of probation and thereafter while employed in temporarycapacity. The Government reserves the right to give one month's pay in lieuof notice.

    (f) Prospects of promotion including pay scale and allowances attached to thehigher grades will be as per the provisions of IOFHS Rules 2001 and theOrder and Instructions issued by the Government from time to time.

    (g) Nature of Duties -(1) Assistant Medical Officers.(i) They will attend to indoor patients in wards/departments of hospitals and out

    patients/dispensaries/out patient departments daily and as required.(ii) They will carry out medical examination of employees and candidates for

    employment in accordance with the regulation in force.(iii) They will maintain and upkeep all equipment in their charge.

    (iv) They will be responsible for training, discipline and proper discharge of dutiesof the hospital and dispensary staff.

    (v) They will perform such other duties as are allotted to them by the MedicalOfficer-in-Charge as per rules.

    (2) Assistant Director Health Services and Senior Medical Officer.(a) ADHS posted at the Hqrs will assist the DHS/Addl. DHS/DDHS in the discharge

    of their duties on all medical matters as directed by them.(b) He/she will assist the DHS/Addl. DHS/DDHS in the day to day work of the

    Medical Section as the Section Officer.(c) He/she will perform such other duties as may be assigned to him/her by the

    DHS/Addl. DHS/DDHS from time to time.(d) He/she will assist the DHS in dealing with all questions relating to Medical

    Stores & Equipments.(e) They will arrange medical attention to the employees and their families as

    per rules.(f) SMOs will attend Indoor Wards, Factory Health Clinic, Estate Clinic, OPD

    and will be required to perform such other duties as may be assigned byPMO and SMO in-charge of the hospital.

    (3) Dy. Director Health Services and Principal Medical Officer.(a) DDHS posted at the Hqrs will assist the DHS/Addl. DHS in the discharge of

    the laters duties in matters as directed by him/her.(b) PMO-Senior PMOs will be MO in-charge of factory hospitals and the Medical

    Estt. there.(c) As M.O. Incharge they will be advisers to the GM of Fys. on all medical

    matters and make recommendation as considered necessary.(d) They will arrange medical attention to the employees and their families as

    per rules.(e) They will perform such other duties as may be laid down under any statute or

    Govt. orders or delegated to him by the DHS.(f) Principal Medical Officers will attend indoor Wards, Factory Health Clinic,

    Estate Health Clinic, OPD and will be required to perform such other dutiesas may be assigned by PMO-in-Charge of the Hospital.

    (4) Additional Director Health Services.(a) Addl. DHS will assist the DHS in discharge of the latters duties in the matter

    as directed by him/her.(b) He/she will act as DHS under order of DGOF in latters absence on leave,

    tour etc.(5) Chief Medical Officer :-a. He/She will have overall responsibility of administration of Ord. Fy. Hospitals

    having specialist centres, including Factory Health Organization and FamilyWelfare Centre.

    b. Advise General Manager on medical, health, hygiene and occupational healthmatters.

    c. Plan, organize and monitor the work of Medical Establishment and reviewprogress.

    d. Organize Hospital services in accordance with the orders,instructions andregularisation issued from time to time by higher authorities.

    e. Ascertain the expressed and implied need and expectations, grievances andsuggestions of the patients, factory management, statutory authorities andcommunity and organize the health services to meet them wherever possible.

    f. Ensure that all the resources allotted to the medical establishments are fullyoptimally utilized and economy is observed in the functioning.

    g. He/she will perform such other duties as may be liad down under any statuteof Govt. orders or delegated to him/her by DHS.

    6. Director Health Services.(a) Medical Adviser to DGOF on all Medical and Health matters. Controlling

    authority of the Medical Establishment of DGOF organisation on allProfessional and Technical matters. He/she will exercise the administrativepowers as delegated to him/her by the DGOF.

    (b) He/she wil l work out the plans of implementat ion of the reports/ recommendations accepted by the Govt.

    (c) As the Controlling Authority he will distribute the personnel according to therequirement of factories.

    (d) He/she will normally represent the DGOF on the UPSC.

    (e) He/she will normally once a year make or cause to be made inspection of allfactories and report to the DGOF on the working of Medical installation thereon all matters connected with Medical Estt.

    (f) He/she will initiate ACR of Addl. DHS and will review the reports of all SAgrade, JAG (NFSG) & JAG (OG) officers of IOFHS.

    III. Junior Scale posts in the Central Health Service.(a) The posts are temporary but likely to continue indefinitely. Candidates will

    be appointed to Junior Group 'A' scale and they will be on probation for theperiod of 2 years from the date of appointment which may be curtailed orextended at the discretion of the competent authority. They will be confirmedafter the satisfactory completion of probation subject to availability ofpermanent posts.

    (b) The candidates can be posted any where in India in any dispensary or hospitalunder any organisation participating in the Central Health Service viz. C.G.H.S.operating at Delhi, Bangalore, Bombay, Meerut, Lakshadweep Andaman andNicobar Islands, P&T department etc. Private practice of any kind whatsoeverincluding lab and consultant practice is prohibited.

    (c) The scale of pay admissible in the Medical Officer of CHS is in the PayBand PB-3 of Rs. 15600-39100 with Grade Pay of Rs. 5400 and 25% NPAas per the recommendations of the 6 Pay Commission and the promotionalavenues will be available as per the provision of CHS Rules, 1996 and the

    orders and instructions issued by the Govt. from time to time.IV. Medical Officer in the Municipal Corporation of Delhi.(i) The posts are temporary in category 'A' but likely to be made permanent in

    due course. The scale of pay is in the Pay Band PB-3 of Rs. 15600-39100with Grade Pay of Rs. 5400 plus restricted non-practising allowance (NPA)as per orders in force from time to time.

    (ii) The candidate will be on probation for a period of one year from the date ofappointment which may be curtailed or extended at the discretion ofcompetent authority. On satisfactory completion of the probation period, he/ she will continue in the temporary post till confirmed against the permanentvacancy.

    (iii) The candidate can be posted any where within the jurisdiction of the MunicipalCorporation of Delhi in any one of the Hospitals/Dispensaries/M & CW andFamily Welfare Centres/Primary Health Centres etc.

    (iv) Private practice of any kind whatsoever is prohibited.(v) The appointment can be terminated on one month's notice on either side

    during the period of probation and thereafter while employed in temporarycapacity. The Municipal Corporation of Delhi reserve the right to pay onemonth's pay in lieu of notice.Prospects of promotion including pay scales and allowances attachedto the higher grades shall be according to the provisions of theRecruitment Regulations.

    V. General Duty Medical Officer in New Delhi Municipal Council(a) The scale of post is in the Pay Band PB-3 of Rs. 15600-39100 with Grade

    Pay of Rs. 5400 (VIth CPC) plus restricted non-practicing allowance (NPA)as per orders in force from time to time.

    (b) Ordinary rules regarding pension, gratuity, confirmation etc. as enforced inthe Council from time to time will be applicable.

    (c) The candidate will be on probation for a period of two years from the date ofappointment which may be extended at the discretion of the competentauthority. On satisfactory completion of the probation period will continue inthe temporary capactiy till confirmed against the permanent vacancy.

    (d) The candidate can be posted anywhere within the jurisdiction of the NDMCin any of the hospitals/dispensaries/M & C & family welfare centres/PrimaryHealth Centres etc.

    (e) Private practice of any kind whatsoever is prohibited.(f) The appointment can be terminated on one month's notice on either side

    during the period of probation and thereafter, while employed in temporarycapacity, NDMC reserves the right to one month's pay in lieu of notice.

    (g) GDMO shall be entitled for promotion as Senior Medical Officer in the PayBand-3 of Rs. 15600-39100 + Grade Pay Rs. 6600 and from Senior MedicalOfficer to Chief Medical Officer in the Pay Band-3 of Rs. 15600-39100 +Grade Pay of Rs. 7600 and from Chief Medical Officer to chief MedicalOfficer (Non-functional Selection Grade) in the Pay Band-4 of Rs. 37400-67000 + Grade Pay of Rs. 8700 and Senior Administrative Grade Pay Band-4 of Rs. 37400-67000 + Grade Pay of Rs. 10000.
