The Smarter Cities Challenge

Cities are home to more than half the world’s population, and boast more economic power, greater political influence and more advanced technological capabilities than ever before. Simultaneously, cities are struggling with a wide range of financial and service delivery challenges, in areas as diverse as transportation, energy, clean water, education, social services, public safety and economic development.

The Smarter Cities Challenge

Launched in 2010, the Smarter Cities Challenge is a major IBM grant program designed to enable up to 100 cities around the world to utilize the time and expertise of top-performing IBMers to become more vibrant and rewarding places for their citizens to live in.

Cities will also have access to a wide array of IBM resources including City Forward, a powerful tool which allows cities to analyze, compare and visualize data across systems.

For the Smarter Cities Challenge, the IBM team was tasked with providing the City of Edmonton with ideas and recommendations to improve the integration, analysis and dissemination of data used for

decision-making on traffic safety issues and the prioritization of road safety initiatives. The IBM team delivered their recommendations to

Mayor Stephan Mendel in June 2011.

Since the engagement, Edmonton has: Created an action plan to apply the team's recommendations:

1. Aggressively position Edmonton as a global leader on smarter urban traffic safety

2. Strengthen governance and accountability for the Office of Traffic Safety (OTS)

3. Simplify performance measurement of the City’s strategic plans for transportation

4. Further support the open government and open data approach for traffic safety and transportation

5. Create an Analytics Centre of Excellence to support a Road Safety data governance model, and analytics leadership across the organization

6. Empower citizens with timely traffic safety and transportation information via social media

St. Louis is fighting crime with information Mayor Francis G. Slay asked the IBM team to develop a set of recommendations that he and his extended team could implement in order to ensure the right information getting to the right people in the public safety team. This would enable better decision making and have a positive influence on crime rates in the city. The IBM team delivered their recommendations to Mayor Slay in March 2011. Since the SCC engagement, the City of St. Louis has:

£  Appointed a former police captain as Director of Operations for the city, ensuring that city services are evaluated through a lens of public safety

£  Hired a Chief Performance Officer with experience in neighborhood organizing, law, journalism and the Board of Police Commissioners

£  Held weekly meetings bringing together the Circuit Courts, Police Department, Mayor's Office and Missouri Department of Corrections to resolve operational issues and propose long-term solutions

£  Instituted offender cover sheets using common criteria for identifying top-priority offenders

£  Begun organizing a performance indicators committee made up of representatives from all relative agencies

£  Begun collecting ideas for special initiatives around planning, coordination, information sharing and performance measurement

The government of Mecklenburg County asked IBM to recommend an approach for conducting joint master capital planning across those entities which collectively constitute local government within the

political boundaries of the county. The IBM team delivered their recommendations to Mecklenburg County Manager Harry Jones in

November 2010.

Update: £  Mecklenburg County, the City of Charlotte and the Towns of

Cornelius, Davidson, Huntersville, Matthews, Mint Hill and Pineville have approved resolutions of support for comprehensive capital planning.

£  The Charlotte Neighborhood Quality of Life Study has been expanded to include an overlay of all towns within Mecklenburg County. This will make it possible to use the study as a benchmark for focused neighborhood planning and investment; to share data across the County; and to pilot enhanced collaboration in providing operational services at the neighborhood level.

£  The Board of County Commissioners has adopted criteria for prioritizing capital project funding across all departments and agencies that receive capital project funding from Mecklenburg County. In July 2011 the criteria were applied to a list of 65 capital projects for which bond funding had been approved but not yet issued.

Townsville, Australia has been undergoing large growth in recent years, and is highly invested in keeping their operations economically sound and environmentally sustainable. The City asked the IBM team to examine ways to

build upon existing programs for sustainability through behavior change, smart grid & partnerships with energy providers. The IBM team presented their

recommendations to Councilor Les Tyrell OAM in July 2011

Recommendations: Townsville has a strong, informal collaboration via inspired leaders. The results are numerous projects and growing awareness of sustainability. The team’s

Recommendation is an acceleration of that progress via a focused city sustainability hub. Combining an open data and open applications approach with

structured guidelines and key performance indicators (KPIs), Townsville’s many constituencies can collaborate with each other, with regional sources of

information and funding, and with global expertise enabled by digital platforms.
