Subject: - Public Procurement Policy for Micro and Small Enterprises (MSEs)Order, 2012 - regarding details of the procurement from MSEs.

. Your kind attention is invited vide this office letter of even number dated

28.3.2013 to all the Ministries I Departments I CPSUs requesting to furnish the details

of procurement made by them during the year 2012-13 along with annual procurement

plan for the 2013-14 on the proforma enclosed therein. The copy of the said letter

along with list of the CPSUs with their addresses is enclosed herewith. The said

information is urgently required by this office for reply of questions raised in Parliament

as well as by the Parliament Standing Committee related to MSMEs, etc.

This is to communicate that Additional Secretary & Development

Commissioner (MSME) has directed all the Director, MSME-Dls to contact in person

and discuss with the Chairman-cum-Managing Director of Central Public Undertakings

located in their jurisdiction and collect the desired information in the proforma enclosed

with the said letter and the same may be sent to this office latest by 07.05.2013.

This may be treated on the top priority.

Subject: Public Procurement Policy for Micro and Small Enterprises (MSEs) Order,2012 - regarding details of procurement from MSEs.

Government of India has introduced a Public Procurement Policy for Micro andSmall Enterprises (MSEs) Order, 2012 which is effective from 151 April, 2012, The policy hasalready been circulated to all Ministries / Departments ICPSus to take necessary action foreffective implementation and follow the all provisions contained in the policy. All letters Ireminders issued to Ministries I Departments I CPSUs in this regard are available on thewebsite of this office- www.dcmsme.gov,jn . As the current financial year 2012-13 is going tobe closed, the following information is required to this office on an urgent basis upto the firstweek of April, 2013:

1. Total annual procurement (in value) made byDepartmenUCPSU during the year 2011-12 and 2012-13

your Ministry I

2. Total value of goods and services procured from MSEs (including MSEs ownedby SC I ST entrepreneurs) during the year 2011-12 and 2012-13

3. Total value of goods and services procured from only MSEs owned by SC 1STentrepreneurs during the year 2011-12 and 2012-13

4. Percentage of procurement from MSE (including MSEs owned by SC I STentrepreneurs) out of total procurement made by your organization.

5, Percentage of procurement from only MSEs owned by SC I ST entrepreneursout of total procurement made by your Ministry I DepartmenUCPSUs

6. Total number of vendor development programmes for MSEs organized by yourMinistry I DepartmenUCPSU as per the provision under para-7 of the policy andrequested by this office in the letter dated 11,9.2012.

7. Confirmation of up-loading annual MSE procurement profile on your website byhyperlink of your website.

It is requested that the requisite information on the proforma enclosed as Annexuremay kindly be provided to this office by the first week of April. 2013.
