Continuing Authorities Program (CAP)Section 14 Emergency Streambank and Shoreline Erosion for Public Facilities and Services

The CAP Section 14 Authority allows emergency streambank and shoreline protection for public facilities, such as roads, bridges, hospitals, schools, and water/sewage treatment plants, which are in imminent danger of failing. Additional CAP authorities include Section 205 Small Flood Damage Reduction Projects; Section 206 Aquatic Ecosystem Restoration; and Section 1135 USACE Project Modifications for Improvement of the Environment.

Huntington District Operations & Maintenance Program

• The Huntington District operates and maintains nine navigation lock & dam projects and 35 lake projects, which is more civil works projects than any other District in the nation. Consequently, our O&M needs for aging infrastructure continue to grow.

• The District is responsible for 400 miles of navigable river waters. The latest annual data shows that more than 95 million tons of cargo worth in excess of $17.5 billion passed through our nine locks and dams, saving over $1.3 billion in transportation costs.

• Huntington District’s dams, floodwalls, levees, and stream improvement projects have prevented $12.2 billion in flood damages.

Winfield L&D Miter Gate AnchorageSummary

• The upstream land wall miter gate anchorage on the main lock at Winfield L&D requires a repair. Progressive increase in movement of embedded anchorage resulting in misalignment of miter gates leaves. Movement is currently at 3/8”-1/2”. Risk is failure of anchorage/fallen miter gate with long lock closure for repair. The adjacent river wall embedded anchorage was repaired in 2015.

• Target to Contracting office is 15 May.

• Target advertise date is 15 June.

• The IFB contract award target is 31 Aug.
