We are transmitting herewith the Annual Report on United States Contributions to the
United Nations in accordance with Section 1225 of the John Warner National DefenseAuthorization Act for Fiscal Year 2007 (P.L. 109-364), as amended by Section 1243 of the
National Defense Authorization Act for Fiscal Year 2010 (P.L. 111-84). This report sets forth
United States contributions to the United Nations and United Nations affiliated agencies and
related bodies for fiscal year 2010 as provided to the Office of Management and Budget (OMB)by the relevant Executive Branch agencies.
The Administration is committed to disclosing information rapidly in forms that theCongress and public can readily find and use. This report is being made available to the public
on the OMB website together with other legislative information and reports to Congress.

Enclosure
Section 1225 of the John Warner National Defense Authorization Act for Fiscal Year
2007 (P.L. 109-364), as amended by Section 1243 of the National Defense Authorization Act forFiscal Year 2010 (P.L. 111-84) requires the Director of the Office of Management and Budget
(OMB) to submit to the Congress a report listing all assessed and voluntary contributions of the
United States Government to the United Nations (UN) and UN affiliated agencies and related
bodies. In previous years, OMB helped the State Department collect this data and the State
Department issued the report.
The report reflects data collected from a government-wide data request issued by OMB.Each U.S. agency reported for all UN organizations under its purview. The report contains a
listing of assistance provided during fiscal year 2010 by the U.S. Government-either directly or
through another entity-to support the United Nations and its associated entities, including UNagencies, organizations, funds, or other bodies that fly the UN flag, use the UN logo, or are
otherwise affiliated with the UN. The information provided includes both financial and in-kind
support, including assessed contributions, voluntary contributions, grants, and other assistanceprovided to support UN programs and operations. For each U.S. Government department or
agency, the report also provides specific information on each contribution: the responsible U.S.
Government agency, the recipient UN entity, the amount obligated, a description of the
contribution, whether the contribution was assessed or voluntary, and the purpose of thecontribution.
Also based on the latest information provided by the State Department, it lists the
approximate percentage of U.S. contributions to each UN entity compared with all thecontributions to the entity in the relevant fiscal year. Some organizations were not able to reportbased on the U.S. fiscal year, as they operate on a calendar year basis; thus, in some cases this
information is pro ided for the calendar ear

We have contributed to our understanding of the genetic epidemiology
of lung cancer and upper aerodigestive tract (UADT) cancer by identi
fication of several genes that are very strongly associated with them,
including CHEK2 and ADH1B.We have also demonstrated how genetic
variants interact strongly with dietary and environmental exposures
for these cancers. We plan to build on our initial results and compre
hensively evaluate the role of genes in 5 specific pathways for these
cancers. We will conduct independent replication of findings in other
large studies. Large genetic epidemiology studies have the potentialto identify individuals at par ticularly high risk of developing cancer, as
well as helping identify why these cancers develop. By incorporating
multiple large studies of cancers related to tobacco and alcohol (spe
cifically lung, and UADT cancer) we aim to provide knowledge that will
inform future prevention efforts.

health; 2) toxicogenomics/gene environment interactions/biomarkers;
3) persistent toxic substances and endocrine disruptors; 4) improved
risk assessment methodologies; and 5) development of integrated risk

The IARC Monographs on the Evaluation of Carcinogenic Risks to
Humans represent an International expert-consensus approach to
carcinogen hazard identification.The long-term objective is to cri tically
review and evaluate the published scientific evidence for all carcino
genic hazards to which humans are exposed.They include chemicals,
complex mixtures, occupational exposures, lifestyle factors, and
physical and biological agents.
The support from NIA will ensure that the data are collected in a
comparable manner to large coordinated research efforts in the United
States, enhancing harmonization and increasing the usefulness of this
global data on aging populations. Support of this data collection effort
will allow the Census Bureau to produce special reports on international
aging, provide an ability to participate in workshops and seminars to
promote the cross-national use of the data, and to edit/enhance the
data sets to promote their utility to the community of interested research
ers worldwide.
The National Eye Institute is committed to helping the world's develop
ing countries combat blinding eye diseases. This requires information
about the prevalence, incidence, and causes of blindness and visualdisability and impediments to the reduction of these conditions on an
international level.

future updates for two key disability-related terminologies developed,

WHO's Study on Global Aging and Adult Health (SAGE) has been
designed using a set of methods to provide comparable cross-national
data that can be compared to efforts in the US such as the Health and
Retirement Study (HRS).The proposed study aims to measure trends
in disability (understood as non-fatal health outcomes that capture a
state less than full health) in aging cohorts in the World Health Organ
ization (WHO)'s Study on Global Aging and Adult Health (SAGE)
across the age range of older adults. It aims to do this by improving
the measurement of non-fatal health outcomes, chronic diseases and
risk factors in household survey settings and examine the links between
non-fatal health outcomes, their determinants such as chronic disease
and risk factors and future health outcomes including mor tality. It also
aims to examine the relationship between economic activity, quality
of life, well-being and non-fatal health outcomes in aging populations
in low and middle income countries.

Purpose
The Tajikistan Drug Control Agency (DCA) is vital to
overall narcotics interdiction in Central Asia. This project
continues to provide support to the salaries of employ
ees of the DCA, to strengthen the analytical and intelli
gence-led policing capacities of the DCA, to promote
and develop the human and operational resources ofthe DCA, to support the National Strategy in operational
field activities with support to DCA mobile units, to pro
mote international cooperation, including support to the

enable UN-Water to develop and distribute a set of 10
15 Water Country Briefs (WCBs) that give a counter-
level overview of water challenges, with a specific focus
on making the economic case for water-related invest
ments and linking water issues to economic, social and
environmental considerations. UN-Water will also work
with UN-Water members to secure a wide distribution
of the pilot WCBs to key decision makers. The project
will produce a framework for developing WCBs that can
then be readily applied to a large number of countries,
once additional financial resources are available.
To reduce the global use and release of mercury. Spe
cifically, the projects funded under this grant are de
signed to reduce the demand for and supply of mercury
in three key geographical areas: mercury use in artisanal
and small-scale mining in Columbia, primary mercury
supply in central Asia, and environmentally sound mer
cury storage in the Asia-Pacific region.
The Forest Carbon Partnership Facility (FCPF) assistsdeveloping countries in their efforts to reduce emissions
from deforestation and forest degradation (REDD+) by
providing value to standing forests. It has the dual ob
jectives of building capacity for REDD+ in developing
countries and testing a program of performance-based
incentive payments.
