c. This certificate does not relieve any consignor or carrier fromcompliance with any requirement of the Government of any countrythrough or into which the package is to be transported.

d. This certificate provides no relief from the limitations fortransportation of plutonium by air in the United States as citedin the regulations of the U.S. Nuclear Regulatory Commission 10CFR 71.88.

e. Records of Quality Assurance activities required by Paragraph310 of the IAEA regulations¹ shall be maintained and madeavailable to the authorized officials for at least three yearsafter the last shipment authorized by this certificate.Consignors in the United States exporting shipments under thiscertificate shall satisfy the applicable requirements of SubpartH of 10 CFR 71.

5. Special Conditions -

a. Kyoto University Research (KUR) fuel contents are limited to 8KUR fuel assemblies loaded such that the inner two basketcells/locations remain empty (no fuel contents are allowed to beloaded in the inner 2 basket spots). This restricts the maximumuranium/package mass to 8920 grams; the maximum U-235/package to1744 grams; and the maximu KUR fuel content weight to 48kilograms.

b. Silicone rubber upper and lower fuel spacers which maintain thevertical position of the fuel must be used when transporting KURfuel. Use of these fuel spacers must be verified as part of thepre-shipment inspection. Lower fuel spacer must have the samedimensions as shown in drawing NXP-038-S09. Upper fuel spacersmust have the same cross sectional area as spacers used forother contents and a 371.9 mm nominal lenght/height for standardand half loaded KUR elements and a 292.5 mm nominallenght/height for special KUR elements.

c. The aluminium alloy spacer described in the application must beplaced around each KUR fuel element loaded in the package.

d. Package is not authorized for transport by air.

6. Marking and Labeling - The package shall bear the markingUSA/0773/B(U)F-96 in addition to other required markings and labeling.

7. Expiration Date - This certificate expires on May 08, 2013.
