NCH Resource Protection• Natural Resources – Land, fish,

wildlife, biota, and water• Cultural Resources – Aspects of

a cultural system that are valued by or significantly representative of a culture or that contain significant information about a culture.

• Historic Properties – Any prehistoric or historic district, site, building, structure, or object included in, or eligible for inclusion in the NRHP.

Protection of NCH Resources

• Appropriate response actions to conserve, rehabilitate, recover, and restore NCH resources threatened or affected by disasters and emergencies.

NCH Resources Responsibilities

• Coordinate NCH resources identification and vulnerability assessments

• Facilitate development and application of protection measures and strategies

• Coordinate compliance with Federal environmental laws, i.e., consultation w/ESA sec. 7 and NHPA sec. 106, and CWA section 404 permitting

• Assist in recovery actions to minimize damages to NCH resources

NCH Resources Responsibilities

• Coordinate with ESFs for response actions affecting NCH resources

• Coordinate with ESF 3 on emergency stabilization or recovery or restoration of shorelines, hillsides, riparian zones to protect NCH resources

• Provide Incident Management Teams to assist in NCH resources response and recovery actions

wetland delineation, collection management, historic preservation• Project support debris removal, site identification and assessment

for temp housing, historic preservation data management and spatial data stds for historic properties (GIS), tribal historic preservation consultation requirements

• Interagency agreement with FEMA to support Gulf Coast recovery activities and undertakings

• Hurricanes Katrina, Rita, and Wilma wide ranging impacts required significant and sustained support

Forms provided to NPS Shenandoah EICC which maintains list (V.A.3).

Updates provided to EICC by NCH National Coordinator (V.A.4).

ESG members and Interagency POCs provide updates to National NCH Coordinator (V.A.4).

ESF#11 - Agriculture & Natural Resources Activated? (III.B) STOP

Starting with pre-scripted Mission Assignments - National NCH Coordinator, National Natural Resource Coordinator, National Cultural Resource Coordinator, or DOI REO work to develop MA, SOW, individuals and resources needed, etc., including provision for NCH Coordinator at RRCC or JFO (IV.A).

DOI Watch Office transmits message by phone and National NCH Coordinator transmits message by e-mail and fax to:- DOI ESG- Interagency POCs(IV.B.1).

DOI ESG members, Executive Agents and Interagency POCs meet in person or by conference call to discuss the first potential MA to ESF#11 - NCH (IV.B.2).

Mission Assignment accepted or modifications proposed (IV.B.2).

Once MA accepted, decide which agency, bureau or office will serve as NCH Coordinating Agency/Bureau (IV.B.2).

POC for NCH Coordinating Agency, or National Cultural or National Natural Resource Coordinator (National Coordinator) creates segmented NCH Resource List (V.B.1).

For original MA and additional Task Orders, segmented list searched to identify personnel with qualifications needed (V.B.1).

National Coordinator(s) identify personnel and make contact. If not enough personnel, call for volunteers again (V.B.2.a & b).

NCH coordinating agency advises ESF#11 Coordinator (USDA) of NCH personnel staffing NRCC, RRCC, and JFO (IV.B.4).

FEMA sends approved MA, possible MA Task Order Form, and MA Activation Letter to National Coordinator (V.B.4).

National Natural or Cultural Resources Coordinator(s) sends MA (and MA Task Order Form if available) to the NCH Coordinating Agency POC (selected earlier) and National NCH Coordinator (V.B.4).

NCH Coordinating Agency POC sends Task Order Form (if available) to agency accepting official (Federal Agency Action Officer) who signs it (V.B.4).

National NCH Coordinator notifies NCH Coordinator if in place (V.B.4).

NCH Personnel perform duties outlined in VII.

National Coordinator or NCH Coordinator provide deployment information to those identified for potential deployment (V.B.2.c).

National NCH Coordinator notifies Bureau ESG members or other agency POCs of personnel to be deployed along with deployment dates (V.B.3)

National Coordinator sends message to EICC requesting deployment of personnel identified by National Coordinator as appropriate for mission (V.B.5.a)

National Coordinator sends MA and SOW to EICC (sample message in Appendex 6). EICC deploys personnel using ROSS (V.B.5.b).

USDA, NOAA, NARA or other agencies sub-tasked as necessary. Federal Action Agency Officer signs ESF MA Subtasking Request Form (Appendix 11) to sub-tasked agency for signature and return to National Coordinator (V.B.6.a).

Deployed NCH personnel perform duties outlined in VIII, IX, X.

Following demobilization, participate in after action reports and cost recovery.
