operations and is alleged to have planned an attack on US forces in Gardez, AF. Detainee alsoplanned a coordinated effort to create civil unrest in the Gardez area in attempts to underminePresident Karzai's leadership. He has direct ties to Taliban leaders Jalaluddin Haqqani andSaifullah Rahman Mansour. It is assessed this detainee is a MEDIUM risk, as he may pose athreat to the US, its interests and allies.

4. (S//NF) Detainee Background Summar!: Unless otherwise noted, the followingparagraphs are based solely on the detainee's statements.

a. (S) Prior History: Detainee joined the Harakut-Ul-Mujahideen in 1989 to participatein the Russian Jihad for a span offour years. Subsequently, detainee opened a restaurant in1993 and joined the Department of Criminal Division of the Gardez Police force mid 1994 or1995, serving there until the rise of the Taliban in 1996. The Taliban jailed detainee threetimes in 1996, subsequently, the detainee served as one of President Rabbani's BattalionCommanders for six months until the Taliban disbanded the unit and detainee fled toPeshawar, Pakistan (PK) for a period 20 days. Detainee returned to Gardez, AF, and workedon his farm for one and a half years until 1999. Detainee assumed the position of Chief ofPolice for Gardez after the fall of the Taliban in 2001 until his time of capture in 2003.

b. (S) Training and Activities: Detainee claims that he fought against the Taliban inthe Gardez area. Detainee claimed that it was mostly the Tajik Tribe, the detainee's tribalaffiliation, that fought. The Taliban leaders that they drove out were Mulavi and Shafik; theTaliban fled to Miram Shah, PK. Detainee,ZiaAuddin, and approximately three hundredsoldiers of Auddin's group, and coalition members, pursued senior Taliban CommanderSaifullah Rahman Mansour to Shai Guls, Zormat province, AF. Saifullah likely escaped intoPakistan. After the Taliban fell, the elders appointed a four-person Paktia securitycommittee. Hajji Saifzullah, governor of the Wardek Province in Afghanistan was presidentof the committee that appointed the detainee as Chief of Police of Gardez, AF. Sultani,detainee's deputy, became Chief of Security and was later transferred to Kabul, AF. AbdulRahman, (Analyst Note: This is likely the former Taliban commander and member of theHarakut-e-Mulavi reported as Abdurrahman. Abdunahman is believed to be a translationvariant.) became Chief of the Criminal Division for the police force in Gardez, AF. Sharifbecame director of the prison in Gardez, AF. Sulrakahn became an officer in the 12thdivision of the Afghan Army. Zia Audin became commander of the 12th division of theAfghan Army.

c. (S) Capture Information: United States Special Forces (USSF) arrested detainee inGardez, AF, on 16 August 2003. Detainee was arrested after turning himself into USSFwhen a search of his compound was about to occur. Detainee was being investigated due to

reports of him running illegal checkpoints, as well as collateral reporting implicating him ininvolvement with possible Anti-Coalition Militants (ACM) activities in Gardez region ofAfghanistan. There is no record of what documents or weapons detainee had in possession athis time of capture.

d. (S) Transferred to JTF GTMO: 21 November 2003

e. (S//NF) Reasons for Transfer to JTF GTMO: To provide information on thefollowing:

o To provide information on ACM activities in Gardez and High Value Targets (HVTs)in the Paktia Province of Afghanistan.

5. (S/NF) Detainee Threat:

a. (S) Assessment: It is assessed the detainee poses a MEDIUM risk, as he may pose athreat to the US. its interests and allies.

(S/NF) Reasons for Continued Detention:

. (S) Detainee was involved in at least one attack against US forces and has ties to Al-Qaida.

o Detainee was responsible for an attack on U.S. forces near Gardez, AF, on25June 2003, which left one American dead and two others injured. The attack was inresponse to detainee's dismissal as the Commander of the Gardezpolice force. Thesource of this information has proved fairly reliable in his reporting.o Faizal Mohammed Sultani was detainee's deputy and is affiliated with Al-Qaidaand Taliban forces. Faizal may also be responsible for the attack against USSF thatoccurred in Gardez, AF.o Oibek Jamaludinovich Jabarov, US9UZ-000452DP, stated that the detainee andhe had a conversation in which the detainee had claimed he was a commander thatfought against U.S. Forces within the Gardez area and had personal knowledge of acouple of Americans being killed. (Analyst Note: This may be associated to the attackreferenced above.)

o Detainee secretly met with pro-Taliban and Al-Qaida liaisons in Gardez, AF, on 29June 2003 to establish an agreement to assist Al-Qaida operatives in Shahi Kowt andsurrounding area. This group included Zia Auddin,Faizal Sultani, and Hakim Ghulam

Hussein. Additionally, on 25 May 2003, the Gardez, AF safehouse was rocketed threetimes by soldiers from detainee's police force in Zormat, AF.. (S/AIF) Detainee is associated with and possesses unexploited knowledge of keyleaders in the Paktia Province, AF. These leaders include: Merahamed, Zia Auddin, andAbdul Faizal. Detainee and these leaders were working with senior Taliban commandersand Al-Qaida associates Saifullah Rahman Mansour and Jalaluddin Haqqani onoperations against U.S. and International Security Assistance Force (ISAF).

o Merahamed was the commander of the National Defense Service in Gardez, AF.' Merahamed was also a former Taliban commander of the 1st battalion basedin the Konduz province, AF, and then in Charikar Parwan province, AF.

o Zia Auddin was the commander of the Afghan National Army in Gardez, AF andis detainee's cousin. Additionally, Zia Audin works for and is related to JalaluddinHaqqani.

' Zia Uddin and detainee made plans to relocate weapons caches prior to U.S.Special Forces (USSF) entering the Gardez area and also planned to create civilunrest around the Gardez area in attempts to show that President Karzai wasunable to control civil unrest in areas outside of Kabul, AF.' Reporting indicated Zia Auddin had been recruiting men from his tribe tofight; in the event USSF decided to attack him. Additionally, Zia Auddin issuspected to have been responsible for rockets attacks targeting a USSF firebase.' Further reporting indicates that shortly after U.S. Forces captured the detainee,Zia Auddin was pressuring elders in Gardez to meet with the Ministry of theInterior in order to organize the release of the detainee.' Analyst Note: The familial connection between detainee and Auddin requiresfurther exploitation.

o Saifullah Rahman Mansour is a senior Taliban Commander affiliated with Al-Qaida and Usama Bin Laden (UBL).

' Mansour provided detainee with many heavy and light weapons after the fallof the Taliban.

o Jalaluddin Haqqani is a senior Taliban Commander affiliated with UBL and Al-Qaida.

. (S) Detainee needs fuither exploitation on his subordinates in the Gardez police forcethat have been involved with ACM efforts.

o One of detainee's subordinates, US9AG-001165, was in charge of the Pol-EKhost, AF, and supplied likely insurgent fighters to ACM efforts.o Former Police officers of the Gardezpolice force, who may be still loyal todetainee, were possibly attempting to blow up the Khowst Bridge. Zia Audin's sub-commander. Bow Auddin. was aidine these officers in this mission.

o Bow Auddin has been selling high explosives to anti-coalition militants, toinclude Mussa, aGardez police officer. Mussa was directly responsible for the IEDattack on 4 June 2003. Bow Auddin and Mussa are cousins.

. (S) Detainee shows deception when questioned about his activities and background,and his cover story changes quite often.

o On 28 Sep 2004, detainee was administered a CVSA examination. The purposeof the examination was to determine the veracity of information already provided bythe detainee. The results were No Deception Indicated.

b. (S//NF) Detainee's Conduct: Detainee's behavior

6. (S//NF) Detainee lntelligence Value Assessment:

a. (S) Assessment: JTF GTMO determined detainee is of MEDIUM intelligence value.

. (S) Detainee should be able to provide information on ACM activities in the Gardez,Paktia province area. He should also be able to provide information on senior Talibanofficials and their relationships with Al-Qaida. He should have knowledge of weaponcaches in the Gardez area and how they are distributed to insurgents.

b. (S//NF) Areas of Potential Exploitation:
