2. (FOUO) Health: ISN 0284 is currently in good health. He has a history of unidentified left-side weakness, hunger striking, and acid reflux disease.

3. (S//NF) Detainee Summary:

a. (S) Background and Capture Data: The following summary paragraphs are based solelyon the detainee's statements unless noted otherwise.

o Detainee claims he left Algeria (AG) for Italy (IT) in July 1993, spending two months

in Corliano, IT. He then departed Italy for Germany (GM), ending up in Frankfurt, GM, living

there from 1993 to 1999. He spent three years in German prison, being held for using and sellinghashish. Upon release from prison he traveled to Corliano, IT. Detainee obtained a fake Frenchpassport and traveled to London, England pK) in June 2000. arrested by Pakistani authorities on 10 December 2002. Detainee was handed over to US forces,who transfened him to a prison at Kandahar, AF.

b. (S) Transfer to JTF GTMO: Detainee was subsequently transported to Guantanamo BayNaval Base, Cuba, on20 January 2002.

c. (S) Reasons for Transfer to JTF GTMO: To provide information on:

o An alleged Al-Qaida connected doctor located in the Sahet Am neighborhood inJalalabad, AF.

d. (S//NF) Reasons for Continued Detention in Another Country:

r (S/A{F) Senior Al-Qaida operative Abu Zubaydah identified detainee from a photo asAlgerian national Abu Ahmad, who was sent to Afghanistan from Europe by the Algerian Groupand trained at the Khalden camp.

o Abu Zubaydah recalled having seen detainee at the Algerian guesthouse inJalalabad, AF. Zubaydah also identified detairiee as someone he sent pictures of to Sa'id Al-Kurdi, a passport facilitator in Belgium who provided fake passports to Zttbaydah.

o (Analyst note: During an interrogation on 8 June 2004, detainee spoke brieflyabout his being trained at the Khalden camp, but he later denied everything, saying he had neverbeen there and had not received any kind of training while in Afghanistan. Detainee denieshtowing Abu Zubaydah and has no explanation as to how Zubaydah had been able to recognizehim. Detainee also claims never to have stayed in the Algerian guesthouse in Jalalabad, AF.)

o (S/A{F) ISN US9SY-000489DP identified detainee as being a member of theJema'ah Islamiyah Muqatilah (JlvI), which is closely connected with the Salafist Group forPreaching and Combat (GSPC).

o ISN 489 stated that the JIM is based in Algeria, but does most of its operations inLibya and is responsible for many murders in Westem Libya. ISN 489 funher identifieddetainee as having lived in Algeria, Germany, and England, and as being a close friend of AbuHanzaAl-Musri, the Imam of the Finsbury Park Mosque

o (Analyst note: Based on previous information provided by other detainees,anyone attending the Finsbury Park and Brixton mosques would be able to identify theleadership and the extreme brands of Islam preached there. However, detainee denies htowingAl-Musri, who is widely recognized in Finsbury Park.)

o ISN 489's identification of the JIM may be misleading. It's possible that he isreferring to the Libyan Islamic Fighting Group (LIFG), but more likely he was identifying theArmed Islamic Group (GIA).

o During the time detainee was in Germany, an Algerian named Yahia operatedunder the Franffurt, GM, cell of the Salafist Groupfor Preaching and Combat (GSPC). h isassessed that detainee sold drugs with Yahia and Uthman to raisefunds for the GSPC.

o The GSPC is a Tier I tenorist group. Tier I groups are defined as those that havedemonstrated the intention and the capability to attack US persons or interests.

o The GIA is a Tier 2 terrorist group. Tier 2 groups are defined as those that havedemonstrated both the intention and the capability to attack US persons and interests, but arebelieved to pose somewhat less threat to US interests around the world than Tier I groups.)

e. (S) Intelligence Focus: JTF GTMO has determined that this detainee is of mediumintelligence value due to his knowledge of:

o Salafist Group for Preaching and Combat and the GIA:o Leadershipo Fundraisingo Recruitingo Associations with, and support ol the Taliban in Afghanistan, and Al-Qaida in

Europe, Pakistan and Afghanistan.o Operations in Algeriao Membershipo Facilities

o Al-Qaida:o Operations in Afghanistano Small-unit to mid-level leaderso Use of safehouses in Pakistan and Afghanistano Acquisition and production of fake passportso Future operations

o Leadership, members, and radical teachings in London, UK, mosques.

4. (S) Detainee's Conduct: Detainee's overall behavior has been generally non-compliant andaggressive. Detainee has had numerous incidents of hitting, grabbing, and threatening to kill ormutilate guards. Detainee also has several incidents of spitting and throwing urine and otherfluids on guards. Detainee has had several instances of refusals and failures to follow theguards' instructions. Detainee has also had numerous incidents of possessing contraband itemsin his cell (food items and plastic eating utensils) and several occurrences of unauthorized cross-block talking.

5. (S) EC Status: Detainee's enemy combatant status was reassessed on 24February 2004, andhe remains an enemy combatant.

6. (S) JTF GTMO Assessment:

a. (S) Summary: It is assessed that this detainee is a member of the Salafist Group forPreaching and Combat, and Al-Qaida's global terrorist network. Detainee is associated withknown terrorist organizations and supporters and has been identified as having participated interrorist training; however, detainee does not appear to be a senior leader. Detainee hasdemonstrated at least some level of commitment to jihad by his associations and his travelpatterns. Detainee has generally been cooperative during intenogations but at times has been

uncooperative and obstinate. It has been determined that the detainee poses a medium risk, as hemay pose a threat to the US, its interests and allies.

b. (S) Recommendation: JTF GTMO recommends this detainee be transferred to thecontrol of another country for continued detention.

7. (S) Coordination: JTF GTMO notified the Criminal Investigative Task Force (CITF) of thisrecommendation on 16 July 04. In the interest of national security and pursuant to an agreementbetween the CITF and JTF GTMO Commanders, JTF GTMO will defer to CITF's assessmentthat the detainee poses a high risk.
