I. GENERAL REQUIREMENTS

1. SUMARY OF WORK

The scope of these technical specifications is to improve the conditions of the US Chief Mission Residence’s tennis court located at Setor De Habitações Individuais Sul, QI 26, Chácara 30, in Brasília, Brazil.

2. DEFINITIONS

In all documents related to these specifications, the following words and expressions shall have the meanings hereby assigned to them except where the context otherwise requires:

“OWNER” as referred in these Documents means The Embassy of The United States of America in Brasília, Brazil.

“CONTRACTOR” means the person or persons, firm or company whose tender has been accepted by the Owner and with whom a Contract can be signed.

“A & E CONSULTANT” means ATRIA Arquitetos Ltda, registered under the number CNPJ 05.126.328/0001-72, located in SCLS 208 Bloco C Loja 34 in Brasilia, Distrito Federal, Brazil, their successors or assigns, who has a contract agreement with the Owner to design the Project, to elaborate Technical Specifications and to supervision and inspection of Work execution and the remedying of any defects therein, and are legally qualified to carry out the supervision of the works.

3. RELATED DOCUMENTS

The works included in this Section shall observe the design (documents and drawings), national and International codes and regulations, as well as general provisions of the Construction Contract and addenda.

All services must be executed observing the Brazilian Technical Standards of ABNT (Associação Brasileira de Normas Técnicas) and all the indicatives and requirements contained in the Architectural and Complementary Construction Documents and in these Specifications.

In case of discrepancy the following interpretation rules shall apply:

Between documents and drawings, documents prevail;

Between detailed drawings and general drawings, detailed drawings prevail;

Between different documents, the following order of priority shall apply: reports, technical specifications, bills of quantities;

Between architectural projects and engineering projects documentations, architectural project prevail.

Should any discrepancy occur, the Client will be notified by the General Contractor in writing, and will interpret and decide in accordance with the applicable provisions of the Contract.

All documentation and/or communication to be presented by the Contractor, weather during biding procedure or after contract award shall be conducted in English language. Should any discrepancy occur between English and Portuguese, English will prevail (exception to the Brazilian Regulations written originally in Portuguese).

4. GENERAL OBLIGATIONS

The General Contractor and the Sub-Contractors shall observe all laws, codes and any other legal or technical regulations in force in Brazil. The General Contractor and the Sub-Contractors shall use the Site only for the purpose of execution of the Works.

The General Contractor and the Sub-Contractors shall observe all national and local regulations related to Work Safety, and the Safety and Health Plan issued first by the A & E Consultant and developed by the General Contractor and Sub-Contractors.

The General Contractor and the Sub-Contractors shall observe all national and local regulations related to Fire Safety.

The General Contractor and the Sub-Contractors shall observe all national and local regulations related to the protection of the environment.

Before starting any works, the General Contractor and the Sub-Contractors shall identify all existing pipes, cables and other utilities, and will take appropriate measures to protect them and to prevent any damage, or to dismantle them if this is the case.

All the service must be executed observing the Technical Standards of ABNT and all the indicatives and requirements contained in the Architectural and Complementary Executive Projects and in these Specifications.

5. TEMPORARY WORKS AND SERVICES

The General Contractor and the Sub-Contractors shall provide all temporary works and services described in the Construction Contract, including temporary safe access to adjacent buildings, drainage, watchmen, site accommodation, storage sheds, screens, signboards, site utilities, etc.

6. ADMINISTRATION AND ATTENDANCE

The General Contractor shall attend project coordination and preconstruction meetings, as well as the invited Sub- Contractors. The General Contractor shall notify the A & E CONSULTANT and the OWNER about the Sub- Contractors to be invited, one week before the meeting dates.

The General Contractor shall attend weekly site meetings, as well as the invited Sub- Contractors.

The General CONTRACTOR has the responsibility of coordination between different trades in contact, and of the coordination meetings as well. In case of discrepancy, the A & E CONSULTANT will be notified and invited to such meetings, one week before the meeting date.

7. QUALITY CONTROL

Source Quality control procedures and Field Quality control procedures shall be systematically accomplished during the whole construction period and according to the contract agreement and Brazilian regulations for the case. A monthly quality report must be delivered to A & E CONSULTANT.

Testing Laboratory Services shall be executed for the construction elements (concrete, steel, masonry and etc.) according to Brazilian NBR regulations applicable to the case. All costs involving testing laboratory services will be taken on solely by the Contractor.

8. CONSTRUCTION PROGRAM DOCUMENTATION

The General Contractor has the responsibility of maintaining a weekly and a monthly construction progress schedule. All schedules must be delivered by the Contractor to A & E CONSULTANT on a monthly basis procedure accompanied by a “Construction Progress Report” and as established on the conditions of contract to be signed by the parties.

The General Contractor has the responsibility of maintaining a monthly photographic documentation of the construction progress. All photographs must be distributed by the Contractor to A & E Consultant and the Owner on a weekly basis by digital access.

Any special procedures and Governmental Safety Requirements made by the Owner must be respected by the Contractor.

9. SUBMITAL PROCEDURES AND MATERIALS

All shop drawings, product data and samples must be presented by the A & E Consultant to the Owner before use in the construction. Materials shall be used only after Owner approval and requirements and if in accordance to the project and all technical specification.

The Procedures and the Shop Drawings will be submitted for the Owner’s approval, according to the contents described in each section of the Technical Specifications. The submittals will include three copies, one for the General Contractor, one for the Owner, one for the A & E Consultant.

Procedures and Shop Drawings submissions will be made according to a Submission Schedule proposed by the General Contractor, no later than 15 working days after the Construction Agreement is signed, and approved by the Owner, no later than 5 working days after the schedule is received.

All materials included in the Works will be new.

It will be expressly forbidden to keep materials on the building site that do not meet the quality control specifications.

Technical Data for all materials will be submitted for the Owner’s approval, according to the contents described in each section of the Technical Specifications. The submittals will include three copies, one for the General Contractor, one for the Owner, one for the A & E Consultant.

Technical Data submissions will be made according to a Submission Schedule proposed by the General Contractor, not later than 30 calendar days after the Construction Agreement was signed, and approved by the Owner, not later than 15 calendar days after the schedule was received.

Samples for all visible materials will be submitted for the Owner’s approval, according to the contents described in each section of the Technical Specifications. The submittals will include two pieces, one for the General Contractor, and one for the Owner.

Samples submissions will be made according to a Submission Schedule proposed by the General Contractor, not later than 30 calendar days after the Construction Agreement was signed, and approved by the Owner, not later than 15 calendar days after the schedule was received.

All materials will be handled and stored in a manner that prevents any damage or failure.

Any modification in the architectural and engineering design can only occur after formal authorization of the A & E Consultant and the Owner. Failure to attend this item will entail the reconstruction of the stage according to the original project and in the penalties provided in the contract.

The replacement of specified materials can only occur when justified and requested in writing by the CONTRACTOR and after the formal authorization of the A & E CONSULTANT and the OWNER, for each particular case.

10. COMPLEMENT TO THE DESIGN

During construction, the Contractor may submit complementary drawings to the projects, and may also elaborate, according to the needs of the work, complements of execution details, which shall be previously examined and approved by the A & E CONSULTANT before use in the construction.

11. ADMINISTRATIVE REQUIREMENTS

All construction management will be the responsibility of the Contractor.

The management will be carried out by a A & E CONSULTANT, a Civil Engineer, a General Manager and other professionals required to achieve the services, in accordance with what is established in the contract agreement signed by the parties involved.

For the perfect execution and completion of the works and services referred to in the present specifications, the Contractor undertakes, under the legal responsibilities in force, to provide all technical and administrative assistance necessary to ensure proper progress to the works throughout the contractual term and Its possible extensions.

The contractor will be also responsible for multiple contract coordination with all its sub-contractors and other specialized firms involved in the construction.

The supervision of the construction site will be carried out by means of monitoring and alarm system to be contracted by the Contractor directly from a specialized company under the management of the Contractor.

12. TEMPORARY FACILITIES AND CONTROLS

All temporary facilities and/or infrastructure, such as, but not limited to, Electricity, Fire Protection, Fuel Oil, Lighting, Telecommunications and water, necessary to the full completion of the works shall be coordinated and executed directly by the Contractor. Any type of

undercurrent of temporary facilities or required approval in government agencies shall be administered and funded directly by the Contractor.

During construction temporary structures, such as, but not limited to, temporary bridges, decking, ramps, runarounds, aids, elevators, cranes must be coordinated and executed by the Contractor. All Brazilian labor and security regulations applicable to the case must be followed by the contractor.

The Contractor will be totally responsible for execution and control of all temporary accesses, such as, but not limited to, access and parking, temporary access roads, parking areas, traffic control, barriers and enclosures, fencing, tree and plant protection, erosion and sediment control and environmental controls must be coordinated and executed by the Contractor. All Brazilian labor and security regulations applicable to the case must be followed by the contractor. Any type of undercurrent of temporary facilities or required approval in government agencies shall be administered and funded directly by the contractor.

The CONTRACTOR will execute, where necessary, the relocation of facilities (poles, wires, nets, pipes, etc.) existing in the areas of influence of the construction in order to allow the achievement of the work, all in compliance of the architectural projects and installations.

Contractor will be the sole responsible for managing the site during construction. Special management procedures shall be installed in order to guarantee the site temporary signage and Site Watering for Dust Control in order to avoid disturbance to the neighborhood.

13. PROGRESS CLEANING AND FINAL CLEANING

Contractor shall control cleaning and waste management. All waste coming from the construction site must be transported by authorized and licensed specialized firms. The destination of any debris will under full responsibility of the Contractor.

In the final delivery of the work, the Contractor will be responsible for the complete final cleaning of the land and renovated buildings. Final cleaning will be grounds for inspection by the A & E CONSULTANT and Owner. The final cleaning must be carried out with adequate equipment for each of the materials used in the construction, being the total technical and financial responsibility of the Contractor.

14. STARTING AND ADJUSTING

The CONTRACTOR shall be the sole responsible to undertake all checkout procedures and startup procedures before starting construction.

II. DEMOLITIONS

Any services related to demolition of the existing tennis court, including structures, concrete base, subfloor, finishes, equipment, utility lines and fence shall be carried out under the responsibility and cost of the Contractor.

If any existing foundation element or debris (subsurface piles, foundation blocks, subsurface beams and etc.) is found on or under the ground, its excavation, demolition and transportation will be of full responsibility and cost of the Contractor.

Any exploratory excavations before construction award and during construction shall be executed by the Contractor under its own responsibility and expenses.

Any damage to the existing facilities caused by the demolition services will be repaired by the constructor, at his own expenses, as soon as possible.

The demolitions and removals will start only when the contractor is ready to move forward with the following phases, in order to minimize the timeframe of works.

The contractor will be responsible for any demolition and reconstruction of elements in disagreement with the projects.

All debris coming from the construction site will be properly handled and recycled.

III. ASPHALTIC FLOOR

When the demolition work is finalized, the Contractor shall proceed with the installation of the asphaltic floor for the Chief of Mission Residence’s Tennis Court. These paving shall be installed after the compaction of the subgrade, and have an asphaltic base with acrylic-polyvinylic coating, insensitive to variations in temperatures and inclement weather. This is a monolithic floor with no expansion joints. The paving shall have an inclination of 1% toward the drainage system, as indicated in the Construction Document.

All materials specified and cited in this document must comply with the respective Brazilian technical standards.

1. ASPHALTIC BASE

SUBGRADE

The Contractor must execute the earthwork before the asphaltic floor installation. The soil must have more than 95% of compaction, offering stability. Also, must be free of debris and organic matter.

PERIMETRAL RETAING WALLS

The retaining walls will be made of concrete blocks. The walls shall follow the inclination of the court’s floor and shall be laid down with optical level monitoring.

ASPHALTIC BASE

The asphalt base must have a minimum finished thickness of 10cm, must be composed of stone powder layer (5cm) , stone and asphalt layer (3cm) and hail and asphalt layer (1cm), emulsified in asphalt (minimum consumption of 2200 kg of asphalt emulsion), leveled and compacted with self-propelled vibratory smooth roller.

2. LISONDA VINYL ACRYLIC COATING

The Lisonda vinyl acrylic coating must be installed according to the technical manuals of the manufacturers. The placement of the finish can only be done after the verification of the entire support asphaltic base;

A layer of BARRAGRT asphaltic sealant shall be applied on the asphaltic base.

A layer of BARRACUSH, resin with acrylic elastomeric base and fine granular SBR rubber, shall be laid down. This layer shall create a ultra-soft buffer for impact absorptions.

A minimum of 2 layers of curing resin, BARRAMASTIC, (minimum consumption of 1000 kg before dilution with water) shall be applied on the asphaltic base for regularization.

Finally a minimum 1 layer of pigmented acrylic-vinyl resin, BARRACOTE in green and dark green colors, as indicated on the diagram below, with inorganic pigments, shall be applied with roller.

The demarcation of tennis court lines shall be made with acrylic paint, BARRALINE, according to with the official rules of the sport.

IV. DRAINAGE AND WATERPROOFING

1. GENERAL

In order to protect the Tennis Court and the fence from humidity and storm water runoff, they shall receive waterproofing and insulation treatments. Substrate must be prepared as follows:

Comply with manufacturers' instructions to prepare substrate to receive waterproofing membrane system.

Verify that penetrations, expansion joints, and blocking are in place and secured.

Clean substrate of dust, debris, and other substances detrimental to waterproofing system installation. Remove sharp projections.

Install cant strips, flashings, and accessory items as shown and as recommended by manufacturer.

Prime substrate where recommended by manufacturer of materials being installed.

Prevent compounds from entering and clogging drains and conductors and from spilling or migrating onto surfaces of other work.

2. DAMPPROOFING AND WATERPROOFING

The existing tennis court is located in a lower area of the terrain. This location generates

problems of infiltrations from the rain water runoff. The new tennis court will be built in the

same location as the old one. In order to avoid problems with humidity and infiltration, the

existing gutters must be replaced with a Macdrain FP drainage system. This drainage system

must be installed along two sides (front and left) of the Tennis Court, according to the

Construction Documents, where the terrain presents two steep slopes . The membrane shall

be applied along the Tennis Court retaining walls.

Due to the ease in installation and the safety of the system, it is recommended to use the

drainage system Macdrain FP from Maccaferri, or similar, to be applied according to the

manufacture’s recommendation.

Also as part of the drainage infrastructure system the drain tubes which shall be flexible and

manufactured in high density polyethylene (HDPE - PEAD). They shall be resistant to the attack

of chemical and biochemical substances, has low internal friction and great resistance to

natural agents. The drain tubes follow the size standards in accordance with the current

Brazilian standard for this product. They have high resistance to mechanical stresses and the

attack of chemical substances captured or environment. They have reduced weight and are

available in rolls, in gauges of 65, 100 and 160 mm, or in bars, in the gauge of 200 mm.

HDPE (PEAD) Drainage Tubes

The drainage system shall be properly connected to the site’s existing rain water network.

V. TENNIS COURT FENCE

On three sides of the Tennis Court shall be installed a galvanized fence coated with PVC, the

location and the dimensions of the fence are indicated in the Construction Drawings.

The Contractor will provide calculations and construction documents for the structure of the

fence which shall correspond to all the provisions of the Brazilian norms and regulations in

force.

METALLIC STRUCTURE The fence’s structure is composed of tubular metallic profiles at 3m distance between each

other and braces 45° inclined at the corners of the tennis court, as indicated in the

Construction Drawings. All tubular structure must be galvanized and treated with wash primer

painted in dark green, with a diameter of 48.3mm and a thickness of 2.30mm.

The selection of materials used and the execution of the structure in all its stages should follow the recommendations and methods indicated in the relative norm. The execution of the metal structure must meet conditions of durability adequate to the conditions of exposure and use of the structure.

The execution of any part of the structure implies the full responsibility of the Contractor for its resistance and stability.

METAL MESH Within the fence’s structure shall be installed a dark green metal mesh 2”x2” with galvanized

wire 12 coated with PVC, installed with special stainless steel tensioners, with gate.

The fences heights and the position of the gate are indicated in the Construction Drawings.

VI. SPECIAL EQUIPMENT

NET Two metal poles shall be built on the positions indicated in the Construction Documents. The

poles shall have concrete footing.

The net shall be installed on the metal pole according to the supplier’s technical manual. And it

must be double-serve reinforced with three 1.8mm tarps, triple stitching and steel cable.

VII. LIGHTING

The existing Tennis Court’s lighting fixtures shall be maintained.

If, during the new Tennis Court’s construction process, it is necessary to remove the existing

lighting poles and/or its foundations, the Contractor shall reinstall the same poles in their

original location once the service is finalized.

Any damages to the existing lighting poles caused by the demolition and construction services

will be repaired by the Contractor, at his own expenses immediately. If one of the existing

lighting poles gets damaged and can not be repaired all the poles shall be replaced.

VIII. EXTERIOR IMPROVEMENTS

The lawn affeted by the works must be repaired by the CONTRACTOR.

The same existent species must be replanted. The species to be used will be aproved by the Owner.

The affected piece of land must be cleaned in its entirety: building debris, debris, trash, stones, woody remains. The debris must be totally removed, it will not be admitted in any case that it is buried. Residual weeds should also be carefully removed, making sure that no seeds are left in place. The remains of herbaceous or semi-woody vegetation can be incorporated into the ground in conditions that can rot.

The inadequate soil, that is, compacted, subsoil with excess of debris, must be replaced by another one with constitution, porosity, structure and permeability adequate to the good development of the planted species.

IX. APPENDIX – GEOTECHNICAL SURVEY

The structure and the foundation solution shall be conceived on the basis of the geotechnical survey performed by ROMES CORRÊA, as per this appendix.

GEOTECHNICAL CONDITIONS ON SITE

Two holes were executed and performed with Simple Percussion without water circulation as the guide pipe used had a nominal diameter of 63.5mm.

The perforation was completed in 7.74m. During the tests execution was observed resistance by the ground to the penetration of the keg sampler, with an internal diameter of 34.9mm and an external diameter of 50.8mm

The number of hits of 65Kg of weight, falling form a height of 75cm, necessary to dig 30cm of the keg sampler, indicates the compactness (sand and silt) and consistency (clay).
