1. Module Overview
1.1 Introduction
1.1.1 Objective
The [HKAT] (Hong Kong Attainment Tests) module in WebSAMS is a facility for primary and secondary schools to analyse the scores obtained by students in the HKAT for the three subjects of Chinese, English and Mathematics from Primary 1 to Primary 6 and Secondary 1 to Secondary 3. With the results of the analyses, schools can:
a. assess students’ achievement in the three subjects of Chinese, English and Mathematics;
b. diagnose students’ areas of strength and weakness in the three subjects;
c. identify students for remedial and enhancement measures;
d. stream or group the Secondary 1 entrants according to their performance in the Secondary 1A (S1A) Tests; and
e. monitor the standards of the three basic subjects across years and levels. The functions in WebSAMS allow school
a. to capture students’ raw scores in the HKAT;
b. to convert automatically the raw scores, including the sectional and total scores, into standardized scores and percentiles;
c. to compute summary statistics: frequency counts, mean and standard deviations of the total and sectional scores by class or by level;
d. to report students’ performance in the HKAT;
e. to trace students’ performance in the HKAT;
f. to stream and group students according to their performance in the HKAT;
g. to assign classes for S1 entrants according to their performance in the HKAT S1A Tests;
h. to send students’ HKAT raw scores to Education Bureau (EDB) by electronic communication; and
i. to import test information and norm tables from EDB by electronic communication.

2 Operation Procedures
2.1 Setup Parameters
Users can select the HKAT parameter type before maintenance. There are two types of parameters:

Grade Range Table
2.1.1 Maintain Score Input Level
Function Description
This function allows users to choose the score input method: whether to input the total scores or sectional scores obtained by students for the subjects of Chinese, English and Mathematics.
Pre-requisites
N/A
User Procedures
1. Click [HKAT] [Setup] on the left menu.
2. Select the Maintain Score Input Level and School Year. The current school year is set as the default. Users can modify the Input Score Level for past school years. The School Level and School Session will be available for selection if the schools have multiple levels and sessions and the users have logged in with a user account for all the levels and sessions.

3. Click the [Search] button.
4. Select a Score Input Method.

Post-effects
The new score input level is successfully saved.
Notes
1. Allow users to modify the score entry type for past year records.
2. When the input score level is changed from Sectional to Total and there are already scores entered by sections, the system will prompt users whether to delete the Sectional Score records and then prompt them whether to keep the total score computed in Input Sectional Score method.
3. When the score input level is changed from Total to Sectional and there are
already scores entered by Total, users will be prompted with the following message and they have to decide whether to go ahead and delete the total scores previously entered.
4. In inter-year processing, the system will set the input score method
according to the previous year. If there are no records for previous years, it will be defaulted to Sectional Score.

2.1.2 Maintain Grade Range
Function Description
This function allows users to adjust the default setting of the range of percentiles for each grade.
Pre-requisites
N/A

1. Click [HKAT] [Setup] in the left menu.
2. Select the Maintain Grade Range.
3. Click the [Search] button.

4. Click the [Edit] button.
5. Check the box beside a particular grade to select it.
6. Enter the ranges of percentiles for the selected grades. The percentile entered to a grade must be fewer than the minimum value of the range of its preceding grade.

7. (Click the [Default Value] button to reset to default value.)
8. Click the [Save] button.
9. If there is any value detected as invalid, the system will not save the changes and users should check and make appropriate amendments before saving again.
Post-effects
If no invalid values are detected, the system will save all the changes and return to the screen of display mode which shows the updated Grade Range Table.
Notes
1. Only the selected grade will be used.
2. If a grade is unchecked, all the grades that are lower than the grade will be unchecked automatically.

2.2 Score Input Form
Function Description
This function allows users to produce a form to facilitate inputting students’ scores for the subjects of Chinese, English and Mathematics in a class / level. It also enables users to identify the students to be sampled.
Pre-requisites
Adobe Acrobat Reader and Microsoft Office 2000 are required to be installed to view the report
User Procedures
1. Click [HKAT] [Score Input From] on the left menu.
2. Select the School Year, School Level, School Session, Class Level, Class Name, Test Level, Subject and Format. The School Level and School Session will be available for selection if the schools have multiple levels and sessions and users have logged in with a user account for all the levels and sessions.
3. Put a tick in the box of [Sampled Students Only] if users want to produce the form for sampled students only.
4. Click the [Preview & Print] button.
5. The Score Input Form will be displayed in a new pop-up window.The users
may choose to print the form or export it to a file.Post-effects

2.3 Score Maintenance
These function allow users to edit the scores obtained by students or by batch for the subjects of Chinese, English and Mathematics. The score entry method will depend on the HKAT parameters that have been setup.
2.3.1 Data Entry
Function Description
This function allows users to edit the scores obtained by students for the subjects of Chinese, English and Mathematics.
Pre-requisites

User Procedures
1. Click [HKAT] [Score Maintenance] [Data Entry] on the left menu.
2. Select the School Year, School Level, School Session, Class Level, Class Name, Test Level and Subject. The School Level and School Session will be available for selection if the schools have multiple levels and sessions and users have logged in with a user account for all the levels and sessions.
3. Select the Filter. Users can enter scores for students based on two options:
All Students
Sampled Students
4. Click the [Search] button.

5. The searching criteria are shown in the upper part of the screen and the
retrieved records are listed in the table below the searching criteria.
6. Move between the data fields by Tab key or cursor / pointer. In the data fields, enter the sectional raw scores or the total scores obtained by the students. If users are entering sectional scores, the system will automatically sum up the sectional scores to form the total scores in the column “Total”.
7. For the students who are absent from the test, users should check the boxes of absence indicator in the column “Abs.”
8. Click the [Save] to save the scores entered.
9. Click the [Delete Scores] to clear all the scores for the students listed. Users will be prompted for confirmation before the system deletes the scores. Users will be prompted if there are no scores to be deleted.

The scores entered are saved / deleted successfully.

Notes
1. The system sorts students by class number; however, if class number does not exist (usually for S1A students), the system will sort the students by alphabetical order of their English name.
2. If scores have been entered for a student and users clicked on the absent checkbox, they will be prompted with the following message to confirm.
3. If a student is marked as absent, users can still enter the scores and the
student will automatically become un-marked.
4. If the scores exceed the maximum value, users will be prompted with the following message.
5. If an invalid number e.g. A is entered in the scores textbox, users will be
prompted with the following message.
6. If all the scores for a particular student are empty, the system will prompt
users whether to mark the student as absent or to leave it as not entered.

7. If not all the sections scores are filled up for one or many students, users will be prompted with the following message.
8. We can save if and only if all scores for a particular student are filled or
empty.
2.3.2 Export
Function Description
This function allows users to export the scores of students.

1. Click [HKAT] [Score Maintenance] [Export] on the left menu.
2. Select the School Year, School Level, School Session, Class Level, Class Name, Test Level and Subject. The School Level and School Session will be available for selection if the schools have multiple levels and sessions and users have logged in with a user account for all the levels and sessions.

6. User clicks [Back] button, the page [S-HKA09-01] HKAT > Score
Maintenance > Export will be directed to and the searching criteria are kept. 7. User selects the checkbox of student records in the grid, clicks [Export]
button, a file in MS-Excel format (or ZIP format) will be exported.
Post-effects
The scores of students who matched the searching criteria can be exported successfully.

Notes
1. Each class and subject will be exported as a single MS-Excel format file and the file name will be HKAT_{Class Level}_{Class Code}_{HKAT Subject Code}_{Subject Name in English}.xls.
For example:
HKAT_S1_1A_1_Chinese.xls
2. If more than one Subject is selected, that means more than one MS-Excel file format will be generated. They will be contained in a zip file.
For example:
HKAT_scores.zip

3. If user selects Unassigned as Class Name, students who are not assigned
to any class will be searched as result and exported in MS-Excel with name in format HKAT_{Class Level}_UNASSIGNED_{HKAT Subject Code}_{Subject Name in English}.xls.
For example:
HKAT_ S1_UNASSIGNED_2_English.xls
4. The layout of exported excel depends on the Score Input Method selected
in page [S-HKA01-02] HKAT > Setup.
2.3.3 Import
Function Description
This function allows users to import the student scores obtained by batch of students for the subjects Chinese, English and Mathematics
Pre-requisites
N/A.
User Procedures
1. Click [HKAT] [Score Maintenance] [Import] on the left menu.

2. Click the [Browse] button and select file to import. Selected file can be excel or zip file only.
3. Click the [Import] button to obtain students’ scores.
4. If the column “To override the existing score(s)” was shown in students’ information, user can select this button to take further action on the student score:
Yes: Import and override the score in HKAT
No: Do not import the score
5. Click [Import] button to update student score(s).
6. Click [Back] button, the page [S-HKA11-01] HKAT > Score Maintenance > Import will be directed.

7. Display ‘Data imported successfully’

2.4 Score Entry Status
Function Description
The function allows users to check the score entry status of classes in the subjects Chinese, English and Mathematics.
Pre-requisites
N/A
User Procedures
1. Click [HKAT] [Score Entry Status] on the left menu.
2. Select the School Year, School Level, School Session and Filter. The School Level and School Session will be available for selection if the schools have multiple levels and sessions and users have logged in with a user account for all the levels and sessions.
3. (Check the Sample Student Only box to search the sampled students only.)

The status for the scores entry is displayed accordingly.
Notes
1. Raw Score Entered
Shows the classes and students not assigned to any class which have scores entered for ALL students (depending on whether sampled students are selected in the search criteria – if selected, it is ALL sampled students)
2. Raw Score Not Entered
Shows the classes and students not assigned to any class which scores have not been entered for at least 1 student (depending on whether sampled student is selected in the search criteria – if selected, it is 1 sampled student).

2.5 Allocation (S1)
Users can assign classes to S1 entrants according to their performance in the S1A tests of Chinese, English and Mathematics. The users may choose to allocate classes only to those students that have not been assigned to any class. There are totally two types of allocation method:
Manual Allocation method
Automatic Allocation method
2.5.1 Manual Allocation method
Function Description
This function allows users to assign classes for S1 entrants according to their performance in the S1A Tests for the subjects of Chinese, English and Mathematics manually.
Pre-requisites
Users have entered S1A results for the S1 students that intended to be allocated classes.
User Procedures
1. Click [HKAT] [Allocation (S1)] on the left menu.
2. Select the School Year, School Session, First Sorting Criteria, Second Sorting Criteria and Order.
3. Check the [Exclude Students With Classes Allocated] to select the list of students who do not have any classes allocated yet.

4. Click the [Manual] button.
5. Check the box to select students to be assigned.
6. Select target class / unassigned. The number of students to be selected and number of students in each class before allocation are shown alongside for reference.

7. Click the [Save] button.
Post-effects
The selected students are assigned with new classes or unassigned successfully.
Notes
1. Users may select to assign / unassigned the class for one or more students at one time.
2. If a student record is locked in the Student module, the class allocation will be fail for that student and a message will be displayed.
3. If there are more than 50 students selected for assignment, users will be warned with the following message.

2.5.2 Automatic Allocation method
Function Description
This function allows users to assign classes for S1 entrants according to their performance in the S1A Tests for the subjects of Chinese, English and Mathematics automatically. There are four allocation methods:
Even Allocation
Wrap Around Allocation
Sequential Allocation
Cascade Even Allocation
Pre-requisites
Users have entered S1A results for the S1 students that intended to be allocated classes.
User Procedures
1. Click [HKAT] [Allocation (S1)] on the left menu.
2. Select the School Year, First Sorting Criteria, Second Sorting Criteria and Order.
3. Check the [Exclude Students With Classes Allocated] to select the list of student who do not have any classes allocated yet.
4. Click the [Automatic] button.

5. Select the Allocation Method and Queue List Type.
6. Check the box to select classes for allocation.
7. Fill in the Target Assign Girl No. and Target Assign Boy No. (if any)
8. Click the [Allocate] button.
9. Verify the allocation results and click on the [Save] button to confirm the allocation.
10. For further changes, click the [Back] button and repeat from Step 5.
11. To view the allocation result, click [HKAT] [Allocation (S1)] on the left menu.
12. Uncheck the [Exclude Students With Classes Allocated].
13. Click the [Manual] button.

Post-effects
The selected students are assigned with new classes. To view the newly assigned classes for the students, users may use the HKAT > Allocation (S1) – Manual function which will list the students and classes.
Notes
1. If a student record is locked in the Student module, the class allocation will be fail for that student and a message will be displayed.
2. If there are more than 50 students selected for assignment, users will be warned with the following message.

3. Users can select to allocate by student’s sex or not (i.e. the queue list type):
By Sex - Both girls and boys are sorted separately by the same sorting criteria. Students will be allocated to the user specified classes from both sorted lists of boys and girls according to the number of boys and girls indicated by the users for each class.
Not by Sex - Both girls and boys are sorted together by the same sorting criteria. The students are selected sequentially and assigned to classes according to the number of students indicated by the users for each class.
4. In any of the four allocation methods, students are ordered by users selected sorting criteria. The ordered students are selected sequentially from the first to the last.

2.6 Score Extraction
Function Description
This function allows users to prepare sampled data and pass the data file to Data Communication environment. The sampling criteria (Date of Birth or Month of Birth) have been built into the Test Information Table and will be loaded to the system automatically.
Pre-requisites
The test information for the school year to be extracted exists in the system.
User Procedures
1. Click [HKAT] [Score Extraction] on the left menu.
2. Select the School Year and Test Level.
3. Click the [Check] button.
4. If raw scores are successfully extracted, the following message will be displayed:
“File successfully prepared. Please go to Data Communication > Prepare Outgoing Data to confirm file.”

Post-effects
1. Once successfully prepared, users can go to Data Communication > Prepare Outgoing Data to confirm or to cancel the preparation of the file.
2. The system will extract the necessary data and generate the file to be exported to EDB.
Notes
1. If the scores of some sampled students have not been fully entered and / or some students have been marked absent, users will be brought to the following screen “[S-HKA05-02] HKAT > Score Extraction” for printing the exception report.
2. The extraction process would be completed only when the raw scores of all
sampled students have been fully entered and all absentees have already been marked as absent.
3. Once the data files have been prepared, the raw scores cannot be modified unless users un-prepared or confirmed the data files in [Data Communication]
4. In case the raw scores of all sampled students have been fully entered but some students are marked as absent, users will be prompted to preview and print the exception report or to continue to prepare the raw score data.

This function allows users to import or export individual students’ HKAT records from / to other schools by using floppy diskettes.

This function allows users to export individual students’ HKAT records to floppy diskettes.

1. Click [HKAT] [Record Transfer] [Export] on the left menu.
2. Enter the search criteria and click the [Search] button to search for student record.
3. A list of matched student records is shown. Click on the Reg No hyperlink to select a student record to view.

4. Click the [Download] button.
Post-effects
The encrypted HKAT record of the selected student will be saved successfully upon user confirmation.

1. Users may provide all or part of the student information for partial search. ‘Not Assigned’ option for Class Name has been provided to search for students without assigned class. Records that match the searching criteria will be listed.
2. If the selected student does not have HKAT scores entered, users will be prompted upon clicking the [Download] button.
3. If there is only one student matching the searching criteria, users will be brought to the screen [S-HKA07-03] HKAT > Record Transfer > Export directly.

Function Description
This function allows users to import HKAT records of students transferred from other schools.
Pre-requisites

1. Click [HKAT] [Record Transfer] [Import] on the left menu.
2. Click the [Browse] button in this window to find the file from the local hard disk or floppy disk drive. (Users can fill in the local hard disk path in the text box to locate the file).After the file has been selected, the text box will be filled, and click [Import] button.
4. The system will find the matching student for the system based on the Student’s STRN. Imported student information and student information in your school database will be displayed for confirmation. Click the [Import] button to confirm.

The scores are successfully imported to the system.
Notes
1. If the system cannot find the specified file, users will be prompted with a message and the import is fail.
2. If the system is unable to find a matching student record based on the STRN, it will prompt users to search for the student whose HKAT records will be imported from the floppy disk.
3. If raw scores of the imported student have already existed, users will be prompted whether to overwrite the existing scores or not.
4. If raw scores of the imported student are detected to be from the same school, users will be prompted whether to carry on with the import process.
5. Imported scores from other schools will appear as read only and cannot be modified in Score Maintenance.

Adobe Acrobat Reader and Microsoft Office 2000 are required to be installed into the machine to view the reports
User Procedures
1. Click [HKAT] [Report] on the left menu.
2. Users can select another category and language. All reports under the selected category will be displayed.
3. Click on the Report Name (ID) link and a list of built-in and user-defined report templates is displayed.
4. Click on the Report Template link to generate the report.
5. The parameter screen for the selected report is displayed. Click on the [Preview & Print] to generate the report.

The reports provide information for assessing students’ achievement in the subjects of Chinese, English and Mathematics; diagnosing their areas of strengths and weaknesses in these subjects; identifying students for remedial and enhancement programs and monitoring the standards of students in these subjects.

The report provides information for assessing students’ achievement in the subjects of Chinese, English and Mathematics and monitoring the standards of students in these subjects across years and levels.

1.4 By Student / All Subjects – All Scores Report
This function allows users to generate a report showing the total scores (including the raw score, standardized score, percentile and grade) and all sectional percentiles and grades obtained by individual students in the subjects of Chinese, English and Mathematics.
The report enables users to have a better understanding of the student’s areas of strengths and weaknesses and standards in these basic subjects in comparison with the overall standards in Hong Kong. The report also provides students with feedback on their own performance.

This category allows users to generate a series of reports to trace the performance of students of the same class or level for the three subjects of Chinese, English and Mathematics from a specified school year to the previous school year. Users can select to print the hardcopy of the reports or save the reports to a file for further editing.
The reports enable users to plan teaching strategies at the beginning of the school year and check whether students have made improvement at the end of the school year. They also allow users to plot trend graph to reflect trends of performance.

This function creates all reports other than Report Students’ Performance and Trace Students’ Performance in the reporting function.

3.1 Sort and List Students’ Performance This function allows users to generate a report on the performance of students from different classes of the same level on the three basic subjects of Chinese, English and Mathematics. Users can generate the report in different sorting order – by the standardized scores of students for the subjects of Chinese, English and Mathematics and / or by sex as required.
a. Select the School Year, School Level, School Session, Class Level, Class Name, Test Level, First Sorting Criteria, Second Sorting Criteria and Format from the respective drop down lists.
b. Click the radio button to select sorting order.
c. Click the [Preview & Print] to create report in your selected format.
d. If users wish select more than one class, press the [Ctrl] Key when selecting classes.

3.2 Comparison of Students’ Performance
This function allows users to generate report to compare students’ performance of a level on the subjects of the Chinese, English and Mathematics from a school year to the same level of previous school years.
The report shows the raw scores, standardized scores and percentiles obtained by the students in the three subjects and the comparison with the overall standards in Hong Kong in the previous school years.
a. Select the School Year, School Level, School Session, Class
Level, Test Level, Trace Back To and Format from the respective drop down lists.
b. Click the [Preview & Print] to create report in your selected format.
c. If users wish to produce trend graphs, select [Graph] from the drop down list of [Format].
3.3 Parents’ Request Form
This function allows users to generate a form for parents to make requests for transferring their children’s HKAT records to other schools.

2.9.1 Prepare Outgoing Data
Function Description
This function allows users to confirm the raw scores data files in Data Communication environment and then pass the data to CDS.

1. Click [HKAT] [Data Communication] on the left menu.
2. Click the Prepare Outgoing Data tab.
3. Select the Preview Type.
4. Click the [Preview] button to preview the data file in a new window.
5. Users can click the [Un-prepare] button to delete the generated file from the system. Users can prepare the data file again by Score Extraction.
6. Click the [Confirm] button to confirm the data file.

2.9.3 Process Incoming Data
Function Description
This function allows users to import files of Test Information and Norm Tables disseminated by EDB through CDS. As Test Information and Norm Tables are imported automatically, this function is used only if the auto-import failed.
Pre-requisites
The CDS message must be decrypted in CDS > Incoming Msg.
User Procedures
1. Click [HKAT] [Data Communication] on the left menu.
2. Click the Process Incoming Data tab.
3. Select the data file to be imported.
