Academic partners Rt Hon David Willetts MP, Minister of State for Universities and Science
HEFCE 2012 Annual Conference:
There is an increased demand for courses to be delivered locally and the
government is negotiating bilateral agreements with a number of countries. He
wants Universities UK, The British Council and private companies to help expand
international education through:
– Overseas campuses e.g. University of Nottingham
– Shared postgraduate study e.g. exchange programmes
– Validation of courses
The government is committed to liberalisation of teaching and awarding powers
as David believes that they don’t have to go together at the same
institution. He wants a level playing field for HE provision no matter which
provides/ delivers the courses. The important part is the regulatory framework
and the student experience.
– Subject to Parliament, we expect to introduce the new regime from 2013/14.

Outcomes:
A Decision Tool reflecting a common policy to be used by the Institution/
Library
– to determine how these users relate to the current content
agreements in place with the Publisher
– For internal purposes with e.g. planning and research offices
– to provide to publishers in confidence /share with JISC Collections
– a common and transparent methodology
A Partner Fee structure negotiated with publishers for additional users
A Licence Schedule 3 showing the Partner Fee to pay based on the
additional FTE involved – if a fee is relevant
A Registry of Partnership Information held on JISC Collections website –
secure account area or KB+ ?

– a Policy Document
– a Checklist for Institutions to determine whether students at partner
organisations can be regarded as the Institution’s current students
and e-resource access can be provided or if these other users are

Finch Report: Recommendations
Extending access to NHS
During the period of transition to open access publishing worldwide, in
order to maximise access in the HE and health sectors to journals and
articles produced by authors in the UK and from across the world that are
not accessible on open access terms, funds should be found to extend
and rationalise current licences to cover all the institutions in those
sectors.
Small Medium Enterprises (SMEs)
Examine the feasibility of providing licensed access to journals for small
research - intensive enterprises with which universities have close
relationships.

Adapting the Academic Decision Tool for SMEs? Validation
JISC Collections
Approach: Validation
– Both Steps : “No” answers – separate agreements
– Step 1: “Yes” answers. Aim for inclusion in current licence
agreements:
• may grant access to small and medium sized enterprises that are
in partnership with the Licensee who have a research staff of less
than 10 researchers
• SMEs will NEVER afford the content they need until all OA
– Step 1: “No” answers. Step 2: “Yes” answers.
• Approach publishers for extended free trials
– Use/adapt NHS AHSC pilot as a model with publishers
• Elsevier proposal
• Establish usage levels of content and qualitative information
