• This presentation will provide useful insight on some of the additional considerations necessary to comply with PED 97/23/EC requirements for pressure equipment when using the ASME Codes and standards as the basis for design, manufacturing and testing.

Why Use ASME to Meet PED?

• Global familiarity with ASME Codes for design, materials fabrication and referenced standards such as SNT-TC-1A and Section IX

• Availability of commonly used materials such as A 106 and A 516 Grade 70 etc.

• Often preferred Code for Oil & Gas and other industries • Ease of use. Self contained with limited referral to

PED Requirements

• In order for a “Responsible Person” to place on the market an item of pressure equipment in the EEC and EEA, it must: ‒ Be safe. ‒ Meet the Essential Safety Requirements (ESR) of the PED

97/23/EC. ‒ Satisfy conformity assessment procedures and ‒ Carry the CE marking and other information

• Conformity assessment procedures: ‒ Are defined in modules selected by manufacturer based on the

equipment type and safety category ‒ Identify the responsibilities of manufacturer and Notified Bodies ‒ Prescribe documentation requirements for the Technical File ‒ Define the requirements for quality assurance programmes and

final assessment.

PED Requirements

• Justification of compliance with Essential Safety Requirements is the responsibility of the manufacturer. Either Harmonized Standards are used or if other Codes or standards that are technically equivalent are used, the Notified Body must attest that these are in conformity.

• Harmonized standards such as EN-15614 for welding and EN-473 for NDT are typical.

• Currently, there are not many European Approved Materials and use of ASME/ASTM materials is common when justified by a Particular Material Appraisal approved by a Notified Body for Categories III & IV.

• In most cases, the ASME code will meet several of the Essential Safety Requirements related to manufacture, however, additional considerations may need to be addressed for design, material, welding, NDT, testing, and final assessment of the equipment.

Selection of ASME Code

• Depending on the type of equipment to be installed, selection of the ASME Code will determine the amount of additional justification required.

• For Pressure Vessels, ASME Section VIII Divisions 1 & 2 are the most commonly used.

• In 2007, ASME Section VIII Div. 2 was issued as a re-write to be similar to EN-13445 (same safety factor) and provides guidance in meeting PED ESR requirements.

Selection of Conformity Assessment Procedure

• Selection of the conformity assessment procedure depends on the type of equipment, complexity of design and number of items to be manufactured to a specific “Type” design.

• For HRSG power plants, BOP and some associated items, Module G is required. The module B1 + F may apply for some piping systems with safety Category III. This fits well when Section I with B.31.1 is the construction Code selected and inspection requirements of the Code and Notified Body are simultaneously satisfied when the inspector is dual qualified as with most HSB GS Inspectors.

• Serial production pressure vessels using Section VIII can utilize the quality assurance modules with monitoring of final assessment. 17

Design

• Depending on the code of construction, design under the ASME Code requires only verification by the AI that the design is available or to review a selected number of the design calculations to verify compliance.

• Therefore for PED compliance to safety category III and IV pressure equipment, conformity assessment procedures require the design, as part of the technical file, be attested to meeting the PED requirements and approved by a Notified Body.

• When using Section VIII Div 2, the design is also certified by an RPE or an equivalently qualified competent person.

Material

• Material compliance under the PED depends on the application and safety category.

• All materials must be suitably ductile and tough and manufactured by an organization with a quality system approved by a European Accreditation Body – When using the ASME Code the pressure equipment manufacturer must

develop and approve Particular Material Appraisals (PMA) for each material used which is performed by a Notified Body.

– Material “type” certification must be compliant to EN 10204, and the material manufacturer must have a valid Quality Management System (QMS) registered through a “competent body” located in the EU.

Welding Material

• Welding consumables are treated as materials and must fulfil the relevant requirements of the ESR’s

• These requirements must be fulfilled for the deposited weld metal and the joined structure.

• The weld must be sufficiently ductile and tough. When carrying out weld procedure tests consideration should be given to impact testing if there is a risk of brittle fracture and an all weld tensile test to determine weld metal elongation.

Welding

• The directive refers to welding as permanent joining, (permanent joining could also include a wide variety of other joining processes which are outside the scope of this slide).

• The examinations and tests to approve welding procedures and personnel must be approved by a third party such as a Notified Body.

• ASME employer certification is not acceptable. These examination and tests must satisfy, or be equivalent to the requirements of the harmonised standards. (EN 15614 & EN 287.1)

• Although ASME Section IX may be used to establish the range of qualification(s), additional testing of the test coupon must be performed to harmonized standards. – For pressure equipment in categories II, III, and IV, procedure and

performance qualifications must be approved by a Notified Body or Recognized Third Party Organization (RTPO).

– Welder qualifications are only valid for a period of 24 months.

• For the PED, pressure equipment classified in categories III and IV, must have the examiners qualified by a Notified Body or RTPO. – It is the task of the Notified Body or RTPO to verify that the

certification criteria used in the pressure equipment manufacturer’s written practice is equivalent to the harmonized standard (EN 473).

– Pressure equipment classified in categories I and II, need only follow the ASME Code of construction used as the basis of design and fabrication.

Testing

• Testing requirements vary, based on the applicable ASME Code Section used as the basis of design and fabrication.

• For the final proof test, the PED limits the testing method to hydrostatic, with “alternative” testing approval required for pressure equipment classified in categories II, III, and IV. – The hydrostatic test pressure must be no less than;

• that corresponding to the maximum loading to which the pressure equipment may be subject in service taking into account its maximum allowable pressure and its maximum allowable temperature, multiplied by the coefficient 1,25, or

• the maximum allowable pressure multiplied by the coefficient 1,43, whichever is the greater.

• For filament wound GRP vessels, the hydrostatic test requirement of ASME Section X is 1.1 x Design Pressure and is compliant with Harmonized Standard EN-13128-3 when other requirements are satisfied to meet the PED.

Final Assessment

• There are no final assessment requirements established in the ASME Code. – Apart from witnessing the hydrostatic pressure test, the Authorized

Inspector is required to perform those inspections required by the construction Code and to satisfy himself that the pressure equipment complies.

– verify that the correct nameplate is applied and sign the Manufacturer’s Data Report (MDR).

– These may differ from the NoBo requirements.

Final Assessment (Cont.)

• PED requires a final inspection to assess visually and by examination of the accompanying documents compliance with the requirements of the Directive. Tests carried out during manufacture may be taken into account. Whenever practical on safety grounds, the final inspection must be carried out internally and externally on every part of the equipment. – Inspection of safety devices – Nameplate and operating instruction in the official language where

the pressure equipment is to be installed
