Hello. My name is Leon Zupan. I am the senior vice president of operations for Enbridge’s crude oil pipelines business. You have received this important safety information because your company is identified as being directly or indirectly involved in excavation-related work.

• Excavators: The size of the job doesn’t matter – if you are digging, you must first call 811 or your local One-Call Center to have underground utilities and pipelines marked. Digging without first calling can lead to devastating consequences, harming you and others around you, or disrupt utility service to an entire neighborhood and potentially result in fines and repair costs.

• Developers: We believe it’s essential that you know where our pipelines are located before you begin the planning process. In addition to checking with the local planning and zoning office, we encourage you to contact us directly to discuss pipeline location and what is, and is not, recommended near pipeline rights-of-way.

Dig Safely: Call before you dig, wait the required amount of time, respect the marks and dig with care. Pipeline markers will provide a general position of a buried pipeline but should never be used as a reference for the exact location of a pipeline.

Reliable, safedelivery of energyIn the United States alone, more than 2 million miles of pipelines deliver petroleum products and natural gas. Pipelines are the safest, most efficient and most reliable way to transport liquid and natural gas energy resources.

Call before you dig –it’s the lawHello. My name is Lamar, and I’m a safety coordinator for Enbridge in Superior, Wisconsin. It’s my job to promote the safety and health of our employees and of people who live and work near our operations. Digging without first calling 811 to locate buried utilities, including underground pipelines, is dangerous and can disrupt basic utility services. If you strike one of our pipelines, immediately walk to a safe area and call 911 and the Enbridge telephone number on a nearby marker or in this brochure.

Accidental pipeline strikes caused while digging in the right-of-way are a major source of pipeline damage and leaks. Such damage may not immediately result in a pipeline break but may weaken metal or remove the corrosion-preventing coating. This may lead to a pipeline leak months or even years later.

Although state regulations for digging and One-Call notification differ slightly, each state does require notification at least two days prior to the start of excavation. Your call to 811 is a FREE SERVICE. The One-Call Center will notify us or the appropriate utility that someone is proposing to dig near a pipeline or other buried utility. If we determine that the proposed work is on or near our right-of-way, an Enbridge representative will mark the location of our pipeline.

Our pipeline markers are located at varying intervals along the right-of-way and typically on both sides of road crossings. All pipeline markers provide a telephone number for reporting pipeline emergencies and indicate the product transported in that pipeline.

Do you know how to recognize a pipeline leak?The product transported in Enbridge’s nearby pipeline may be crude oil and, in some cases, natural gas liquids. If the Enbridge pipeline in your area transports natural gas liquids or if you are located near an Enbridge petroleum storage facility, additional information is included with this brochure.

If oil or natural gas liquids escape from a pipeline, they can be hazardous. Given our thorough maintenance, testing, training, monitoring and safety programs, a pipeline leak is unlikely. But if one were to occur, you might see, hear or smell one or more of the following leak indicators:

• Pool of liquid on the ground

• Discolored snow or vegetation

• Oily sheen on water surfaces

• A roaring, blowing or hissing sound

• An unusual petroleum, skunk or rotten egg odor

* Natural gas is essentially odorless. An odorant is often added for safety reasons near the point of consumption, but cross-country transmission and gathering pipelines like those operated by Enbridge typically transport natural gas without an odorant.

Never assume that a buried pipeline will be at a certain depth. Failure to call 811 for a locate may result in penalties and fines for each violation. Enbridge encourages everyone – even those subject to exemptions from the One-Call requirements – to call 811 before beginning any excavation.

What you should do if a pipeline leak occurs• If you are in a motorized vehicle or are operating equipment, you should turn the ignition off and walk away – upwind if possible.

• Leave the area and warn others to stay away.

• From a safe area, call 911 and then, if possible, call the Enbridge emergency number that you see on a pipeline marker or in this brochure.

• Avoid contact with pipeline contents and associated vapors.

Never attempt to operate pipeline valves or extinguish any pipeline fires. This could prolong or worsen an incident – or even cause another leak in the pipeline.

There’s a pipeline near youMy name is Ryan. I work in Enbridge’s Pipeline Integrity Department, which is responsible for managing a program

of preventive measures to promote safe, reliable operations of our pipelines and related facilities. These measures include:

• High-quality pipeline materials and anti-corrosion coatings

• Cathodic protection (a low-level electrical charge) to inhibit corrosion of underground pipelines

• Pressure testing of new and existing pipelines

• Inspection programs to locate pipeline features

• Preventive maintenance programs

• Around-the-clock surveillance of transmission pipeline operations

• Frequent aerial and periodic ground surveys of the right-of-way

Enbridge representatives will notify affected residents along our right-of-way when we are planning to conduct maintenance on our pipeline. Please call us – or your local law enforcement agency – to report any unusual or suspicious activity in our pipeline rights-of-way or any unauthorized entry into our facilities.

Keeping communities safeHello. My name is Jason; I’m the senior emergency

response coordinator for Enbridge’s crude oil pipelines in the U.S. It is important that you do not create a spark if you suspect a pipeline leak.

Potential ignition sources include smoking materials or open flames, cell phones, pagers, flashlights, keyless entry remotes and vehicles. In a home or place of business, do not operate light switches, telephones or other electrical devices.

Enbridge takes its responsibility for pipeline safety seriously, and we have an emergency response plan in place to work promptly and effectively with local emergency responders. In the unlikely event of a leak, Enbridge will respond swiftly to protect the safety of the public; conduct a prompt, safe and thorough repair in close cooperation with regulatory authorities; and mitigate environmental and property impacts.

Pipeline locationThe general location of an Enbridge pipeline in your community can be determined by identifying the pipeline markers. The placement of these markers indicates the relative position of the buried pipeline, but should never be used as a reference for the exact location of the pipeline.

You can also find the general location of pipelines in your area and contact information for the pipeline operators through the National Pipeline Mapping System (NPMS). This information is available online at npms.phmsa.dot.gov. However, do not rely on this information when planning to dig near any pipeline. The One-Call procedure must be used to properly locate pipelines and other buried utilities at a proposed excavation site.

The pipeline follows a long, narrow stretch of land called a right-of-way, which designates a safe and clear corridor for the pipeline. This right-of-way enables Enbridge workers to gain access to the pipeline for inspection, maintenance and testing or in an emergency. Therefore, constructing permanent or temporary buildings and planting deep-rooted shrubs and trees are prohibited in the right-of-way.
