Collaboration & information sharing:

• Discussion & creation of best practices related to potential standards

• Providing clarity around issues/areas that lend themselves to standardization

Standards development & application:

• Opportunities to influence & encourage the industry, including vendors & suppliers, to develop or adopt a standard through templates, white papers, etc.

• Opportunities to establish a specific standard would be beneficial to the group & industry

Charter: Pursue opportunities to standardize utility policies, processes and system interoperability, in the interests of utilities, customers and partners

The CCRC is focusing on standardization through a new working group:

• Opportunity to learn & collaborate on definitions & standards todrive specific dimensions of an MDM solution package

Where we started…

The focus of the USB is on issues that require action now…

• High, near-term priority for all USB members

Why Meter Data Management Standards?

TODAY

• Investigations/activities ongoing with all members

• Neither standards nor a leading solution model exist in the marketplace

We began to focus our thinking around what we want/need to accomplish through AMI/MDM deployment…

We spoke with a number of vendors:

—Flexibility —Scalability—Innovation—Interoperability—Standardization (MDM roles and boundaries)

• Understood their different views/approaches

• Decided what we need from AMI/MDM:

8

• IEC & IEEE standards have thus far focused on communication protocols… USB is focused exclusively on meter and device data processing issues

• Utility input in some working groups has been limited… USB is focused driven by leading utilities, collaborates with vendors

• USB appears to fill a niche in this regard… will quickly become a key player in helping to shape industry standards

• There is a high level of enthusiasm to partner with the USB

Other groups are working on AMI/MDM standards, but the USB appears to be unique in key respects…

• IEEE not focused on MDM

• NAESB has formed an energy efficiency standards group; software interoperability not a strength or focus

• UCA hosts multiple “Open” standards forums relating to AMI

• Linkage to IEC/CIM standards development

• A new “Open Enterprise” group—for utilities—has been proposed, but not yet formed… would look at MDM system interfaces specifically

• USB will work closely with UCA

• IEC has published CIM Standards, and are presently working on MDM system interface interoperability standards

• Process is in its infancy; two years away from MDM software interface standards

• USB will interact with IEC through our UCA membership

• This group chiefly focused on AMI network/communications interoperability

• Forum of US utilities. USB chartered to make progress towards standardization of MDM related issues

Next StepsOrganization

We considered the activities of other groups…

We agreed to a set of MDM “Principles”…

• MDM is one of several mission critical enterprise solutions required to enable business transformation enabled by Smart Grid concepts

• MDM must serve the needs our customers, multiple business functions within the utility, and other external stakeholders

• Due to rapidly evolving business needs, technologies & standards, the need for flexibility is paramount

• Ownership & operation of the MDM should be considered at time of design

• There is both ‘value’ & ‘risk’ associated with the volumes of data that MDM generates

• Changing business requirements/technologies require us to plan for possible obsolescence of the first generation MDM solution; key in this regard will be data portability & plug & play flexibility

• MDM design standards should avoid discouraging innovation

• Because multiple data networks are likely, MDM must be designed to process data from diverse network feeds
