REVENUE SHARING GOAL
To ensure strong partnership between protected areas management, local communities and local governments for sustainable management of wildlife resources in and around protected areas.

To establish good relations between the PAs and

conservation to communities
To strengthen support and acceptance of
PAs/conservation from the local communities living
adjacent these areas.

•Decentralization of decision-making and action to
the lowest levels possible.

ROLES OF COMMUNITY IN FRONTLINE LCI
Identify community needs and priorities.
Identify potential projects for possible funding under the RS program.
Select members of the Project Management Committees & Community Procurement Committees for the identified projects.

Agree on modalities of benefit sharing among

Preparing quarterly reports for RS projects and
submit them to the Frontline LCI Chairperson during
the first week of the last month of the quarter
ROLES OF COMMUNITY PROCUREMENTCOMMITTEE (CPC)
Participate in procurement planning with the PMC
Responsible for community procurement –soliciting, receiving and evaluating bids or direct contracting of single suppliers/service providers
Keep all procurement records including adverts,names of bidders, evaluation criteria, respectivescores, and reasons for selecting some bidders andrejecting others

Participate in selection of RS project proposals
for integration into LLG Development Plan
Submit quarterly narrative & financial reports on
RS projects to CAO

REVENUE SHARING FORMULA
Boundary Index = Length of protected area-LG
boundary divided by protected area perimeter;
and
Population Index = total population of affected
parishes in an affected LG divided by total
population of affected parishes in all the
affected LGs
REVENUE SHARING FUNDS FLOW
UWA will deposit RS funds to Districts General CollectionFund Accounts
. 5% of the district RS share will be set aside for the S/C LGand DLG supervision, monitoring and evaluation.
35% of the 5% will be retained by the district and 65% of the5% will be sent to sub counties. 95% of the district share plus65% of the 5% for monitoring will be sent to sub counties RSaccounts with Schedules specifying amounts allocated torespective projects.
RS funds will be paid by subcounties’ accounting officers toRS projects suppliers/service providers on recommendationby respective PMCs
PROJECTS REPORTING AND ACCOUNTABILITY
PMCs will report to Frontline LCIs Chairpersons withrespect to RS projects performance and accountability ofRS Funds.
Frontline LCIs Chairpersons will account to ParishChiefs who will then account to the sub county Chiefs.
Sub county Chiefs will account to the CAOs and theCAO will account to UWA CAMs.
Reporting on RS projects performance andaccountability will be on a quarterly basis and willcomprise both narrative and financial reports.
RS PROJECTS SUPERVISION, MONITORING
& EVALUATIONRS projects supervision, monitoring & evaluationwill be a shared responsibility between communitiesin Frontline LCIs, local governments and UWA.
Communities in Frontline LCIs and Chairpersons ofFrontline LCIs will oversee the work of PMCs withrespect to implementation of RS projects
Parish Chiefs and S/C CDOs will conduct regularsupervision visits to RS projects locations to ensurethat projects are implemented as planned utilizingpart of the funds allocated to subcounties forsupervision, monitoring and evaluation
CON’T RS PROJECTS SUPERVISION,
MONITORING & EVALUATION
PA staff-CAMs, CCWardens and CCRangers will
conduct regular supervision visits to RS projects
locations to ensure that projects are implemented
as planned
UWA HQs staff will conduct periodic visits to PAs,
adjacent local governments and communities to
monitor performance and evaluate impact of RS
projects.
