project. The City's consultants have found that the proposed substitution does not contain the
essential characteristics required for this project. Consequently, the City of Chandler accepts our
consultant's recommendation and the requested substitution may not be a part of a proposal for
this project.

The design team has reviewed the following items submitted for consideration as an “as equal”alternative for Bid Item 440.6000 LANDSCAPE IRRIGATION PREFABRICATED BOOSTER PUMPSTATION.
Specified Product: Munro Custom Pump Station System, Model SCSUL08-100-200-15-C-F-G-X-SP-4-SP-X-X rated for 200 GPM, compatible with Baseline 3200 Irrigation Controller and BaselineFlow Sensor/Master Valve.
Proposed “As Equal”: Tigerflow D3030-DVMV, DESH Enclosure, and MarkV Controller.
Review: The design team recommends rejecting this submittal based on the following findings andrequirements:
1. Although Tigerflow appears to be a well-established and capable company the submittalmaterials provided failed to include project specific information to support approval for use onthis project.
2. The City of Chandler uses the Baseline irrigation controllers and central control managementsystems in their Parks system.
3. Required in the project documents and Addendum 1 is the ability of the pump station tocommunicate with the Baseline Manager Web, via ethernet, detailed pump status and alertinformation. Documentation from Tigerflow, including correspondence from Baseline assuringthat this communication compatibility exists, was not provided nor was it indicated in thesubmittal that the system is compatible with the Baseline Manager Web.
4. The example pump stations do not show the integration of the Baseline controller andhydrometer as part of the station as required per the Technical Specifications and as noted inAddendum 1.
5. With the exception of the VFD Controller there was no information on the materials proposedto be used on this project including the enclosure, valves, piping, pumps and pumpperformance curves, sound insulation and appurtenances. Due to the incompleteness of thesubmittal it is not possible to confirm this submittal would provide an as equal product.

I have reviewed the booster pump submittal and reject the submittal as providedfor the following reasons:

The E-Series - Mark V is a variable speed booster system with a PLC based controller. This system can control up to a four-pump package system utilizing a user-friendly color touchscreen HMI (Human Machine Interface) to monitor the system conditions, and adjust the system settings. This system monitors the system discharge pressure via a 4-20 mA signal pressure transducer. This provides a precise pressure control and user flexibility. In addition to this sensor, a suction pressure transducer and/or a flow meter can be added to extend the control and flexibility of the system. The main objective of this pumping package is to maintain a constant pressure, adjusting the speed and number of pumps to run according to the building’s demand. The system is capable of staging pumps on and off based on pressure and/or flow, while alternating pumps to keep the run times balanced between them. The Mark V controller uses the TIGERFLOW “TAP” Technology, ASHRAE 90.1 compliant, to adjust the pressure setpoint and reduce the energy consumption. BAS integration with the E-Series controller is possible through Modbus or BACnet communication protocols. See the HMI’s specification for further details. Standard Features:

The Mark V, E-Series controller is intended for a variable speed booster pumping package system. The controller consists of a PLC (Programmable Logic Controller) and HMI (Human Machine Interface). The system can control 3 pumps in a skid. The system is designed to maintain a constant pressure. The controller will command the pumps to stage on and off based on pressure. The controller will regulate the speed of the pumps to maintain a constant pressure. If the pressure is below the lag pump pressure setpoint, for a time delay, the controller will command the lag pump to start. If the pressure increases above the stop lag pump pressure setpoint, for a time delay, the pump will be commanded to stop. This is true for all lag pumps. On/Off time delays and setpoints are field adjustable. The controller will monitor the system (discharge) and suction pressure, and it will generate an alarm in any of the following events:
• High System pressure • Low System Pressure • Low Suction Pressure
On/Off time delays and setpoints are field adjustable, and the alarms can be configured to be manual or auto reset. The suction pressure transducer can be replaced with a level switch (optional) to indicate that enough water is available for the pumps to run in ideal conditions. The PLC will also have Modbus communication with the VFD to monitor the run status. If the communication is lost, or a fault occurs in the VFD the pump will be considered failed and locked out until the alarm is reset. The next auto available pump will be commanded to run. The alarms will generate an event description on the HMI as well as an audio alarm (Horn). The alarms can be silenced/acknowledged from the HMI. The system is capable of storing up to 100 events, including alarms, pump run status, alternation, etc. The system is capable of alternating the pumps to keep the run times balanced between pumps. There are three configurable alternation types:
• Auto alternation: When all pumps are shut down, the lead pump will rotate to the next available auto pump.
• Manual alternation: The alternation will be generated through a button on the HMI display.

basis. The pump speed will be controlled using a polynomial equation control method. The algorithm takes the instantaneous difference between the measured pressure and the pressure setpoint and calculates the speed response accordingly. The parameters for adjusting the control are field-adjustable. The runtimes of all pumps will be monitored and can be individually reset in case needed. The system will be protected with 7 levels of password security.
