ANGELES CITY – Sitio Targetin Barangay Sapang Bato usedto be a forgotten and forsakenplace.

But the Aweca and UPSFoundation have teamed up tomake the place a useful areaas they put up various projectsbenefiting Aetas.

Sitio Target is a place diffi-cult to reach, so understand-ably, hardly any services usedto tickle into it.

But areas like Sitio Targetthat AWECA Foundation andThe UPS Foundation are look-ing for to help improve andmake it useful.

On August 15, 2010, amemorandum of agreement(MOA) was signed betweenSitio Target ElementarySchool, Parents Committee,Sapangbato Barangay Counciland Aweca Foundation.

The MOA focuses on con-vening all community stake-holders designed to developthe school into a level worthyof its potentials.

Leonida K. Quinto, theschool’s principal, said that theSchool Caravan for IndigenousPeoples implementation was abig help to them.

“Under my watch and with-in two years of my administra-tion, the Aweca and The UPSFoundation were the first orga-nizations ever to extend assis-tance in implementing school-based gardening and plantnursery with feeding and com-munity literacy,” Quinto said.

“The School Caravan for IPshas long range plans and ac-tivities for them and I believe itis a sustainable project,” sheadded.

The project provides neces-sary inputs for a school-basedgardening, plant nursery andfeeding for a whole year. It islike one project sustaining an-other when the vegetable yieldsin the school garden are servedas part of the food being fed tothe children.

According to Quinto, be-cause of the feeding program,students would no longer haveto go home for lunch, giving themmore time to read and doschool-related activities.

“The academic performanceof the pupils has been raised:now only five out of 33 grade onepupils are non-readers, in thepast, there used to be more,”she said.

“The involvement of pupils insetting up and maintenance ofschool-based gardening andplant nursery is a practical wayof instilling to their young mindsthe significance of harnessingand caring their environment,”she added.

Quinto also said that theircommunity has a lot of resourc-es, but still malnutrition amongchildren is a problem.

“With this AWECA and UPSFoundation’s strategy, the com-munity through children learnedhow to utilize small backyard toproduce organically-grown cropsfor family’s consumption. Butthis is a long way process.”

She added that “the goodthing on this project, educationopportunity is not only limited tothe students.”

The foundations also reachout the parents who can’t readand write by employing a Com-munity Educator and providingindigenized self-learning modulewhich was developed by AwecaFoundation through The UPSFoundation support also. The lit-eracy program is unstructuredyet very appropriate becausetopics are more focus on publichygiene and responsible parent-ing.

It has also reportedly

strengthened parent’s partici-pation and support becausethey have been involved in suchactivities as school-based gar-dening, plant nursery, cookingand keeping the school clean.

Interest and involvement ofparents have snowballed, at-tracting more to participate inthe activities.

As a result, the infectiouscommunity spirit has caught in-terest of other non-governmentorganizations, making themcome up with such undertak-ings as Books of the Barrio, andvarious services provided by thegroup of Soroptomist, Koreansand other religious organiza-tions.

Quinto credits the prestigeattached to both the Aweca andThe UPS foundations for thewidening net of interest beingcast upon Sitio Target by othergroups.

“They must have thoughtthat if Aweca and The UPSFoundation do it and do it well,then it must be worth embark-ing on it, too.”

She said that the Aetas areindeed very grateful for the ben-efits they are reaping from be-ing part of the project. “

She said she has witnessedhow the Sitio Target Elementa-ry School has evolved from be-ing a sleepy, unproductiveschool to the present-day onethat is alive with activities andvibrant with the spirit of coop-eration forward-looking attitudeof the stakeholders.

“They now have a sense ofownership of the projects andthis is an important factor in itssustainability. One year canpass all too soon, we hope thatthe MOA will be renewed so wecan look forward to more pro-ductive endeavors with the twofoundations,” Quinto said.

And as an afterthought,Quinto expressed another hopethat more organizations wouldcome and involve themselves inworthy undertakings in thecommunity. “A worthy after-thought, indeed.”

ANGELES CITY – The city gov-ernment recognizes the dedicat-ed service rendered by its long-time employees and officials bygiving loyalty awards during a fit-ting ceremony on March 21 atthe Sangguniang PanlungsodSession Hall.

Mayor Edgardo Pamintuanhanded out certificates of loyal-ty in service award to 131 cityworkers. The awardees were di-vided into three categories:bronze for 10 years of service,silver for 15 years, and gold for30 years and above.

Of these, 46 employeeshave rendered 10 to 15 years ofservice; 26 employees – 20years; and 41 employees for 25,30 and 35 years of service.

The payment of loyalty ben-efits in the form of cash weregiven to all the awardees -P10,000 for bronze while silverand gold awardees receivedP5,000 each. Aside from cashincentives, the loyal employees

also got loyalty pins. “In recognition to the contin-

uous and satisfactory services,the city government deems itproper to allow the disbursementof funds for the payment of loy-alty incentive to employees whohave completed at least 10years of continuous and satis-factory service in the local gov-ernment unit here,” Pamintuansaid.

He added that city employ-ees and officials were conferredawards not only for their lengthof service, but most of all, forhaving served the city very well.

For her part, Vice MayorVicky Vega Cabigting said thatthe city has many “good people”who are gems in governmentwhose individual abilities andqualities are beyond reproach.

in Maguindanao.

Sixteen months and justicehas not been served. The

suspected masterminds andperpetrators even said to be

on their way out jail.

So we persist in our cryfor justice, continue to prayfor the eternal repose of our

brethren, keep onremembering.

This, even as we confrontnew assaults on press

freedom, new attacks onthe working media.

There can be no forgetting.

Opting for lifeFOR SO long – albeit intermittently – has the nation been incontentious talks, if not contemptuous confrontations, about theReproductive Health Bill.

In the short existence of this paper – gaining independence andbasing here in October 2007 – no less than six editorials havedealt on the RH Bill.

With the pros and cons girding for what is considered their finalconfrontation, allow me to present my take on the issue here withwhat I consider the editorials that best impacted the pith of theissue.

What problem?“POPULATION, WHEN unchecked, increases in a geometrical ratio.Subsistence increases only in an arithmetical rate. A slightacquaintance with numbers will show the immensity of the firstpower in comparison to the second.”

A sort of a demographic god did the 19th century Englisheconomist and historian Thomas Robert Malthus become with hisEssay on the Principle of Population.

Not too hard really for us ordinary minds thathigh population growth is one hell of a problem.

It depletes a country’s resources.It impacts tremendously on the environment.It severely depresses the provision of social

services.“The power of population is superior to the

power of the earth to provide subsistence…thatpremature death must in some shape or othervisit the human race.” So warned Malthus.

A warning that is not lost to those vigorouslypushing for the reproductive health bills inCongress, rattling off some statistics to boost theircase:

The 2.36 percent population growth rate has“put 2.6 million babies at risk in view of the evolvingand intensifying food crisis.”

According to Reuters, there were more than473,000 induced abortions in the country in 2000– a rate of 27 abortions per 1,000 women whichis above the US average rate of 20.

The high population growth rate adverselyaffects efforts to reduce poverty incidence.

So how do you solve the problem of populationgrowth? By engaging the Church in a debate onthe reproductive health bills in Congress?

“We want the debate to be more clear-headed.And I suggest four questions, and if (the Church)answers “No” to these questions, then (it) shouldsupport the bill,” dared Felipe Medalla, formerdirector-general of the National Economic andDevelopment Authority. The questions are:

Should the government do nothing to helpwomen, especially the poorest and the leasteducated among them, to plan their families?Should the government do nothing to help womenwho have unmet needs for family planning? Doyou think that modern contraception such as pills,IUD, vasectomy and condoms are immoral? Doespromoting these methods promote or increaseabortion?

To Medalla: “(The Church) has two options:To be unclear, or to be clear and wrong.”

Medalla, sadly, got it all wrong. The Churchhas another option. The revered Archbishop OscarV. Cruz has put it most succinctly thus: “Highpopulation is the country’s asset, not a liability.”

Even Malthus will find that hard to crack. So,how do you solve a problem that is not a problem?

Rage for life“IT IS not the health or dignity of the family that isbeing defended here. It is greed and profit motivethat is the main goal of this conspiracy againstlife.” Thus spake the Most Rev. Paciano B.Aniceto, D.D., archbishop of San Fernando ashe enjoined his flock to “fight the culture of death,the anti-life conspiracy… the Reproductive HealthBill.”

The good archbishop, chairman of thecommission on family and life of the CatholicBishops’ Conference of the Philippines, soundedthe call to arms on a most auspicious day —September 8, in Catholic tradition the birthday ofthe Blessed Virgin Mary, and in Pampanga, the52nd canonical coronation anniversary of theVirgen de los Remedios (The Virgin of allRemedies), the patroness of the province. He wasmain celebrant at the Mass offered by some30,000 devotees at the Villa del Sol subdivisionin the City of San Fernando.

Apu Ceto charged that the proposedReproductive Health and Population DevelopmentAct of 2008, which promotes the use of moderncontraceptives, was part of a global conspiracyagainst life. That which the Catholic Church ismorally mandated to oppose, as it accepts onlythe natural form of contraception.

The day after the archbishop’s call, all 91parishes under the Archdiocese of San Fernandowere reported to have mobilized to gather at leasta million signatures from Catholics in the provinceagainst the RH Bill.

“We have given out the forms. We will gatherat least one million signatures against the RHbill,” Apu Ceto was reported as saying.

Expected to be completed in two months, themillion signatures from Pampanga along withsimilar manifestos and position papers will beconsolidated by the CBCP to be presented as astrong lobby against the RH Bill at the House ofRepresentatives.

A fight for life, this is one war Apu Ceto andthe Catholic Church will never give up.

HAVING A very hectic week, I took a breather and ate lunch in thenewest dinning destination in Pampanga. Certainly, pleasurabledining coupled with warmth ambiance gave a perfect punch andkept my sanity in check amid the flurry of activities and deadlines.I thought I’ll never be as satisfied and relaxed if not for…Italianni’sRestaurant!

Managed by well known, Bistro Italiana, recently opened thefirst and only Italianni’s Restaurant in the North. Traditionally, Italianrestaurants are owned by families, recipes and cooking techniquesevolved from generation to generation. Nevertheless there are sometraits that link them all together to one finest restaurant and that is- Italianni’s: freshness of ingredients, homey ambiance, familyoriented, and hospitality reign high for they want every guest to feelat home and enjoy the flavorful and robust Italian dishes.

While churning my Sicilian Chicken salad, short talk withGeneral Manager, Narissa “Richa” Matoza, added more delight asshe shared “So far we are very happy with the positive feedbackand good sales performance of this branch. To make guests feelmore comfortable, all restaurant staff, crew and servers we hiredare kapampangan para mas feel at home and they cancommunicate easily but we all trained them in Manila. I was about to finish my Shrimp Fra Diablo pasta, I’ve noticedcustomers from corporate and government agencies, families andprominent personalities kept coming and increasing in number.Then after few dip in my Spinach and Artichoke Formaggio, allseats were occupied and whole restaurant was jump packed.But what’s good about it everybody was happy, chatting andexchanging hi and hello. True enough Italianni’s is the new andperfect place for get together, family time, catching up with friends,reunions and special meetings.

To my surprise, came a family friend, Josie Tablante – Davidof Teatro Ima and Arti, asked me to join their table for a triple treatcelebration – its her 64th birthday, 39th wedding anniversary withhusband Willy L. David past president of Porac Bank and birthdayof her daughter Pia. So I mingled and took some photos.

I ended my meal with luscious Tartufo (a three-layeredchocolate cake with dark and white chocolate mousse coveredwith the fudgiest frosting) and yes indeed, save the best for lastcoz Tartufo truly made my day complete. Grazie!

LIMAY, Bataan – Police Seaborne patrol and Ban-tay Dagat personnel arrested 28 boat crews and con-fiscated 10 coolers of assorted fish and two fishingboats for violation of the Fisheries Law during twodays of operation here Sunday and Monday.

SPO4 Romeo Fastidio, Limay police investiga-tor, said apprehended were 13 crews from FB Baby-James and 15 crews from FB JohnRose; all resi-dents of Navotas, Metro Manila.

They were caught in the act while fishing withthe use of fine mesh nets and active gear in viola-tion of Republic Act 8550 or the Anti-Illegal FishingAct.

Assorted fish in 10 coolers of more or less 20kilos each will be distributed to indigents from se-lected Barangays in Limay, reported Chief Insp.Ricardo Santiago, Jr., Limay police chief, to Bataanpolice director Senior Supt. Arnold Gunnacao.

Boat Capt. Alberto Delokura, 45, a native of Ceburesiding in Tanza, Navotas, said they were just pass-ing by to fish outside of the maritime waters of Limaywhen they saw swarms of fish.

“Dahil sa hirap ng buhay ngayon nang makitanamin ang kawan ng mga isda na nadaanan namin,inaryahan namin ang aming lambat,” he said.

Bantay Dagat said the boats are using two wideboards and fine mesh nets that destroy coral reefsand catch even small fishes.
