This is my last letter as president of the League,however, I will remain active in League work. I wantto thank all board members, committee chairs and membersEor their many hours of work. We could never operatewithout you! A big thank you must go to Marcy Flinn,Ann Bruner, Marilyn Contrada, Thea Lipp, Chuck Mohlkeand Alice Fraser for all their help this past Fallwhile I was recuperating from surgery.

In many ways it has been a very frustrating year andin many ways a very rewarding year. It is my hope thatsome of the League's concerns of good government, water,sewers, solid waste, roads, beaches and meeting humanneeds will be addressed when the Growth ManagementCommittee finishes its report.

In 1985 the League began a survey which asked Collier County citizens to listwhat they felt were the most crucial needs in this community regardless ofability to pay. Low cost housing, transportation, counseling, abuse and manyothers were listed, and, if services were available, they encountered long waitsfor assistance, high charges and difficulty in getting to where the service isavailable. This prompted the League to delve further into our community re­sources to determine availability, extent, limitations, or nonexistence ofcurrent services.

Our Human Services study group developed a questionnaire and dis­tributed it to both profit and nonprofit agencies meeting human needsthroughout the county. 66% of these agencies replied to our questions.A composite report of these replies has been prepared and is to bedistributed to the participating organizations in the near future.

During the time the survey was being conducted and after it wascompleted, several needed programs have been expanded, initiated orare on the ?rawing board for the near future, such as, the SeniorFriendship Center which has expanded its services, the newly formedLeague Club (former Junior League members) who have begun a volunteerand referral service, "and a new Shelter for Abused Women which isstill in the fundraising stage. (There are 20 or more severelyabused women per month in our county.)

Since the LWVCC survey was started, the LWVUS has begun a national Basic HumanNeeds Study which is far more extensive and encompassing than our local survey.Not since the late 1960's has the national League taken a major look at welfarepolicies and programs. Statistics now show that 35+ million.l~ve ?elOw ~h7poverty 1eve1 with mi11ions of them children, many of them l1V1ng.1n f~m1l1esheaded by women, and a disproportionate number of them B:ack or H~span1c:Inadequate income inadequate nutrition, inadequate hous1ng, and the med1callyindigent are amon~ the nationwide concerns which direct questions to u~ at the1 1 level as to who needs help, what government should do at the nat1onal,s~~~e and 10ca1 1eveis and what r01e shou1d the private sector p1ay.

Collier League will be participating "in the national survey, feeding in ourdemographics, etc. to the LWVUS so that we will become part of the greater viewand assessment of the basic human needs of this county••••• we hope to be a partof the solution.

Over the last four years our committeehas been steeped in the study ofnational security, and has presentedthree general programs toward con­sensus and one toward concurrance.These were: a consensus on ArmsControl, another on the questionof military policy and defensespending, and a third on u.s. Inter­ests in Developing Countries and Waysto Reduce U.S.-Soviet Competition inthese Countries. The program towardconcurrance included a definition ofglobal security and new ways to pro­mote global security as we haddefined it.

This season has been the first inwhich we have been able to focus ona variety of issues at the committeelevel, including Constitutionalquestions raised by the currentevents at the national level ofgovernment, and the seeming loss ofcompetitiveness of American industryas reflected by our huge tradedeficit. This latter topic resultedin a general-meeting program pre­sented by Co-Chair Sam Greenhouseand Jack Humphrey, President, Int'l.Packaging Machines, "Heading forInternational Trade War? The U.S.Global Dilemma."

In . December the I.R.Committee spon­sored a debate on the Strategic De­fense Initiative, "Star \iars: Boonor Bust?" We offered this pro-conformat as an educational programalthough the League opposes S.D.I.as a result of our 1982-83 consensuson Arms Control.

Last spring the committee inviteda group of clergymen to view atape prepared by the Center forDefense Information on the need forthe ratification of a ComprehensiveTest Ban Treaty. Several churchessUbsequently showed this tape. Theproblem of nuclear proliferationis inherently connected to theability to test. The LWVUS sup­ports limits on the spread ofnuclear technology. With this ismind, the committee responded thisspring to a questionnaire preparedby the Roosevelt Center forAmerican Policy Studies on thespread of nuclear weapons, address­ed to each as if he or she were thePresident of the United States.Eleven members took part in answer­ing four important questions.

Meantime: don't forget to writeSenators Chiles and Graham andRepresentative Connie Mack. URGEthem to oppose all FY "87 supple­mental appropriations for the SDI,and resist pressures to move towardan early deployment of this system.URGE them to support bindinglegislation to restore and maintainu.S. adherence to the SALT II num­erical limits on offensive nuclearweapons.

The League's fundraising effortshave consisted largely of directsolicitation for the past few years.Our Finance Drive within the com­munity is a year-round effort.

To date the results are as follows:$1,000 for VOTER underwriting (with$200 o:utstanding), $1, 112 .;26 .inother contributions to the LWVCCand $230 in contributions to theLWVCCEF. There are pledges of anadditional $300. It is hoped thatan additional $2,000 will berealized as a result of solicitationsnow taking place.

League members have been generouswith their contributions to bothLeague's Action Fund ($675) andEducation Fund ($760).

With a goal of choosing fund­raisers to raise $4,500 during thenext fiscal year, a committee metin March and discussed a number ofprojects. The Board is reviewingthis committee's recommendationsand will announce its choice ofprojects in the near future.

Our office rent has just increasedconsiderably. The League is inneed of additional funds beforesummer and would appreciate anyfurther assistance possible fromthe membership or the community.League members who would like tohelp with soliciting are urged tocontact the office immediately.

The primary emphasis this year forthe Local Government Committee hasbeen the study of single memberdistricts. The January generalmeeting featured JudyJohnson,President, LWVF, when she pre­sented the advantages and disad­vantages based on her knowledgeof the experiences of otherFlorida counties.

This past week the committeepresented a Lively League Work­shop on this topic. This waslead by committee member ChuckMohlke during which he describedhow Collier County commissiondistricts are determined and ex­plained the provisions allowedunder the Florida law to a non­charter county. By use of chartshe showed how district lines aredrawn by number of populationrather than by number of regis­tered voters or age groups. Heillustrated how concentration ofolder vs younger age groups,white vs Black and Hispanic con­centrations of population canimpact the voting.

While the committe"e has not re­commended a position on thissubject, the input we have re­ceived will be most helpful to usas we approach the 1987-88 seasonwhen wewlll broaden our study oflocal government representationto inClude various forms andprovisions of charter government.

Our concerns this year have been many. To highlight a few:

SOLID WASTE RECYCLING RESOURCE RECOVERY PLANT: This has been an on-goingproblem and is still not resolved. Much time and effort have been expendedto get across the League's position of support. Vi Barclay and Kathie Ennisare League members working on th1s very important Advisory Committee. Allmembers should know that we have recently released a study entitled "TheCollier County Solid Waste Management Plan." The cover page reads "WHYDO WE NEED THE PROPOSED RECYCLING, RESOURCE RECOVERY PLAN IN COLLIERCOUNTY?"SEWER AND WATER AUTHORITY IN THE COUNTY: Thanks to Mary Lightburn, whoserves on the Advisory Committee, the League's position of a separateauthority is being well represented. Here again, no final answer--moreconsideration to be given by the Board of County Commissioners at a meetingon April 14.WATER: We have had a Lively League Issue on this subject and will continueto learn more about the problems of water in Collier County and SW Floridaat our general meeting on April 20. The League suports the Big CypressBasin Board and is fortunate to have two active members on the Board:Marilyn Evanish and JA Rautio.GROWTH MANAGE~mNT: There are so many facets to this problem it would take anentire issue of the VOTER to cover them but suffice it to say that at thelocal level we have three good people, Bettie GUlacsik, Pat Sieman andMarge Joder, representing the League point of view in the overall approachto Collier County growth and in specific areas as well. All meetings areopen--you should attend.

~ecently the N.R.Committee answered a questionnaire sent to us by the South­west Florida Regional Planning Council. This questionnaire covered allfacets of the State problem and our replies were furnished by League members:Debbie Cook, Betty Hedges, Mary Louise Houston, Marion deForest, Jane Lahy,Chuck Mohlke, Mary Lightburn, JA Rautio, Sloane Robbins and Ginger Westman.The SWFRPC sent us a composite of comments received from various Countypeople and local business organizations as well as their rebuttals. Thisinformation is available at the League office for anyone who wishes toreview it.COUNTY AND CITY GOVERNMENT: We continue to have individualS observe as manymeetings as possible, but could use more people who would be interested inthis "insider" job. Don't be shy--we all had to learn.

On April 7 the Board of County Com­missioners will consider a recommen­dation to amend the present FloodDamage Prevention Ordinance tocomply with the Federal EmergencyManagement Agency (FEMA) rUlingconcerning the National Flood Ins­urance Program regUlations.

FEMA first published this rule March26, 1986. During the succeedingsix month period opposition of everydescription was received from cities,states, manufacturers and interestedcitizens. The county staff is con­vinced that the county has no choicebut to adopt and implement theserules if it is to maintain its presentgood standing in the program.

This rUling applies specifically to"manufacturered homes" (mobile) butif not adopted (or changed by FEMA)could have an impact on the floodinsurance coverage of all countyproperty owners.
