tourism in Sarasota County which is being recomm ended by
the Sarasota Chamber of Commerce.Initially. the Sarasota Chamber recommended that the
County Commission appoint a Tounst Development Counciland that the Counci l prepare a plan which will use lQOCK ofthe monies for advenising and promoting the County.
In 1977, the State legislature passed a bill pennitting
counties the option to levy a 29.: room tax. The Council mu stdo its homework 10 have the matter placed on a referendum
by the Sarasota Commission.Later Tuesday moming, the Commission named the eight
members of (h e Counc il. all of whom had beenrecommended by a Sarasota Chamber Committee headed by

But , there is a major problem-we don't know exac tly
what's causing it_We aU have our pe t theories, such as: ( I)
the oi l companies are hoarding the supply to increase theprice . (2) the red uct ion in oil production by Iran is the reason,
(3) too much of the oil is being so ld in Europe instead of the
United States, and (4) maybe the world is really running out
of petroleum.
T he catch is we don't seem to have any reliable data on
how much world oil is being produced, who's producing it ,
who's buying it, how much is being imported into the United
States, how much is being refined, which products are beingre fi ned and how much is being sold to retail outle ts and
where?
Th e Department of Energy ge ts ilS information principally
from data the oil companies release to them. The Department
can't verify this inform ation and doesn ' t act as though they
know what the y ha ve anyway . ROUlinely, different
indivi d uals in the Department release co ntradiclo ry
informatio n and opposing conclusions about the energy
crisis_
Based o n recent hearings that I participated in concerning
th e fuel aspects of the nationwide trucker strike I have
concluded that the ineffec tiveness of the Energy Department
is a key part of ou r problem and should have immediate

Meanwhile , it's time we began to develop a sound way to
ge t access to data on oil supplie s without depending on the
figures that the oil companies choose to give us and withoutwalking all over the ir privacy rights.
We can-t afford further bureaucratic mismanagement and
we can't afford to jump in with solutions without knowing
the faclS . We can -t afford to wait. We've got to develop
better ways to gel information and better abilities to use it •

A notable change in the psychology of lhe market has
taken place in the past week . Unt il recently , the center of
allention has bee n on gas lines. experienced first hand by the
New York dealers and brokers. a rapidly slow ing economywith its " recession is at hand " mind-set, and a stable dollar.
But suddenl y the gas lines vanished in the northeast, the
dollar took some severe beatings, and President Caner
disappeared into the ha ven of Camp David to ponder all
manner of domestic iss ue s. The market then turned wary.
Will consumers begi n to renew theiro ld habit s and loosen the '
purse strings wi th gasol ine more readily available? Will theFederal Reserve be stuck with a tight money policy for a
protracted period because of the shakey dollar? What kindsof policies wilt Mr. Caner bring down from the mountain?
As a result . the month long rally in the bond market came
!O an end. Prices decli ned ralher sharply and yie lds rose. Two
weeks ago , a tWO year Treasury note carried a yield of
8.87%, while today it is 9.00%. The ten year note has moved
to 8.92% from 8.75%. Six month Treasury bills have
increased to 9. 19% from 8.83%. These changes reflect the
renewed uncen ainty as 10 where we are and where we're
going, despite the facts that most economists are proclaiming
recession. Perhaps the fact that eve n the administration now
admits a recession is possible. probable. or imminent

Golden Apple Extends 'Music Man'Through August 19
Go lden Apple Executive Director Robert Turoff is pleased

will be extended to play through August 19 .Set in River City, Iowa in the year 1912 , " Music Man"

THE LONGBOAT OBSERVER
to make Longboat Key, for you the citizen, a safe place in
which to live, work. or play. Few people realize how severe
the national fire problem is. As an example, during theVietnam war 45 ,925 servicemen lost their lives. In this sameperiod 143,550 citizens lost their lives in fire in the United
States alone . Over three times this number were severely
maimed by flte and will bear their disfigurements as a constant
reminder of the tragedy of fire for all to see. In light of these
facts, Longboat Key is fortunate in having two dedicated fire
inspectors who are qualified {O inspect the businesses ,hotels/motels and multifamily dwellings on the Key . Theseinspections are conducted in addition to many other publicservice oriented duties of the Fire Prevention Bureau. The
inspections will be conducted on a minimum yearly basis.
The bureau realizes that the correction of life safety hazards
in some instances may be costly to the individual . However,these fire prevention activities have a substantial bearing on
reducing insurance premiums which, is many instances, far
outweigh the initial COS t of correction. May we take thisopponunity to introduce our two Fire Inspectors/
Investigators .Robert J. Mazza, Bob has been with the Longboat Key
Fire Department since December of 1976. He was fonnerly a
member of the Cocoa Beach Fire Department, population of
about 12,000. While serving in this capacity Bob acquired
his Associate of Science degree in Fire Technology from theBrevard Community College . He is also a qualified
Paramedic. He was appointed Fire In spector/In vestigator in
November of 1978 . He is married and has two daughters and
current ly resides in Bradenton.Robert E. Fakelman-Bob is originally from New

while boating?A. This is an area I should not ge t into tOO deeply as I just
might not be able to get out oflhe hole. However. I do have afew thoughts that mi ght be helpful and we would welcomeother suggestions from our readers . Quite obviously. youwi ll use less fuel if you take good care of your engine-spark
plugs. (we recommend a change of plugs once a year) fuel
pump , carburetor and fuel lines should all be in sound
working order. If you keep Y9u r boat in the water and areunable to operate it frequently. keep a close check to be surethe bottom isn't fouled. Even though you use a good marinepaint. infrequently used boats will fou l in a hurry and can
cause inefficient operation.Some boats are overpowered. some are underpowered and
in many cases. inefficiency is the result. Recent tests of
outboard engines indicated that a 25 hp motor was more fuelefficient than a 15 hp and the answer was the larger enginewas the right size for the particular boat being tested. Areliable marine dealercan give you counsel on this. Of courseoperating a boat is not too unl ike operating your car. If youare a je rky operator. with sudden bursts of speed. race yourengine at the dock, etc . you are not going to obtain fuelefficiency. Most boats have an efficient cruising RPM(revolutions per minute) range. say 2500 10 3000 forexample, and although weather and water conditions willvary your speed, it seems best to remain within th is rangewhen it is possible to do so. If you do not have an RPMindicator. consult your dealer or manufacturer for the properrange for your engine . A steady hand at the throttle will help
conserve fue l. just as the steady and patient automobiledriver wi ll obtain more miles per gallon. •

Postmaster Hi gel advises these oversized pieces willbe returned to sender if they do not carry the 7 cent surchargebut can be remaiJed if the surcharge postage then is affixerl .However, delays for these pieces can be avoided if mailers
make S'ure that sufficient postage has been applied .The new regulation also will prohipit thin or flimsy cards .
After July 15. the cards must be at least seven thousandths(.0(>7) of an inch thick .

followed by an approval of the si te plan, and according toRi dyard. " That's when we put the hammer on them: that'swhen the squeeze is on." and he felt the Town would ha ve
been adequately protected. He agreed to the former Nealpropeny variance approval being rescinded, but lost out on
the Burnett variance when it too was rescinded .After the healed argumems. a 10 mi nute recess wascalled.
