We are seeking for qualified professional with solid background and demonstrated
experience to be hired for the USDA Project in the below position:

ROLE PURPOSE Under the supervision of the Deputy Chief of Party at the assigned location, the Finance Coordinator is responsible
for overseeing the finance activities, financial controls, and computerised accounting systems in line with Save the
Children’s financial procedures. S/he will support the Deputy Chief of Party in both Grand Gedeh and River Gee in
financial management, by advising on compliance, supporting monthly awards review meetings, coordinating BVA
feedback, and working with budget holders to ensure implementation is on track. The Finance Coordinator is a
senior member of Regional Programme Office Zwedru.
In this challenging environment, the Finance Coordinator will be responsible for compliance with critical SCI policies,
ensuring that financial resources of the organization are shepherded in an accountable and transparent manner.
INTRODUCTION
Dimensions: Save the Children seeks a Finance Coordinator for a USDA McGovern-Dole International Food for Education and
Child Nutrition Program. The LEARN program will be implemented in six counties in Liberia: Gbarpolu, Grand Bassa,
Grand Gedeh, River Cess, River Gee, and Sinoe and will reach 229 schools and 112,498 direct beneficiaries
throughout the course of the project. Save the Children will carry out the LEARN program over a period of five
years. LEARN’s project design addresses both of USDA’s strategic objectives: Improving literacy of school-age
children (SO1) and Increased use of health and dietary practices (SO2). Activities of the project focus on improving
the quality of literacy instruction, student attentiveness, student attendance, improving knowledge of health and
hygiene practices, safe food preparation and storage, and nutrition, and by increasing access to clean water and
sanitation, preventative health interventions, and food prep materials and storage equipment.
MAIN RESPONSIBILITIES
GENERAL MANAGEMENT
As a member of the senior staff in these areas, demonstrate the behaviours that are consistent with Save the
Children’s Mission, Vision and Values and ensure their broader application by staff across the Area
programme.

Carry out the responsibilities of the role in a way which reflects Save the Children’s commitment to

Support both Grand Gedeh and River Gee to ensure compliance and capacity building.
FINANCE
Maintain robust and adequate financial internal control systems and cash management across the field office
in line with SCI’s Finance Manual and good accounting practices.
Ensure sufficient cash in the office by supporting the production of monthly cash forecasts for Grand Gedeh
and River Gee offices, sending to Monrovia office and following-up to make sure cash is received in time.
Manage Agresso processes and review all the GLACOS spreadsheets for accuracy and ensuring that data is
submitted to Monrovia office on or before the set deadline for processing.
Verify the accuracy, validity, legitimacy of all payments completeness of financial documents, (purchase
requests, work orders, pro forma invoices), proper coding and approval by responsible managers before
payments are made while ensuring Save the Children creditors are paid promptly.
Provide support to budget holders in reviewing and understanding monthly financial budget monitoring
reports and follow up on any recommended changes.
Liaise with the Deputy Chief of Party to schedule and take lead in planning and convening the monthly
finance and award meetings in the field office ensuring minutes are taken and shared with the awards team in
Monrovia.
Induct new staff into SCI financial policies and procedures applicable in the field offices and ensure that
changes in policies are communicated to staff at all levels.
Adhere to the Finance diary including Monthly Management Controls (MMCs) for field offices, ensuring that
all deadlines are met and submissions made to Monrovia Office.
Maintain good working relationships with other stakeholders and support the implementing partners in
improving their Finance Management skills.
In collaboration with HR, provide information on staff to Monrovia Finance Manager for monthly payroll
preparation and when staff is departing from SCI, including but not limited to salary advances, food recovery,
etc.
Ensure that audit recommendations are followed up & implemented in good time and field staff fully

understand and comply with the standard financial procedures.
REPORTING AND FINANCIAL ANALYSIS
On a monthly basis, analyse trends, document the variance commentary and communicate to the budget
holders of the country office.
Ad hoc analysis required by the country office budget holders that will help better manage all the revenue
streams, e.g. award funds, other private funds and expense trends and details.
Ensure timely preparation and submission of financial reports to donors in compliance with donor guidelines
and contractual agreements.
POLICY & DONOR REGULATIONS COMPLIANCE
Assist both offices in day to day compliance and award financial management issues. Gather information from
Monrovia Awards Team and/or other units within Finance in resolving an issue related to compliance.
Work closely with the Awards team in ensuring donor compliance amongst the implementing partners at
the field level.
Assists in preparation of all documents for audits and facilitates the work of the auditors in-country.

QUALIFICATIONS AND EXPERIENCE A first degree in Commerce Accounting, Business Administration, Finance, or related field. Post-graduate
diploma preferred.
Part II qualified in a recognized professional qualification in Accounting (CPA, ACCA).

Financial Accounting (A) Make payments and receive funds in accordance with finance procedures:
Collect and examine supporting documents.
Ensure that documents and signatures are valid.
Prepare payment vouchers and receipt voucher.
Maintain float, loan and salary advance registers.
Review floats clearance from the Finance Manager and ensures that receipts and other supporting
documents are appropriate.
Prepare monthly payslips upon reception of a duly authorised payroll.
Record all transaction on manual/computer systems as appropriate.
(B) Manage the petty cash:
Monitor cash flow and request top-ups.
Ensure that supporting documents/signatures are valid.

Prepare petty cash vouchers.
Be responsible for petty cash held in the office (cash safety and security).
Prepare Petty Cash Form, and request additional cash as necessary.
Carry out cash count every day, and a weekly and monthly cash count supervised by the Finance Manager.
(D) Book keeping:
Record all transactions on a daily basis; update computerised cashbooks and other related records.
Ensure that the cashbook is reconciled on a daily basis and signed off by the Finance Director on a weekly
basis.
File all financial documents regularly (as soon as they are completed).

and Sinoe and will reach 229 schools and 112,498 direct beneficiaries throughout the course of the
project. Save the Children will carry out the LEARN program over a period of five years. LEARN’s project

Increased use of health and dietary practices (SO2). Activities of the project focus on improving the quality
