SKILLS, KNOWLEDGE AND ABILITIES 1. Ability to proof read accurately. 2. Ability to prepare judgments for delivery.

Whereas, it is enacted by Section 3 of the Land Acquisition Ordinance Chapter 5.04 that if the Governor General acting on the advice of Cabinet considers that any land should be acquired for a public purpose, she may cause a Declaration to that effect to be made.

And Whereas, it is considered by the Governor General acting on the advice of Cabinet that the lands mentioned and described in the Schedule hereto should be acquired for a public purpose to wit: Road Realignment.

Now Therefore, it is hereby declared by the Governor General acting in accordance with the advice of Cabinet, that upon the Second Publication of this Declaration in the Gazette, the lands mentioned in the schedule hereto shall be vested absolutely for a public purpose to wit: Road Realignment.

The Magistrate’s Court in each District is also the Coroners Court.

The Coroners Court holds Inquests to determine when, where and by what manner the Deceased came to his/her death and whether anyone should be held criminally responsible for that death.

WHAT IS AN INQUEST?

An Inquest in an investigation into a death of a person. The Coroners Inquest is inquisitional. It aims to establish the facts about events leading to a death. It is a fact finding exercise.

CORONER

The Coroner is a Magistrate who examines all the evidence presented in the court. At the end of the last witness’ testimony, the Coroner will give directions to the members of the Jury.

Apple has called a surprise news conference on 16 July at 1800 (BST) to talk about the iPhone 4 as the clamour for the company to resolve antenna problems with the new device intensified.

The company has refused to give details about whether the event will address reception problems that some users have reported with the phone, launched just last month.

Apple has faced mounting criticism from analysts and consumers over its handling of the issue.

Industry watchers said the firm was in danger of damaging its “rock star” reputation over how poorly it had dealt with what would normally be a minor problem.

“It seems there has been a real crisis of leadership here,” said Patrick Kerley, senior digital strategist for Levick Strategic Communications which deals in crisis managment and reputation protection.

“There are so many conflicting reports about this issue and a lot of confusion in the marketplace. They need a plan of attack. Today’s companies have to react quickly before chatter on Facebook or Twitter turns into news headlines as is the case here,” Mr Kereley told BBC News.

That was a view echoed by a number of other brand managers and industry analysts.

“They have not handled this well at all and they have turned this into a bigger problem than it needed to be,” said Van Baker, senior vice president of research at Gartner.

Escalating issue

Reports of problems with the iPhone 4’s antennas started surfacing shortly after the phone went on sale on June 24. At that time some users claimed the signal strength fell away and calls were dropped when they gripped the phone on the lower left side.

A number of videos were posted on the video sharing site YouTube complaining about the reception issue.

Days later an email that puported to have been sent by Apple co-founder Steve Jobs did the rounds after one user contacted him to find out if there was a fix for the problem.

BoyGeniusReport.com, an Apple blog, printed the transcript in which Mr Jobs emailed back “you are getting all worked up over a few days of rumours. Calm down”.

The authenticity of the exchange was never confirmed or denied by Apple but it lit a spark among critics and fans alike who marvelled at the tone.

“The arrogance of this email, true or not, escalated the problem for Apple when what they should have done was get out in front of the problem and said here is the deal,” said technology analyst Rob Enderle of the Enderle Group.

On July 2, Apple issued a statement explaining that it was “surprised” by reports of reception problems and that an investigation found there was an error in the how the signals bars are displayed, rather than the signal itself.

The casing of Apple’s latest phone is made of stainless steel and also serves as its antenna.

Tests carried out this week by Consumer Reports confirmed a problem with the iPhone 4’s reception. In what was seen as a body blow to Apple, Consumer Reports said it could not recommend the phone to users.

Jamaica have named Tamar Lambert their captain ahead of Chris Gayle for the Caribbean T20 starting July 22. Lambert has been part of the Jamaica squad for seven years, averages 30.36 with the bat in 55 first-class matches and has led Jamaica to three consecutive regional four-day titles. Gayle is part of the squad of 15, which also includes internationals such as Marlon Samuels, Wavell Hinds, Nikita Miller, David Bernard and wicketkeeper Carlton Baugh.

“Everything has gone very well so far. We are getting everything in place. When we reach Barbados we mean business,” Lambert said. “We have been working really hard. The 14 players have been selected now and our physical trainer has been putting us through our paces.

“We have a few games this weekend and we will try to get everything ready so when we get to Barbados we will be in good stead. We are focussed on doing very well and ultimately winning. We will take it step by step, game by game.”

Lambert banked on his batsmen to deliver. “It is always good to have Marlon in the team. He has been

training very hard to get back into the team and with his experience in the middle-order it will help to strengthen the batting.

“We have some very experienced players in the team and everyone will have a part to play if we are to do well in the Caribbean T20. We need a good contribution from everyone. I believed we have a balanced team and a good all-round team. Andre Russell did well with West Indies A team in England and we know what a player like Chris (Gayle) is capable of. He has done it at the international level many times and we will certainly benefit from his experience in our team unit.”

The winner of the tournament qualifies for the Champions League to be held in South Africa in September. “It would be extremely nice to win and move on to the Champions League, but first the focus of everyone must be on the Caribbean T20. If we want to make it to South Africa we have to first take care of business in the region,” Lambert said. “When we look at the teams in our zone, Trinidad and Tobago have done well in this version of the game. We will be planning well for all the teams. The focus will be on the Leewards in the first game and after that we will move on to the other opponents as the matches come up.”

Soon after the squad was announced, Jamaica’s chairman of selectors, former offspinner, Nehemiah Perry resigned. While there was speculation that the resignation was a result of Perry being upset over the captaincy handed to Lambert over Gayle, Courtney Francis, the Jamaica Cricket Association’s cricket operations officer denied any controversy. “That is my understanding [that there is no controversy],” Francis said. “I went out to the practice session today and had a little chat with the coach (Junior Bennett) and he told me there was no animosity in the camp and I’m comfortable with that.”

Saint Lucia is infested by countless reptiles and insects. Of the most dangerous is the yellow serpent-a genus

peculiar tot his island and Martinique. It measures between six and eight feet in length and its bite is generally

fatal. There are numerous other serpents of a smaller species and much less noxious. They all multiply amazingly-

the female bringing forth from thirty to forty young ones at a birth-and every part of the island is more or less

exposed to their fearful influence. In most cases, however, the bite, if immediately attended to, may be effectually

cured; the planters and many of the Negroes are very skilful in the application of various specifics. The serpent

subsists on birds, insects and poultry. Its greatest enemy is the cribo or black snake, an animal having the shape and

appearance of the serpent but without its noxious power. (The Cribo possesses some of the characteristics of the

Boa Constrictor of which there is a remarkable species in St. Lucia called the “Tete-chien.”) A careless observer

would be liable to mistake the one for the other. In every encounter the Cribo is the aggressor and general comes

off victorious. It counteracts the mischievous effect of the bite of the serpent by rolling itself on the leaves of a plant

called Pied-poule (to be found in every part of the island) and returns tot he attack with renovated strength. In this

way the serpent is ultimately overpowered and then the Cribo gorges the carcase, commencing with the head. When

(as is frequently the case) the body of the serpent is longer and larger than that of the snake , the latter retaining

possession of its prey, feeds upon it for several days, gradually sucking in such portions of the carcase as may be

sufficient to satisfy the wants of the moment. The Cribo is sometimes found with the lower part of the serpent

protruding between its jaws in this disgusting position.

Formerly the different public offices were scattered through the town, each functionary being permitted to keep his

office at this private residence. This abuse was reformed by Sir Dudley Hill in 1835, since which period the officers

of Government have been established under one roof in Mr. Muter’s extensive premises in Mongiraud–street.

The principal building is 106 feet long by 39 wide and consists of two stories and a garret. The ground floor is

appropriated to the offices of Colonial Treasurer, Attorney–General, Solicitor-General, Registrar of the Courts and

Provost Marshal; and the upper story is occupied by the Court House, the Council Chamber and the Secretary’s

Office.
