Dear Friends,

Do you know where philately in India is heading ? Towards a roadblock created by Covid-19 and India Post. The lockdown has forcibly confined the collectors in their homes. So physical exhibitions have become a dream of past. Virtual philatelic exhibitions have become a reality. So philatelic exhibitions are there but the charm of exhibition has vanished, without interaction or exchange of thoughts of collectors.

In last two decades the charm of First Day Covers is taken over by special covers because of High Value Stamps. Special Covers are being issued from every nook and corner by India Post on varied occasions. Now since April 2020 there is a flood of special covers, which has taken philately completely. New issues of postage stamps has lost its charm because of high value denominations. These stamps are sti l l lying unsold with the Department. As a result, collectors are collecting special covers with full zeal.

Seeing this madness, India Post is issuing special covers/ cancellations from all H. O.s throughout India, without realizing that such collection from all H. O.s is waste of time, money and energy.

It appears to me that India Post should restrict themself from issuing high value stamps and special covers from all H. O.s of country to save Philately in Bharat.

Well, unlock 3 followed by 4 was announced. We, hoping for drastic changes are disappointed. Limited train and air services, snail space postal services, “Vande Mataram” foreign air services, and 20 million job loses. Schools are closed; distance education through mobile and laptop without proper wi-fi connection and a unsound professional approach and though technology available was, to me atleast, was a crazy way of teaching. COVID-19 is still raging inspite of lockdowns and unlocks; restrictions of all kind for you and me. Above us, no restrictions applicable. Enough is enough. Jobs and our economy on a roller – coaster, so what ? We may see a rainbow at the end. Don't be in a hurry ! I am coming to the subject of philately. Some interesting I have to report while rambling through discards generally ignored by the professional philatelists.

1. We seldom come by mails from Port Blair, Andaman Nicobar Island or from Kavaratti, Lakshdweep Island. In Ex. 1, I am showing a Registered Cover sent to London by, Airmail dated 1st December 1950. Postage paid for Registered Airmail is 1 R. Arrival date at London is 8th December 1950. (Fig.01)

2. Second example is an “APPEAL” from Deputy Commissioner of Police, Enforcement Branch, Calcutta dated 27th September 1954. On the reverse of this Post Card is another appeal, “Help Us to Help You”. Of course, postage has to be borne by the sender. Even after sixty six years there is little change in this matter today. (Fig. 02)

3. My third example also concerned with Calcutta. This cover or ig inates from Mormugao Harbour dated 10 Jan. 1962 (in manuscript) sent to London. Name of the addressee is blocked to avoid identification. On the reverse of the cover there is a warning. Little said is better. Even I have lost the consignment sent from Australia which was unregistered. (Fig. 03)

4. My fourth example is also related to Ex. 2 and Ex. 3. This is a local cover of Bangalore dated 22 October 1969. Five paisa stamp is cancelled with a slogan postmark, “PREVENT CRIME : UPHOLD LAW”. I have seen a similar cover in an International Philatelic Exhibition in an exhibit titled “LONG ARM OF THE LAW”. (Fig. 04)

5. My fifth examples are post card and a O. I. G. S. stampless cover on a same theme “PREVENT TUBERCULOSIS / TAKE BCG VACCINATION”. For the collectors of “Health & Medicine” both are desirable postal items, more so the cover, which is very difficult to obtain for the reason so obvious. (Fig. 05)

6. My sixth example is a rare picture post card from Diu. It is extremely difficult to obtain. I was lucky to obtain, by chance, from a curious shop located on the Gol Bunder. The Photograph was taken more than eighty years ago. The post card is printed in Lisboa (Lisbon), Portugal in Sepia colour. Today you will not find the portion of the fort on either sides of the Zibra Cross. Old Portuguese town is located beyond the façade. Original Portuguese Post Office is destroyed. (Fig. 06)

7. My seventh example is a Promotional Post Card issued by the Air India on the occasion of the introduction of Airbus A310-300. Post card is printed in U. K. Useful information printed are : Span 43 90 m., Length 46 66m., Range over 4,200 nm. Passengers 181, Freight 25 25 t. Once Pride of Indian and a magnificent flying maharaja has become a Pauper and fallen from the grace. (Fig. 07)

8. My eighth, and last example is a another sad story. I receive “VADOPHIL”, 2020 by registered mail five days after posting from Vadodara. A block of four of Satya Sai Baba stamps were lightly cancelled. Top two stamps

were very lightly cancelled. At Nadiad H. P. O. all four stamps are mutilated and rendered worthless to a collector. Any representation about this problem will go in vain. This is an age old problem have to live with. Jai Philately.

Now let me discuss the literature both about philately and history I read during the un-lock 4. Outstanding literature was The 'Queen's Stamps', the authorized history of the Royal Philatelic Collection by Nicholas Courtney. Another are two issues of National Geographic published during two different years covering the history of American Civil War (1861-65). Guide to Permanent Pictorial Cancellations of India

Shri Sushil Mehra has done a herculean work by sharing his collection and knowledge on Permanent Pictorial Postmarks in a book form.

A Permanent Pictorial Cancellation (PPC) is a postmark which highlights a tourist or religious place and meant to be used without any time limit. The purpose of Permanent Pictorial Cancellation is tourist promotion.

The Book gives an excellent information on PPC. It reveals the history of the place of PPC, the date of introduction, pin code number etc. It also mentions whether the place is UNESCO World heritage site. QR Code is given to find the location of the town and PIN to identify the Post Office.

One can understand that this compilation of PPC was very much difficult work, but Shri Sushil Mehra and his co-author Shri K. Chaitanya Dev has done it with great ease.

This descriptive work will become a guide for PPC Collectors, and will generate interest in new commers in the realm of Philately. This book records roughly 230 different PPC till 31st August 2020 in 290 pages on high quality paper in multicolour. This book will help the collectors as reference book which is available with the publishers, whose contact address is given below:

The use of motor vehicle began for carrying mail to and from Railway Station at Calcutta in the financial year 1912 - 13.

Motor Lines were introduced to carry mail. Motor Service was used as feeder line to railway stations. A stamp was released on Motor Van showing the words “ROYAL MAIL” on it, on 23rd August 1937, in 8as. denomination. (Fig.1)

Usually Motor Service was carried by private motor contractors. But problems arose when contractors were not obtainable at reasonable rate. Then the Department took a decision to own Motor Vehicles.

Mail Motor Service (MMS) organization was established at Calcutta in the financial year 1943-44. This was the first and only MMS in India at that time which was owned by the Department of Posts.

Calcutta MMS played a major role in maintaining the lines of communication in and around Calcutta, during civil disturbances and/or communal riots from 2nd week of July 1947.

After partition, Calcutta MMS rendered valuable assistance in the introduction of MMS to new centres. They managed the services of MMS at Delhi and Amritsar in the initial stage. Officers from Madras and Bombay Circles were given training to the departmentalisation of the mail motor service. The engineers of Calcutta MMS were deputed to these cities to look into the arrangements.

Calcutta MMS had 54 vehicles as on 1st April 1947, which were increased to 60 as on 14th August 1947 and to 70 as on 31st March 1948. The total expenditure during 1947-48 was Rs. 3,71,031 while mileage run was 611,706 yielding a running cost of 9.7 annas a mile. Calcutta MMS had one engineer-in charge, one accountant, one inspector, one traffic supervisor, nine clerks, nine mechanics, one peon, one packer, three chowkidars, fourteen cleaners and two sweepers to maintain the organisation.

District, which was transmitted to Calcutta Airport by MMS. On 6th April, the said mail was sent to Delhi which reached on the same day. And then the mail was delivered at Alwar next day. The said mail was handled by MMS on both points. (Fig.2a and 2b)

The Departmental Mail Motor Service (DMMS) was extended first to those cities, where Department of Posts (DOP) thought necessary. During 1947-48 MMS was inaugurated at Amritsar on 1st December 1947 with two vehicles. The cost per mile was 7.3 annas only.

After Amritsar, MMS was introduced at Delhi on 15th December 1947, with 19 vehicles. The running cost was 7 annas per mile. The DMMS was introduced at Jubulpore with three vehicles.

The working of DMMS continued to be satisfactory. MMS was opened at Bombay and Madras during 1948.

The words MMS is exclusively used for Departmental owned motor vehicles. The carriage of mails and various subsidiary

services of DOP were carried by different agencies, such as railway Sea and River Steamers, aircrafts, runners, Motor vehicles etc.

During 1944-45, mails were carried over 158,861 miles of routes out of which approximately 24% (38,835) miles were covered by Railway, 17% (27,687) miles were covered by Motor Service, 53% (84,187 miles) by runners and the remaining 6% by other miscellaneous means such as Steamers, boats, mail carts, horses, camels, ekkas etc.

During 1947-48, mails were carried over 133,845 miles of routes, out of which approx. 26% (35,029 miles) was covered by Railways, 20% (26,896 miles) by motor services, 50% (67,318 miles) by runners and the remaining 4% by miscellaneous means, such as Steamers, boats, mail carts, horses, camels and ekkas.

MMS started functioning in Nagpur and Simla during 1952-53. MMS was introduced in between Siliguri and Kalimpong in West Bengal during 1952-53.

In a conference in February 1953, the question whether the DOP should continue the DMMS or should revert to the contract system at all places, was discussed.

Finally, it was decided that in order to have proper control over DMMS, a Director of MMS with technical qualification was to be appointed and a Director was appointed from 9th July 1953.

By 31st March 1953, MMS was working at Calcutta with 125 vehicles, at Bombay with 67 vehicles, at Madras with 28 vehicles, at Delhi with 42 vehicles, at Nagpur with 16 vehicles, at Jubulpore with 5 vehicles, at Amritsar with 4 vehicles and at Simla with 2 vehicles.

A departmental Motor Service was introduced for conveyance of mails between Silchar and Aijal (Assam) during 1955-56. MMS was introduced in between Sanganer Aerodrome and Jaipur city during 1955-56. During 1955-56, 136 runners lines in different circle comprising 2,118 miles were replaced by motor services. The Motor line for 1955-56 was 26% (62,844 miles)

The Motor line for 1956-57 was again 26% but miles were 65,499. The average cost per mile of running the MMS was 12 annas 3 pies in 1956-57.

MMS at Bombay, Calcutta, Delhi, Madras and Nagpur which were functioning on a temporary basis, were made permanent by the Government during 1957-58.

DMMS was introduced between Alipore H O and Falta from 1st April 1957. During 1957-58 Motor Service covered 68,842 miles (25%). And running cost per mile was 83 paise approx.

The existing mail motor service remained continued during 1959-60. Motor Service covered 78,363 miles (25.5%) during the period.

During disturbances in Calcutta, one Mobile Van and one Mobile Sorting Van were attacked by the mob on 1st September 1959. A loss of Rs.10986/- was reported. There was no loss of life.

A new DMMS was introduced at Bhilai (Central Circle) as an experimental measure during 1959-60.

The Annual Repor t 1974-75 of P&T Department States that 733 motor vehicles were working under DMMS in 57 different centres. Total distance of 138 lakh kms was run at a cost of Rs. 326 lakh. It means that the running cost was Rs.2.36 per km or Rs. 3.78 per mile.

The DMMS was increasing every year. During 1975-76, the fleet of 721 vehicles functioned in 60 centres, covering 146 lakh kms.

During 1976-77, the DMMS functioned in 65 centres covering a distance of 159 lakh (159,00,000) kms. The Department started purchasing only diesel driven vehicles instead of Petrol vehicles to save on expenses. Orders were issued to replace petrol engines by diesel ones. Very old petrol vehicles were replaced by new Diesel Vehicles.

During 1977-78, 133 Runner Lines were converted into Mail Motor lines, resulting in expeditious transmission of Mails. DMMS functioned in 69 centres covering a distance of 172 lakh (172,00,000) kms. The total expenditure was Rs. 394 lakh. It means Rs. 2.29 per km. or Rs. 3.66 per mile.

During 1979-80, DMMS functioned in 76 Stations covering a distance of 183 lakh kms by a f leet of 860 vehicles. The total expenditure was Rs. 461 lakh. It means Rs. 2.52 per km.

During 1982-83, DMMS functioned in 82 stations covering a distance of 193 lakh kms by a f leet of 995 vehicles. The total expenditure was Rs. 738 lakh. It means Rs. 3.83 per km.

During 1983-84, DMMS functioned in 87 stations covering a distance of 204 lakh kms by a fleet of 1016 vehicles. The total

expenditure was Rs. 824 lakh. It means cost per km. for conveyance of mails was Rs. 4.03p.

During 1986-87, DMMS functioned in 90 stations covering a distance of 211 lakh kms by a fleet of 1051 vehicles. The total expenditure was Rs. 1,030 lakh. The average cost was Rs. 4.86 per km.

Some Annual Reports of Department of Posts did not give informations on MMS and some are not available with the author.

During 1998-99, DMMS functioned in 94 stations covering a distance of 235 lakh kms by a fleet of 1605 vehicles. The total expenditure was Rs. 3,790 lakh. The average cost per km was Rs. 16.13 only.

The MMS is responsible for maintenance, operations and administration of 1223 mail motor vehicles and 486 staff cars/inspection vehicles of the Department, as per Annual Report 2006-07 of DOP. DMMS operates from 98 stations covering a distance of 290 lakh kms by a fleet of 1709 vehicles. The total expenditure was Rs. 5827 lakh. The average cost of Rs. 20.10p per km.

As per the Annual Report 2015-16 of DOP, the main function of MMS is conveyance of mails. Other functions include conveyance of mail bags between Post offices, RMS offices, TMOS, Railway Stations, Air Mail Sorting Offices, Conveyance of Cash, pick up and delivery of speed/Bulk mail.

To provide modern amenities to Mail Vans the DOP has installed Global Positioning System (GPS) in 926 Mail Van of various circles during the 2015-16. The DOP is also spending a huge amount to replace old MMS vehicles and staff cars.

Here a mail cannot be deciphered whether it was carried by MMS or not, in absence of special markings. But one fact is true that all mail have to travel by Motor Bus at one point or other, because only Mail Motors carry mail from Post Offices to Railway Stations, sea & river ports, Air Ports and other post Offices.

Even mails booked in a Mobile Post Office in a big city like Mumbai, Kolkata, Chennai, New Delhi etc. would be carried by MMS because

Mobile PO were housed in Departmental Mail Motors only. And mail posted in Mobile PO were taken to airport to catch Night Airmail Service by Mail Motors. An inland letter Card posted at Calcutta in “Mobile Sorting Office North dated 2-5-59, was transmitted by Mail Motor. (Fig.3) This postmark is interesting because city name is missing from it.

On the occasion of Golden Jubilee of MMS at Ahmedabad, a special cover was carried by Mail Motor Service from Ahmedabad GPO to Heritage Hall AMC on 25th January 2013. (Fig .4)

Another example of MMS, which could be proved. Mail from Pahalgam is carried by runners and then by Departmental Mail Van. A certificate clearly shows that mail from Anantnag to Srinagar was being carried by MMS only. (Fig 5 , 6 a & 6b)

The most interesting thing about a postage stamp is the persistence with which it sticks to its job.

Seventyfifth anniversary of the Independence of India was celebrated on 12th March 2021. This was also the day when eightytwo years ago Mahatma Gandhi organized the famous Dandi March from Sabarmati Ashram, Ahmedabad. India Post issued a Special Cancellation on the eve of 'Amrut Mahotsav' to celebrate the event. Shri Harshadbhai C. Parmar, Superintendent of Post Offices, Kheda Division, Nadiad H. O. – 387001 and Shri Hardiksinh G. Rathod, Asst. Superintendent of Post Offices, Kheda Division, Nadiad H. O. presented the author very beautiful folder containing two covers with Special Cancellation on the theme of 'Azadi Ka Amrut Mahotsav', Dandi March 12.03.1930 to 05.04.1930. I sincerely thank India Post for the honour received through Nadiad H. O.

Both officers spent an hour or so with me at my residence and we discussed the matter concerning Mahatma Gandhi's Salt Satyagraha This let to very interesting discussion and I shared my knowledge on 'Salt Tax' law. Let us move the clock backwards by several centuries.

A Salt tax refers to the direct taxation of Salt, usually levied proportionately to the volume of Salt purchased.

The taxation of Salt dates as far back as 3000 BCE, as Salt has been valuable good used for gifts and religious offering since 6050 BC.

The Salt tax originated in China, in 300 BCE and became the main source of financing the great wall.

As a result of the successful profitability of the Salt tax, it became filtering through the rulings of nations across the world. France, Spain, Russia, England and India were the main regions to follow the Chinese lead.

Salt was used as a currency during the Roman Empire and towards the end of their reign, the Romans began monopolizing salt in order to fund their war objectives.

The Salt march led by Mahatma Gandhi is a prime example of tax resistance and is one of the most recognizable tax resistance in the history. Salt tax law was introduced in India by the Imperia Government, I believe, in 1891 – 92.

Dandi March Golden Jubilee year was celebrated on 2nd October 1980. Se-tenant stamps (30 p + 30 p) were released on this occasion. Commemorative Postage stamps were released at the Sabarmati Ashram, Ahmedabad.

'Freedom March' started from Gandhi Ashram, Ahmedabd on 12th March 1930, reached Dandhi on 5th April, 1930. 'Salt Law' was violated on 6th April 1930. Gandhiji and participants were arrested. Mahatma Gandhi was sent to Yeravda Prison.

Before I conclude my brief article on 'Azadi Ka Amrut Mahotsav' let us not forget that on 12th March 1983 late Shri Rajiv Gandhi, the then the Prime Minister of India, flagged of the 'Salt March' from Sabarmati Ashram. No Postage Stamp or a cancellation was released on this occasion. This is a forgotten page of the history.

This was the great event in the history of freedom movement in India where the politics will always remain in shadow.

Be like a postage stamp. Stick to one thing until you get there.

Fondly remembering Dhananjay S. Desai

Book Review

Dhananjay bhai was born in Valia village near the banks of sacred Narmada River on the pious day of Guru Purnima the 3rd July 1947 along with his twin sister Mrs. Bharati Madan Kumar. His father Shantilal M. Desai was an engineer with government of India serving the nation at the time of partition.

After completing his schooling, he did the diploma in civil engineering course from NID, Ahmedabad. He got his first job at Faraka barrage, West Bengal for Hindustan Construction Company in 1966-67. Dhananjay with his grit, vision and passion wrote the history of his life in his own way. He started his own construction business at Ahmedabad in 1969. Soon his Desai & Co. became a pioneer in road construction in Gujarat. Since 1975, his company worked all across Gujarat. He fought the battle of his life with ease and acquired name, fame and glory.

He had a keen interest in Cycling. Everyday he used to run cycle till his last days. He had participated in many events as the senior most marathon cyclist.

The stamp collecting was very close to his heart and always ready to share his researched knowledge. His house, office and heart were always open for any one and everyone who had a desire or interest in exchanging philatelic information. His main philatelic interest was Feudatory States of Gujarat mainly Sorath. His other interest were Indian Postal Stationery, Portuguese India, Mahatma Gandhi, Pakistan, Bangladesh, World War II and many more sidelines of Indian Philately. His passion for work is praiseworthy. He trailed on path of Do and Dare. He has won many laurels at National and International Exhibitions for his collections and his book. His love for philatelic books had no limits. His philatelic library is the best library in whole of Gujarat.

Dhananjay bhai has played a huge role in promoting philately at grass root level. He was the founder member and Patron of Gujarat Philatelists' Association and a long-time member of Governing

Council of Philatelic Congress of India. He was a member of many Philatelic Societies in India and abroad. He was on the panel of National Jury. He served as National Commissioner in several world/International Stamp Exhibitions across the globe. He recorded his philatelic research findings in articles and was also the co-author of the Book 'Indian Telegraphs'. Dhananjay bhai unexpectedly left us for his heavenly abode on 15th December 2020, leaving his philatelic researched knowledge for generations to come. He is survived by his wife Ms. Taru D. Desai and two daughters Parthvi and Monti and a son Aditya and daughter in law Nidhi and grandchildren. Ever smiling face of Dhananjay bhai, the contagious childlike energy can now only be felt within us. He was a powerhouse because he saw endless possibilities in impossible. His friendly behaviour was unforgettable. He left a big void in the world of Philately. Though his physical presence will be greatly missed but he will always stay with us in our fond memories. Personally I lost my brother and my children lost their uncle.

This book has been written specially for young philatelist and is an excellent reference book particularly for school children who want to pursue this wonderful hobby. Through 19 chapters and 8 Annexure the author has touched upon almost all aspects of Philately. The language is easy to understand and the layout is good for taking notes while reading.Useful information about functioning of Philatelic Bureaus of India post and suggested guidelines for forming a Philatelic club in school are covered in detail. Purpose of philatelic exhibitions and tips for preparing exhibits for exhibitions are also very well

explained.

Overall this is a good book for Schools and Students library. This book is also a nice guide for those who want to form a Philatelic Club and participate in scholarship program “Deen Dayal SPARSH Yojna” of India Post. On 13th October Vadodara Philatelic Bureau had celebrated Philately Day. Special Cover on Cricket

On 27th October 2020, a Special Cover was released on 92nd Birthday of Cricketer Shri Dattajirao Gaikwad at Vadodara H.O. The Cover was sponsored by Baroda Cricket Association.

I n d i a ' s F i r s t S e a p l a n e S e r v i c e commemoratedPr ime Min is te r Shr i Narendra Mod i inaugurated India's first seaplane service in Gujarat on 31st October 2020. The service offers connectivity from the world's tallest statue, a 182-metre statue of India's first deputy Prime Minister Sardar Vallabhbhai Patel in Kevadia colony (Statue of Unity) to Sabarmati riverfront in Ahmedabad. A Special Cancellation was provided at Sabarmati P. O. and new Permanent Pictorial Cancellation was introduced at Kevadia Colony.

In the inaugural first flight service the following postal documents were transmitted by Department of Posts.

Envelope 198 nos., Post Card 185 nos, Inland Letter Card 27 nos, and Special Covers 324 nos. The details were given by Department of Posts to Mr. Parvesh Kumar Gupta of Faridabad, who asked the details under RTI Act.

Pictorial Cancellation on Dandi MarchThe Dandi March was led by Mahatma Gandhi against British salt monopoly. The twenty four day march lasted from 12th March 1930 to 5th April 1930 covering 390 kms. from Sabarmati Ashram to Dandi. In order to celebrate 91st anniversary of Dandi March, Gujarat postal Circle released a pictorial cancellation in all its head post offices of Gujarat on 12th March 2021. At Vadodara Fatehganj H. O. and Vadodara H. O. Shri Prashant Pandya, our President released the Pictorial Cancellation.

Parakram Diwas Pictorial CancellationGovernment of India decided to celebrate 23rd January, the birth day of Subhash Chandra Bose as Parakram Diwas every year beginning with 2021. In connection with this India Post released a special postmark of Netaji which was provided at almost all Head Post Offices to affix the letters posted on the day. The postmark features the picture of Netaji receiving guard of honour.

Philavirtu - 2020, First National Virtual Philatelic Exhibition

PHILAVIRTU - 2020, First National Virtual Philatelic Exhibition with International participation was held from 10th to 23rd October 2020. The exhibition was organized by International Collectors' Society of Rare Items, Pune under the Patronage of Philatelic Congress of India (PCI) for the promotion of philately. The exhibition showcased exhibits of all classes except Literature Class. Virtual Opening and Closing ceremony were conducted very well by the organizers.

To commemorate �hilavirtu 2020, First Virtual National Philatelic Exhibition a Special Cover was released on 10th October 2020 at the auspicious hands of the Chief Guest, Shri Pradipta Kumar Bisoi, Secretary, Department of Posts in a Grand Opening Function. Guest of Honours Dr. Charles Lobo, Member (Operations), Department of Posts Mr. Ashok Kumar Poddar, Additional Director General, Department of Posts were also present.

Lifetime achievement awards were given to Mr. Ajit Singhee, Mr. Ashok Bayanwala, and Mrs. Damayanti Pittie. Around 1000 frames of more than 200 exhibitors were exhibited. Mr Rajesh Jhunjhunwala won the Champion of Champions Award and Mr Piyush Khaitan won Best Exhibit of the Show Award. Mr W. Danforth (Dan) Walker, RDP, FRPSL was honoured with Philatelic Excellence Award.

New Initiatives by FIP

The International Philatelic Federation (FIP) has made two important decisions during the 135th FIP Board meeting on 16th October 2020. The first relates to the formation of an FIP Open Philately Commission and the second states that 'a Vermeil medal at national virtual exhibitions held in 2020-2022 shall be accepted for FIP World exhibitions only in 2021 and 2022, on an experimental basis'.

Obituary

With profound grief and sorrow, this is to inform our Readers that noted philatelist Dr. Avinash B. Jagtap from Pune (settled in Switzerland) is no more. He passed away on 22nd January 2021. He was extremely ill with neurological and eyesight problem. He was also suffering from Alzheimer disease. Dr Jagtap wrote many articles for Vadophil.

Dr. Jagtap was a keen stamp collector since his childhood and was a serious

philatelist in postal history of India and thematic.

He was a well-known philatelic writer and had written series of articles, both on the postal history of India and in thematics in “IND DAK”, “ITS Stamp News”, “Stamps Today”, “Rainbow Stamp News” and many more journals. He will always be remembered for his great contribution.

We the members of Baroda Philatelic Society convey our heartfelt condolences to the bereaved family and pray the almighty God to give the family members all the strength to bear the blow and may the departed soul rest in peace.

From the Archives

It was amusing to find three different Postal rates within a span of three months on mails in between India & Pakistan. After partition of India on 14th August 1947, mails continued as it was before partition. It means that domestic postal rate continued, as exchange of mails between the two countries was not on strictly international lines, it was decided to treat each other as foreign countries from 1st April 1948 vide postal notice No.66 dated 29th March 1948.

The rate of a Postcard was raised to 2 annas with other postal articles. As the new postal rate was vehemently opposed by public of both countries, finally the domestic rate was again introduced with some modifications. On and from 15th May, 1948 vide Postal notice No.13 dated 13th may 1948.

Thus we find half anna postcard till 31st March 1948, two annas postcard from 1st April till 14th May, 1948 and from 15th May prevailing domestic rate of both countries. My first Postcard of Half anna is dated 19th March 1948, the second postcard of Two annas is dated 22nd April 1948 and the third postcard of Nine pies is dated 25th June 1948. Thus we see three different postal rate with a span of 3 months.
