    DOFA has been established under the Department ofDefence Production (DDP) as a single windowagency to facilitate implementation of the offset policyof the Ministry of Defence.

    DOFA will assist potential vendors in interfacing withthe Indian Defence Industry for identifying potentialoffset products/projects as well as provide requisitedata and information for this purpose.

    The agency will function under the supervision of adesignated Joint Secretary of the Dept of DefenceProduction, and have representatives from theService HQrs, HQ IDS, DRDO, DPSUs and OFB aswell as from CII, FICCI and ASSOCHAM and otheragencies as deemed necessary.

    Defense Offset Facilitation Agency(DOFA)

    This paper is aimed at addressing the value andneed for quality Technical Publications in the Indian

    Aerospace and Defence Industry.

    Technical publications include a wide variety ofmaterials such as user guides, online help, whitepapers, classroom training materials, referenceguides, administration guides, standard operatingprocedures, installation manuals, Web-basedtraining materials, and product demos.

    The processes and procedures involved intransferring and implementing the technology,operation, maintenance, overhauling, upgrading,engineering, designing, testing, and qualityassurance services of the manufactured defenceequipments and related software needs to be

    documented.

    With the ever increasing defence imports, theIndian Defence Industry is inviting and encouraginglarger participation of private investors fortechnology transfer, manufacturing ground handlingequipments, and repair and maintenance ofaircrafts and other defence products.

    The quality of Technical Publication in the IndianAerospace and Defence Industry needs to be in parwith the standards such as European Association

    of Aerospace Industries (AECMA), SimplifiedEnglish (PSC-85-16598), and ATA iSpec 2200 (AirTransportation America) and be comprehensible tothe end users in the global markets.

    In this paper we will also address and discussabout the lack of vista in communication andusability aspects, aimed at increasing the value oftechnical publication in the Indian Aerospace andDefence Industry.

    Indian Aerospace and Defence Industry

    With the armed forces procuring multi-role fighter jets,helicopters, and long range maritime reconnaissanceaircrafts, it is estimated that India's defence importswill reach USD30 billion by 2012.

    This makes India one of the most attractive defencemarkets in the world, in terms of business potentialand growth opportunities for private sectors.

    The current defence market for private sector in India,which includes outsourcing from Defence PublicSector Units and Ordnance Factories is estimated tobe USD700 million.

    This spending will further increase as the IndianDefence Industry is determined to increase theparticipation of private investors.

    Presently more than 5,000 Indian companies aresupplying around 25% of components andsubassemblies to state-owned companies.

    The government has set a 70% target for procuringits defence requirements from indigenous sources by2010. For achieving this target the government ismainly relying on private players.

    Some of the key civil industry players supplyingDefence equipment and services include Tata Group,Mahindra & Mahindra, Kirloskar Bros., Larsen &Toubro, Ashok Leyland, Jindal, Max Aerospace &

    Aviation and Ramoss India.

    The recent studies conclude that India is currentlyone of the top importers of military and aerospaceequipments in the world.

    The projections made in a report on Avenues forPrivate Sector Participation in Defence' by theindustry chamber Associated Chambers ofCommerce and Industry of India (ASSOCHAM)points out that:

    Over the past few years, India has spent asmu ch as $10.5 bi l l ion on mi l i tary impo rts , making

    i t amo ngs t the largest arms impo rters in thedeveloping world

    Defence Offset Obligations

    The policy to deregulate certain selected areas inthe industry is aimed at import substitution throughhigher domestic production for meeting theexpected domestic defense requirements.

    DOFA has stated in the Defence Offset Obligationsof Offset Procedure that:

    manu factured by, or serv ices prov ided by,

    Indian defen ce indu stries, i.e., Defence Public

    Sector Undertak ings, the Ordnance FactoryBoard, and any private defence industry

    manu facture. For the pu rpos e of defence of fset ,

    services will mean maintenance, overhaul,upg radat ion, l i fe extension, engineering ,

    design, test ing, and defence related sof tware or

    qual i ty assurance services.

    Rising Defense Expenditure in India: the Government of India has been investing heavily in its defenceindustry to increase the imports and in-house production of defence products.

    Indias Offset Policy to Encourage Domestic Production: the Indian Defence Industry is encouragingprivate companies to invest and increase domestic production of defence products through DOFA and Offset

    Policy. The establishment of agencies and policies to encourage domestic production of defence products isIncreasing Public-Private collaborations.

    Rising Private Investments in the Indian Defense Industry: some of the key private investors includingTata Group, Mahindra & Mahindra, Larsen & Toubro, and Ramoss India are supplying defence equipmentsand services in the ground handling equipment, missile launching vehicles, and maintenance, repair andoverhauling segments.

    This is increasing the competition between the companies of various sizes and capabilities in the privatesectors. Thus the less branded companies need to be more competent than the other highly brandedcompanies, and this can be achieved by providing attractive publications as useful marketing tools.

    Value of Technical Publications: Technical Publications are very essential for transferring productknowledge to the end users. Provisioning of proper material to use the technology and products enables the

    user to accept and efficiently use the product. Faulty assumptions about documentation lead to inaccurateand hard-to-understand material. This also decreases the changes of marketing the products in the globalmarkets.

    Developing Technical Publications is all about writing for the audience, i.e., developing TechnicalPublications for users with different domain and product knowledge. Writing objectively is moreimportant that writing subjectively.
