• Planning Commission review consisted of six workshops in 2020 and 2021 and a public hearing on July 6.

• Up to 5,000 jobs and 1,200 housing units over 15-year build-out• Proposed sequencing: existing and new industrial area buildings first,

followed by new multi-family housing at west end, and new single family housing at north end.

• Separate master plan approval required for Town Center portion of eastern mixed-use area within three years.

• Northeast forested tract to be preserved by covenant; negotiations with City for sale land or public access easement within 150 days.

• Conceptual agreement with Evergreen School District for sale of 20- acre property in northwest portion of site for future middle school campus.

• Design Standards and Principles addressing mobility, energy, water, building design, building finishes, heights, signage, tree canopy, open space, and street cross sections.

• Applicant led design review process prior to submitting for City review, but will not replace City review process

VIC: Impacts to Facilities and Services

• Proposal generates 27,000 vehicle trips per day and 2,000 trips during peak hours; 10% fewer daily trips and half the peak hour trips than under IL zoning

• Applicant will help fund improvements to impacted roads and intersections near site, dedicate and improve roads within site, and be subject to Transportation Impact Fees

• Proposal generates 319 students; schools have capacity to serve through temporary portable classroom capacity

• Proposal generates additional park demand, but proposed on-site park addresses park needs from site and surrounding community

Park – Development Agreement Provisions• Covenant will preserve 14-acre forested tract in perpetuity, and

City staff is currently negotiating a purchase for a public park. • Future park envisioned to have mix of adventure courses, picnic

pavilions, trails.• The developer and the City are still negotiating the design and

amenities, funding and maintenance of park, will be subject to further Council action.

VIC Sustainability and Climate Provisions

• Master Plan establishes mixed use setting providing for fewer vehicle trips than development under existing zoning

• New City standards related to sustainability and climate will apply to the project (e.g. no vesting to climate action standards in D.A.)

• Applicant has committed to the following in implementing project:• Work with C-Tran to increase bus service to the site• Upgrade lights and HVAC in the existing buildings, saving 6,362,399 kWh and

345,454 Therms per year• Treat and perform infiltration of all stormwater onsite, and upgrade all parking lot

stormwater to then-current standards

Public and Stakeholder Input to Date

• Multiple city notifications to public throughout review process• Applicant has engaged stakeholders through virtual and in

person outreach and site tours.• Public comments included concerns about traffic, tree retention,

impacts on public services, sustainability and climate as well as excitement about proposed park, new housing and employment in mixed use setting.

Planning Commission hearing and Council First Reading

• Planning Commission voted 4-0 on July 6 to recommend Council approval of the comp plan amendment/zone change, master plan, and D.A. with two modifications.

• The Commission voted to expand dashed Town Center boundary to cover all of Mixed Use area requiring submittal of follow up Master Plan within three years.

• Council directed on August 9 to advance ordinance expanding boundary to the north, but not south, in recognition of Design Standards that will apply to that area.

• The Commission voted to amend Development Agreement to specify potential purchase of NE corner park be based on land values under existing IL zone, not future MX zone

• Council directed at First Reading to advance ordinance eliminate reference to any zoning as the basis for park valuation, in recognition that potential purchase will be based on range of factors, and be subject to separate Council review and approval.
