VATAME Quarterly Report Q1 2014 Dear VATAME Members, Please find the local division reports attached to this quarterly report. I have looked into the numbers and the activity reports you sent, and I am very satisfied to see that we have made some positive changes over the past year. More traffic, more local training and more VACC’s activity. We are looking forward for new Sceneries around VATSAF and VATME to come in the next quarter, and we are full of hope that new sceneries can help us keep develop the region and attract new members . Starting May 2014, we are expecting some major staff changes over the Region of VATAME; Mahmoud Fadli, VATME1; Mahmoud is the founder of VATME division. He is one of our most dedicated and valuable members I have known. Thanks to Mahmoud, nine different VACC’s have been created over the years sharing a common VATME roof. I would like to personally thank Mahmoud for his time and major efforts to keep this division active over the years. VATAME is currently searching for new candidates to fill the position of VATME1. Thomas Mathieu, VATAME2 Thomas is known to me as the “African Contractor”. Thomas spent the last couple of years building and establishing African activity over VATSIM. Thomas joined the VATAME team as a deputy director about a year ago and due to some personal commitments, Thomas decided to step down and give others the option to fill the VATAME2 position. Q1 2014

Dear VATAME Members, Please find the local division reports attached to this quarterly report. I have looked into the numbers and the activity reports you sent, and I am very satisfied to see that we have made some positive changes over the past year. More traffic, more local training and more VACC’s activity. We are looking forward for new Sceneries around VATSAF and VATME to come in the next quarter, and we are full of hope that new sceneries can help us keep develop the region and attract new members. Staff Jasmin Gostevcic was appointed FIR Chief of the Entebbe FIR. He directly

started an online day and joined with the Nairobi FIR a twin online day every

Saturday evening. The ATC numbers for the Entebbe FIR are strongly growing

up since January.

Training 2 Rating upgrades were recorded. A C1 recommendation was issued in January

after successful exam passing and one S1 rating was issued to a new controller

in the (currently inactive) Kano FIR.

Currently 2 candidates are in training. The formerly built Guides for

Ground/Tower, Approach and Center which are available in the VATCAF con-

troller resources are a really big help because it minimized theoretical lessons,

especially for the approach sessions. In the past quarter there were live and

simulated training sessions at Accra (DGAA), Lagos (DNMM) and Nairobi

(HKJK). For all candidates temporary position approvals for their training air-

port are offered.

Division Issues and Conflicts In February one training rating was missed to extend after a training session

causing a supervisor query for Aaqib Afzal. The division’s miss to extend the

rating was directly fixed with the correct approval. No post supervisor action

was recorded thereafter.

1. During Q1 of 2014 VATIL training department began working as an 'academy'

for both ATC and Flight.

3. Control room event which took place at the museum for 48 hours, the

control room was open for all the museum visitors which learned about

VATSIM network and the work of real and virtual ATC in Ben Gurion

airport.

Flight Planning course :

1. Flight planning course for VATIL members took place at EL AL campus.

2. During the 4 hours course the participants have learned about all the ba-

sic and

advanced features of PFPX and TOPCAT.

3. The next part of the course (cockpit preparations) will take place in the

following weeks.

Staff VATME1 Mahmoud A. Fadli has announced that he will be stepping down as Division Di-

rector by the end of April. There are a limited number of qualified candidates for re-placement. Fadli cites time considerations and concerns as a basis for his resignation. Fadli nevertheless will be available to continue to assist VATME, host its servers and websites, and offer any and all assistance needed to continue operating the division. He has formally inquired about the possibility of a regional staff position.

Training Promotions

Division Issues and Conflicts VATME is concerned with protocols and protections offered to all training materials for

its students. A recent incident concerning personal issues within a vACC and a transferee to VATME resulted in that transferee’s legitimately earned rating being withdrawn with-out any DCRM investigation on an ‘order’ from an EC member. VATME protested the move and the rating was reinstated after it was determined that no evidence exists. VATME believes that the matter was a personal matter between a vACC and the trans-feree, and because VATME no longer used the training system which was allegedly used as a basis for the “investigation” of the member’s status, no oversight existed and no communication was ever received by VATME concerning the issue prior to matter being sent to the regional office. VATME wishes to formally place its view on the record that it would advise VATSIM to create one, central training system controlled only by the BoG where members’ training records are private and secure and not subject to exploitation or abuse. Privately operated training systems, while commonly secure, are nevertheless prone to abuse as witnessed in VATME’s situation.

o As a result, VATME will object to any directive that requires the use of any training system other than the one it presently uses, the AWTS Training System. VATME is not confident that other training systems maintain strict protocols over the privacy of data, and is not convinced of any other system’s complete independence from inter-vACC conflicts and personal-member conflicts.

VATME is aware that some members may come to the division in hopes of “getting away” either from trouble or for the pursuit of a “fast rating.” VATME wishes to advise that if a vACC has any suspicions regarding a member that has transferred to VATME, that it kindly contact VATME and inform them about their concerns. VATME has wit-nessed many vACCs going straight to the division office, involving the EC and BoG when in reality, such over-reaction is not necessary. VATME is always ready, willing, and able to hear any and all concerns regarding transferees, and would appreciate cooperation from other vACCs in this regard.

Specific vACC Updates: UAE o We are constantly working with local and regional virtual airlines to provide top

class service within the casual days as well as the events if we're being informed about them in advance

o We are in process of recruiting more members of VATSIM to become con-trollers at Emirates vACC regardless of their status

o Recently we launched something called ''ATC Training and Booking Center'' which allows us

to provide feedback to our students after a session and it helps us stay informed about the student training as the session report would stay in the system and the next

mentor would be available to go over it to see what the student has practiced in the past

the link to the the training center is available here http://uae-vacc.net/train/ o As I said previously the ''ATC Training and Booking Center'' now allows us to provide book-

ings to the local stations as well as GULF_FSS so our controllers would be able to book the

positions that they're going to be online on so the pilots could see in advance where the planning ATC service is going to be.

o Additionally we are trying to upgrade Abu Dhabi's movement and traffic capac-ity as Dubai is the key and main airport in our vFIR Abu Dhabi gets one opera-tion per day and that’s why we would like to give it a chance and get some more ATC controllers to control on this airport to show and attract the incoming traffic.

o Emirates vACC is really popular vACC for any visiting controllers within last months of my work as the ATC Training Director I faced over 15 controllers re-quest which about 75% was accepted within our vACC regulations of visiting policy

o Additionally coming back to my role of the ATC Training Director we're con-stantly training, mentor and provide ATC support for our local as well as visiting controllers which sometimes is documents, sweatbox files, voice support and many many more to help out our guys out there so they would enjoy controlling as much as they can. To get this done I'm listening and observing different train-ing techniques that controllers, mentors, instructors and examiners use all over the virtual world.

Specific vACC Updates: LEBANON o We are working on a high quality scenery for OLBA. The reason for the new

scenery development, that is the current one, is outdated, and the taxiway + grass has been imaged from Google Maps or Google Earth. Also, new scenery has been developed in February 2014 by Mr. Hable that serves the area around the airport and if I am not mistaken it covers pretty much the whole country, the files are downloadable after becoming a registered member of LSCX community at http://wwww.lebanonsceneryx.com

o We are working on the creation of the new relationships across VATSIM Middle East and Europe by having more events

o We are in the process of recruiting more and more VATSIM members to become controllers at VATSIM Lebanon regardless of their status

o We are planning to launch a new feature at VATLEB that allows VATSIM pilots to book their slots during any of our events so it ensures effective count measures as well as post-event feedback if necessary

o We are planning to have our online nights either every Saturday or Friday from 16 - 20z

o We are in the process of new website design + logo Specific vACC Updates: JORDAN

o VATSIM Jordan has recently had a staff change. At the lead of VATSIM Jordan is Hazem Al-Maaitah ([email protected]). His new Deputy is Captain Mohammad Malhas ([email protected]). VATME1 continues to be heavily involved in JOvACC as well.

o VATSIM Jordan has partnered with FlightSIm.JO, which is a fixed-base simulation-training center in Jordan which presently has 3 fixed based simulators, one of which is a B737-800. FlightSim.JO has agreed to let VATSIM Jordan use its facili-ties, for free, for a period of 3 – 4 hours every Friday for live training events, meetings, and other purposes. This is a very valuable addition to our community.

o VATSIM Jordan is holding weekly online nights every Friday.

Free Input VATME presently has many concerns regarding VATSIM as a whole that it wishes to

address. First and foremost, VATME is concerned that the slow rate of activity in-creases for our division have less to do with competition with IVAO than it has to do with the complexities of joining VATSIM. Presently, the application process is confusing to members and presents a firm obstacle. Moreover, the lack of a central training system makes it even more difficult for VATME to continually attract new members. As VATME competes with IVAO, there are certain expectation that members from our part of the world have come to expect, especially with respect to centralization. To that end, VATME would like to inquire as to where it would be appropriate for VATME to highlight its observations with the hopes of beginning a constructive dialogue with VATSIM so as to improve the quality of the network and make the process of joining and training more fluid and easier to understand.
