VCE Season of Excellence 2004

On Friday 11 June the curtain went up on Top Acts. The 28 performers were

selected from 106 students of Dance, Drama, Music Performance and Theatre Studies who performed at the ten Top Class concerts in March and May.

All performers demonstrated outstanding accuracy, physicality and imagination in work created as part of their VCE performing arts studies in 2003. Performances included music by

CEO’s columnCurriculum Reform Project: Regional Seminars for Curriculum LeadersAs a part of the consultation process and to support curriculum leaders in schools in their facilitation of discussion about the issues outlined in the Victorian Curriculum Reform 2004 Consultation Paper the VCAA is sponsoring ten two-hour seminars in regions throughout Victoria. The seminars are being organised by the regional offices of the Department of Education and Training on behalf of the VCAA.

They specifically target key curriculum leaders in both government and non-government schools.

The key purposes of the seminars are to:• provide an overview of the themes and challenges in the

consultation paper• conduct a structured discussion that focuses on the

questions• provide an overview of the relationship between the

development of the framework and other initiatives outlined in the Governmentʼs Blueprint for educational reform

• record the results of discussions and issues needing further consideration for feedback to the VCAA.

School curriculum leaders who attend the seminars will play a key role in leading their schools through the consultation process and responses to the online questionnaire.

P–10 Generic Skills Support Materials Project 2004The VCAA has sought expressions of interest from schools or groups of schools wishing to participate in a project to develop support materials for the teaching and assessment of generic skills as part of the broader Curriculum Reform Project.

The Victorian Curriculum Reform 2004 Consultation Paper specifically identifies generic skills, values and attributes as a key element of the new framework of ̒ essential learningʼ. The exact nature of the generic skills is yet to be decided but they could include cross-curricular skills such as communication and thinking skills; personal and social competencies such as cultural and civic understanding; organisational skills and personal development.

To support teachers in understanding and implementing the new approach, the VCAA intends to publish a range of materials including sample programs, sample units and annotated student work. Schools that have introduced, or are in the process of introducing, innovative programs in Years Prep to 10 that incorporate generic skills into teaching, learning and assessment practices will be invited to participate.

This project offers challenge and enrichment to participating teachers and schools and the opportunity to be leaders of new curriculum approaches and to play a key role in developing the framework of ʻessential learningʼ.

The Minister for Education and Training, Lynne Kosky attended the May meeting of the Victorian Curriculum and Assessment Authority welcoming the newly appointed Chairperson, Mr Stuart Hamilton, to his first Board meeting.

Mr Hamilton who is currently Chief Executive Officer of Open Learning Australia was the Secretary to the Department of Education and Training in 2001–2002 and Executive Director of the Australian Vice-Chancellors ̓Committee from 1996 to 2001.

Ms Kosky said that Mr Hamilton brings a breadth of experience to the position and his skills across all sectors of education will equip him well in this pivotal role.

Mr Hamilton is a Rhodes Scholar and an Officer of the Order of Australia.

In her address to the Board, Ms Kosky referred to four priority projects that the Victorian Curriculum and Assessment Authority would play a major role in for 2004:• The Curriculum Reform Project• post-compulsory study options with flexible education

pathways available to all students through VCAL, VET in Schools and the VCE

• AIM, including online testing and the introduction of the student identifier to assist in the longitudinal tracking of student achievements

• the availability of the VCE internationally and its growth in Asia.

Ms Kosky expressed her confidence in the VCAA under its new Chairperson to ensure successful outcomes for these key projects.

On Track ProjectThe VCAA is a major partner in the Departmentʼs On Track project, now in its second year. This project follows up Victorian young people who have left school, after successfully completing Year 12 as well as those who leave school early.

The VCAA holds information about young peopleʼs participation and attainment in both Victorian post-compulsory certificates, the VCE and the VCAL, so it is ideally placed to identify school leavers across all education sectors.

After seeking the individualʼs permission, the VCAA forwards their contact information to On Track. Project staff then telephone them and ask about their post-school destination and offer assistance if the person is not in full-time work or study. Over 42 000 or 88 per cent of students who successfully completed Year 12 opted to participate in On Track this year, up from 2003.

Work is progressing to place Year 10 students, in all schools, who are not currently enrolled in a senior secondary certificate onto the VCAA database. This will ensure a single source of information about post compulsory participation and outcomes for young people in Victoria and improve the data efficiency of the On Track project.

Accreditation Period for VCE Studies

Schools are reminded that the accreditation period for eight VCE studies was extended by 12 months in November

2003. The accreditation period was extended until 31 December 2006 for Classical Societies and Cultures, Dance, Design and Technology, Drama, Philosophy, Systems and Technology, Texts and Traditions and Theatre Studies. Details of the review and reaccreditation of VCE studies during 2004 were published in the November 2003 VCAA Bulletin, No. 8. The accreditation period for all VCE studies, effective from 1 January 2004, is published on page 4 of this Bulletin. Teachers should note the commencement date inside the cover of the study design to determine whether they are using the currently accredited curriculum. Additional copies of study designs are available for purchase from Information Victoria on 1300 366 356. The currently accredited study designs for all VCE studies are also published on the VCAA website on each study page at www.vcaa.vic.edu.au./vce/studies/index.htm

Consultation The draft study designs for the studies listed below were approved at the Post-compulsory Curriculum and Assessment Committee on 2 June for consultation with teachers and key stakeholders. They will be implemented in 2006 and include:• Agricultural and Horticultural Studies • English Language• Food and Technology • Industry and Enterprise Studies• Literature• Music including Performance and Styles• Religion and Society.

Teachers who joined the VCAA Consultation Register for these studies will be sent a copy of the study design draft for Consultation. Copies of the drafts can also be accessed via the VCE study page on the VCAA website.

Feedback on the drafts will be collected using Consultation questionnaires. These questionnaires can be:• completed online (refer to the VCE study page on the

VCAA website for this facility. Teachers are encouraged to complete the questionnaire online)

• downloaded from the website and returned to the VCAA by mail or fax.

All responses are forwarded to the Study Review Committees for consideration before the final draft of the study design is prepared.

VCE Mathematics reviewProgress reportAt the 22 October 2003 meeting, the VCAA Board approved the recommendation from the Mathematics Expert Studies Committee that VCE Mathematics proceed to review committees for each mathematics study, and that expressions of interest for these committees be sought in the latter part of 2003. The Authority invited teachers to express their interest for these committees using the Expression of Interest 2004 VCE Study

Review Committee application form published on pages 14–15 of the October 2003 VCAA Bulletin, No. 7, and received responses until 1 December 2003. The Authority established mathematics review committees in January 2004 for Foundation/General Mathematics, Further Mathematics, Mathematical Methods, Mathematical Methods (CAS) and Specialist Mathematics, with the members of the expert studies committee distributed across these study review committees. There is overlapping and linking membership between committees, in particular: Foundation Mathematics and General Mathematics, General Mathematics and Further Mathematics, General Mathematics and Specialist Mathematics, Mathematical Methods, Mathematical Methods (CAS) and Specialist Mathematics.

To date the work of the committees has focused on the review of content for the areas of study and the key knowledge and key skills for Outcome 1. In particular, for Mathematical Methods Units 1–4, Mathematical Methods (CAS) Units 1–4 and Specialist Mathematics Units 3 and 4, consideration has been given to mathematical skills and processes both with the use of technology and without the use of technology.

Units 1 and 2 – summary of proposed changesFor Foundation Mathematics Units 1 and 2, it is proposed that the general content for the areas of study will essentially be the same with some minor revision; however, it is proposed that some of the content from the current ʻMeasurement and design ̓area of study (principally material related to maps and plans) become part of the ʻShape and space ̓ area of study, and these areas of study be renamed as ʻMeasurement ̓ and ʻShape, space and design ̓respectively. These should be minor changes and not significantly affect the relative weighting of the areas of study.

For General Mathematics Units 1 and 2, following the comprehensive investigation of school implementation in 2002 and 2003, refinements have been proposed for several topics; and a new topic Kinematics proposed for the ʻFunctions and graphs ̓area of study (to support students who would likely undertake subsequent study of Specialist Mathematics). It is also proposed that the current area of study, ̒ Trigonometry ̓with a single topic become part of a ʻGeometry and Trigonometry ̓area of study, and that there be some re-allocation of topics within revised areas of study to draw together topics with a discrete mathematics emphasis.

For Mathematical Methods Units 1 and 2 and Mathematical Methods (CAS) Units 1 and 2, while much of the content of these will continue to be essentially the same as for the current units, some refinements to the areas of study have been proposed, in particular with respect to the description of common material across the two studies.

Units 3 and 4 – summary of proposed changesA small number of refinements and clarifications have been suggested for the Further Mathematics core and several of the modules. It is proposed that: trend line forecasting be included in the ʻData analysis ̓core; the ratio and proportion component of ̒ Number Patterns and applications ̓be removed and Fibonacci sequences be included in this module; traverse surveys be removed from the ʻGeometry and trigonometry ̓

module; and that the ʻBusiness related mathematics ̓module retain essentially the same material, reorganised to reflect a more technology active approach to computation. Following international benchmarking of like courses and a suggestion from the Expert Studies Committee, a proposal to introduce a possible ʻMatrices ̓module has been considered and draft content developed for consultation.

For Mathematical Methods, it is proposed that the current separate areas of study ʻCoordinate geometry ̓and ʻCircular (trigonometric) functions ̓ be combined as a single area of study ̒ Functions and graphs ̓with essentially the same content (similarly for Units 1 and 2). Only minor refinements have been proposed to content for the areas of study with the exception of ʻProbability ̓where a more general focus on the concept of a random variable (discrete and continuous) has been considered, with the binomial and normal distributions used as particular examples and graphics calculators used to support numerical integration as required for probability distributions of continuous random variables.

For Mathematical Methods (CAS), accredited as a pilot study 2001–2005, and available to all schools from 2006, only minor refinements and clarifications have been proposed to content for the existing areas of study. To support those schools who wish to take up early implementation of Mathematical Methods (CAS), the VCAA is developing a CD-ROM teacher resource, based on materials from the expanded pilot program. It is anticipated that this resource will be available for distribution to all schools in Term 4.

For Specialist Mathematics it is proposed that the separate areas of study ʻCoordinate geometry ̓and ʻCircular (trigonometric) functions ̓ be combined as a single area of study ʻFunctions, relations and graphs ̓ with essentially the same content as in the current study, subject to minor revision. Consultation for VCE Mathematics examination modelsThis process, which is part of the review of VCE Mathematics, commenced with the publication of the Consultation paper for VCE Mathematics examinations: 2006 and beyond as Supplement 2 to the December 2003 VCAA Bulletin. A pro forma for response was included in Supplement 2, and schools, teachers and other interested parties were invited to forward their response to the consultation paper by Friday 27 February 2004. At the request of several schools and the Mathematical Association of Victoria, the due date was extended to Friday 19 March, to provide them with flexibility with respect to meeting schedules and their consideration of the consultation paper. Responses were received steadily from the beginning of the consultation period, with a small number of submissions received in the week after the extended due date. The VCAA wishes to express its appreciation for the contributions of respondents to the paper.

The consultation paper described several models, and, for each model invited respondents to:• comment on its suitability, including its strengths and

limitations, and any important considerations or issues related to that model

• note possible variations to aspects of the model which may enhance its suitability with respect to particular considerations or issues for that model

• to indicate a preference (first, second or third) with a brief rationale

• provide any other feedback, comments, issues or considerations.

Pages 6 and 7 of the consultation paper included a collection of tables to enable ready comparison of the current model; Model A (a technology-free examination in conjunction with a technology-active examination with some alternative questions for non-CAS and CAS groups for Specialist Mathematics only, with the Further Mathematics, Mathematical Methods and Mathematical Methods (CAS) examinations effectively retaining their current form); Model B (a common technology-free examination for Mathematical Methods and Mathematical Methods (CAS), a technology-free examination in conjunction with a technology-active examination with some alternative questions for non-CAS and CAS groups for Specialist Mathematics, with the Further Mathematics examination effectively retaining its current form); and Model C (as for Model B, but with an open-book format).

The VCAA received 89 submissions covering 76 metropolitan and regional schools across the sectors and a submission from the Mathematical Association of Victoria. Based on this data the following general observations can be made:• there was strong general support from respondents for some

form of technology-free component in MM, MM (CAS), and SPM examinations

• both ‘strict’(no calculators at all) and ‘relaxed’ (scientific calculators permitted, but graphics calculators or CAS not permitted) interpretations of technology-free received support

• Model B was the most strongly supported model, followed by Model A, with only limited support for Model C

• there was general acceptance that Further Mathematics not have a technology-free examination component, although this was suggested by a small number of respondents

• it was recognised that it is highly desirable for students, as much as practicable, to be able to undertake a pathway of VCE Mathematics study that only requires student access to a single technology.

The VCAA will further detail the intended examination model for 2006 and beyond, so that this can be incorporated in the draft for consultation version of the revised study design. This will include:• description of the nature, structure, scope and purpose of

the components of the examination model• description of the nature and scope of permitted technologies

and supplementary materials for the examination model.

It is planned that the draft for consultation version of the revised VCE Mathematics study design would be available from late July 2004 for consideration, comment and feedback through to 1 September 2004. The VCAA will subsequently provide supplementary resources to support teachers in their preparation for the corresponding examinations.

VCE VET Hospitality Operations: Study ScoresVCE VET Hospitality Operations is comprised of two streams, Food and Beverage and Commercial Cookery. Both are contained within the VCE VET Unit 3–4 sequence.

From 2004, these two cohorts will be treated as separate groups for the purpose of determining examination grades, conducting statistical moderation and generating a final study score.

It is important to note that the credit arrangements for the VCE VET Hospitality Operations are unchanged. Refer to the VCE VET Hospitality (Operations) program booklet published in August 2002.

Students will not receive credit in the VCE for more than one VCE VET Hospitality Unit 3–4 sequence. A student may choose to complete both streams available in the VCE VET Hospitality Operations Unit 3–4 sequence, but only one Unit 3–4 sequence

will contribute to satisfactory completion of the VCE and only one will be used in the calculation of the ENTER.

As advised in the April 2004 VCAA Bulletin, No. 12, there will be two separate examination papers: one for students undertaking scored assessment in the Food and Beverage stream and one for students undertaking scored assessment in the Commercial Cookery stream. The two examinations are conducted on the same day, at the same time.

On the day of the examination students will receive the Question and Answer Book which corresponds to the program they are undertaking – based on their enrolment details.

The covers, instructions and multiple-choice answer sheets will be provided in the Examination Issue VCAA Bulletin, No. 17, published in September.

The units of competence to be examined are the same as those outlined in the Hospitality (Operations) Assessment Guide 2003.

Programs under revisionAs advised in the February 2004 VCAA Bulletin, the VCE VET programs listed below are under revision. New program booklets for these programs will be published later in the year, for implementation in 2005.

It will provide hands-on experience of how to find and adapt suitable materials at Certificates I and II levels in several of the major vocational education fields. The workshop will be adapted for the range of Training Package areas indicated by participants in their registration process. A free CD sampler will be distributed to everyone who attends.

VCAA Plain English Speaking AwardThe regional finals of the 2004 Plain English Speaking Award are taking place in the last two weeks of Term 2.

Schools are cordially invited to bring student groups to the state semifinals and finals in Term 3 to hear the best speakers from around Victoria. State semifinals: Monday 26 July, 9.30 am to 3.30 pm.

Teachers and students may wish to come to half a day or to the full day.

• State finals: Tuesday 27 July, 1.00 pm to 3.30 pm.

The location for both days is Treasury Theatre, Ground Floor, 1 MacArthur Street, East Melbourne.

Oral communication is an important part of the school curriculum and these events provide students with the opportunity to listen to skilled speakers in a supportive educational setting.

VCAL 2003 student destinations

The results of the survey (which encompass 91 per cent of all VCAL 2003 funded providers) show that collectively,

90 per cent of VCAL 2003 students made successful transitions from school education into their chosen pathway.

The data indicates that 60 per cent of VCAL 2003 students made successful transitions into education and training pathways and that 30 per cent made transitions into apprenticeship, traineeship and other employment pathways.

VCAL enrolments 2004At present there are 7949 students enrolled in VCAL in 2004. The data shows a 37 per cent increase in VCAL providers with a corresponding 50 per cent increase in overall VCAL enrolments. Clear trends are evident with increased enrolments at both VCAL Intermediate and VCAL Senior levels.

VCAL implementation 2005Expressions of interest for VCAL implementation by additional government schools, special schools and adult and community education organisations closed on 28 May. The Catholic Education Commission of Victoria has a similar process in place with catholic schools. Selected providers for 2005 will be notified before the end of Term 2 2004.

VCAL and minimum entry requirements for TAFE coursesThe VTAC Guide 2005, and associated information for students on tertiary entrance requirements, will contain the following updated information on minimum entry requirements for Certificate IV TAFE courses.

For 2004 senior secondary students, the minimum requirement for TAFE courses listed in this guide is the satisfactory completion of the VCE, and Units 3 and 4 English (any), or equivalent senior secondary completion such as Senior VCAL.

Previously the VTAC Guide listed satisfactory completion of VCE as the only minimum entry requirement for TAFE Certificate IV courses. This new statement provides clear advice that students with a VCAL Senior or VCAL Senior Extension meet the minimum requirements to apply for Certificate IV TAFE courses.

The Office of Training and Tertiary Education (OTTE) will notify TAFE institutes that satisfactory completion of VCAL Senior and VCAL Senior Extension are appropriate as minimum entry requirements for Certificate IV TAFE courses.

VCAL and School Level ReportsA further development with the Office of School Education involves the provision of key statistics on VCAL to be included in the current School Level Reports that are produced for all schools. This will enable schools to receive reports on their VCAL enrolment and performance, and compare these with other like schools.

VCAA review of VCALThe Victorian Certificate of Applied Learning (VCAL) was accredited by the Victorian Qualifications Authority (VQA) in 2002. The original accreditation required the VCAL to be formally reviewed in 2004.

The Victorian Curriculum and Assessment Authority (VCAA) is undertaking the review of VCAL. A VCAL Review Committee has been established by VCAA. The terms of reference of the review are:• review the current structure of VCAL including VCAL

requirements, strands (Work Related Skills, Industry Specific Skills, Personal Development Skills, and Literacy and Numeracy Skills) and the three levels in VCAL

• assess the need for the development of further accredited VCAL units

• assess the need for any further development of VCAL.

The review will be completed by November 2004 and the recommendation/s will be forwarded to the VQA in December 2004. Any changes which are made to the VCAL as a result of the review process will be communicated to providers during 2005 and will be implemented in 2006.

Information on how key stakeholders, including VCAL providers, students and parents, can contribute to the VCAL Review will be forwarded to providers by VCAA memorandum and the VCAA Bulletin in the coming weeks.

ErratumIn the May 2004 VCAA Bulletin, No.13, under VCAL Update Themed VCAL Course Requirements on page 13, the third bullet point should read:• Curriculum components drawn from:

– VCAL units– VCE units– Vocational Education and Training (VET) accredited

curriculum or training package qualification or Further Education (FE) accredited curriculum (one credit is awarded on successful completion of 100 nominal hours of accredited curriculum).

VCE AchieverThe VCE Achiever Awards are open to all VCE students participating in community service activities whilst undertaking their studies. To qualify for these monthly awards, students need to be engaged in activities which assist their school and local community, such as fundraising, caring for the environment, local council events, participation in the arts, sporting programs and caring for the disadvantaged. Monthly winners are presented with their awards at Parliament House following the November examinations. The overall winner receives a laptop computer from IBM Australia Ltd. Schools are encouraged to nominate their students to participate in these awards. To find out more about the awards, please contact Vera Hemkes on (03) 9651 4557.

Outside of school David has had a long involvement with the Footscray Boy Scouts (Thang Long Scout Group). He says that: ʻat times this has been quite demanding due to the fact that some of the boys have not wanted to be involved and I have had to use my teamwork and leadership skills to draw the group together.ʼ

Another great experience for David was when he went to Japan as part of the College Japanese Exchange Program in 2002. David also takes part in Clean Up Australia activities and gives blood for the Australian Red Cross.

David is currently studying Units 3 and 4 English, Physics, Maths Methods, Information Technology, Processing and Management, Japanese and Unit 2 Philosophy. Physics is his favorite subject.

Next year David hopes to attend University and complete a degree in Computer Engineering, but continue to pursue his writing on the side.

Chief Executive Officer of the VCAA, Michael White congratulates David on his many achievements, in particular his excellent public speaking abilities and commitment to helping others.

May VCE Achiever, David Nguyen from Chisholm Catholic College believes in following his dreams.

ʻWe need to have a dream, to persist with it and take actionʼ, states David.

ʻI believe that through working hard and being strong in your convictions that opportunities will present themselvesʼ.

A computer enthusiast and published poet; David is on the way to achieving his dream, which includes a commitment to encouraging others to achieve their own dreams. ʻI am committed to providing leadership to others and being community-minded.ʼ

Earlier this year David was awarded Sunshine Lions Club Youth of the Year for his work on the Student Council, his skills in public speaking, leadership, sporting and cultural activities and his community involvement. At the presentation night he spoke about the importance of dreams and how the journey in life is just as important as the destination.

Caroline Chisholm Catholic College have awarded David the Sacred Heart Spirit award in recognition of his contribution to building a community spirit within the school as well as extra curricula activities and commitment to study.

David was invited to represent his college at the Future Leaders Forum held at the University of Melbourne in April 2004.

All these experiences have contributed to David developing into a confident and approachable leader. David chooses to lead by example, and in his spare time he has set up small workshops and study groups for other students at his school. Students discuss academic matters and any personal issues that students are having trouble with.

With Davidʼs love of literature it is not surprising that his greatest achievement to date has been having his poems published.

ʻMy friends and family were surprised by my love of poetry and this award really boosted my confidence.ʼ

Top Acts gave performers an opportunity to tread the boards in a world class facility while working with professional artistic and technical staff. Under the skilful direction of Kirsten von Bibra these performers brought to the stage the culmination of their work together as a company.

Top Acts was the last major event in the Season of Excellence 2004.
