Chapter 1

IntroductionA. PurposeThis guide provides the basic criteria toevaluate, plan, program, and design AirMobility Command (AMC) vehicleoperations and vehicle maintenancefacilities. It is intended to make com-manders and their staffs aware ofimportant design considerations and to aid in project development.

Planning and programming for vehicle operations and vehicle main-tenance facilities should consider allaspects of the operation, as well asmaintenance and repair of variousvehicle types. Additionally, a qualitydesign will maximize effective use ofavailable space and provide efficientvehicle operations and vehicle main-tenance facilities.

B. Design GuideScope and Use

This guide applies to the design ofall new construction and renovationprojects for vehicle operations andvehicle maintenance facilities. It provides the overall criteria fordetermining requirements, site evalua-tion and planning, and design ofexterior and interior areas.

Use this guide to supplement other Air Force and Department of Defense(DoD) policies and instructions to identify individual construction projectrequirements. The Requirements andManagement Plan (RAMP) defines the program for design of an individualMilitary Construction (MILCON)project. It includes functional require-ments, design criteria, and cost infor-mation. The material in this guideprovides the basis for preparing theRAMP.

1. Project InitiationInformation required for preparationof the DD Form 1391, which initiatesproject development, is found inChapter 2. This includes considera-tions of the space criteria todetermine overall building size andsite evaluation, and special factors tobe used in the cost estimates.

2. Site SelectionThis is generally part of the masterplanning process. It is completedprior to preparing a DD Form 1391 foran individual project. However, pro-ject programming requirementsdeveloped in the DD Form 1391phase may require a re-evaluation ofsite selection decisions. For guidancein evaluating sites for a project, seeChapter 2, Section E, Site Evaluation.

3. Designa. The design of a project is typicallydeveloped in progressive phases, i.e.,planning and programming, conceptand preliminary drawings, and finalworking drawings. Design guidancefor all of these design phases is cov-ered in Chapters 2 through 4.

b. Chapter 2 provides basic planning and programming criteria, along withtables for determining square footagerequirements.

c. Chapter 3 presents concept and preliminary design considerations,such as the location of a facility on asite, the design of the facility andsupporting utilities, as well as specifictechnical guidance.

d. Chapter 4 addresses specific designissues concerning individual function-al areas, which are important forpreliminary and working drawings. Inthis chapter, illustrative designs and photographs help clarify the designguidance of the preceding chapters.

4. Interior Finishes andFurnishings

Chapter 5 provides recommendationsfor the selection of interior materials,finishes, and colors. Carefully select-ed interior finishes and furnishings areessential for a quality design.

C. VehicleOperations and VehicleMaintenanceFacilities

Vehicle operations and vehicle main-tenance facilities are an essentialelement of aircraft support. Appro-priate facilities are needed to supportoperations management, preventivemaintenance, and unscheduled repairwork on all vehicles on base (includ-ing vehicles belonging to tenantorganizations). The types of vehiclesrequiring maintenance support willrange from general fleet to specialpurpose, such as cargo loaders, con-struction equipment, aircraft tugs,snow removal equipment, along withrefueling and emergency vehicles(e.g., fire trucks).

Fully functional and properly config-ured facilities will ensure that a higherpercentage of the fleet is kept in oper-ation. Quality facilities will improvethe maintenance specialists’ efficiencyand ability to make repairs, andencourage pride of ownership in their workplace.

This guide evaluates the distinctrequirements of a vehicle operationsfacility and a vehicle maintenancefacility separately. However, the facil-ities can be organized in a complex asillustrated in Figure 1-A. The follow-ing provides an overview of necessaryrequirements for each facility.

1. Vehicle Operations Facilitiesa. Provide an area to accommodatethe following: administrative offices,

vehicle washing/cleaning, heated parking (required in severe cold cli-mate areas), fleet vehicle parking,dispatch, drivers’ lounge, and fleetmanagement. Unique missionrequirements may require additionalfunctions to support the overall vehi-cle operations/maintenance effort.

2. Vehicle Maintenance Facilitiesa. Provide shops to maintain all vehi-cles assigned to the base. These shopsshould provide space and facilities for scheduled and unscheduled main-tenance. This includes, but is notlimited to, inspection, general repairand replacement of major assemblies,lubrication, fluid changes, tune-ups,

tire rotation, painting, welding,upholstery repair, testing, cleaning,storage and retrieval of parts, andfabrication of minor parts.

b. Provide support functions formaintenance control and analysis,tool room, parts room, locker rooms,and offices. Shop operations are usually supported by a contractor-operated parts store (COPARS).

c. Other elements of the vehicle complex include a hazardous wasteaccumulation point, a dynamometerfacility (certifies vehicle emissions),and various vehicle parking lots. ■

A.GeneralThe transportation organization encom-passes command and control, combatreadiness and resources, vehicle opera-tions, vehicle maintenance and, at somelocations, the traffic management office(TMO).

The squadron commander and firstsergeant, with associated administrativesupport, provide command and controlto the organization. Combat readinessand resources provide expertise for thecommander to prepare and execute theunit’s wartime mission. Vehicle opera-tions manages the assigned vehicle fleet and ensures compliance with pub-lic laws related to the administrationand management of military vehicles.Vehicle maintenance maintains thevehicles in a safe and serviceable condition.

At locations without an aerial portsquadron, the TMO is a function of basetransportation and manages personalproperty, passenger, and cargoshipments. At locations with an aerialport squadron, TMO is a function ofthat aerial port squadron.

It is highly desirable to house as manyadministrative functions as possiblewithin one facility. For example, command and control and combatreadiness and resources could share an area within the vehicle operations

administrative facility, as this guideillustrates (see Figure 2-A). However,local mission needs should be theprimary consideration for determiningshared facilities.

1. Planning and ProgrammingConsiderations

a. Planning, programming, and design-ing a vehicle operations or vehiclemaintenance facility normally requireextensive coordination. This coordi-nation is important because of thedifferent organizations involved indeveloping facility requirements.

b. Personnel likely to have facilityplan- ning and design inputs are asfollows:

Programming functional requirementsfor vehicle operations and vehiclemaintenance facilities (Figures 1-A,page 2) can be broken into the following categories:

B. VehicleOperationsAdministrativeFacilityFunctions

1. Administrativea. This building is the nerve center of vehicle operations. The center

controls both operational and preven-tative maintenance functions for thevehicle fleet. Provide space for thefollowing functions: administrativeoffices, drivers’ ready room (lounge),vehicle dispatch, conference/trainingroom for drivers’ training and testing,lockers, and rest rooms.

b. Lobby/Entrance - Provide an air-lock vestibule at the main entrancewith a customer waiting area.

c. Vehicle Dispatch - Locate vehiclefleet dispatchers near the front entryof the building to serve customersefficiently. This function shouldmaintain visual and physical contactwith the drivers’ ready room (lounge)and fleet parking area.

◆ Guard Station - Provide a stationto control vehicle access to thecomplex. Locate the guard at the gate to control access to thecomplex.

d. Drivers’ Ready Room (Lounge) - Locate the area adjacent to vehicledispatch, with a pass-through windowto dispatch. Also, provide easy accessto the rest rooms, kitchen/vending,and lockers.

e. Lockers - Locate locker rooms adjacent to the drivers’ ready room(lounge).

f. Kitchen/Vending - Locate adjacent to drivers’ ready room(lounge).

g. Fleet Management - Locate administrative area with easy access to vehicle dispatch. Some of the fleet management functions includeanalysis, vehicle control, operators’records and licensing, and registeredequipment management.

h. Conference/Training Room -Multipurpose space that is accessibleto both drivers and administrativepersonnel.

i. Operator Care/Cleaning - Enclosedservice bay for minor maintenanceand general vehicle cleaning. Thedriveway access should be accessiblefrom the U- drive-it fleet vehicleparking lot.

j. Mechanical - Spaces for heating,ventilating, and air conditioning(HVAC) equipment electrical service,telephone switching equipment, andfire detection and alarm equipment.

k. Storage - General interior storagearea located adjacent to operator care/cleaning.

l. Vehicle Operations Support (Shift Supervisor) - Provide area for control of operational (short-notice,minor maintenance) and preventivemaintenance of the vehicle fleet.

m. Vehicle Operations Adminis-tration - Locate in an open office areawith easy access to the vehicle opera-tions superintendent’s office.

n. Vehicle Operations Superin- tendent - Locate adjacent to the vehicle operations officer’s office.This office should provide easy accessto the operations administrative staff.

o. Vehicle Operations Officer -This is a private office for the Officer-In-Charge (OIC) to oversee theoperations of the facility. It shouldprovide easy access to the operationsadministrative staff.

p. Equipment Support - This administrative space is for personnelwho issue and maintain chains, roadkits, and other essential equipment.Furnish office with modular systemsfurniture.

q. Command and Control - Additional administrative functions,such as combat readiness andresources, can share space within thevehicle operations administrativefacility, even though the organization

is not part of vehicle operations. The primary consideration for determining shared facilities is localmission requirements.

r. Rest Rooms/Showers - Centrallylocate male and female facilities.

s. Janitor’s Space - Area for mop sinks and storage of cleaning andmaintenance supplies.

2. Heated Parking FacilityAt locations where severe cold condi-tions exist, provide heated facilities forcrew busses, commanders’ cars, andother mission-essential vehicles.

3. Vehicle Washing/CleaningFacility

a. Enclosed Bays - Bays for vehiclewashing/cleaning should include a wash bay and an area for vehicle vacuuming and waxing.

b. Canopy - Provide covered area for washed/cleaned vehicles that areawaiting pickup.

c. Storage - Area for supplies to support vehicle washing/cleaning,such as wax, rags, and touch-up paint.

C. VehicleMaintenanceFacilityFunctions

“Vehicle Maintenance Support Core,”to select appropriate functions thatsupport mission requirements. In addi-tion, other requirements may need to beincorporated into:

◆ Multipurpose vehicle maintenance

◆ Special purpose vehicle maintenance

◆ Allied trades

b. Collocate two or more differenttypes of maintenance shops wheneverpossible so that support core functionsof the shops, such as tools, parts,machine shop, mechanical spaces, restrooms, and other common areas can beshared. This improves overall flexibilityof the mechanics performing the main-tenance and reduces the requirementsfor parts and tools. Collocated func-tions will also reduce square footagerequirements for the facility.

2. Vehicle Maintenance Support Core

See Figure 2-C, page 7, for functionalarea relationships of the support corefor the vehicle maintenance facility.

a. Vehicle MaintenanceAdministration - Locate in an openoffice area within the vehicle mainte-nance facility. Provide easy access tocustomer entrances. Locate the vehi-cle maintenance manager’s officeadjacent to the vehicle maintenanceadministration area.

b. Vehicle Maintenance Manager’sOffice - Locate adjacent to the vehicle maintenance areas and administration center.

c. Customer Service Center -Locate at the facility’s main entrance,with a service counter and customerservice lounge.

d. Maintenance Control and Analysis - Locate within easy accessof the vehicle maintenance manager.

e. Material Control - Provides administrative oversight of contractedoperations. Locate within easy accessof maintenance control and analysis,and the vehicle maintenance manager.

f. COPARS - Parts service area withcounter and parts bins. Provide interior and exterior access.

g. Technical Order (TO) Library -Library for mechanics to refer to thelatest publications and updates.

h. Rest Rooms/Showers/Lockers -Provide separate men’s and women’sfacilities. Each should have direct

access to appropriate lockers andshowers for personnel assigned to the facility.

E.Site Evaluation

1. LocationAlthough it is not crucial for the complex to be centrally located, thequantity and types of vehicles a basemaintains should be considered whenselecting a location (vehicle types aredefined in AFR 77-310, Vol. 1).Some areas to consider are as follows:

a. Vehicle Operations and VehicleMaintenance Facilities - Locate facili-ties so they are readily accessible fromall points on base. As stated earlier,co-locate two or more different typesof maintenance shops whenever possi-ble so that functions can be shared.Co-location of multipurpose vehiclemaintenance, special purpose vehiclemaintenance, and allied trades willallow sharing of functions within thevehicle maintenance support core.

b. Heated Parking Facility -Locate near the U-drive-it vehicleparking area.

c. Vehicle Washing/Cleaning Facility - Locate near the rear of thevehicle maintenance complex andaway from public view.

d. Multipurpose Vehicle MaintenanceFacility - Centrally locate this facilitywithin the complex.

e. Allied Trades - Orient this functionso that the exhaust system supportingthe painting operations vents awayfrom the center of the complex.

f. Special Purpose VehicleMaintenance Facility - If the basemission includes functions such asheavy cargo shipping, consider sitingthis facility conveniently near thecargo handling function. In somecases, consider having two locations forspecial purpose vehicle maintenance –one in the main complex and one neara remote customer’s location.

g. Refueling Vehicle Maintenance -Because of the potential firehazard, locate this facility remotely.The ideal location would be near therefueling parking area (see Figure 2-F).

h. Hazardous Waste AccumulationPoint - Provide a site to store hazardous wastes. It should be locatednear the rear of the complex.

i. Dynamometer Facility - The function of this facility is to certifythat vehicles meet emission standards.Locate this function within the multi-purpose maintenance area, if possible. If not, locate adjacent to this area.

2. Sizea. Site Size - Depends on the gross building square footage, spacerequirements for access of govern-ment- owned vehicles (GOVs),vehicle turning radius requirements,and privately owned vehicle (POV)parking requirements.

b. Site Design - Complete to ensurebasic building and site requirementscan be accommodated.

c. Parking Lots - Several differenttypes of parking lots are required within the fenced area of the vehiclemaintenance complex. They include:

◆ Fleet Vehicle Parking (U-Drive-It) - Lot should be visible from the vehicle operationsadministrative building.

◆ Vehicles, Ready Line - Parking lot forrepaired vehicles awaiting pickup.

◆ Vehicles, Incoming - Parking lotfor vehicles awaiting repair.

◆ Vehicles, Deadlined - Parking lotfor vehicles awaiting parts.

◆ Vehicles, Awaiting Action -Parking lot for vehicle accident/salvage storage. Requires a perimeter screen wall to secureand visually screen the area.

d. Paved Lots - Lot sizes are deter-mined by the size of the fleet, themission of the base, and the types ofvehicles being serviced. In additionto providing paved lots, provideadequate circulation and parkingspace around the buildings. Providea POV lot outside the complex. Use38 percent of assigned personnel orthe size of the largest shift to deter-mine number of spaces required forthe POV lot.

e. Paved Curb Surfaces - Design allpaved surfaces to direct water run-offinto drains. They should be equippedwith oil/water separators.

F. Special ProjectCosts

Consider the following special factorswhen establishing initial estimates ofproject costs (see relevant sections ofChapters 3 and 4). Special considera-tions are:

◆ Weather Conditions - Evaluate localwind, snow, and seismic conditionsfor their impact on project costs.

◆ Preliminary Soil Analysis -Determine whether specialized site and foundations work will be required.

◆ Structural Loads - Assess loads todetermine any specific designcosts, especially for high-bay clearspans, traveling overhead crane, and special vehicle lifts.

◆ Zone Controls - Functional areasmay require different environmen-tal conditions, based on functionor hours of operation. Zone controls can be used to satisfythese individual environmentalrequirements.

◆ Exhaust - Provide a vehicleexhaust evacuation system, inaddition to the typical buildingexhaust ventilation fans.

◆ Special Equipment - Specificrequirements may be imposed onthe building structure, such as:

• Traveling overhead crane

• Special vehicle lifts

◆ Specific Needs - Facilities will have specific needs for a paintbooth, oil/water separators, andgrease pits. ■

c. Service traffic should always be segre-gated from other traffic and pedestrianaccess. Keep traffic control signs to aminimum and use them only for safeintegration of car and truck traffic intooff-site street traffic.

3. Facility Relationshipsa. Vehicle Operations AdministrativeFacility - This facility should be adja-cent to vehicle maintenance but haveits own identity. The architecturaldesign of this building should be thatof an office building.

b. Heated Parking Facility - Bases insevere cold climates may require thatcertain vehicles, including emergencyvehicles, be parked in a heated area.The facility should not be equippedfor vehicle repairs.

c. Vehicle Washing/Cleaning Facility - Locate near the rear area ofthe vehicle maintenance complex.

d. Vehicle Maintenance Facility -This facility is made up of the following areas:

2. Architectural Character,Materials, and Finishes

The architectural and interior designof the vehicle operations and vehiclemaintenance facilities should be inte-grated. Both involve functionalanalysis and consideration of theappropriate environmental character,building organization and circulation,and future expansion requirements, aswell as finishes and furnishings.

a. The design should reflect theregional and local base architecturalstyle or character. Review the baseArchitectural Compatibility Guide to assure the design complementsexisting architecture.

b. The overall complex should present a cohesive architectural image.

c. Provide a variety of spaces and sub-spaces to accommodate differentsize groups and activities. Use modu-lar systems furniture to economize onspace, to provide flexibility, and topromote a sense of organization andvisual order.

d. Consider the use of natural lightwhenever possible. Some areas thatwould benefit from natural lightinclude the entrance corridor, thedrivers’ lounge, the central circulationpaths, and the service bays.

3. Supervision and Securitya. Locate the vehicle operationsadministrative facility at the mainentrance to the complex.

b. Provide a security guard station anddispatch area for the entire complex.This location should provide an opti-mum point for supervision of vehiclemovement and processing.

c. Locate the vehicle maintenancefacilities within a secured complex,fenced, and visible from the vehicleoperations facility.

4. Flexibility and ExpansionPotential

a. Whenever possible, provide forfuture expansion of the vehicle operations and vehicle maintenancecomplex. Vehicle inventory require-ments may lead to increased parkingareas and expansion of the fenced,secure area.

b. Vehicle maintenance buildingsshould be designed so that additionalservice bays can be added as needed.

5. Disabled Accessa. All areas should be barrier-free andaccessible to the physically disabled inaccordance with Americans withDisabilities Act (ADA) and UniformFederal Accessibility Standards criteria.

b. The site and building design shouldenable physically disabled persons toact independently and access all areasof the facility. Accommodate level

changes with ramps suitable forwheelchair access, indoors and out-doors.

2. Heating, Ventilating, and AirConditioning

a. Perform a life-cycle cost analysis ofavailable energy sources, includingconsideration of passive solar designapplications.

b. Mechanical air circulation shouldbe provided at public areas with limit-ed or no air conditioning.

c. The mechanical system shouldintroduce outside fresh-air at a rate of 20 cubic feet per minute (cfm) with aminimum ventilation rate of 20 cfmper square foot.

d. Design this facility to meet federalenergy conservation standards definedin 10 CFR (Code of Federal Regu-lations), “Energy ConservationVoluntary Performance Standards forNew Buildings; Mandatory for FederalBuildings.”

e. Provide zone controls (temperaturesensors with remote adjustmentinstead of thermostats) to maintaindifferent environmental conditions inall functional areas. Some areas of thefacility may require operation of envi-ronmental systems when other areasare closed.

f. Mechanical exhausts should beprovided for the rest rooms.

g. Hook-ups should be provided forthe base energy monitoring and con-trol system (EMCS), if applicable. Ifnot applicable, provide night setbackcontrols for the HVAC system.

3. Plumbinga. Provide domestic hot and coldwater, sanitary and storm drainage,plus oil/water separators and propaneor natural gas systems, if required.

b. For general use, provide hot andcold water to all rest rooms, sinks,janitor’s closets, and showers.

c. Provide shut-off valves at all plumbing fixtures.

d. Connect all inside floor drains thatreceive water runoff from vehicles toan oil/water separator.

e. Frost-free hose bibs should be pro-vided on all exterior walls if localclimate conditions justify them.

f. Provide exterior pneumatic (com-pressed air) connections adjacent toall overhead door entrances for multi-purpose, special purpose, refuelingvehicle maintenance, and allied trades.

g. Provide separate air compressors for multipurpose, special purpose,refueling vehicle maintenance, andallied trades. Also provide air com-pressors for vehicle operationsfacilities at vehicle operator care/cleaning, heated parking facility, andvehicle washing/cleaning facility. Theintake for compressed air should belocated away from the following:

◆ Any contaminated air source

◆ Vehicle exhaust fumes

◆ Mechanical equipment exhausts

4. Electricala. Provide electric service and distrib-ution equipment, wiring, receptaclesand grounding, interior and exteriorlighting and controls, emergency lighting, telephones, and fire alarms. ARCHIVED

b. Evaluate and include the followingpower needs to determine the electricservice capacity: HVAC system,plumbing equipment, special equip-ment, and considerations for expansion.

c. All service equipment should beUnderwriters Laboratories listed.

◆ As an alternative, provide pub-lished proof from a bona fideindependent testing laboratory.

d. Grounding systems and all wiringmethods should meet National ElectricCode requirements.

e. General convenience receptaclesand special power outlets should becommercial grade. Conveniencereceptacles should be a maximum of12 feet apart. Provide special poweroutlets and circuits for all computerequipment, as required.

f. General lighting in office areasshould be fluorescent with low tem-perature energy efficient ballasts andlamps. Indirect lighting systems of the high-intensity discharge orfluorescent types may be used where practical.

g. Use of incandescent lighting should be kept to a minimum becauseof energy efficiency and frequency ofmaintenance. When used, incandes-cent lighting should have an extendedlife of at least 2,500 hours.

h. Use metal halide lighting in allmaintenance areas.

i. Lighting control systems shouldinclude light dimmers to automatical-ly reduce intensity levels of artificiallighting when natural light is available.

j. Exterior lighting of parking areas,walkways, and building entrancesshould be provided. Use high-intensitydischarge light sources.

k. Provide exterior 120V outlets adjacent to all overhead doorentrances for multipurpose, specialpurpose, refueling vehicle maintenance,and allied trades.

l. Provide exterior engine warmingreceptacles when needed in severecold climates.

5. Fire Protectiona. Facilities should be of noncom-bustible construction.

b. Areas containing hazardous quanti-ties of combustible supplies should becontained within a fire-rated enclosure.

c. Any refueling vehicle maintenancefacilities used for parking, storage,maintenance and/or repair of aircraftrefueling vehicles or similar vehiclesshould be:

◆ Protected by an automatic sprinklersystem or aqueous film formingfoam (AFFF) sprinkler system

◆ Classified as Class 1, Division 2electrical equipment

6. Communicationsa. The base communications squadron,in coordination with the system tele-communications engineering manager,can provide details on communicationsrequirements and design for the build-ings’ internal and external phone anddata connectivity, as well as alarm system wiring.

b. These requirements should be incorporated in building design speci-fications, including connectivity to base phone and data infrastructure systems sufficient to support the maximum planned number of building occupants. The require-ments are as follows:

◆ Phone Connections - Providesufficient pre-installed connectionsto support the maximum planned number of people in each room.Future growth, modem connec-tions, and special requirements(pay phones, etc.) should also be taken into consideration.

Chapter 5

Interior Finishes

Furniture is an integral part of the building design and image.

USAF

A.GeneralFinish materials and furnishingsshould be selected using professionalinterior design services. Selectionsshould be based on anticipated use,maintenance requirements, life-cyclecost, fire and other life safety require-ments, as well as aesthetic qualities.

Coordinate materials, finishes,colors, and texture selections to com-plement the overall building designand image. Select colors and finishesto express professionalism, warmth,and a strong, positive image.

B. Finish ScheduleUse colors and finishes to highlightand differentiate spaces designed toaccommodate different types andlevels of activity. For example, themaintenance areas require extreme-ly durable and easy to maintain finishes.

Color schemes should be predomi-nantly neutral. The designer should consider the seasonal temperature range of the base when selecting a color scheme, such as cool colors (blue, green)

in hot climates and warm colors(beige, tan) in cold climates.

Floor finishes in the maintenanceareas should be durable, highlyreflective, non-slip urethane surfaceof a natural color. Exposed ceilingstructures within the maintenanceareas should be painted with a colorthat is highly reflective.

Permanent and semi-permanentsurface materials, such as tile, carpet,and the majority of the wallcover-ings should be in neutral colors suchas beige, taupe, or gray tones.
