Executive summary
Mott MacDonald Limited has been commissioned by Velindre NHS Trust to undertake a reptile
presence / likely absence survey of all suitable habitats within the proposed Whitchurch Hospital
Campus located in the northwest of Cardiff, south Wales. The purpose of the assessment is to
undertake a review of the current habitats which are able to support reptiles and inform the
development of the site for a new hospital facility.
Originally a number of potential sites were under consideration for development (sites A to E).
Optioneering reduced this to two (D and E), with Site E being the preferred development site. All
the sites (A to E) were surveyed. A total of seven surveys were undertaken between 12th May
and 30th June 2016, during the optimum survey period for reptiles. Reptile surveys were
undertaken within Sites A, B, C, D & E within habitat considered suitable to support this species
group. Surveys were undertaken to inform the proposed development of any potential
constraints associated with this species group. Both grass snake and adder were recorded.
The preferred option for the proposed development of the new hospital facility is now
understood to be development Site E. This site is comprised of an area of rough grassland,
scrub adjacent to woodland.
Historic records of all four common species of reptile (adder, grass snake, slow worm and
common lizard) have been identified within 2km of the site. Site E is considered to support a
‘Good grass snake population’ and a ‘Low adder population’. Sites C & D are considered to
support a ‘Low grass snake population’.
Recommendations for mitigation will need to be reassessed once the detailed design has been
completed. However, it is considered that the most appropriate mitigation for the impacts on
reptiles will incorporate trapping and translocation.

1 Introduction
1.1 Background
Mott MacDonald Limited (MML) has been commissioned by Velindre NHS Trust to undertake a
reptile presence / likely absence survey of all suitable habitats within the proposed Whitchurch
Hospital Campus located in the northwest of Cardiff, south Wales. The purpose of the
assessment is to undertake a review of the current habitats with potential to support reptiles and
inform the development of the site for a new hospital facility – the Velindre Cancer Centre
(VCC).
At the time of the surveys the project was in an optioneering stage with Sites D or E being
considered for development. The surveys included all the surrounding sites (A, B and C) to
account for access options and context of the surrounding areas. It is now considered that Site
E is the preferred option, as such the discussion and recommendations presented within this
report will focus on the results for Site E.
Sites A to E, plus the proposed northern access route are all situated around the existing
Velindre Hospital (Appendix A). Velindre Hospital is located in the northern suburbs of Cardiff,
south Wales. The centre of the site is located at National Grid Reference ST145805, near
Junction 32 of the M4 motorway. The site covers an area of approximately 46 hectares (ha) and
lies in a semi urban setting.
The existing hospital campus is bounded to the south by Velindre Road and residential
properties, to the east by Park Road (A4054) and residential housing, to the north by a disused
railway cutting which is part of a Local Nature Reserve and a supermarket and to the west by a
Site of Special Scientific Interest and Nature Reserve, dropping down in level to Forest Park
Road, the River Taff and the Glamorgan Canal with residential housing beyond.
1.2 Site Options
A brief description of each site and options are provided below and are shown on the site layout
drawing (Appendix A).
1.2.1 Site A
Located in the south eastern corner of the overall site and contains buildings from the existing
Velindre Cancer Centre. It is unlikely that this area of the site will be developed to facilitate the
construction of the new facility and will remain untouched by the proposed VCC development.
1.2.2 Site B
Located in the central southern section of the overall site within Whitchurch Hospital. The
hospital was built in the early 1900’s as a psychiatric asylum and became the main centre for
mental health services in Cardiff. Many of the hospital buildings are Grade II listed. Access is
from Park Road. The buildings are generally two storeys in height, with the water tower
significantly taller. The rear grounds are a Registered Park and Gardens and exhibit a parkland
character of lawns and mature planting. The gardens feature six Grade II listed timber shelters.
The site is accessed from Park Road via a formal gateway and Gatehouse.

1.2.3 Site C
Located directly to the north of Whitchurch Hospital. This site comprises an open area of green
space laid out for bowls, football/ rugby and cricket with associated facilities including a cricket
pavilion. An access road provides a circulatory access road around the greenspace with a large
central car park and further areas of grass and parkland trees. This site is not proposed to be
taken forward as a development site.
1.2.4 Site D
Located in the southwestern corner of the Whitchurch Hospital campus and previously the site
of a country house “Velindre”. Formerly proposed as the site for a new Mental Health Hospital
the site was cleared of several healthcare buildings and has remained vacant since the hospital
scheme was cancelled. This site is not proposed to be taken forward as a development site.
1.2.5 Site E
Located within and beyond the northern extents of the Whitchurch Hospital campus. Previously
grazing land the fields are now populated by long grass and scrub vegetation. Site E is the
preferred option. The survey area also included options for a northern access road and
emergency access that cuts through an area of woodland which is part of the Local Nature
Reserve. This site is part of a Non-Statutory Designated Site, and is adjacent a Statutory
Designated Site (The Glamorganshire Canal Site of Special Scientific Interest (SSSI).
1.3 Legislation and Planning Context
The four common reptile species, adder (Vipera berus), grass snake (Natrix natrix), common
lizard (Zootoca vivipara) and slow worm (Anguis fragilis), are protected under Schedule 5 of the
Wildlife and Countryside Act (1981, as amended) against deliberate and/or intentional killing,
injuring and trade.
1.4 Scope of this Report
The objectives of the report are as follows:
● Present the results of the desk study and field survey;
● To make an assessment of the potential impacts on reptiles;
● To identify potential constraints with regards to reptiles; and
● To provide recommendations for further survey work and/or mitigation and licensing
requirements.

2 Methodology
2.1 Desk Study
A desk study was undertaken, the results of which are set out within the Preliminary Ecological
Assessment (Mott MacDonald: 2015), to collate any reptile data within 2km of the proposed
development site. Only records less than ten years old were considered valid and relevant. The
following sources were reviewed / consulted:
● South East Wales Biodiversity Records Centre (SEWBReC) (2015);
● Multi-Agency Geographic Information for the Countryside (MAGIC); and
● Biodiversity Action Reporting System (BARS).
2.2 Field Survey
All surveys undertaken in 2016 were carried out using standard methodologies as
recommended in the Herptofauna Workers Manual (JNCC: 1998) and the Herptofauna Groups
of Britain and Ireland Maintaining Best Practice (1998). The methodology also incorporated the
guidance set out in Froglife (1999) Advice Sheet 10.
A total of 133 artificial refugia, comprising of a mixture of bitumen roofing felt (~50 x 40 cm) and
corrugated bitumen and plastic roofing sheets (~100 x 60 cm) were placed within suitable
habitat at a density of approximately 1 every 20m at least 10 per hectare (see Appendix B,
drawings 1 to 5) within Sites D, C and E. The artificial refugia were set out on 22nd April 2016.
The artificial refugia were placed only in habitat considered suitable or optimal for reptiles. The
refugia were numbered and mapped to ensure that none were missed during the subsequent
surveys.
A total of seven surveys were undertaken between 12th May and 30th June 2016, which is the
optimum survey period for reptiles. All surveys were undertaken during suitable weather
conditions for basking reptiles (generally when the air temperature was between 10-200C and
there was no rain, see Table 1 for weather conditions). During each visit, a visual survey of the
area and artificial refugia was carried out with any naturally basking reptiles noted before the
artificial refugia was surveyed for any reptiles sheltering underneath.

During each survey the species, number of individuals, age class, refuge number and, where
possible, sex were recorded.

The peak count of each species obtained by a survey under suitable survey conditions within
one day was used to estimate the reptile population size. The scoring methodology set out in
Froglife was used (Table 2).
In order to assess the importance of the site for reptiles, the site was assigned a total
‘assemblage’ score dependant on the relative size of reptile population scores of all species
present within the site.
This precautionary approach has been developed because of the complex relationship between
numbers of animals detected during surveys and the actual population size.

The location of the individual reptiles was mapped to understand the distribution of reptiles
across the site, see Appendix B drawings 1 to 5.
2.3 Survey Limitations
Reptile activity follows seasonal patterns and changes over the course of the year as well as
from year to year (being partially dependant on migration to / from neighbouring sites). Reptile
species such as snakes are known to migrate between suitable habitat features especially
between summer and winter.
It is not possible to provide an accurate population size without undertaking detailed capture,
mark and release surveys which require a substantial effort. However, it is possible to provide
an indication of the relative population sizes by using the peak counts, as detailed in Table 2.
The site is used regularly by local dog walkers and residents. A number of the artificial refugia
were vandalised or taken from site during the survey period. Table 3 summarises the loss of
artificial refugia over the seven surveys for transects A, B & E located in Site E. Transect C and
D were located within fenced off areas away from public access, hence no vandalism occurred.
Due to the loss of artificial refugia in Site E (comprising of 64% of all refugia within this area), a
population size estimate cannot be provided in accordance with the methodology set out in
Froglife. Given the vandalism, the peak count of each species has been calculated in regards to
the percentage of refugia lost with the assumption that reptiles would have been recorded at the
same frequency throughout Site E (i.e. adding an additional 64% to the peak counts within Site
E). Calculations are provided in the estimations of population size.

3 Results
3.1 Desk Study
Fifty four records of reptiles were identified within 2km of the proposed development site. These
included; one record of adder (located approximately 2km from the site), nine records of
common lizard (closest record located approximately 0.4km from the site), twelve records of
grass snake, (closest record located approximately 0.65km away) and thirty two records of slow
worm (closest record located approximately 0.4km away).
3.2 Field Survey
The surveys confirmed the presence of grass snake within the suitable habitat on site, one
adder was observed during the National Vegetation Classification (NVC) survey, this information
has been added to reptile survey 4.
To provide a suitable estimate of reptiles on site the peak count of each species has been
calculated in regards to the probability reptiles would have been recorded at the same
frequency throughout Site E, therefore the percentage of artificial refugia has been factored into
the results. The calculations follow the formula:
Peak count x % loss of artificial refugia = probability score
Probability count = peak count + probability score.
The following tables describe the results for the survey. Separate tables have been provided for
sites D, C and E.

3.3 Summary
Grass snakes were recorded within Sites D, C & E. Both grass snakes and adders were
recorded within Site E. The survey area consists of habitats suitable to support grass snakes
and adders; these include areas of rough grassland, field boundaries and scrub. The site
contains suitable hibernacula features such as spoil within Sites D & C. The adjacent woodland
areas also contain suitable hibernacula features for reptiles.
Grass snakes were assigned as having a ‘Good population class’ within Site E and a ‘Low
population class’ within Sites D & C. Adders were assigned as having a ‘Low population class’
within Site E.
It is considered that grass snake populations within all sites are breeding populations as sub-
adults and juveniles were recorded within Sites D, C & E.

4 Discussions and Recommendations
4.1 Discussions
The preferred option for the proposed development of the new hospital facility is Site E. This site
is comprised of an area of rough grassland, scrub adjacent to woodland areas.
Historic records of all four common species of reptile (adder, grass snake, slow worm and
common lizard) have been identified within 2km of the site.
Reptile surveys were undertaken within Sites D, C & E within suitable habitat considered to
support this species group. Surveys were undertaken to inform the proposed development of
any potential constraints associated with this species group. Both grass snake and adder were
recorded.
Site E is considered to support a ‘Good grass snake population’ and a ‘Low adder population’.
Sites D & C are considered to support a ‘Low grass snake population’.
4.1.1 Potential Impacts
The proposed development would result in a range of direct and indirect impacts on reptiles,
mainly the direct loss of large areas of optimal foraging and commuting habitat. The loss of such
a large area of foraging and commuting habitat in the area is considered likely to have a long
term impact on the local reptile population and ultimately result in a population reduction if left
unmitigated.
4.2 Recommendations
The most appropriate mitigation for the impacts on reptiles will incorporate a trapping and
translocation exercise, essentially removing all reptiles from the entire site. This will include
erecting a reptile fence and then using reptile tiles, catching the reptiles and moving them to a
receptor site.
A total relocation of reptiles is proposed as the only viable way to protect the reptiles from the
development works, to maintain the existing populations. Translocating them to a suitable
receptor site will maximise the opportunities to ensure the long-term viability of the populations
present.
A single receptor site is to be identified and suitably managed; this site should provide suitable
terrestrial habitats required, to include scrub, hibernacula, refuge, basking sites, and areas of
more rough / rank grassland.
The strategy for reptile mitigation will need to be agreed with Natural Resources Wales and the
Cardiff County Ecologist. However, the northern field contains suitable habitat for the identified
reptile population and it is considered this area would provide a good receptor site for
translocated reptiles. There is also the added benefit that this field is immediately adjacent to
the proposed development. Once the main development site is landscaped the translocated
population would therefore be able to naturally migrate back into the main development site.

In order to ensure the viability, it is recommended that the translocation is carried out in 2
phases:
● Enabling works; initial translocation confined to the area of the enabling works only. This
would take in the area of the Northern Access Route, plus any temporary construction
access routes required to facilitate construction of the bridge;
● Main site development area; translocation of reptiles from the remainder of the development
site.
Completing the translocation in a phased manner will ensure that the proposed receptor site is
not overwhelmed with an excessive number of reptiles at any stage and will (if required) allow
time to identify off-site receptor sites in the event that the northern field is unable to accept the
reptile population from the entire development site. In this case the translocation would proceed
with a relatively small number of reptiles being moved during the enabling works, allowing
further receptor sites to be assessed as required prior to commencement of main construction.
The development site will be landscaped sensitively to ensure that suitable vegetation and
habitat is present to allow recolonisation of the site by reptiles from the local area once the
landscaping is established.
