DescriptionPriority of cell for cell selection

Allows or disallows MS to camp on cell in idle mode

attribute indicates whether call re-establishment is allowed in the cell.

The attribute determines whether emergency calls are allowed to all MSs or

restricted to MSs belonging to access classes in the range 11 to 15.

indicates the organization of the common control channels

MS shall use the power level defined by the MS_TXPWR_MAX_CCH parameter

    broadcast on the BCCH

This flag indicates to the MS whether IMSI Attach/detach procedure (when the

MS is turned on/off respectively) is allowed in the cell. This timer indicates to the MS the delay between two consecutive Periodic

    Location Update procedures.

Threshold, above which if the CCCH are busy/occupied, deem the cell to have a

    CCCH overload condition

Time period after which the CCCH load is calculated

After a CCCH overload condition is trigerred, until the load goes below

threshold, the BTS will keep sending overload message to BSC after this

    amount of time

in the case of the new cell being in a different location area in which case the

C2 value for the new cell shall exceed the C2 value of the serving cell by at leastCELL_RESELECT_HYSTERESIS dB as defined by the BCCH data from the current

serving cell, for a period of 5 seconds

indicates if C2 cell reselection parameters are present or not

    N/A

Applies an offset to the C2 reselection criterion

Applies a negative offset to C2 for the duration of PEN/ALTY_TIME.

Gives the duration for which the temporary offset is applied

is used to indicate the minimum receive level at the MS required for access to

the system. This parameter is used in order to evaluate the path loss criterion

parameter (C1) of a cellThe purpose of the NCC Permitted information element is to provide a

definition of the allowed NCCs on the BCCH carriers to be reported in the

MEASUREMENT REPORT message by the MSs in the cell.

(Vendor Specific)specifies the number of TDMA frames reserved for the Access Grant channel

during a period of 51 TDMA frames (a multiframe).

denotes the number of multiframes (51 frames) between two transmissions of

the same paging message to mobiles of the same paging group

is the maximum number of retransmissions a MS may perform on the RACH

is used to represent the maximum number of RACH slots a MS must wait, after

an unsuccessful random access attempt, before a new random access. The MS

draws a random number between 0 and the value of this parameter, in orderto decide when to start the new access. Hence this parameter allows the

access retransmissions be spread over a fixed number of RACH slots.

Threshold above which TA value RACHs are not serviced by the BSS

provide the time the MS shall wait before

    attempting another channel request.

Threshold uplink level below which RACHs are not serviced by the BSS

Indicates the priority of the cell for cell selection.

specifies whether or not subscribers are barred access to a cell in

    idle mode.

    enables or disables call establishment.

enables or disables emergency calls by access class.

The ccch_conf parameter specifies the organization of the

Common Control Channels (CCCH) on the BCCH.

  • 8/13/2019 Vendor Parameters Equivalence Dictionary_final

    96/281

specifies the maximum random access power available for an MS

on a control channel (CCCH) in a cell.

parameter enables and disables the mandatory IMSI attach/detach

    for the MS.

governs the MS periodic location update procedure.

The rach_load_threshold parameter specifies the threshold for

    RACH load.

indicates how often to check for the RACH overload condition

when the cell is not in RACH overload.

specifies the number of TDMA multiframes between successive

calculations of the RACH load during overload conditions.

specifies the hysteresis level for cell reselection into a different

    location area

parameter specifies whether the C2 parameters are broadcast to

the MS by the network in the system information messages.

specifies a C2 offset value for the MS.

It is used to apply a negative offset to C2 for the duration of the

    penalty_time timer parameter.

specifies how long the value specified by the field

    temporary_offset is valid

specifies the minimum received signal level (dBm) required for an

    MS to access the system

is a bit mapped value which specifies which Network

specifies the number of multiframes between transmissions of

    MSs.

specifies the number of Random Access Channel (RACH) slots

between the access retry transmission on the RACH.

enables or disables checking the timing advance on RACH. If the

RACH is greater than ms_max_range, this indicates that there has

been a poor initial assignment, and therefore the RACH is

    discarded.

parameter specifies the MS timer (T3122). The MS does not make a

prevents continuous handover bouncing between cells due to

RXQUAL level and congestion reasons. After a RXQUAL/Congestion

If ho_margin_usage_flag = enabled, handover candidates are

sorted using ho_margin_rxlev (for lev HO), ho_margin_rxqual (forqual HO)

If the number of handovers defined by the hop_count parameter
