The following document is intended to provide the Competitors and attendees of the Great Northern Concrete Toboggan Race (GNCTR) 2019 with information regarding expected behaviour, competition itinerary, technical specifications, and other general material that is pertinent to the event.

It is requested and expected that all Competitors and attendees respect and ad-here to the Rules (described herein), guidelines, and directives of the Organizing Committee (OC), and the volunteers involved with making GNCTR 2019 a success-ful event.

2 GENERAL INFORMATIONThe following Rules shall govern the GNCTR 2019 competition. Statements regard-ing Competitor and attendee conduct are to be observed and respected.

This document is to be read and understood in conjunction with the Competitor Registration Package which can be found on the GNCTR 2019 website. The website should be checked regularly for information regarding the accommodation, event itinerary, registration, and rule updates.

The OC reserves the right to add, modify, or remove any of the Competition Rules at any point during competition to ensure the safety of all Competitors and at-tendees, and to uphold the integrity and spirit of the Great Northern Concrete Toboggan Race. The OC will notify all registered teams of any changes made to the Rules outlined herein, as well as post the changes and updated Rules on the GNCTR 2019 website.

All decisions made by the OC with respect to enforcing the Rules outlined herein are final.

2.1 COMPETITOR CONDUCT

The Great Northern Concrete Toboggan Race has a long and rich history of friend-ly competition and competitiveness. It is paramount to the success of the com-petition that this remains the case. Therefore, Competitors attending GNCTR 2019in Edmonton, AB (as part of Competing, Non-Competing or Alumni teams) must conform to the Competitor Code of Conduct, posted on the GNCTR 2019 website.

All Competitors will be required to sign an agreement to the Code of Conduct upon arriving at the competition. The OC reserves the right to remove any Com-petitor or Team from the Competition or selected activities for conduct deemed in violation of the Code of Conduct, or that is determined to be detrimental to the reputation of the competition. These reasons may include, but are not limited to:

Abuse of the Organizing Committee, Judges, fellow Competitors, Safety Committee, Race Officials, Volunteers and/or venue employees; Consumption of alcohol at an unlicensed location; Possession and/or consumption of illegal drugs at any time during the Competition; Violation of any specific rules defined by event venues; Violation of any rules specified in this document; Inflicting damage to property.

Any Competitor or Team removed from the Competition will be prohibited from participating in any subsequent activities and may be removed from competition accommodations. Registration fees and damage deposits will not be refunded.

2.2 DEFINITIONS

Activities Day – A day for Competitors to explore the host city and engage in ac-tivities planned by the Organizing Committee.

Alumni Team – Any team composed of members who have graduated from a post-secondary institution with an engineering based degree or diploma. Alumni teams are Non-Competing teams. Alumni teams can be composed of students from a variety of faculties; however, the majority (> 60%) of the team should be engineering graduates and have competed in GNCTR previously.

Braking System – The mechanical system designed to slow and stop the Concrete Toboggan at the end of the Run.

Closing Ceremonies – The Closing Ceremonies are the final event of the Compe-tition and include a banquet and the awards ceremony.

Competing Team – Any team comprised of current undergraduate or graduate students registered for the Competition that is eligible to receive points and win the competition, where the majority (> 60%) of the team’s members are under-graduate students. Competing teams can be composed of students from a variety of faculties; however, the majority (> 60%) of students must be enrolled in an engineering based degree or diploma.

Competition – Refers to the series of formal events to be held in Edmonton, AB from January 30 to February 3, 2019, inclusive, that are a part of GNCTR 2019 in-cluding Opening Ceremonies, Activities Day, Technical Exhibition, Race Day and Closing Ceremonies.

Competitor – Any registered individual associated with a university team (includ-ing Competing, Non-Competing and Alumni) or industry team participating in the Great Northern Toboggan Race 2019.

Competitor Code of Conduct – A document produced by the OC which governs the conduct of Competitors during the Competition.

Concrete Toboggan – A gravity-propelled vehicle that conforms to the design requirements of the official competition rules.

Crash – Any time during the Run (including braking) when the Concrete Tobog-gan is considered by Race Officials to be out of control, resulting in the concrete running surface losing contact with the snow (e.g. the Toboggan is lying on its side), and the Run could not feasibly continue without manual manipulation of the Toboggan itself. Teams which regain control of their Toboggan and complete the Run without manual manipulation of Toboggan will not have their Run con-sidered a DNF. Braking systems which raise the concrete running surface off the snow will not be considered a crash, providing the Toboggan remains under op-erator control.

Did Not Finish (DNF) – Individual team runs on Race Day will be designated as DNF if the Toboggan does not successfully complete a specific Run or experiences a crash during that Run.

Disqualification – Teams or competitors may be disqualified from the Competi-tion or specific events for violation of the Competitor Code of Conduct, the Rules or at the discretion of the Organizing Committee.

Judges – Are to be impartial, knowledgeable industry and academic professionals appointed by the Organizing Committee. The Judges are responsible for reviewing Technical Reports, assessing Technical Presentations, grading teams on technical aspects of the Competition and assigning scores within their respective profes-sional capabilities.

Non-Competing Team – Any alumni, business or student teams registered to par-ticipate in race activities and Competition events, but not to compete for points. Non-Competing teams are not eligible to win the Competition. Non-Competing teams can be composed of students from a variety of faculties; however, the ma-jority (> 60%) of students must be enrolled in an engineering degree.

Opening Ceremonies –The Opening Ceremonies include an opening banquet, in-troduction of the teams and the Organizing Committee and a social event. Organizing Committee (OC) – The Organizing Committee is responsible for the planning and execution of the GNCTR Competition. The names and roles of the in-dividual members of the Organizing Committee can be found in the Registration Package and on the GNCTR 2019 website.

Project Schedule – All Competing teams are required to submit a Project Schedule that displays the projected and actual timeline of events associated with a teams’

design, construction and testing of their Concrete Toboggan and technical display.

Race Day – A day for Competitors to race their Concrete Toboggans down the hill and compete in different race categories such as drag races, slalom and king of the hill races.

Race Officials – The Race Officials are volunteers contributing to Race Day oper-ations. Their responsibilities include organizing teams at the starting area, pre-paring the race course between Runs, measuring stopping distances, recording Run statistics, noting penalties or Disqualifications and other tasks as required.

Registration Package – A package produced by the Organizing Committee con-taining all pertinent information related to team registration, transportation and accommodations.

Rules – the explicit standards and principles contained herein that govern Compet-itor conduct, safety, Toboggan design and the events associated with GNCTR 2019.

Run – A single official attempt by a team to ride their Concrete Toboggan down the race track.

Running Surface – Any part of the Toboggan that is in contact with the snow for the majority or duration of a Run. Braking and steering components are not con-sidered part of the Running Surface, unless they remain in contact with the snow throughout the Run (i.e. steering skis).

Safety Committee – The Safety Committee is composed of impartial and knowl-edgeable industry professionals appointed by the Organizing Committee with previous GNCTR or other relevant experience. The Safety Committee is responsi-ble for reviewing Safety Reports and inspecting Toboggans prior to racing.

Safety Inspection – Safety Inspections will be completed by Judges and the Safe-ty Committee to ensure compliance with the Competition Rules and the team’s Safety Report and design drawings.

Safety Report – A submission outlining the safety features included in the design of a Concrete Toboggan. The Safety Report must include drawings and be submit-ted by all Teams (Competing, Non-Competing and Alumni) prior to racing.

Steering System – The Steering System shall be considered the mechanical sys-tem designed to change the direction of the Concrete Toboggan during a Run.

Superstructure – The superstructure shall be considered the portion of the Con-crete Toboggan that is not in contact with snow in the regular race configuration and is designed to protect the riders in case of a Crash.

Technical Display – A team’s display during the Technical Exhibition for the pur-pose of communicating the technical features of their Concrete Toboggan and a description of the spirit theme chosen.

Technical Exhibition – A day for Competitors to showcase their concrete Tobog-gans and the safety, technical and aesthetic features that are part of the Tobog-gan, which accompany the team’s displayed spirit theme. Technical Presenta-tions also take place on this day.

Technical Report – A document containing description of all design features of a Competing Team’s Toboggan, design calculations, and drawings as required in Section 4.3.

Technical Presentation – A presentation made by members of a Competing team to communicate technical aspects of the design of the construction of the team’s Toboggan, including safety considerations and any innovative measures incorpo-rated in the Toboggan design.

Volunteers – Any individual(s) officially assisting with running the Competition, and are not part of the Organizing Committee.

3 REGISTRATIONAll teams (Competing, Non-Competing, and Alumni) must submit initial and final registration documents. Deadlines and associated costs will be detailed in the Registration Package to be posted on the GNCTR 2019 website. No more than 30 (thirty) individual competitors may be registered as part of any single Competing, Non-Competing, or Alumni team.

Competing teams must be comprised solely of students who are enrolled in un-dergraduate or graduate studies at a single post-secondary institution. Only one Competing Team may be registered by any post-secondary institution. It is per-missible for a single post-secondary institution to register more than one team at the competition, but any subsequent teams must be designated as Non-Com-peting or Alumni.

The OC reserves the right to limit the number of Competing Teams that are reg-istered in the competition. Notice of limited registration capacity will be commu-nicated clearly via the GNCTR 2019 website. All Competitors (of either Competing or Non-Competing teams) will be required to sign a waiver releasing the OC from all responsibility for any and all losses and/or injuries, including death, resulting from participation in the Competition activities. A signed waiver will be required for participation in any and all Competition events.

4 SUBMISSIONSThis may involve assisting to have a report(s) professionally translated. All post-ed submission deadlines are in set in the Mountain Time Zone. Note that Moun-tain Daylight Time runs from March 11 to November 4, 2018, inclusive and that GNCTR 2019 will take place during Mountain Standard Time. Submissions must be submitted electronically in PDF format by the dates specified in Section 4.4. Required submission documents include a Safety Report, Project Schedule, and Technical Report. Competing teams are required to submit two (2) concrete test cylinders of their final mix design(s) in addition to the required documents. The test cylinders should be ground and ready for compression testing. Submit all Technical Reports to the VP Technical (Mark Curley) via email at [email protected]. One (1) bound hard-copy of the Technical Report shall be submitted upon arrival at the designated team registration timeslot. The 11x17 drawing package may be submitted as a separate bound document in conjunction with the Technical Report. Teams are not required to submit hard-copies of the Safety Report or Project Schedule.

4.1 SAFETY REPORT

All teams that intend to ride a Toboggan must submit a brief report outlining the compliance of the team’s Toboggan design with the requirements outlined in Section 6. Teams should specifically highlight considerations affecting the rider safety during race activities, including but not limited to, racer configuration and protection, effectiveness of mechanical systems, and special provisions to pro-tect the racers in the event of a crash.

The purpose of the Safety Report is to outline the general concepts and specific measures to reduce risk of injury during race activities, rather than provide de-tailed technical justification for the design approach. Common reasons for Tobog-gan crashes or injuries have been identified from past competitions, and are list-ed below. In the Safety Report, teams should specifically describe the measures they have taken to avoid these problems when racing:

Over-Steering causing crash into side barrier or tipping; High center of gravity causing lateral instability; Concrete skis/slab edge digging into snow, leading to tipping; Ejection of front riders during the run; Adequately safe seating capacity for five riders.

The Safety Report should not exceed 1,500 words in length, excluding appendi-ces. Construction drawings for the Toboggan must be submitted with the Safety

Report as an appendix. The drawings must be of sufficient quality that reviewers can clearly evaluate the effectiveness of the design and identify potential risks to racer safety. The Safety Committee will review all Safety Reports submitted by the prescribed deadline, and feedback will be provided to teams no later than November 9, 2018. Earlier submissions will be accepted; please allow up to two (2) weeks for review.

The Safety Committee reserves the right to request a response to all or part of the feedback given with the Safety Report review. If a response to feedback is required of a team, they must submit their responses to the Safety Committee no later than 11:59:59 PM on the date falling two (2) weeks after the feedback is giv-en. Late submission of responses to Safety Committee feedback will be subject to the same point deductions from the team’s competition score as prescribed for late submission of the Safety Report (Section 4.5.2). If any team fails to sub-mit a Safety Report or a response to Safety Report feedback prior to the Safety Inspection as part of the Technical Exhibition, the team will not be permitted to participate in Race Day activities.

4.2 PROJECT SCHEDULE

All Competing Teams are required to submit two Project Schedules (baseline and actual). The intent of the Project Schedule is to aid and evaluate the team’s abili-ty to plan, monitor, and manage their design and construction schedule. This will help provide Competitors with experience relating to unpredictable schedules and project delays. The baseline project schedule shall be submitted to the Or-ganizing Committee by the earlier of: (a) Construction commencement; or (b) the deadline prescribed in Section 4.5.

The Project Schedule must be completed in Gantt chart format with critical path denoted in red. The Project Schedule work breakdown structure must include for each task or milestone:

Activity ID; Activity description; Activity duration; Baseline start and finish; Actual start and finish; Start and finish variance.

The baseline Project Schedule must be exported to PDF on 11”x17” sheet(s) for electronic submission.

4.3 TECHNICAL REPORT

Each team must submit a report outlining all aspects of the design and construc-tion of their Toboggan. Submission of a Technical Report is required for teams to race or compete in the Competition. Report requirements, depending on team type, are summarized in Table 1 below:

The body of the technical report shall not exceed 8,000 words. No page limit is imposed on the appendices. The technical report must be clear and concise. Appendices shall be for supporting documentation only (i.e. design calculations, drawings, project schedule, construction photographs, and testing reports). All reports submitted for the GNCTR 2019 competition must be original and produced solely by the registered members of the competing team. Reports may be subject to plagiarism-checking software.

Design calculations to verify the structural and mechanical integrity of all Tobog-gan components and to support the design justification must be submitted with the technical report as an appendix. All design assumptions should be clearly stated, and calculations should be sufficiently clear for detailed review by a third party. At a minimum, calculations for the following must be produced:

Calculation of demand and capacity of the concrete running surface of the Toboggan; Detailed calculation of any connection of the superstructure to the concrete running surface; Design loads and analysis results for the superstructure; Analysis and design of all components associated with the braking, steering, or any other mechanical system included in the Toboggan.

Construction drawings for the Toboggan must be included with the report as an ap-pendix. All drawings must be submitted on 11x17 sheets. Drawings should be neat, legible and sufficiently detailed such that a third party could construct the Tobog-gan without clarification from the design team. The Project Schedules (baseline and actual) must be included in the technical report as an appendix. Both sched-ules should follow the requirements of Section 4.2 and be printed on 11x17 sheets.

4.4 CONCRETE TEST CYLINDERS

All Competing teams are required to provide two (2) sample concrete cylinders handed over upon arrival and registration at the competition. The test cylinders are to be cast with the team’s final mix design(s). The intent is to verify quality control and the compressive strengths listed in the technical report. Teams uti-lizing multiple concrete mix designs in the construction of their Toboggan must submit two (2) sample cylinders of each final mix design.

Test cylinders shall be 100 mm (4”) diameter standard cylindrical samples, be of the final concrete mix design(s) used, be unbroken, and have ends pre-ground ready for compressive testing. Team name and cylinder number must be clearly marked on each test cylinder with permanent marker prior to submittal.

Test cylinders shall be cast at the time of Toboggan construction. Test cylinders shall be cured in the same condition as the Toboggan skis/slab. Teams must note a projected compressive strength in their Technical Report. The Organizing Committee, and/or designated representatives of them, will conduct compressive strength testing of the sample cylinders during the competition in accordance with CSA A23.2-14. Cylinders that are found to have a compressive strength less than 90% of the reported design compressive strength will be assessed a three (3) point deduction to their overall total score.

4.5 SUBMISSION DEADLINES AND DEDUCTIONS

4.5.1 DeadlinesTable 2 below outlines the deadlines that Competing and Non-Competing teams must submit their reports:

4.4 Concrete Test CylindersAll Competing teams are required to provide two (2) sample concrete cylinders handed over upon arrivaland registration at the competition. Note that all reports are due no later than 11:59:59 PM on the specified date.

4.5.2 Deductions Competing teams who submit their Safety Report after the deadline will receive a 0.5-point deduction from their total score for each day the submission is late. Teams who are required to respond to feedback provided by the Safety Committee, and fail to do so within the specified timeframe, will receive a further 0.5-point deduction from the total score for each day the response is late. The maximum total deduction for late submissions of the Safety Report and responses to feedback will be 15 points.

Competing teams who submit the baseline Project Schedule after the deadline will receive a 0.5-point deduction on their total score for each day the submission is late, up to a maximum deduction of 5 points. A Team may petition the Organizing Committee to nullify this penalty if the team can prove they had no intention prior to October 5, 2018, to register for GNCTR 2019.

Competing teams who submit the Technical Report after the deadline will receive a 0.5-point deduction on their Technical Report score per day that the report is late. Any Technical Report that exceeds the maximum word count shall be deducted one (1) point from the team’s overall score for every 500 words in excess of the prescribed word limit. Additional point deductions may be made from the team’s report score for inclusion of superfluous information. Table 3 below outlines an example of possible point deductions:Table 3. 4.5.2 Deductions Competing teams who submit their Safety Report after the deadline will receive a 0.5-point deduction from their total score for each day the submission is late. Teams who are required to respond to feedback provided by the Safety Com-mittee, and fail to do so within the specified timeframe, will receive a further 0.5-point deduction from the total score for each day the response is late. The maximum total deduction for late submissions of the Safety Report and respons-es to feedback will be 15 points.

Competing Teams who submit the baseline Project Schedule after the deadline will receive a 0.5-point deduction on their total score for each day the submission is late, up to a maximum deduction of 5 points. A Team may petition the Organiz-ing Committee to nullify this penalty if the team can prove they had no intention prior to October 5, 2018 to register for GNCTR 2019.

Competing teams who submit the Technical Report after the deadline will receive a 0.5-point deduction on their Technical Report score per day that the report is late. Any Technical Report that exceeds the maximum word count shall be deduct-ed one (1) point from the team’s overall score for every 500 words in excess of the prescribed word limit. Additional point deductions may be made from the Team’s report score for inclusion of superfluous information. Table 3 below outlines an example of possible point deductions:

5 SCORING AND JUDGINGTo preserve the integrity of the Competition, the Organizing Committee, Judges, and the Safety Committee reserve the right to add, delete, or modify any judg-ing criteria (and their associated score values) at any time prior to or during the Competition. Teams will be notified immediately in the event of any rule changes.

5.1 SCORING RUBRIC

The detailed scoring rubric(s) will posted on the GNCTR 2019 website. Every effort will be made by the Organizing Committee and Judges to ensure impartial and consistent judging of all Teams. A detailed breakdown of individual team scores will be made available onthe GNCTR 2019 website following the conclusion of the Competition.

Team spirit will be evaluated by spirit judges throughout the Competition. A separate spirit judging package will be made available prior to the Competition which will outline spirit guidelines and expectations.

5.2 PROTESTS

If a Competing team feels that it has been unfairly disadvantaged during the Competition, the team captain may submit a written protest to the Organizing Committee. Protests must be submitted with a $100 CDN deposit that will be returned if the team’s protest is found to be justified. Decisions will be made by the Organizing Committee and Judges prior to the Closing Ceremonies. All decisions will be final.

All Toboggan and component designs submitted to previous competitions are considered to be in the public domain and are valid to be replicated by Com-peting Teams, on condition that proper technical justification is provided and evidence of new construction is demonstrated in the technical documents. Any team presenting design calculations that the Judges deem to be insufficient or technically flawed will be subject to a thorough Safety Inspection and may be de-ducted points for Toboggan design and/or prohibited from racing. Teams should use commonly accepted engineering practices in developing design loadings and in calculation of Superstructure member capacities.

6.1 SAFETY

The Toboggan must be able to safely and comfortably accommodate five (5) rid-ers. Teams must be able to demonstrate this at the Technical Exhibition and during all pre-race Safety Inspections, if requested. There must be clear space for roll protection (50 mm minimum) between the top and sides of the helmet of the tallest rider and the inside of the roll cage. The bottom and sides of the Toboggan must be enclosed to ensure no part of any rider is outside of the Toboggan during the Run. The Toboggan’s Superstructure should contribute to enclosure such that the frame and/or tubing are arranged in a manner that prevents rider ejection. Supplemental materials such as plexi-glass, snow fence, or other suitable means can be used (and are recommended) to help contain rider limbs throughout a Run. Refer to Section 2.2 for more details on the definition of Enclosure. The Toboggan’s Enclosure will be reviewed and must be deemed sufficient by the Safety Commit-tee to contain the riders prior to the start of a Run. The rider’s seating area shall be flat and free from bolts, frame members or other protruding objects. No sharp objects are permitted inside or outside of the Toboggan. All frame components enclosing the riders shall be padded with foam (6.5 mm minimum thickness).

Hand grips must be provided for all riders. T-bars or other frame members imped-ing forward movement of the rider are prohibited. The front of the Toboggan and associated frame members are exempt from this requirement. Individual rider seats may be utilized, but seat backs must be padded to protect rearward riders in the event of a collision. Seats must be securely fastened to the Toboggan. Seats and mounting system shall be designed to accommodate forces exerted during a collision. No restraint system which connects riders to the Toboggan may be used except if the individual harness is a five-point style meeting the requirements of the National Hot Rod Association (NHRA) drag racing requirements. Harnesses shall be securely mounted to the frame, with both the mounting system and

6.2 WEIGHT

TThe Toboggan shall weigh no more than 136 kg (300 lbs) in its unloaded racing configuration. Note that this maximum weight is less than recent years’ compe-titions, but has been the standard for many years prior. This configuration must include all safety equipment specified in the Safety Report and identified by the Safety Committee during the review of the Safety Report. Additional material may be added to the Toboggan in excess of the 136 kg weight limit (up to a maximum of 4.54 kg (10 lbs) additional weight) for necessary modifications identified during the pre-race Safety Inspection, only if the requirements had not previously been identified to the team by the OC in review of the Safety Report.

Overweight Toboggans, up to a maximum of 202 kg (445 lbs), will be permitted to race. Overweight Toboggans will be penalized two (2) points plus one-half (0.5) point per kg over the limit (rounded up to the nearest half kilogram) from their overall score. If a team’s Toboggan exceeds the prescribed maximum weight, the OC may permit it to race, but the Toboggan will receive a score of zero (0) for their total Toboggan Design (See Table 4).

The Toboggan must have an attachment point for a tow cable to pull the Tobog-gan to the top of the race hill. A 50 mm (2”) minimum diameter eyelet, U-bolt or similar mechanism is typically required for this. Teams should demonstrate in their Technical Report that this attachment point is appropriate for forces gener-ated from towing up the incline. Teams that do not provide an attachment point will not be transported to the top of the hill and will not be able to race.

6.3 RUNNING SURFACE

The Toboggan’s Running Surface must be comprised entirely of concrete. All con-crete used in Toboggan construction must be comprised of cementitious materi-als containing a minimum of 30% Portland cement by mass. Ski wax is the only permissible coating for the Running Surface. The type used and method of ap-plication must be clearly indicated in the Technical Report. A concrete patch mix used to skim coat the Running Surface to fill honeycombing, bug holes, or other voids is permissible such that the following criteria are met:

Technical data for the patch mix must be included in the Technical Report, including product used and application; Photos documenting the entire application process must be included in an appendix of the Technical Report. This must include photos of the concrete skis prior to application showing the voids that are being filled. Photos should also document that the cross- sectional dimensions of the Running Surface have not significantly changed due to a thick patch mix being applied; It is permissible for the patch mix to be either designed and batched by the team, or be a readily available commercial concrete patching product.

If a team uses a product to patch their Running Surface the team must submit a technical data sheet for the product to the GNCTR 2019 Organizing Committee for review prior to use in construction.

Teams should explicitly calculate the capacity of any connections of the super-structure to the concrete Running Surface and demonstrate that the capacity exceeds likely demand during all foreseeable race conditions.

Details of Running Surface preparation must be described in the Technical Report. This includes grinding, waxing or other modes of preparation teams use to facili-tate completion of the Toboggan Running Surface.

6.4 SUPERSTRUCTURE

The Toboggan must have a Superstructure which can act as a roll cage to with-stand any foreseeable crash impact and protect all riders. Teams must clearly state in their Technical Report all assumptions made in preparation of design cal-culations for loads and resistances, with justification for any load or resistance factors used. Teams are required to justify all design cases in the technical report. The following should be accepted by all teams as minimum crash or impact cases to be considered in design of the Toboggan Superstructure:

Front or Rear Impact at 65 km/h design speed; Roll-over impact at 75% of the design speed; Side Impact into crash barriers at 50% of the design speed.

6.5 MECHANICAL SYSTEMS

The Toboggan must be equipped with fully operational Braking and Steering Sys-tems. These are mandatory to meet safety requirements as well as to score full points in Toboggan Design.

6.5.1 Braking SystemThe Toboggan must have a Braking System capable of safely bringing the Tobog-gan to a stop in a reasonable distance at the end of each Run. Any portion of the Braking System that could act on the snow and generate stopping force shall not be placed forward of the Toboggan’s centre of gravity. Gravity powered brakes shall not exclusively utilize rider weight to provide downward braking force. De-signs which utilize the overall Toboggan and rider weight may be permitted pro-vided they meet the safety requirements of Section 6.1 and they do not adversely affect rider safety.

6.5.2 Steering SystemThe Toboggan must have a Steering System. The use of weight-shift steering is permitted, but only as a secondary measure to supplement a deliberate mechan-ical Steering System. The Steering System must have over-steer protection (see Section 6.1) and information regarding a Steering System that is in contact with the snow can be found in Section 2.2.

6.6 CONSTRUCTION

All competing teams must construct an entirely new Toboggan, containing no part or component which has been used in construction of a previously submitted concrete Toboggan, with the following exceptions:

The repurposing of salvaged raw materials such as individual lengths of roll frame tube is permitted;Salvaged material may also include shocks or parts for a rack and pinion Steering System, for example, provided the salvaged com-ponents are not damaged and are fit for use. Teams are required to indicate any repurposed materials in their Safety Report and provide evidence that the materials are fit for use. Teams will be required to demonstrate the functionality of any repurposed items during the Safety Inspection.A team may repurpose all, or part of, a Toboggan Superstructure that was submitted to a previous competition by the same Univer-sity or College. This may only be done if sufficient justification is provided to the Organizing Committee. One possible justification is significant effort to improve on a previous superstructure design by modification. Teams are highly encouraged to seek approval from the Organizing Committee prior to proceeding with design and con-struction using a repurposed Toboggan Superstructure. Under no circumstances will a Toboggan Superstructure be permitted to be used for more than two competitions. Teams which elect to repur-

pose a prior Superstructure without significant effort to modify or improve may only receive partial points for Superstructure design.

Non-Competing teams may re-use a Toboggan from a previous competition, pro-vided it is deemed safe to operate through the team’s own analysis and genera-tion of a Safety Report for review by the Safety Committee. Non-Competing teams may not be required to modify their Toboggans to conform to current Rules, pro-vided the Toboggan was in accordance with the Rules at the time of its first use. All competing Toboggans must be constructed exclusively by the team with doc-umentation of the construction process provided in the Technical Report and with the Technical Display. The contracting of specialized work, such as welding or work deemed too severe of a safety risk, is permitted if the team can provide evidence the work was performed by a certified technician.

6.6.1 Welds and ConnectionsFor the GNCTR 2019 Competition, any team(s) designing and building a new to-boggan shall provide technical details and evidence on how Superstructure joints were connected. A more thorough evaluation of Superstructure connections is a new aspect of the Competition in 2019 that considers weld design and weld competency. Weld design and welder qualifications will not have an impact on a team’s Superstructure score.

Technical details shall include documenting weld procedure, drawings of the con-nection, and required strengths of joints in the Toboggan Superstructure. If this information is available to Non-competing or Alumni teams, the OC requests that this information is included with any Technical or Safety Report submissions. Connections or welds shall be completed such that the required strengths indi-cated in the technical details and design drawings are achieved. Teams shall pro-vide proof of adequate connection or weld strengths through one of the following options:

Teams use a professional welding shop to have the welding com-pleted by a certified technician who is qualified in an approved weld procedure. The shop name and technician’s journeyman or Red Seal stamp must be provided in the appendices of the Safety Report and Technical Report. The welder must be qualified in the method and materials being welded following CSA W59-13 for weld-ed steel construction (metal arc welding), and/or CSA W59.2-M1991 for welded aluminum construction;Teams complete the welding themselves and provide evidence of weld competency through means of destructive and non-destruc-tive testing with spare material on sample connections similar in design to those used in the Toboggan Superstructure. tests that shall be conducted on the samples are tension test, bend test, and Charpy test. Non-destructive testing that shall be completed on the sample is ultrasonic testing (UT). If a team per-forms the welds themselves they must be supervised by a welding professor, technician, or certified journeyman. Ideally, the team’s tests should be on the spare material and are reviewed by the competent person as well;Other means of connecting joints and testing joint strength deemed acceptable and approved by the OC.

If a team elects to contract the welding work to a shop, the shop and technician’s name performing the welds, along with the weld procedure, must be provided to the OC at least two (2) months prior to start of the Competition. The weld shop should be certified to CSA W47.1-09 for steel welding and CSA W47.2-11 for alumi-num welding.

Teams electing to perform their own welds under the supervision of a qualified person shall provide the OC with the qualified person’s name and credentials at least two month(s) prior to the start of the Competition. Proof of destructive and/or non-destructive testing shall be provided to the OC at least one (1) month prior to the start of the Competition. Weld procedures and design shall meet CSA W59-13 or CSA W59.2-M199 for steel welding or aluminum welding, respectively.

Teams that connect the Superstructure joints via methods other than welding shall provide details on the method of connections and evidence validating the strengths of the connections at least two (2) months prior to the start of the Competition.

7 TOBOGGAN INSPECTIONSAll Toboggans will be subject to a Safety Inspection by the Safety Committee. The official Toboggan weigh-in will occur following a successful Safety Inspection. The Safety Inspection will be completed during the Technical Exhibition. The Safety Inspection order will be announced prior to the Technical Exhibition day and the Organizing Committee will endeavour to ensure inspections do not conflict with the Technical Presentations.

Teams which fail to attend their scheduled Safety Inspection will be deducted two (2) points from the team’s total score. Teams that do not pass their Safety Inspection or are found to exceed the maximum Toboggan weight limit will be permitted to make modifications to their Toboggan and have their Toboggans re-inspected and/or re-weighed following the scheduled Safety Inspections, on a first-come, first-served basis.

Any Toboggan that does not pass the Safety Inspection and fails to make revisions as per the requirements of the Safety Judges, or fails to pass the subsequent re-inspection, will be prohibited from racing. Toboggans must be re-inspected and weighed following any modifications that are made after the initial Safety Inspection. Such modifications include, but are not limited to:

Changes to Steering and Braking Systems; Replacement or modification of the running surface (including slabs and/or skis); Changes to the rider safety features; Addition or removal of any components.

Toboggans must be re-inspected by a member(s) of the OC or Safety Committee after any Crash that occurs during Race Day Runs before being permitted to race again. Following the Safety Inspection and weigh-in, no further modifications to the Toboggan will be permitted without the knowledge and permission of the Judges and Safety Committee.

Any team caught racing or attempting to race without having their Toboggan re-inspected following modifications or a Crash will be penalized at the discretion of the organizing committee, up to and including disqualification from all remain-ing races and the forfeit of all points earned during Race Day.

All Competing Teams must be present at the Technical Exhibition and adhere to the requirements of this section. Teams are prohibited from performing any modi-fications to the Toboggan which could damage the facility, such as grinding, paint-ing, waxing etc., on the premises of the Technical Exhibition. All Team members are required to be knowledgeable about the design and construction of the Tobog-gan and should be capable in answering any questions that the Judges may ask.

8.1 TECHNICAL DISPLAY

Each Competing Team must present a Technical Display showcasing their Tobog-gan and design process. The Toboggan and any parts to be used during the race must be present at the Technical Display. Design and aesthetics of the Technical Display shall incorporate the team theme. Spirit Judges will judge the Technical Display for relevance to the team theme.

Each Team must have at least three (3) team members present at their display for the duration of the scheduled Technical Exhibition. All team members are expected to respond to basic questions about the Toboggan design and construc-tion during the Technical Exhibition, and to direct Judges to an appropriate team member to defer in-depth technical questions to.

Each team will be allotted a space within the Technical Exhibition venue to dis-play their Toboggan and Technical Display. Teams will be given two (2) adjacent 3 m x 3 m (~10 ft x 10 ft) areas, which must entirely contain the Toboggan display and the Technical Display, respectively. Note: This provision of display areas is subject to change upon final confirmation with the exhibition venue and will be confirmed on the GNCTR 2019 website.

Only the Toboggan and additional parts to be used on Race Day may be displayed within the Toboggan display area. A raised platform for display of the Toboggan will be permitted. Each team must provide floor protection for both the Technical Display and Toboggan display area. Teams not supplying floor protection may not be permitted to set up their Technical Display. A rug or similar material is typical-ly sufficient floor protection.

Technical Displays shall be limited to 2.5 m (~8.5 ft) in height. Technical Dis-plays containing an accessible suspended floor must comply with applicable local building codes regarding the construction of temporary structures. All multi-level structures or structures which may cause a life/safety hazard are required to have proof of adequate design. Any team’s Technical Display that features interactive

activities must be displayed in the Technical Display section and not alongside the Toboggan display. Food is not permitted as part of a team’s Technical Display. However, if a team intends to have food as part of their display setup, the food item must be in conjunction with venue protocols and approved by the OC at least one (1) month prior to the start of Competition.

The Organizing Committee reserves the right to prohibit the use of structures which violate any criteria outlined herein.

8.2 TECHNICAL PRESENTATION

During the Technical Exhibition, teams will be required to provide an informal safety presentation to accompany the Safety Inspection. The presentation is to be delivered in English. The intention of this is to highlight risks inherent to the design and how the team has mitigated these risks. Performance in this presen-tation will contribute to the overall safety score allocated to the team.

Each Competing Team will conduct two (2) separate formal presentations on the design features of their Toboggan. Teams will select up to three (3) represen-tatives to present on their concrete mix and concrete reinforcement, and up to three (3) different representatives to present details on the Toboggan’s Super-structure, Steering, and Braking Systems.

Presentations will be scheduled during Technical Exhibition. Teams will be pro-vided with the schedule prior to the Technical Exhibition. Presentations will be strictly limited to five (5) minutes of presentation followed by five (5) minutes of questions from the Judges. Presentations will be judged on the technical content, presentation quality, and communication skills of the presenter(s).

A projector and laptop will be provided in each presentation room for the use of the presenters. Any presentation slides must be in Microsoft PowerPoint format. Competing teams must also provide a link to their presentation on a cloud based site and save the final presentation on a USB key. A brief preparation period prior to the presentation will be provided to permit teams to familiarize themselves with the presentation rooms and upload their presentations.

Teams failing to attend their slotted presentation time will score zero on their Technical Presentation.

9 RACE DAYRacing order will be selected randomly and provided to teams prior to Race Day. The Organizing Committee reserves the right to modify or exclude specific events due to weather and track conditions, time constraints, or other unforeseen circum-stances. The Organizing Committee reserves the right to remove, add, or modify race specific rules prior to Race Day due to weather and track conditions, time constraints, or other unforeseen circumstances. Any race-specific rule changes will be provided to the team captains prior to Race Day and posted at the race hill.

Riders must remain within the Toboggan during the entire Run and may not exit the Toboggan until it reaches a complete stop. If a rider leaves the Toboggan during the Run or before the Toboggan has come to a complete stop, the Run will be considered a DNF and will not count towards scoring.

If the Toboggan incurs damage during a Run (including braking) the Run will be considered DNF. The decision to use the Run for scoring purposes will be at the Judges’ discretion. The Toboggan may be repaired but must pass a Safety Inspec-tion and must be re-weighed prior to any additional Runs.

Races will take place on a snow-tube type hill. The geometry of the GNCTR 2019 race hill is shown in Figure 1, provided in Appendix B. The geometries of previous years’ race hills will be posted on the GNCTR 2019 website.

9.1 SAFETY

Riders are not permitted to be under the influence of drugs or alcohol while rac-ing. Teams caught with a rider under the influence of drugs or alcohol will imme-diately be prohibited from racing and will lose all points for Race Day activities accrued up to the time of the infraction.

Teams must adhere to the safety requirements for the Toboggan as described in Section 6.1. All riders must have a fitted, unmodified, and certified (DOT, SNELL, or equivalent) snowmobile or motorcycle helmet and be wearing it as instructed (chin straps secured) until they have safely left the racetrack. All riders must have themselves and all their limbs inside the Toboggan Superstructure at all times during the Runs. Riders are not permitted to stand at the rear of the Toboggan.

The boundaries of the racetrack will be clearly marked. Spectators (anyone not riding a Toboggan) are not allowed on the racetrack at any time. Violation of the Rule by any member of a team may result in that team’s disqualification from Race Day. Competitors are expected to be dressed in an appropriate manner for

the race. Costumes are permitted and encouraged, but must accompany suitable winter attire. The starting official may direct participants to change their attire prior to a Run.

Toboggans are to be transported up the hill via tow rope and snowmobile. Only one (1) rider is permitted on the Toboggan during transport up the hill (must be wearing a helmet) strictly for steering purposes. The Braking System needs to be restrained during tow. If this is not possible, the sled must be pushed up the hill.

9.2 STARTING

A team and their Toboggan must be present in the start staging area at least five (5) minutes before the start of their Run. Failure to do so may result in the team forfeiting their Run. Teams must not start their Run until directed to do so by a Race Official.

Each team is permitted to have two (2) members from their team help push their Toboggan at the start of the Run. In the event the team does not have sufficient members available, Volunteers may be employed from the start staging area to help push the Toboggan. The pushing start line will be identified on the hill at Race Day. The front of the Toboggan must be in front of the identified pushing start line at the beginning of the push start. If the hill is found to be too fast (decided prior to competition by OC during test Runs) the starting point may be adjusted to reflect safety concerns. The OC may implement a ‘no-push’ mandate in which case the team members or volunteers assisting the Toboggan riders must simply let go of the Toboggan during the start.

The riders on the Toboggan may not help push the Toboggan. The designated pushers must push against the superstructure and not on the riders. Pushers shall commence their pushing efforts while in contact with the Toboggan. Run-ning starts are not permitted. The pushers must release contact from the Tobog-gan prior to the rear of the Toboggan crossing the start line and make a reason-able effort to not cross the start line themselves. Failure to do so may result in the Run being marked DNF at the discretion of the Race Officials and Judges.

9.3 CRASH

Refer to Section 2.2 for the definitions of ‘Crash’ and ‘Did Not Finish’ (DNF).

In the event of a Crash, no attempt to continue the Run shall be made, and the riders will be expected to safely leave their Toboggan and transport it to the bottom of the hill. If a Toboggan stalls during a Run, but is otherwise in upright

position and facing downhill, the Run will be recorded as a DNF. However, the team will be permitted one opportunity to have their designated pushers restart the motion of the Toboggan to reach the finish line. If the Toboggan subsequently stalls a second time, the Run shall be abandoned, and the riders must exit the Toboggan and safely transport it to the bottom of the hill.

Teams that successfully complete the race course by crossing the finish line, but fail to stop the Toboggan within the designated braking area, will not be record-ed as DNF, but will receive a braking score of zero (0) for the Run. Any Toboggan involved in a Crash or fails to brake in the designated area must be reviewed by the team, and is permitted to be repaired as required. If a team intends to continue to use a Toboggan that has crashed or experienced a braking failure, it must be brought to the Safety Committee for re-inspection prior to attempting subsequent races.

9.4 RACE EVENTS

Race Day will consist of three (3) major events: Drag Race, Slalom, and King of the Hill. A braking event will not be scheduled separately. Instead, a team’s braking performance will be determined from their best result between the Drag Race and Slalom events. Points for braking performance are specified in Section 9.5.4. If a team feels uncomfortable with a speed they reach travelling down the hill, it is acceptable to activate their Braking System part way down the Run, providing it is not a one-and-done system (i.e. pneumatics). No deduction will be recorded for early brake deployment in this case due to the following reasons:

As outlined in Section 9.5.4, Braking Performance is measured via deceleration, not total braking distance. Any slight advantage from early brake deployment would be offset by the following;

Any team deploying their Braking System early will be sacrificing run time and top speed scoring, which is deemed enough of a con-sequence for early deployment.

Teams will be seeded for the tournament based on ranking of their fastest com-pleted run in either the Drag Race or Slalom event. The tournament bracket will be posted at the racing area prior to the tournament start. The race course will be cleared of any gates. Two (2) teams will race down the hill simultaneously in sep-arate lanes. The team whose Toboggan crosses the finish line first will advance to the next round. A Toboggan is across the finish line when the front-most portion of the Toboggan proceeds over the line, marking the conclusion of the race.

Teams which Crash or do not cross the finish line will have the Run considered DNF and will not continue in the tournament. Should both Toboggans Crash during a head to head race, both Toboggan Runs will be considered DNF and both teams will be eliminated from the tournament.

The tournament follows sudden death format. In the event of an odd number of teams competing in the tournament, the team with the fastest recorded Run time from throughout Race Day may be granted a ‘bye’ to the next round of the tournament at the discretion of the Race Officials.

The winner of the last tournament race is crowned “King of the Hill”. Non-Com-peting Teams will be permitted to participate in a separate King of the Hill com-petition following the same rules, if time permits.

If no team makes it down the hill, the four (4) teams with the fastest recorded run times from throughout Race Day (Drag Race and Slalom events) will attempt the race again in a sudden death format, where the team that wins twice will be crowned King of the Hill.

Points will be allocated based on a team’s fastest Run time relative to the fastest and slowest recorded Run times by all Competing Teams. The following formula will be used to calculate the points awarded to a team:

If a team fails to complete a full Run, but makes it through one (1) or two (2) of the first three (3) gates in the Slalom event, the team shall receive partial points based on the rubric below.

Contact with any part of the gates results in a one (1) point deduction, per oc-currence. Any Toboggan that misses a gate completely will be two (2) points, per occurrence. Any Toboggan that strikes a barrier of the course will be deducted three (3) points, per occurrence. A deduction of six (6) points will be assessed to any Toboggan that is involved in a Crash during a Run.

9.5.3 King of the HillAll teams that participate in the King of the Hill tournament will receive points. Any team which does not qualify for the King of the Hill tournament will receive no points. If a team fails to complete either of the Runs, they will be award-ed no points. Only Runs in which braking is attempted will be graded for braking performance. The braking score will be based on the calculated deceleration of the Toboggan. The Toboggan speed will be recorded at the crossing of the finish line. The stopping distance will be measured from the indentation in the snow where the brake was first applied to the brake location in the Toboggan’s final resting place. The rate of deceleration will be calculated for each Run using this informa-tion. If a Toboggan fails to stop within the specified braking area, the Run will be considered a braking failure and zero points will be awarded for the Run.

Points will be allocated based on a team’s average acceleration relative to the highest and lowest average accelerations. The following formula will be used to calculate the points awarded to a team:

Awards will be presented at the Closing Ceremonies. Depending on scores, partici-pation, and/or Toboggan designs, the awards listed herein may be modified or not be presented at the discretion of the Organizing Committee. Registered Teams will be notified immediately of any changes made to the awards outlined herein.

Awards partially or fully selected by competitors will be voted on at the final cap-tain’s meeting prior to Closing Ceremonies. Each Competing and Non-Competing Team captain will cast a single vote (on behalf of their team’s collective vote). A Team may not vote for themselves. These awards include: People’s Choice, Most Aesthetically Pleasing Toboggan, Most Spectacular Run, and Most Aesthetically Pleasing Technical Exhibit.

10.1 LIST OF AWARDS

First Place, Overall Champion & Recipient of the CSCE Cup: Awarded to the team with the highest overall score, or any team satisfying two (2) “win by default” clauses outlined in Section 11 of the GNCTR 2019 Official Competition Rules;

Second Place: Awarded to the Team with the second highest overall score;

Third Place: Awarded to the Team with the third highest overall score;

GNCTR Excellence in Safety Award: Awarded to the team displaying the highest excellence in safety practices based on the following criteria: De-sign (30%): justification given in the Technical Report as to how safety was considered and maximized in the team’s toboggan design; Construction (30%): implementation of safe work practices such as toolbox meetings and completion of safe work practice forms by the team throughout the Toboggan construction process; Presentation (30%): based on a team’s an-swers given to the Safety Judge’s questions to explain design and address any potential concerns; Race Day (10%): demonstration of a safety culture by the team throughout Race Day;

Best New Team: Awarded to the new Team with the best overall score. A “new team” is defined as a team that has never competed at GNCTR before, or has not competed in the past two (2) years at GNCTR 2017 in Winnipeg and GNCTR 2018 in Waterloo;

Best Non-Competing Team: Awarded to the Non-Competing Team with the highest overall non-competing team score, based solely on Race Day performance and spirit;

People’s Choice: Awarded to the Team that other Teams deem to be the most spirited, fun, innovative and one that enhances the competition for other teams around it. The People’s Choice Award is voted on at the final captain’s meeting prior to Closing Ceremonies;

Most Improved Team: Awarded to the Team that has competed in GNCTR competitions for the past two (2) years and posted the greatest overall score improvement from the 2018 competition;

Most Sustainable Team: : Awarded to the team that best demonstrates in their Technical Report and Technical Display how the team was sus-tainable in both the choice and use of materials in the design process, construction, and disposal of their Toboggan. The award will be based on the sustainability of the following criteria: concrete mix design; ski and/or slab formwork; toboggan frame; toboggan mechanical systems; the team’s construction methods; the team’s technical display; and, the Team’s costumes;

Best Theoretical Toboggan: Awarded to the Team with the highest Tobog-gan design score;

Most Aesthetically Pleasing Toboggan: Awarded to the team who the Judges and competitors deem to have designed and built the most aes-thetically pleasing Toboggan. Both Judges and spectators will have the ability to vote for the most aesthetically pleasing Toboggan. The following weighting will be used to calculate the score for the award: Judges: 50%; Competitors: 50%;

Most Representative Concrete Test Cylinders: Awarded to the team whose concrete test cylinders most closely represent the reported strength in their Technical Report. An average of the two test cylinders will be used for comparison;

Best Technical Display: Awarded to the team with the highest Technical Display score based on the informative content of the display, incorpora-tion of the team’s theme, and overall aesthetics of the display;

Best Technical Report: Awarded to the team with the highest Technical Report score;

Best Technical Presentation: Awarded to the team with the highest Tech-nical Presentation score;

Best Performing Toboggan: Awarded to the team with the highest Race Day score;

King of the Hill: Awarded to the team that places first in the King of the Hill tournament on Race Day;

Fastest Run Time: Awarded to the team with the fastest run time;

Any Competing team may be awarded the title of overall GNCTR 2019 Champion if they are able to completely satisfy at least two (2) of the following requirements, hereby causing a “Win by Default”. Winners by default will be awarded the CSCE cup regardless of Competition performance.

11.1 REQUIREMENTS FOR A WIN BY DEFAULT

The team must successfully transport their entire Toboggan to the Competition within carry-on baggage using the allowance provid-ed by the transporting airline. Photographic evidence of packing, security, and stowage during flight is required;The team must transport their Toboggan up the hill on Race Day using only gravity. Calculations of how this was achieved are re-quired;The team must construct the TMEP pipeline and transport their Toboggan via pipeline, before the start date of the Competition. Pipeline construction must follow all applicable safety and envi-ronmental regulations;Stop your Toboggan using a skydive certified parachute that is ac-tivated via a sensor attached to a beer bong the rest of the team is drinking from. Said beer bong shall have enough ports for all remaining team and OC members, and the chute shall only be ac-tivated once all of the beer has been consumed;Make Connor McDavid your baby daddy. Also organize a meet and greet and autograph session with Connor McDavid for the entire Organizing Committee.
