Veteran Voice is a weekly publication designed to provide information to and about veterans to veterans and to the broader community. Veterans are an integral part of their Florida communities, which currently have individual organizations of their own, such as the Veter-ans of Foreign Wars, the American Legion, the Vietnam Veterans of America and many other groups with a nar-row focus, but no convenient way to connect to a wider population of veterans and to the community in general within a limited geographic area, their community. The mission of Veteran Voice is to publish a weekly source of information that will provide, in one place, a listing of resources available to veterans, articles about changes in policies or organizations affecting veterans and events of interest to veterans as well as articles about veterans of interest to the general public. Veteran Voice LLC is organized as a partnership of experienced newspaper executives with an interest in veterans and in the communities of Florida veterans and friends. Mystery solved

The U.S.S. E.F. Larson DD830 destroyer served in WWII with distinction. A 3-foot by 1-1/2-foot high scaled mod-el of this ship was said to exist but kept eluding the E.S.S. E.F. Larson DD830 Association, which asked for volunteers to search for its whereabouts. Well, ask for volunteers no

more. I, Dr. Domenick Scarlato, am the owner of this outstanding model, which is on loan to the St. Lucie County’s Veterans Office in Port St. Lucie. This ship is encased in a large

plexiglas case and is overseen by a veteran’s counselor, Donna Carlsen.

To relate how this beautiful 3-foot by 1-1/2-foot destroyerwas built to be

an exact scaled model, I must go back to 1947 when I served aboard the Larson as a Fireman 1st Class with the “A” Gang. My love for the

sea was born aboard the Lar-son, and I always wished to have a model of my ship. In 1965, I was employed in the New York Naval Shipyard, commonly called the Brooklyn Navy Yard, as a welding supervi-sor. I developed a very close rela-tionship with a model maker, John Erikson, who worked in the Design Department. I managed to commission him to build an exact scaled model of the Larson for a nominal fee. He agreed and said it will take a lot of time, possibly 12 to 18 months, as he will do this at his home. Exactly 12 months later, John

delivered to my home in Bell-rose, Queens, N.Y., a 3-foot exact scaled model enclosed in a Plexi-glas case. The detail of the ship

was remarkable. Every item, from its 5-inch gun turrets, the 40mm, 20mm, radar antennas, the tor-pedo tubes and even the anchor chains, rope lines, brass screws, fire extinguishers, etc., was unbe-lievable. This professionally made model could be used in a Holly-wood movie and would pass as a real combat ship. If anyone is ever in Port St.

Lucie, please visit the St. Lucie County’s Veterans Office. Say hel-lo to Donna Carlsen, and when you view the Larson, you will feel the roll of the ship and smell the aroma of the salt air. I still do. Incidentally, any veterans who

may have been injured or devel-oped a condition they believe was service-related, do not hesitate to visit the St. Lucie County’s Veter-ans office in Port St. Lucie. Fair winds and calm seas to all. Domenick Scarlato served in

the U.S. Navy on active duty from 1944-48 and later in the Naval Reserve and National Guard. He holds a doctorate of education and because of his work in special education, has been involved in an advisory capacity while chang-es to national mental health care policies occurred over the last 50 years. He has been a St. Lucie West resident for 14 years.

called chaplains. “Secular hu-manist support representative” would work. Phil Katrovitz, a Korean- and

Vietnam-era veteran, said the VA’s chaplains sometimes rub against the growing number of atheist, agnostic and humanist veterans among their ranks. Ka-trovitz said when he’s been at VA hospitals, chaplains sometimes just didn’t get the picture. “I’ll make it very simple,” he

said. “I don’t want to hear it. I make it just short of, ‘Get the (expletive) out of my room.’” A few weeks before he died,

Heycock got help writing a letter with his wishes that the VA “initiate policies that ensure that non religious veterans receive the same level of recognition and support as is currently provided to religious veterans.” Heycock was a member of

the Humanists of the Treasure Coast. Founder and president Joe Beck said he helped Heycock compose the letter to the VA ad-ministration. Beck gave Veteran Voice an electronic copy, but was unable to verify its authenticity. Beck said Heycock requested that he wait until after his death to pass the letter onto the VA. He said Heycock was concerned about social retribution if the let-ter was given to hospital admin-istration before he died. Chaplain Anthony Beazley, chief

of chaplain service department at the West Palm VAMC, was not skeptical that the letter ex-pressed Heycock’s thoughts, and Katrovitz said it was consistent with statements he made to him. “I could empathize with him and

his plight, because I do use the VA for services,” Katrovitz said. “I know exactly how he feels.”Heycock’s letter continues,

“Currently religious, theistic 0riented Chaplains are on staff and visit patients including secular humanist atheist like myself. While the Chaplains have been friendly, according to their Christian beliefs I will be burning in hell after my demise. While I respect their right to believe as they wish, I don’t find their per-spective on death comforting.”The First Amendment’s estab-

lishment clause forbids gov-ernment employees from doing anything that can be reasonably construed as establishing reli-gion: “Congress shall make no law respecting an establishment of religion.” It also protects the expression of ideas and beliefs. Beazley, who’s ordained by the

Southern Baptist Convention, said that VA chaplains are firmly trained to avoid using their posi-tions to promote religions.

“We learn that our job is not to convert people,” he said. “I would never try to convert a person. I would not cross that line.” He said that to become a VA

chaplain, one must complete a minimum of 800 hours of training called “clinical pastoral education.” However, in a growing mar-

ketplace of religions, spiritual ideologies and even non-belief, there are limitations on who can become a VA chaplain. Beazley said a candidate must have a master’s degree in divinity, two years of pastoral experience, and the sponsorship of a faith-based organization. Not many human-ists or members of smaller reli-gions, such as Wicca, could get those credentials. For example, Beck’s education

and background are in psychiat-ric social work. While that could make him a good candidate for visiting a wide range of individ-uals at VA hospitals and helping to ensure their needs are met — and Humanists of the Treasure Coast is a not-for-profit organi-zation same as churches — Beck couldn’t apply to be in the VA’s chaplaincy services. Not without going to school for a divinity de-gree, along with getting pastoral experience and the sponsorship of a faith organization. None of that is likely for a humanist. Beck isn’t looking to become a

chaplain at the VA. Beazley said a chaplain doesn’t

have to share another’s beliefs to help him or her. “I don’t try to change their

thoughts, but I try to help them in their belief to find their re-sources,” he said. Katrovitz said that Beazley’s

claims that chaplains don’t proselytize non-believers at VA medical facilities are naïve, or deceptive. While he agreed that chaplains don’t seem to engage in flagrant proselytizing, there are soft forms of it. For example, deliberately speaking with reli-gious patients loudly enough for others with different beliefs to hear. “What’s a chaplain doing in the

room if he’s not going to talk about religion?” Katrovitz asked. Additionally, Beazley said the

VA has no prohibitions on chap-lains wearing garb, ornaments or jewelry representing their faiths. “I can still wear a cross, just

like a rabbi can wear a yarmul-ke,” he said. Of course, symbols become im-

portant to believers because they instantly transmit vast amounts of ideology at a glance. Katrovitz said he’s also encoun-

New assisted living facility, Viera Manor, opens to veterans The days of old soldiers just fading away are be-

coming history. Viera Manor Assisted Living Facili-ty, Melbourne, will become the home for many “old soldiers,” sailors, Marines and airmen. “What’s exciting about this project is the facility

may end up being occupied 100 percent by veter-ans or widows of veterans,” John Goode, managing member of INVECO Senior Housing, said. While privately owned, the new facility is on 15

acres of Department of Veterans Affairs land adja-cent to the Viera Outpatient Center, 2900 Veter-ans Way, Viera. INVECO has a 55-year Enhanced Use Lease that can be extended to 75. Goode said construction of the 64,000-square-foot, two-story

facility was about $12 million. It was financed, in part, by loan guarantees made by the Department of Housing and Urban Development. “We combined two different agencies of the U.S.

government to develop assisted living we could then provide discount rates to veterans,” Goode said. Goode believes Viera is the only assisted-living fa-

cility in the United States that was developed using VA and HUD programs to help a private business provide housing for veterans. “It is a first of its kind,” he said. The Vietnam veteran served in the Army from 1968

to 1971. Viera has 86 apartments for 100 residents. Its

lease requires that 80 percent of residents be veterans or spouses of veterans. James Brassard, director of marketing, is a veteran of operations En-during Freedom and Iraqi Freedom. He said Viera

among volunteers at VA centers. Beazley said that’s one reason the VA doesn’t accept volunteer chaplains. Additionally, he said one of his jobs as chaplain is to help prevent proselytizing by VA staff and volunteers. “Chaplains defend people’s right

not to have religion imposed upon them,” he said. Beazley said that he maintains

contact information for repre-sentatives of different faiths and practices that he can call in to meet with patients — if they re-quest it. Humanists of the Trea-sure Coast, he said, is among those he can call in to meet patients. Beck said that he’s never gotten

a call from the VA asking him to meet with any patients, but he has regularly visited patients such as Heycock, members of the humanist organization, when he knew they were at the VA hospital. Questions about the VA’s

chaplains may grow in coming years. An increasing number of

Americans reject faith, or at least religions. The Pew Forum on Religion &

Public Life released a report in October titled, “‘Nones’ on the Rise: One-in-Five Adults Have No Religious Affiliation.” “In the last five years alone, the

unaffiliated have increased from just over 15% to just under 20% of all U.S. adults,” the report reads. “Their ranks now include more than 13 million self-de-scribed atheists and agnostics (nearly 6% of the U.S. public), as well as nearly 33 million people who say they have no particular religious affiliation (14%).” The Barna Group — an openly

Christian social-research organi-zation — also reports a rapid rise in people who don’t identify with any religions. Humanists of the Treasure

Coast has regular meetings in Stuart, Port St. Lucie, Vero Beach and Jupiter. For informa-tion, visit humtc.com. There are six chaplains on

staff at the West Palm Beach VA medical center. Nationally, there are about 630 chaplains and 410 supervisors.

said veterans have been very interested in Viera’s offerings. He said it’s possible all the rooms will be reserved when the facility opens next month. “I’ve been in assisted living for

14 years,” he said. “I found this to be a unique opportunity, be-cause we are on VA property.” Goode declined to say how much

apartments will cost, noting that there are numerous factors that’ll affect each resident’s rent. Addi-

tionally, he declined to say what INVECO will pay the federal gov-ernment for its lease. Mike Strickler, public affairs

specialist at the Orlando VA Med-ical Center, also declined to say how much the lease is. “VA policy is not to comment on

the cost and leave that disclo-sure to the (Enhanced Use Lease) holder, a matter of business courtesy,” he said in an e-mailed response to inquiries. Goode said he spent the last six

years on this project for a simple reason. “I’m a veteran and this was an

opportunity to provide this for veterans and I was determined to see this through and make it happen.” Goode expects Viera Manor to
